The Whidbey Island Almanac provides descriptions and a statistical look at Whidbey Island, affectionately known as "The Rock" by residents. The classic publication is produced annually by staff members at the Whidbey News-Times and the South Whidbey Record.

The skinny island in Puget Sound is about 45 miles long, from the historic Deception Pass bridge at the north end to the busy Clinton ferry in the south. In between those points lies a handful of diverse communities, a Navy base, a national historic reserve and endless scenic beauty.

Today the island claims more than 58,211 residents (according to the 2000 Census), but Native Americans were the first to call Whidbey home centuries ago. The first known European sighting of Whidbey Island was during the 1790 Spanish expedition of Manuel Quimper and Gonzalo López de Haro on the Princesa Real. The island was fully explored in 1792

by Captain George Vancouver. In May of that year, Joseph Whidbey along with Peter Puget began to map and explore the seaway that would some day be named Puget Sound. Whidbey circumnavigated Whidbey Island in June, and Vancouver named it after him.

In 1850, Colonel Isaac N. Ebey became the first permanent island settler, claiming a square mile of prairie near what is now the Central Whidbey town of Coupeville.

Navy payroll buttresses Whidbey's economy

T

he year 2010 saw ups and downs for businesses on Whidbey Island. Though Island County's unemployment rate still remains below both state and national averages, it increased in 2010 to 8.6 percent from 8.3 in 2009, according to numbers released by the Washington State Employment Security Department. But despite the increased unemployment rate in 2010, the state estimates that the average annual employment rate will increase by 1.6 percent each year beginning in 2013 and continuing through 2018.

On a positive note, the Whidbey Island Naval Air Station remains a stabilizing force for the island's economy and continues to employ 10,000 citizens. Furthermore, many large chain stores in Oak Harbor, like Walmart, Safeway, Kmart and Home Depot, continue to be a steady source for employment opportunities for locals.

One major change that will take place this year is the revamping of Oak Harbor's downtown shopping district located on Southeast Pioneer Way. Beginning in early 2011, the two-way street will undergo six to eight months of construction and be made into a one-way street complete with green features and wider sidewalks, which city planners hope will draw more tourists to the area.

This year there will also be more visits from the Victoria Clipper, which transports people from Seattle to Canada, making stops at the Coupeville Wharf for whale watching and shopping. Business owners in Central Whidbey look forward to increased foot traffic in the area.

Many resources are available for those seeking employment on the island or current business owners.

The Island County Economic Development Council has counselors available to provide business owners with the tools and information they need to be successful. The counselors provide decades worth of experience for new business owners.

They specialize in small business and finance issues. Additionally, each October the EDC hosts the Uniquely Whidbey Biz Expo, a showcase of businesses and employment opportunities on the island which drew 100 businesses and about 1,500 community members in 2010. New ferry improves service across Admiralty Inlet

W

hidbey Island is served by two separate ferry routes. On the southern tip of the island is the busy Clinton ferry dock, which links the island with the city of Mukilteo and carries nearly 4 million people a year.

On the east side of Central Whidbey is a much smaller route — from Whidbey to Port Townsend — that's experienced big changes in recent years. The dock on Whidbey is no longer known as the Keystone ferry terminal, but was renamed as the "Coupeville ferry terminal" after an effort spearheaded by the Central Whidbey Chamber of Commerce.

Last November, the troubled Port Townsendto-Coupeville ferry route finally got its first permanent vessel after a patchwork of service.

ka, started service nearly three years to the day after the old Steel Electric ferries were abruptly retired due to safety concerns.

The Coupeville-to-Port Townsend route is vital to both Whidbey Island and Port Towsend on the Olympic Peninsula. Annual ridership totals 527,000 people and 231,000 vehicles, according to recent figures posted by Washington State Ferries. The U.S. Navy uses the ferry to transport items from Whidbey Island to its facilities on the peninsula, tourists make reservations months in advance, and the route keeps commerce going with a steady flow of truck traffic.

The Chetzemoka provides a ferry similar in size to the ancient Steel Electrics. In addition to carrying 64 vehicles, it can also transport 750 passengers. The new ferry costs approximately $65 million to build and was especially designed to navigate the swift current and shallow depth of Keystone Harbor located next to Fort Casey State Park.

hidbey Island is blessed with weather influenced by the warm waters of Puget Sound, providing cool, but seldom very cold temperatures.

The island also experiences more modest precipitation than other areas of Puget Sound.

