ou have picked the best city in the state to live, visit, or work when you are in Kent. Welcome - I am glad to have you! Kent is the sixth largest city in the State of Washington and the third largest in King County. With 130,000 diverse, beautiful and unique residents, we have become the 10th most diverse city in the United States. I am proud to be your mayor and I hope you find what you are looking for in Kent – safe communities, inviting parks, unique small businesses, delicious restaurants, a fantastic arena boasting hockey games and concerts, and a rich cultural diversity. Regardless if you are a fourth-generation resident like me or brand new to the city, there is something here for everyone. As your mayor, know that your voice matters to me. You could have picked anywhere to live, but you picked Kent, and that means a lot to me. Your government should work for you, and I work hard to remain accessible, transparent and accountable to our residents. Kent’s City Council The seven-member Kent City Council is the legislative body for the City of Kent, Washington. Besides establishing policies and regulations, the Council approves financial expenditures and the City’s biennial budget. Elected by Kent voters during odd-numbered years, Kent City Councilmembers serve four-year terms. They are non-partisan, meaning they do not represent political parties, and are elected at-large, meaning they do not represent a specific geographical area within the City of Kent. All Councilmembers receive a monthly salary, plus reimbursement for any expenses.

Kent Downtown

PARTNERSHIP

Kent Downtown Partnership (KDP) is a private, non-profit 501(c)3 membership organization dedicated to serving and promoting the downtown Kent business community and preservation of historic buildings. KDP works in collaboration with downtown businesses, property owners, residents, governmental agencies, and citizen-based community organizations. KDP is a proactive leadership organization with a focus on cultivating and strengthening public and private partnerships to increase investment into downtown. These include business recruitment and retention, residential and retail development, improved parks and green spaces, and a better quality of life. KDP’s vision to make downtown Kent a thriving destination includes promoting a core of vibrant, mixed uses in a pedestrian-friendly environment with emphasis on businesses, restaurants, art, entertainment, public facilities, and infrastructure development that supports the revitalization and continued prosperity of the downtown business community.

MAIN STREET PROGRAM

Kent Downtown Partnership is affiliated with the state and national Main Street Program, founded by the National Trust of Historic Preservation in 1977. The Trust provides leadership, education, advocacy, and resources to save and protect irreplaceable and historic places, while revitalize America’s communities.

FUNDING

KDP has a membership base of nearly 120 organizations. Their membership base includes businesses who contribute to the WA ST B&O Tax Incentive Program — the funds from which are used for programs and projects including façade improvement grants; hanging baskets, planters, art, signs, banners, and roof lighting that promote an inviting downtown atmosphere. KDP also produces community events, educational workshops for business owners and their employees, and marketing and promotional efforts.

BENEFITS OF MEMBERSHIP Members receive a weekly e-Blast email providing events and up-to-date information regarding downtown. DOWNTOWN BREAKFAST HOUR EVENTS Kent Downtown Partnership hosts morning events where members are invited to enjoy breakfast during presentations on topics concerning downtown. The Downtown Breakfast Hours also provide networking opportunities to learn more about fellow members. COMMITTEES Anyone, business owner or resident, can be on a committee and actively participate in establishing and achieving goals crucial to the success of downtown Kent. Current committees available are: MEMBERSHIP COMMITTEE The Membership Committee is responsible for member communication, updates, staging membership campaigns, and recruiting new members. SAFETY & SECURITY The Safety & Security Committee identifies and resolves all safety and security issues related to the downtown retail and business core. ECONOMIC DEVELOPMENT COMMITTEE The Economic Development Committee analyzes current market forces to develop long term solutions. This committee participates in economic development activities such as recruiting specific businesses for better downtown diversity, creatively converting vacant spaces for new applications, and sharpening competitiveness amongst existing downtown merchants while helping them to expand.

