ur slumbering, placid South Kitsap community is waking up. Framed by breathtaking views of the Olympic Mountains, Sinclair Inlet and Rich Passage on Puget Sound, this southern slice of Kitsap County is becoming noticed by all corners of our picturesque region. South Kitsap is growing up. Skyrocketing housing costs in King, Pierce and Snohomish counties have turned the heads of Puget Sound residents looking for the last vestiges of affordable housing. And those homes sit in Kitsap County, particularly in the south part. Affordability is still
a relevant term in South Kitsap, although prices have begun rising as the market heats up to reflect demand. In addition to affordable prices, it’s easy to see why young families might find South Kitsap a desirable place to live. It offers state and county parks (more are being developed each year), walking trails and pathways, shopping, and a growing fine arts community. Port Orchard, the county’s seat of government, recently opened McCormick Village Park, which has been met with overwhelming enthusiasm by residents. To take advantage of this area’s access to
Puget Sound, marinas offering guest moorage are within walking distance to shops and attractions, including Port Orchard’s Waterfront Park, which has a weekly farmers market in the summer, and a monthly art walk, along with annual car shows and the popular Fathoms O’ Fun festivals throughout the summer. One of the best ways to get to Seattle is by foot ferry from Port Orchard to the Bremerton Ferry Terminal, or by crossing the Tacoma Narrows Bridge. The city has adopted financial policies that provide the basic foundation and framework for many of the issues and decisions facing the city. The policies promote sound financial management and assist in the city’s stability, efficiency and effectiveness. Public Works 360-876-4991, fax 360-876-4980 publicworks@cityofportorchard.us After-hours water/sewer emergences: 9-1-1 The Public Works crew is supervised by the Public Works supervisor and is responsible for maintenance of the city’s infrastructure. The Public Works crew repairs the city’s streets and street signs. Typically, the city contracts annually for paving selected streets. The Public Works crew cannot repair or maintain private streets. The city maintains public sidewalks. These sidewalks are periodically inventoried and a contract is let annually to replace the worst sections of walkways. New sidewalks are typically constructed by developers or neighborhood Local Improvement Districts. The city owns and maintains its parks, but it does not have a parks activity program. Inquiries to rent the Active Club should be directed to the Public Works office at 360876-4991. The city provides water and sewer service within the city limits, including the McCormick Woods community. The city limits overlap with the West Sound Utility District, which provides services to areas within Port Orchard. Inquiries about water and sewer service should be directed to the City Public Works office at 360-8764991 or the districts. Kitsap County Health District can also assist you by calling 360-728-2235. Port Orchard and the West Sound Utility District jointly own and operate the Joint Wastewater Treatment Facility, which provides secondary treatment to the community’s wastewater before it enters Sinclair Inlet. The city contracts with the district for the day-to-day operation of the facility. Specific treatment questions should be directed to the district at 360-876-2545. Port Orchard W hen the future rural community on the southern shore of Sinclair Inlet was platted by Frederick Stevens in 1886, his wish was to name the town after his father, Sidney Merrill Stevens. So began the start of the town of Sidney, which was later incorporated in 1890 as the first town in Kitsap County. Sidney quickly became known for its lumber industry, pottery works, small businesses and agricultural opportunities. Residents of this small town took an active role in bringing the Puget Sound Naval Shipyard (later Puget Sound Naval Station) to Kitsap County. The Navy employed many residents of Port Orchard and from greater Kitsap County
beginning at the turn of the century onward, and became the most important employer in the county. In 1893, after building a courthouse and donating it to the county, Sidney was chosen as county seat. From 1892 to 1903, Sidney entered into stiff competition with Charleston, across the bay, over which of the towns could be named Port Orchard. As fate would have it, Sidney won. After 1903, Port Orchard continued to grow due to the expansion of the naval yard during the Great Depression, World War II, the Korean War and the 1960s. It also was aided due to its reputation as a quiet waterfront community located in a beautiful environment and close to

Seattle. Local industrial plants that came during early development of Sidney included two steam sawmills (one at the food of Grant and one on Bay Street), two shingle mills (one powered by steam and one by water on Blackjack Creek), and a pottery and terra cotta plant (located at the foot of Pottery Hill). As times changed, all of these businesses faded away and disappeared. Many had manufactured supplies for building the shipyard and then supplied the yard with its labor force. The county seat was originally in Port Madison. Voters decided to make Sidney the county seat in the general election in 1892. In December 1892, the residents of Sidney petitioned the state Legislature and the Post Office Department to rename the city to Port Orchard. The Legislature refused since Charleston also had requested that name. The post office, however, went through with the name change. As a result, the Port Orchard post office ended up in Sidney, and the Charleston post office ended up in Port Orchard. It stayed that way for 10 years until a local politician, Will Thompson, editor of the Sidney Independent, went to the state Legislature and convinced them to correct this confusing situation so that the Charleston post office was in Charleston, and at the same time, Sidney was