Whidbey Island receives a maximum average rainfall of 28.22 inches per year, compared to Seattle that averages 38 to 40 inches per year and Snohomish County with approximately 36 inches per year.

December is usually the month with the most precipitation averaging 3.9 inches while in January, the number drops to 0.57 inches.

Temperature-wise, the average ranges from 40.2 degrees in January to 58.6 degrees in August, although higher and lower temperatures are recorded on occasions.

is scheduled to be finished mid-year. Where it will serve remains controversial. Initial plans stated the Salish will serve the Port Townsendto-Coupeville route during the busy summer months, which would fully restore ferry service to the route. However, a state budget crisis is prompting leaders to rethink those plans and move the new boat to the San Juan islands instead.

Fares on the Port Townsend to Coupeville route cost $2.75 per passenger one way and $9.35 for a car and driver. On the Clinton to Mukilteo route, fares cost $4.20 per passenger

round trip and $7.20 per passenger. Fares will increase during the busy summer months.

The ferry system is looking at cutbacks, which could include eliminating of sailings as well as looking at new revenue sources. Ideas include increasing fares and creating a new taxing district.

linton has been called the gateway to Whidbey Island; it's the first town you drive through coming off the ferry at the South End of the island.

Traveling from Mukilteo on the ferry, the first welcome visitors and natives find when disembarking is Clinton Beach park. A driftwood beach, original artwork and a special play area for children dot this award-winning architectural gem.

Driving up Highway 525, travelers discover the town of Clinton. This unincorporated area envelopes a large portion of the southern end of the island. It boasts restaurants and shops off the main highway, and acres and acres of beautiful beaches, woods and island homes.

Despite the buzz of commuters and tourists driving to and from the ferry, Clinton has remained a quiet and homey destination for both residents and travelers. Clinton is just a

gateway to the island

20-minute ferry ride away from the busy strip of Interstate 5 in Western Washington, but when you enter Clinton and drives along its winding country roads, the rest of the world seems a million miles away.

High bluffs give stunning views of Puget Sound, and to the east, scenes of the snowcapped Cascade Mountains and spectacular sunrises and sunsets.

The town is home to many vacationers as well as year-round residents. Bed-and-breakfasts also thrive in this island destination.

Clinton was the first semblance of a town on southern Whidbey Island. A pair of brothers founded the area, and deemed it Clinton after their home in Michigan. Gradually, other settlers began to arrive, and Clinton grew to become the eastern ferry terminal for South Whidbey.

Downtown Clinton now features a grocery store and hardware store, several specialty shops and dining ranging from international cuisine to pizza and hamburgers.

A few miles up the highway is the area's largest shopping center, Ken's Korner. These commercial buildings provide a variety of goods and services, including a grocery market and dining, an auto-repair outlet, a gym, a dance company and several specialty shops.

Besides the few spots of commercial development, rural land makes up the majority of the Clinton area. And nestled within this land is an assortment of recreational activities.

Nearby Deer Lake Park provides freshwater fishing and swimming, with a public boat launch and dock. Near downtown Clinton, Dan Porter Memorial Park has a ballfield, tennis court and a play/picnic area.

On French Road, Island Greens Golf is a public, par 3, nine-hole golf course and driving range with affordable greens fees.

Possession Beach Waterfront Park is a secluded area run by the Port of South Whidbey, and can be reached by Possession Road. During the spring, summer and fall, boaters can launch SEE PAGE 9

at the boat ramp, but beach-goers can use the park all year long. Visitors can enjoy spectacular views while they beach-comb, and they may even catch a glimpse of a passing whale.

Another waterfront park in greater Clinton is Dave Mackie County Park on Maxwelton Road.

Restroom facilities, a play/picnic area and a baseball field are a few of the amenities for users in addition to the beach recreation area.

An environmental organization called Whidbey Watershed Stewards adds education to recreation. It offers training and community events to promote watershed health in Island County. Elementary school students can attend classes, and community service planting along streams and the monitoring of water quality are options for older students and adults. Visitors can also enjoy a self-guided trail at the Maxwelton Outdoor Classroom.

n April 4, 1853, Island County’s first three commissioners held their first meeting in Coupeville, the newly designated county seat.

In the 158 years that followed, the county's population expanded to an estimated 81,100 today. Governance has become much more complicated over the years, but the basic function of county government remains the same. County affairs center around three elected commissioners

Auditor — Handles elections, voter registration and marriage licenses. Keeps tabs on county spending and is the repository for many government records.

Treasurer — Processes tax bills and handles revenues for the county and many smaller agencies.

