Schulze, who has a master’s degree in urban and regional studies from Minnesota Doug Schulze State University, has more than 25 years of experience in local government management. He was previously the city manager of Normandy Park and before that, Medina, and was also the city administrator in Sandstone, Minn. Previously, she had been the executive director for the Bainbridge Island Arts & Humanities Council, but before that, had served as the chief of strategic planning and director of fiscal policy for the city of Atlanta, Georgia. Smith also was acting city manager for the city of Bainbridge after the departure of former city manager Brenda Bauer in early 2012, and was appointed interim city manager until Doug Schulze was hired later that year.

She previously worked for the cities of Newcastle and Burien, and also came to the island with 10 years of experience in municipal practice at a private law firm. She has also worked as a contract attorney for T-Mobile since 2012. Marshall received her juris doctor from the University of Puget Sound and bachelor of arts from Pacific Lutheran University. The city attorney plans, directs and supervises legal services for the city, providing legal advice to the city manager, city council, staff and citizen committees and commissions. The clerk is also the city’s official record keeper, and is responsible for maintaining records of ordinances and resolutions passed by the city council, updating the municipal code and posting legal notices.

The council sets public policy for the city, enacts ordinances and approves a budget. The council is also responsible for defining the functions, powers and duties of city officers and employees. Bainbridge Island operates under the councilmanager form of government, and the members of the city council choose a mayor every two years. Medina also formerly served as the executive director of the West Sound Wildlife Shelter on Bainbridge Island. Before his work at local nonprofits, Medina, a graduate of Stanford Law School, worked for three years at the law firm of Foster Pepper.

Director Terry Lande 206-842-2306, ext. 112 • terry@biparks.org Terry Lande manages the day-to-day operations of the park district, which boasts an inventory of more than 1,500 acres, including the recently purchased Sakai property on Madison Avenue near Ordway Elementary. The Bainbridge Island Park & Recreation District was formed during a special election on May 25, 1965 and the district celebrated its 50th anniversary in 2015. Lande came to Bainbridge from the Willamalane Park and Recreation District in Springfield, Oregon. He earned a bachelor’s degree in park and recreation management at the University of Idaho in 1977. After serving with the Kidsports program in Eugene, Oregon from 1979-83, he joined the Willamalane Park District in neighboring Springfield and supervised recreation programs there for eight years, before his promotion to director of recreation services in 1990.

A mortgage banker, he was a leader in the effort to form a metropolitan park district, and also helped negotiate the acquisition of Hilltop Tree Farm. He has been a volunteer with the Bainbridge Island Little League, a Cubmaster with the Cub Scouts and a Scoutmaster with the Boy Scouts, and has also served on the park district’s Trails Advisory and Waterfront Trails Committees. DeWitt holds a bachelor’s degree in business administration (with an emphasis in natural resource management) from Humboldt State University.

teers who were called by telephone at home to respond to fires. By 1955 there was a fire station in Winslow, manned by volunteers, who dispatched all fire calls. The island’s first paid, shift firefighters were hired in 1978, and the department saw rapid growth and expansion over the next two decades with the construction of a new station on Madison Avenue. The Bainbridge fire district officially became the “Bainbridge Island Fire Department” in 1994, and two years later, plans were made to construct a new station on the north end of the island on Phelps Road that would include a training facility for career and volunteer members. In 2009, the community passed the first ever Emergency Medical Services levy which provided funds to hire firefighter/EMTs to open another fire station, Station 22 on Bucklin Hill Road. And early last year, island voters approved a $16 million bond measure to pay for new and improved facilities, as well as a 9-cent levy increase fore more firefighters to staff the department’s north end station. How you can master our next disaster BIFD guidance tells how to prepare, survive a calamity BY LUCIANO MARANO Bainbridge Island Review It’s hip to be scared. No, really, disaster is very trendy right now. Following the public shock and ensuing preparedness boom that came in the wake of the ominously titled New Yorker piece “The Really Big One,” which promised that a “sizable portion” of our region is due to be wiped out by an earthquake like literally any minute now, sales of disaster preparedness paraphernalia reportedly went through the roof. Pacific Northwesterners seemed to reawakened suddenly — and all together — to the geographic reality of our beloved corner of the map and, like a lifetime smoker trying to ignore a nasty cough, realized this may actually, incredulously, be a serious situation. Seriously though, most residents have long known that the very real potential exists here for a natural disaster - even on the seemingly idyllic isle of Bainbridge. Disaster preparation is taken very seriously here, explained Bainbridge Island Fire Marshal Luke Carpenter, but it remains the responsibility of every citizen to be prepared as well. The city of Bainbridge Island, along with the police and fire departments, has in place extreme emergency procedures and communications which are jointly practiced at least once a year, Carpenter said. But that does not mean that emergency services will be able to take care of everyone in the event of a severe natural disaster — like an earthquake. “That’s the worst-case scenario,” Carpenter said. “We know that we have an active earthquake fault that runs through the island, so we know it’s there. The effects of that are what would be the worst. “Our worst case scenario is: There is no bridge, there is no ferry.” In the event of even a Level 6 earthquake (seismologists measure earth-