renamed Port Orchard. Transportation around the area was dependent on the area’s waterways. Small communities started to spring up along the sound: Retsil, Annapolis, Manette, Southworth, Manchester and Olalla, among others. Rowboats were the original form of transportation until 1888 when a steamer service was started on Puget Sound. So many small boats dotted the waters that they supposedly looked like a swarm of mosquitoes. Thus, the name Mosquito Fleet was coined. The foot ferry service is still used today to connect Port Orchard and Annapolis to Bremerton. Sidney faced serious challenges from the beginning. In 1890, the town had no streets and was divided into three sections by Pottery Creek and Blackjack Creek. The main thoroughfare, Bay Street, was inundated by saltwater every time the tide came in. With no money for improvements, a license was placed on saloons, a poll

tax was imposed, and small charges were made for other privileges in the town, to aid in accomplishing much-needed street work. The first streets to reap attention were Sidney and Cline. The dirt from these two streets made a fill 16 feet wide along the waterfront to Harrison Street. A wagon road was graded from Harrison to Rockwell. A small trolley railroad was constructed from Rockwell Avenue over a salt marsh to the east side of Blackjack Creek. Then Rockwell, locally known as Sand Cut Hill, was graded and filled in the salt marsh. The sand cut deposited hundreds of tons of sand across Bay Street every time there was heavy rainfall. This condition existed until Rockwell was finally black-topped and gutters installed. The Navy officially dedicated the Port Orchard Navy Yard and Sidney had its first big fire in 1892. The town lost the original Sidney Hotel and a couple of residences on Prospect Street. In 1894, all buildings on both sides of Bay

between Sidney and Frederick were burned down. The citizens of Port Orchard donated two pieces of property to help the community grow. The first was the land for the county seat. They also built a courthouse and deeded it to the county. That was an undertaking in a time when cash was scarce. The second was purchased land for Retsil Veteran’s Home. The Washington State Legislature appropriated money for a veteran’s home in 1908. The city presented the land to the state, and this gesture played an important part in the decision to locate the home here. Port Orchard’s first water system was on Blackjack Creek in 1911. During the 1920s, the system was converted to artesian for more, and better, water. Electric lights arrived in 1912. The rate maximum was $1 a month for each 16 candlepower light. By 1915, Port Orchard had 266 telephones.

Manchester O
riginally known as Brooklyn after the New York City borough, it was established in the 1860s. The name was changed to Manchester in 1892 in honor of the city of Manchester, England. Manchester was accessible by land via Shelton/ Allyn/Belfair, however, the main population center, Seattle, had only boat access. After a permanent dock was built in 1908, regular steamboat service connected Manchester to nearby
communities such as Colby, Southworth, Harper and Seattle. From 1925 to 1936, a ferry route across Puget Sound connected Manchester with Alki Point in West Seattle. When the Alki Point dock washed away in 1936, the Seattle terminus was shifted to Colman Dock on the Seattle central waterfront. Ferry service was discontinued in 1949 and has never resumed. But later this year, a passenger-only fast ferry route operated by Kitsap Transit will

(which provides staff, systems and books), and the Port of Manchester. FOML funds the maintenance of the building, makes capital improvements and pays the utilities and insurance. FOML is funded solely by fundraising and donations. Manchester State Park: Six miles east of Port Orchard is a 111-acre camping park with 3,400 feet of saltwater shoreline on Rich Passage. The park is covered in woods of fir and maple, and has views of Bainbridge Island and Seattle from the beach.
Manchester Library: 8067 E. Main Street. The library is a block from the waterfront boat launch and Pomeroy Park. The meeting room is used as the community center and hosts most of the public and private meetings for various groups and organizations in the village. The library building, owned and maintained by the Friends of the Manchester Library, is situated on property owned by the Port of Manchester. The library is operated by the Kitsap Regional Library system. The Friends of the Manchester Library (FOML) owns and operates the Manchester Library building, partnering with Kitsap Regional Library
The picnicking and camping area features a former torpedo warehouse, now used as a picnic shelter. Trails, horseshoes, volleyball, swimming and overnight campsites are also available.

once again connect South Kitsap with downtown Seattle. In 1940, the U.S. Navy built a pier nearby for refueling ships. The fuel pier was used heavily during World War II — and it still operates today. In 1953, the library in Manchester was slated for destruction, but the town pulled together to build a new library in 1954. That spirit permeates Manchester today. Today, the charming waterfront village with spectacular views of Puget Sound, a public boat dock, bike routes, shopping, restaurant and a pub. It is a fabulous stop for bikers, boaters and road trippers looking for good food with a fun, scenic atmosphere. The unincorporated village is defined by its own boundary and is within the boundaries of the Port of Manchester, Manchester Elementary and the Manchester Water District. At the heart of Manchester is the Manchester Library and Community Center.
Manchester Veterans Memorial: Located on the corner of Colchester and Main, it honors World War II and Vietnam veterans. Across the street is another plaque on the flag pole in honor of Cdr. Joseph Robert Bow. Salmon Bake and Book Sale: The annual event is held each Father’s Day in the library parking lot. The menu for the salmon bake usually includes open pit barbecued wild salmon, hearty baked beans, coleslaw, garlic bread, a beverage of choice and a cookie. The book sale, held concurrently, has a great selection of vintage and recent reading material to please any taste, including a variety of children’s books, fiction, nonfiction, special interest and video materials.