Assessor — Determines property values for tax purposes and calculates property tax rates to collect the proper amount for schools, the county and other agencies.

Coroner — Investigates unattended or suspicious deaths.

Clerk — The repository for criminal and civil case files for the Island County Superior Court.

Judge — The elected positions oversee criminal and civil cases in district and superior courts.

The county campus, which is actually a complex of buildings, is also home to the Public Works Department, which oversees the county’s road system, solid waste system and other engineering functions; Planning and Community Development, which handles long-term land use planning and building permits; and the Health Department, which monitors community health, water and septic systems.

Those departments are housed in the recentlyrenovated Annex Building in Coupeville and offer a central desk to allow people one spot to conduct business with the three departments.

hose in-the-know, know South Whidbey is an entertaining place. Visitors come for a day, a weekend or an entire summer. Some never leave.

But, repeat visitors know a visit to the South End of Whidbey Island is simply irresistible.

Quaint towns, top-notch inns, shops and restaurants accented by a warm and friendly atmosphere welcome you here. Plus, all those features are surrounded by the island's most spectacular draw; pristine forests, vistas of prairies stretching out to the sound and views of mountains towering majestically beyond the water.

Add to all that the abundance of art and artists on South Whidbey and you'll have all the reasons why it is truly a special spot.

Here is a community that generously embraces and supports its artists. Like a close-knit family, it is likely that meeting one artist will lead to a continuum; a chain of talent that is seemingly infinite and all concentrated on the South End of this very special island.

Art in all its forms can be found easily. From painting, sculpture, glass art, clothing and furniture, to music, photography and theater, the South End has innovators of every ilk.

Here are a few ways to get in touch with the arts on South Whidbey.

The Langley Art Walk Association hosts regular first Saturday of the month art walks. In the spring and summer and during the holidays, downtown galleries stay open late, serve wine and finger foods and showcase new works by island and regional artists.

Just outside of Langley, the historic Cash Store at Bayview Corner is home to the Open Door Gallery + Coffee and the outside courtyard where events happen throughout the year.

A deeper look into the creative process comes to fruition each year when local artists open their studio for public tours.

Every September the Whidbey Island Arts Council sponsors the Whidbey Open Studio Tour, an event that includes more than 80 artists at their private studios, group locations, as well as some tours in specially set up galleries. You probably won't see every studio, but the tour will keep you very busy for a couple of days meeting glassblowers, painters, sculptors, printers and

other fine artists.

There are plenty of galleries to visit in downtown Langley including MUSEO, the Brackenwood Gallery and shops with an artistic inclination such as JamesLowry Rare Prints & Books, Eddy's art T-shirts, Hellebore Glass Studio, Wayward Son jewelry, Islandesign Interiors, The Celtic Viking Jewelry and Music For the Eyes.

The Whidbey Island Writers Association hosts one of the best writers conferences in the country and invites top-notch authors, editors and publishers for a variety of workshops. This year, it's centered in Coupeville the first weekend in April.

Besides hosting the new Brave New Words poetry festival, Greenbank Farm also sponsors the July Loganberry Festival — the farm's annual wine tasting, music and art extravaganza. Also, at the farm is the Artworks Gallery, a cooperative gallery where a variety of artists rotate the showing of their work, plus the Rob Schouten Gallery and Raven Rocks Gallery & Gifts.

Ambience plays a big role in the annual Murder Mystery Weekend in Langley. Shopkeepers wear costumes and actors wander the streets in this annual tradition that happens the final weekend in February.

It's become a big favorite for islanders and mainlanders both, adding to the already charming enchantment that SEE PAGE 12

The performing arts are alive and well on the south end of the island with Whidbey Island Center for the Arts, Whidbey Children's Theater and Whidbey Island Dance Theatre entertaining audiences of all ages. New since last year is the summer spectacle of the Island Shakespeare Festival on the Storyhouse Stage in Clinton. In August, the company will present "Romeo and Juliet" as directed by Susannah Rose Woods, the festival's founder.

Whidbey Children's Theater has introduced dozens of children to the dramatic arts for more than 25 years.

Housed in the Porter Building in Langley, the Martha Murphy Mainstage has become a landmark for theater lovers and thespians alike.

One of the best loved acts is the Rural Characters whose music includes everything from poignant ballads to barbershop harmonies and gospel standards and the South Whidbey High School Jazz Ensemble is responsible for mixing up sweet sounds that inspire local pride.

isitors come by land and by sea to take in the seaside ambiance of the city of Langley on south Whidbey

Island.