quakes on a one to 10 scale of increasing severity), Carpenter said, official studies indicate that at least 1,500 homes on Bainbridge Island would be severely damaged. According to Carpenter, an official disaster must be declared by the city manager and the mayor, who then contact the governor. The city has several documents and official procedures, he said, to ensure a “continuance of government,” in just such an incident. “They have guidelines in place that they work under,” Carpenter said. “The
management of disasters is the responsibility of governments, the responsibility of the city manager, and they work continuously on it. It’s a partnership between the city and the fire department.” The city government, of course, includes not only the city manager, council and mayor, but also public works and as well as the island police department. The city’s Emergency Operations Center has in recent years been located

at Station 21 on Madison Avenue (although city officials have talked of moving the EOC to a new permanent home when the city eventually builds a new public safety building). “That’s where everybody plans to get together and manage the natural disaster,” Carpenter said of the EOC. “You can run a 24/7 operation out of that building.” From inside the emergency operations center, Carpenter said, island officials will take stock of damage, responding as possible to emergencies, and push information and assistance requirements up the chain of command — to the county, state and federal government levels - as needed. Such operations are, Carpenter said, by nature very scaleable so as to meet the demands of the situation. The center can be manned by very few personnel, or everyone within the departments involved, as needed, and the city and fire and police departments work together to devise plans to deal with different scenarios. “Every year we work through a series of training that culminates in an EOC exercise,” Carpenter said. “We do this every year, and we open the EOC and work through a simulated disaster.” This fall’s mock disaster is slated to be a mudslide, Carpenter explained, which is another type of potentially devastating disaster that could happen on Bainbridge. “We know that it can happen here because the south end of the island is prone to mudslides,” he said. Island responders have gone so far as to work through exercise scenarios

in which the island is so completely cut off that the military has to deliver food, water and supplies by landing craft. However, all of the planning by the city and emergency responders is no substitute for individual preparedness, Carpenter said. “The thing that we have stressed is that you need to be prepared to take care of yourself,” he explained. “What we have worked with here on the island is to educate the community that they play a role. “As a community, what we’ve learned from the hurricanes and the Osos and stuff like that is that the first level of preparedness is you,” Carpenter added. Though typically citizens have been advised to have at least three days’ worth of water and food in their dwellings for use in emergencies, Carpenter said that the fire department advises going big and planning to be selfsustained for at least five days of emergency conditions.
And don’t just think about food, water and candles, he added. Islanders are cautioned to have extra supplies of pet food, blankets and flashlights with fresh batteries. Do you own a radio? Carpenter also advised that islanders not wait until the last minute to refill prescriptions or fill the car up with gas, as you never know when you might not be able to do those things for a few days. “As we’ve learned from the hurricanes and the storms, the response will come - but it’s not going to come in five minutes,” he said. “When we have a disaster, there’s only a certain amount of resources on the island and we can’t do it all at once.” Carpenter said that the fire department encourages island groups and neighborhoods to plan to work together and to devise emergency response plans of their own, and they are happy to schedule a time to work with islanders and help devise such systems. Both the Madison Avenue and Phelps Road stations have available literature on the subject of disaster preparedness, including the “Map Your Neighborhood” program which has proven very successful nation-wide. A total of 3,236 business licenses were issued on the island for 2015, an increase from 3,141 issued the year before. Last year’s numbers include 326 new business licenses. Nearly 200 businesses span the downtown core in Winslow while other centers of commerce have risen out of places such as Lynwood, Coppertop Loop and Day Road. The island’s business community is supported by two organizations: the Bainbridge Island Downtown Association and the Bainbridge Island Chamber of Commerce. BHS sports teams see season of turnovers An unusually large number of turnovers happened in island sports in 2015, with no less than half a dozen coaches assuming new roles in the BHS program after departures forced their predecessors to step down for personal or professional reasons. Longtime Bainbridge High School Head Football Coach Andy Grimm’s not being asked to return to the gridiron next season, as announced by school officials in early December, is undoubtedly one of the most unexpected Spartan sports stories of the year. BHS Principal Duane Fish said the move was “strictly a football decision,” and that the school was looking to make a