ative Americans named the area where Olalla now sits as “place of many berries,” from the native Chinook word “olal-lie.” Olalla Valley strawberry farms were an important source of strawberries for the Seattle markets, shipped over by the mosquito fleet. In its heyday, Olalla was larger than Port Orchard. The Strawberry Festival was reinvented and it is home to the Olalla Americana music
festival. Logging, as it was everywhere in the area, was the economic mainstay after the Native Americans left the area. In the 1880s, Olalla was a port of entry. Boats were built, including the famed Virginia V. Olalla has a small claim to fame as the location of an early 20th-century health retreat, or sanitarium, called Wilderness Heights — or Starvation Heights. The sanitorium was owned and operated by Dr.
Linda Burfield Hazzard. Dr. Hazzard’s practice of starvation to cure one’s ills resulted in the death of a visiting English heiress in 1911 and the conviction of Dr. Hazzard for her murder. The original bathtub where Hazzard performed autopsies is still in the house, which has a family residing there. However, Hazzard still has a strong following in the U.S., Europe and Australia, testifying to her fasting techniques as having cured them of many ills and believe she was ahead of her time, both then and now, in her methods. Olalla author Gregg Olsen, a New York Times best-selling writer, wrote about Starvation Heights in his award-winning book of the same name. Today, the area is a quiet hamlet with forested hills, small farms and country roads.

swap meets, weddings, scout meetings, political forums, ice cream socials, dances, potluck dinners, birthday parties, and community events and gatherings. It is one of the few remaining buildings from Olalla’s historic past still standing.
Olalla N Olalla Polar Bear Jump: The Olalla Bay Bridge is the site of the annual event that attracts hundreds of people on New Year’s Day. Olalla Americana Festival: The annual event has been hosted at the South Kitsap Southern Little League field since 1991. It is a nonprofit event featuring local and national bluegrass, folk and jam bands, great food, handmade arts and crafts, old-time craft demonstrations, a wide variety of activities for children and the legendary berry pie contest.

Burley J
ust north of the boundary with Pierce County and about halfway between Gig Harbor to the south and Port Orchard to the north sits the unincorporated community of Burley. This residential area is located at the head of the Burley Lagoon in Henderson Bay. Burley was established in 1898 as a cooperative socialist colony by a group called the Cooperative Brotherhood, an offshoot of the Brotherhood of the Cooperative Commonwealth that had established Equality Colony elsewhere in the state the previous year. Both communities were part of an attempt to plant socialist colonies in Washington in order to convert first the state and then the nation, to socialism. Burley was originally named Brotherhood. Circle City was an area of the colony with buildings laid out on the periphery

of a circle. In its earliest years, the community achieved a maximum population of approximately 150 people, but like some other planned towns of the era such as Equality Colony, its population endured a long decline through the ensuing years. The local economy was dominated by the lumber industry; other businesses never flourished, though a cigar manufacturing effort did achieve some short-term success. Today, the area is a quiet hamlet with forested hills, residential estates, small farms and country roads.

Southworth S
outhworth, an unincorporated community on Puget Sound, is best known for being at the west end of the Fauntleroy-Vashon Island- Southworth “Golden Triangle� sailings by the Washington State Ferries. It soon will serve commuters who will be taking a fast ferry from the ferry terminal for sailings to downtown Seattle. Landmarks in the community include Southworth Grocery and a U.S. post office, both at the end of the ferry terminal entrance. There also are clay cliffs and a private beach on the point. Next to the ferry dock is a popular place to launch kayaks for trips to nearby Blake Island.

Fathoms O’ Fun
F
athoms O’ Fun Festivals, now in its 53nd year, is an organization with a mission to provide friendly family fun recreation opportunities, as well as scholarship programs for youth in the community who become involved through their volunteer service to Fathoms on the Royalty Court. Fathoms is operated entirely by community volunteers. The year kicks off with the Royalty Scholarship
Pageant on March 21. The Royalty Court program is a stepping stone in developing young leaders who will understand the value and worth of what volunteering really means, in addition to learning life skills for themselves — including learning how to speak in public, meeting and conversing with people. By the end of their reign, court members will have cumulatively put in over 1,500 volunteer hours before their reign ends. Fathoms O’ Fun events listed here require many volunteer hours to organize and a great number of helpers and board members. People interested in volunteering should visit www. fathomsofun.org.