This "Village by the Sea" was founded by Jacob Anthes in 1891 and named after Seattle Judge J.W. Langley.

Anthes left his hometown of Gros Gerau, Germany at 14 and crossed the Atlantic Ocean in hopes of finding adventure and to avoid registering for compulsory military service.

In 1913 a group of citizens worked together to incorporate Langley into a self-governing class-four town. The new town elected F.E. Furman as its first mayor. A fire engine was purchased and a volunteer fire department formed. An 8-foot-square jail was constructed, with a lean-to at the side under which to park the fire engine.

Mindful of the past, the city has placed the first five entries on its Historic Preservation Commission's new Register of Historic Places.

They are Langley City Hall, the South Whidbey Historical Museum, the old section of Woodmen Cemetery, the Wylie hospital-birthing house on Edgecliff Drive and the old section of the Langley Library.

City Hall, on Second Street across from the Post Office, was built in 1948 by the Langley Masons Lodge for its Masonic Temple.

house, is at 314 Second St. It was constructed in 1902 on its current site by Anthes as shelter for his brush cutters.

The original Woodmen Cemetery on Al Anderson Avenue was established by the Modern Woodmen Lodge.

It is the oldest cemetery on South Whidbey, containing the remains of many of Langley’s founding families.

But much of the town's history still remains centered around First and Second streets.

Langley is on the east side of south Whidbey Island with panoramic views of Saratoga Passage and the Cascades; long-dormant volcano Mount Baker is off in the distance. The city has about 1,100 permanent residents.

Don't judge Langley by its size.

There's much more than meets the eye.

Historic elegance and charm intermingle with quirky artistic kitsch in the South End's largest and only incorporated city.

Browse through charming stores on Langley's First Street and surrounding downtown area.

Second Street is considered by residents to be the "locals' street," with offices, banks, the post office, the cozy

Langley's coffee shops and restaurants appeal to visitors of many tastes.

The Whidbey Island Winery, just outside of town on the way to the ferry in Clinton, sells a number of island vintages that can be sampled in the winery’s tasting room.

The work of some of the region's best-known artists is displayed in the windows of galleries.

Langley's downtown and surrounding rural area is home to numerous working studio artists, including a glass-blowing hot shop and a demonstration brewery in the city's former fire station on Second Street.

Langley is home to many regional, national and internationally known artists and galleries. The artist community celebrates itself each year during Choochokam. The arts festival is the weekend after Independence Day each July.

Between the Whidbey Island Center for the Arts, Bayview Community Hall, Deer Lagoon Grange, South Whidbey High School's auditorium and Whidbey Children's Theater, all performing arts find a stage in or near the city.

If live action is not your thing, you can see first-run movies at downtown Langley's historic 1930s movie house, The Clyde.

The annual Soup Box Derby is just one of the zany events that make Langley not just a destination, but an experience.

More than 60 country inns, bedand-breakfasts and guest cottages are in the surrounding area. The Langley area has one of the highest density of guest lodging in the state.

Langley’s small-boat harbor provides overnight moorage to all comers.

It is within walking distance of downtown shops, restaurants and overnight accommodations. The Port of South Whidbey expects to expand the smallboat harbor in the next few years.

No one living in the city or just visiting for the day should overlook the city’s scenic Seawall Park, which has acres of open space to explore and occasionally offers the sight of migrating gray and orca whales in winter and early spring. Up at Second Street and Anthes Avenue, Langley Park is unlike any public urban space around. It

features public art and unique benches, and the South Whidbey Historical Museum is just across the street.

During the third weekend of each August, Langley hosts the Island County Fair. It's one of the biggest community gatherings of the year, with animals, booths, shows of various kinds and a midway featuring rides and games.

no-Isle Libraries brings the world to Whidbey Island. The island’s five public libraries in Clinton, Coupeville, Freeland, Langley, and Oak Harbor provide so much more than just traditional books.

One of the highlights of 2011 will be the upgrade to a new online library catalog. The new system will make it easier for customers to search for their library materials, keep better track of their holds, and have a more personalized library experience.

Since portable eBook readers are becoming more common, downloading free eBooks from the library’s website is now a popular service.

Other downloadable digital media such as audiobooks, music, and videos are all available with a library card.

To engage young people in reading, learning, and library activities, Sno-Isle Libraries gives children and teens an assortment of fun events to choose from. Video games, technology workshops, and crafts are popular activities that attract teens to the library. At home, free online homework tutoring is available. For children, Ready Reader story times promote early literacy.