change so as to revitalize the Spartan football program. Grimm, an iconic figure in the school’s athletic department, had led the team for nearly 20 years. He will remain head coach of the school’s track and field team as well as the Health and Physical Education teacher, BHS Athletic Director Kaycee Taylor said. Taylor himself, head coach of the boys swimming and diving team, announced that he will be stepping down temporarily due to a recent cancer diagnosis. Greg Colby, an assistant coach for the boys team and longtime coach of the BHS girls swim team, took over. After 11 seasons at the helm, Liz McCloskey stepped down as the head coach of the fastpitch softball team to devote more time to her professional career. She was replaced by former Spartan standout Haylee Baker. Steve Haizlip took over the boys varsity basketball team from Scott Orness, who

2015 island sports accomplishments Many trips to state-level play were made by Spartan squads in 2015 in a variety of athletic endeavors. Perennial island youth golf standout Sam Warkentin won the Washington Junior Golf Association State Championship at Gold Mountain Golf Club in Bremerton. He shot a 69, 3-under par on the final day of the tournament and finished with a total score of 213 (2-under total). At the 2015 Mat Classic XXVI State Wrestling Tournament at the Tacoma Dome, the grapplers representing Bainbridge were the battling brother combo of Cade and Liam Topham (120- and 170-pounds, respectively), Jonathan Gallivan (120), returning state finalist Jack Miller (138), previous season alternate Aaron Jumpa (160) and Joaquin Gurza (160). Miller took seventh place in the 138-pound bracket again this year, marking his second consecutive top 10 finish at the State’s premiere high school wrestling event. Shor had a 7.80, while Rice scored an Rice 8.45 and Chee, 7.05. On the floor exercise, Chee earned a score of 8.50 and Rice finished with a 9.225. The BHS varsity baseball team brought home the 3A State Baseball Championship fourth-place trophy after being bested by Central Kitsap 6-4 at Husky Ballpark. The trophy was the first in several years for the Spartans, who last brought home a second-place prize in 2009. A shutout loss to Glacier Peak High ended the Spartan boys soccer season during the first round of state tournament play. It was a loser-out situation, and the 2-0 defeat was enough to end the BHS year with an overall record of 13-3-3. The Spartan fastpitch team did not go quietly during their ninth trip to state. The fairy tale finish went off-script early, on the first day of the tournament, as Bainbridge battled EdmondsWoodway and lost, 7-6, in the first game. The Spartans went into the consolation bracket and then outlasted North Thurston, 8-7, to set up a late showdown against top contender Meadowdale. The Spartans had a rough ride with the Mavericks, who reeled off 11 unanswered runs before Bainbridge came alive offensively in the bottom of the fifth inning to stave off an early exit in their final game. Bainbridge finished 1-3
at state. Seven Spartans made the trek to Mount Tahoma High in Tacoma to compete at the Washington State 2015 Track & Field State Championships. The first day had Bainbridge’s Sarah Lucioni in the 3A high jump finals, where she matched her career best jump of 5-foot-2, which put her on the podium in seventh place overall. The Spartan team of Lindsay Wienkers, Aerin Amore, Natalie Ackerley and Mikelle Ackerley finished fourth, which was their seeded position, in a time of 4:00.55 — just .37 away from third. Ackerley managed to finish fifth in the 800-meter finals with a time of 2:15.44. The Bainbridge High boys doubles team of Ben DeVries and Eli Wagner claimed the sixth place spot in the 2015 3A Boys Tennis Doubles Championships at Kamiakin High School and the Tri City Court Club. The varsity girls lacrosse quest for the crown was stopped by the stingy defense of goalie Katie Earll as Issaquah successfully defended its state girls lacrosse title and beat Bainbridge 11-8. Issaquah entered the championship matchup riding the crest of a two-season, 27-game win streak, and Bainbridge returned to the title game for the first time since 2012, when it won for a second year in a row and ninth time overall. Cross country too had several Spartans give stellar showings in the
postseason. At the prestigious Border Clash at Nike World Headquarters in Beaverton, Oregon, Bainbridge High senior Ryan Cox helped the All-State Washington Cross Country Team defeat the elite Oregon team. Cox earned the entry honor at the state cross country championship in early November, while leading his Bainbridge team to an impressive seventh place finish. A week after finishing sixth at the Metro Championship, the Spartan harriers earned their first trip to state since Cox’s freshman year by moving up to fifth in the two-league SeaKing District, overtaking Metro rivals Garfield, Franklin and perennial XC power Bishop Blanchet in the deep mud of the Lake Sammamish 5K course. A week later, at the state meet on the firm grass of Pasco’s Sun Willows golf course, the Spartan varsity surged past both close rival Nathan Hale and SeaKing runner-up Juanita, proving themselves the fastest, deepest cross country team Bainbridge has ever fielded. Six of the seven varsity runners set personal records at state. Cox’s 15:46 5K — a 16 second PR — smashed both the Bainbridge all-time 5K record (Nolan Amy’s 15:57 in 2003) and the BHS record at the state meet (Keith Carlson’s 16:15 in 2014), as well as his own BHS freshman record at state (16:36 in 2012).