DESIGN COMMITTEE The Design Committee is in charge of creating an inviting downtown atmosphere through window displays, parking areas, signs, colorful banners, sidewalks, street lights, and landscaping. This committee’s goal is to improve the physical image of Kent as a quality place to shop, work, walk, invest in, and live. Design improvements result in a reinvestment of public and private dollars into downtown. PROMOTIONS & MARKETING COMMITTEE The Promotions & Marketing Committee works through the Main Street Program to encourage customer traffic with street festivals, retail events, and image development campaigns. Committee members will sell the image and promise of Main Street by marketing the district’s unique characteristics to prospects including shoppers, investors, new businesses, and visitors. This effective promotion strategy forges a positive image through advertising, retail promotional activity, and special events. BUSINESS & OCCUPATION TAX COMMITTEE The Business & Occupation Tax Committee is responsible for educating businesses and bringing in B&O Tax Incentive Program contributors. CLEAN-UP DAY COMMITTEE The Clean-Up Day Committee works in partnership with the City of Kent to organize the Kent Downtown Partnership’s bi-annual Clean-Up Day.

The Bereiter House Home of the Kent Museum, the Bereiter house was completed in 1908 by Emil Bereiter, an owner of the Covington Lumber Company and Kent’s Mayor 19121913. Seven different families have lived in the building, including a pharmacist, a prominent Japanese produce dealer and an owner of the East Hill Fuel Company. The house was originally sited on nearly four acres of land with a gazebo, carriage barn, orchard, and pastures. In June 2008, the Bereiter House was nominated as a landmark through the King County Landmarks Commission. Additionally, after evaluating the earliest coats of paint, the City of Kent repainted the house, returning it to its earlier colors. Today, the Bereiter House accommodates thousands of items donated by Kent residents that are maintained and exhibited through the Greater Kent Historical Society and museum staff. These items help tell the story of Kent and the area timeline.Gardens on the museum grounds honor veterans who serve or have served in the Armed forces and Americans who were interned during WWII. Resources are available for research, tours are available during open hours or by appointment, and the facility is available for special occasions.

When he was a teen, Lawrence “Chris” Boles III lost his way on the crime-addled streets of Seattle’s Central District. Drug deals, retaliatory shootings, smash-and-grab robberies, bloody gang violence. A dark life that overwhelmed him. He was 19, heedless, drunk, mad, scared. And on one crucial night, desperate.

Pushed to the edge, Boles said, he shot and killed a man who owed him money over a drug deal.

Busted, thrown into a secluded cell, staring down a 42-year sentence, Boles went on to serve a mere six years in the Washington State Penitentiary, the result of a last-minute plea deal and “the grace of God,” the nine-time felon insisted.

“Looking back now, I’m not proud of it,” Boles said of his troubles with the law. “I confessed to the crime, I got caught with a gun, but God still spared me. I believe he spared my life through the truth I expressed with the particular crime.”

Boles grew up in the church, and the foundation it provided, he said, has helped him become a better man. And now that man, come full circle, has a purpose and a plan. Today, as the 39-year-old pastor of a church he and his wife, Lady Jacqualine, established in Kent in 2012, Boles has issued a call to action to help those weighed down by wrongdoing and hardship, just as he was. Led by Boles, the Redeemed by the Blood Pentecostal Church congregation has spent time reaching out to help concerned residents and neighbors in Kent’s crime-troubled areas. For his efforts, the Kent Reporter has chosen Boles as its Person of the Year. Reducing crime is one thing, but providing opportunities is another, Boles said.

This year Boles and his church team have worked closely with the city of Kent and its police force to find out how to help. Through Night Walks, Boles and volunteers visited the streets of the East Hill, particularly in the neighborhoods and establishments around South 240th Street and 108th Avenue Southeast, where police have responded to frequent shootings and chronic gang activity. They listened to what the people have seen, what youth needed and what everyone wanted – peace and harmony. Boles’ church also hosted neighborhood barbecues to meet the people, identify needs, gather ideas, forge ties and build trust. “My focus in dealing with issues here is being more of the voice in our community,” Boles said. “I want to keep the level of trust between myself and those that need our help. It’s a fine line. We’re very strategic in that we have a phenomenal team that I work with, that has partnered with ministry…men and women who care. “The focus here in Kent is being able to be that experienced voice in the community,” he said, “being respectable to law enforcement and the entire city, realizing that we are all in this together.” Lawrence ‘Chris’ Boles III, and his wife, Lady Jacqualine, established the Redeemed By The Blood Pentecostal Church in 2012.