Adults and seniors experience lifelong learning and an enhanced quality of life through a variety of library resources such as free computer classes, access to databases for health or genealogy research, travel seminars, and book groups.

Each of the Whidbey Island libraries has established a strategic plan to seek out op-

portunities for innovation and paths to new services based on community feedback. Of the four locations, the Coupeville Library received the most recent facelift.

Thanks to a voter-approved bond, the $2.3 million renovation basically doubled the size of the library located on Alexander Street near the town’s historic downtown. The renovation included the installation of solar panels along with other sustainable energy features; a community meeting room that is available after-hours; and a children’s room that is home to the numerous activities that are popular with families.

The renovated library opened to the public in March 2010.

Sno-Isle Libraries operates libraries throughout Island and Snohomish counties. The public library district is served by a seven-member board representing communities throughout the district and meets once a month at the service center in Marysville. The SnoIsle Libraries have an approximately $45 million budget.

renovated in 2000. North Whidbey Middle School opened its doors in 1998. With updates finished, the district is now focusing on making the buildings more energy efficient.

Additionally, in 2010, Oak Harbor's HomeConnection, a program for homeschoolers and their parents, found a new, more spacious home in an elementary school facility that was no longer in use.

The Coupeville School District has had many changes over the years. The first school in Coupeville was built on the site of the current high school in 1901. Buildings on the site have changed as the population grew in the school. The current middle school was built in 1992 and the new Coupeville High School opened in September 2007.

Coupeville Elementary School started as a four-classroom school in 1962. Additions to the school were made in 1968, 1979, 1989, 1991 and 2006.

The district has seen its enrollment decline this year, but has maintained a healthier budget than most districts during the statewide cuts due to exceptional planning by its board Senior Greg Ennis is a student leader in his metal members. shop class at Oak Harbor High School.

Academically, Coupeville has consistently done well on state assessments. In addition, Coupeville students enjoy a nice theater center and strong arts program in the middle school and high school.

The island's career and technical education programs have won national awards and have been hailed by the state superintendent as having some of the best facilities in Washington.

In the north, school officials are celebrating the completion of a four-year modernization project at Oak Harbor High School.

The renovation, which included completely revamping the library, career and technical education classrooms, hallways, outdoor courtyards, tennis courts and more, wrapped up in September 2010. The students now have incredible learning tools at their fingertips, like the restaurant-grade appliances in the culinary arts department and a full production studio for video students.

The school district's five elementary schools were renovated from 2000 to 2003, while Oak Harbor Middle School was

The school board is currently searching for a new superintendent as Fred McCarthy, who has held the position since 2006, plans to retire at the end of the 20102011 school year. Though the district currently has separate middle and high schools, the district is working toward consolidating Langley Middle School and South Whidbey High School by fall 2012 in order to decrease operating expenses in the face of a declining enrollment trend. The high school boasts the finest performing arts center of all the island's schools.

District officials are working hard to empower students and teach them to be responsible and caring citizens in addition to maintaining a good work ethic. A plan for district-wide improvement on standardizing testing has been put in place.

In addition to well-respected public schools, Whidbey Island is the home of several institutions for higher learning.

A fun stop along the way

raveling hen heading up the island, don't miss stopping in Bayview, one of Whidbey Island's oldest neighborhoods.

Just off Highway 525, travelers will spot Bayview Shopping Center anchored by the Goose Community Grocer and surrounded by shops and the Clover Patch Cafe.

Just north of the shopping center on the left, swing down Bayview Road where an ambitious group of business people and the nonprofit Goosefoot Community Fund has renovated and rebuilt Bayview’s historic buildings, fostering business growth, and turning the area into a sustainable commercial and educational community. In the process, those involved in the revival are bringing Bayview full circle back to its roots.

Before 1900, Deer Lagoon, at the end of Useless Bay, was navigable at high tide up to the present Highway 525, so boats and ships provided the easiest access to the outside world for settlers around the lagoon and Lone Lake. A

small business center at Bayview developed.

The lagoon was diked in 1918 and, in 1924, Island pioneer William Burke built a new general store — the Bayview Cash Store. The store became a community landmark, along with the nearby, publicly-owned Bayview Community Hall.

Constructed in 1928 to accommodate social gatherings on South Whidbey, Bayview Hall has been the scene of dances, concerts and theater productions, as well as weddings, anniversaries and high school proms.