to the shock of their West Coast newspaper peers. Sonoji Sakai, the man for whom Sonoji Sakai Intermediate School is named, was a first generation Japanese immigrant. He arrived on the island in 1915, working as a farmer. When the U.S. entered World War II, Mr. Sakai and his family were forced to leave their home and sent to an internment camp. They returned four years later, and eventually sold a large parcel of their farm to the school district at a nominal cost. In 1998, the school district named the new intermediate school built on this site after Sonoji Sakai. A glass etching of Sakai and his wife can be found at the school’s entrance. Ordway Elementary School takes its name from Lizzie Ordway, a Bainbridge teacher and the first female superintendent of Kitsap County schools. Ordway, who was born in New Hampshire, arrived in Seattle in
the company of Asa Mercer and the “Mercer Girls.” Although she could have found a husband, she chose, instead, to invest her life in public education. While superintendent, Ordway saw Kitsap County schools grow from three districts to 20. A statue of Ordway is located near the main entrance of the elementary school, which was named in her honor in 1978. U.S. Navy Lieutenant Charles Wilkes came to Bainbridge Island on a surveying trip in 1841. He named Eagle Harbor for its bird-like shape, with Bill Point and Wing Point close behind; Port Madison and Point Monroe paid tribute to two U.S. presidents; and he christened Agate Passage for his draftsman, Alfred Agate. Now, Wilkes Elementary School honors him. The namesake of Captain Johnston Blakely Elementary is a young Navy officer, esteemed for his role in the War of 1812. Captain Blakely was also the inspiration behind Port Blakely, which, at one point, housed the world’s largest mill.

From a ferry yard on the shores of Eagle Harbor to a boat being included on the seal of the city, ferries are tightly woven into the fabric of Bainbridge Island. Washington has 24 ferries running between 20 terminals throughout Puget Sound. One of the most popular routes is between the island and Seattle. With two boats servicing the island — the Tacoma and the Wenatchee — the route is a major gateway onto the Kitsap Peninsula. The ferry run between Bainbridge and Seattle carried 6.3 million riders in 2015, including 3 million walk-on passengers.