Today, with a fresh coat of paint, new roof, floor and other improvements, Bayview Hall continues to play host to numerous community activities, including contra, folk dancing and the annual Sweetheart Ball where couples ballroom dance to a live band for Valentine's Day. Sustainable Whidbey

W

hile numerous organizations across the nation seek to promote sustainability through grassroots efforts, a group on Whidbey has a trend-bucking, top-down approach to carbon footprint reduction.

The Sustainable Whidbey Coalition is made up of an unusual mixture of leaders of taxing districts — from mayors to library officials — along with members of environmental groups and officials from power-generating companies, including Puget Sound Energy and Whidbey Sun & Wind.

While the group has its own steering committee, decisions about spending money related to the coalition are made through the Council of Governments, a group of elected officials that meets monthly in the Island County commissioners' room.

"It's been really wonderful," said Coupeville Mayor Nancy Conard, a member and outspoken advocate of the coalition. "We've had great opportunities as leaders to share information and increase awareness of our carbon footprint.

Personally, I've seen attitudes change and the amount of advocacy increase."

Conard explained that the Sustainable Whidbey Coalition has worked together with governmental entities, businesses and other groups on a number of projects. In 2009, the group worked on the Green Power Program.

More than 1,000 Whidbey residents signed up for "green power," so Puget Sound Energy awarded a $25,000 grant that will fund a solar project at the Greenbank Farm.

The coalition also participated in Project Porchlight, in which volunteers handed out free compact florescent light bulbs.

This year, the coalition is sponsoring a "rideshare" incentive program to encourage people to reduce trips by walking, biking,

carpooling, taking the bus or other methods of lowering their carbon footprint. The goal is to "foster adoption of healthier lifestyles, to reduce our dependence on fossil fuels and to promote transportation options such as carpooling, public transit and cycling," according to a press release from the coalition.

Conard said the group was spawned by the efforts of a couple of community members, Gary Piazzon and Cheryn Weiser, about four years ago. It's not a typical community group; Conard said the current membership is limited to community leaders and officials from environmental groups and companies that trade in "green power." A part-time coordinator is funded by members of the Council of Government.

Conard said the goal of the coalition is to support projects and ideas that engage the entire community in a commitment to sustainability.

Ester Moe Lodge No. 39, Whidbey Island: Established in 1897, Daughters of Norway was a support organization which aimed to assist women coming from Norway and those moving into the city from rural Norwegian-American settlements. In cooperation with the Sons of Norway, the Daughters of Norway was organized by female workers which provided a social safety net in the harsh reality of the 1890s. The Daughters of Norway aimed to assist its members financially in illness or need and uphold and strengthen the Norwegian language and traditions. Ester Moe Lodge No. 39 was instituted in 1996 at the Island County Fairgrounds in Langley. The Lodge was named for longtime Whidbey resident Ester Moe who was appointed

by President Franklin Delano Roosevelt as postmaster of the Clinton Post Office where she served for 29 years until she retired. Ester Moe Lodge is the second largest lodge in all of Daughters of Norway with more than 100 members and hosted the 2004 Grand Lodge Convention on Whidbey Island. A woman must be at least 13 and be either of Scandinavian descent, married to or a descendant of someone of Scandinavian descent, or have a relative of Norwegian descent. n the bustling center of Freeland, South Whidbey residents enjoy the convenience of shopping with the beauty of Holmes Harbor with its stunning mountain views, park and beach just down the road.

Located 10 miles from the Clinton ferry to the mainland, this unincorporated area boasts more than 6,500 residents, 2,500 people within its "non-municipal urban growth area," making it one of the fastest growing communities on South Whidbey.

Freeland got its name from its origins as a commune in the early 1900s. In the eyes of its socialist founders, land in the town was to be free for all people.

In 1899, Seattle visionaries Henry L. Stevens, George Washington Daniels and Henry A. White formed the Free Land Association to establish a utopian culture in which their communal socialistic ideals could be advanced. The association platted a town made up of five-acre lots, and on Jan. 12, 1900 filed the incorporation papers for the town of Freeland.

Perhaps the most ambitious idea involving Freeland in the early days was the rail-canal proposal. A venture-capital group known as the Pennsylvania Syndicate took option on nearly 10,000 acres between Holmes Harbor and Mutiny Bay.

Freeland has a ball each year at the Harborside Parade.

The plan was to construct parallel train tracks and a sea-level saltwater canal allowing ships and barges to be towed either direction through the canal between Saratoga Passage and Admiralty Inlet.

These days, a group of local movers and shakers hopes to push Freeland to become the second, and largest, city on the South End. Supporters of incorporation say they will have greater local control over growth and other issues if Freeland becomes a city with its own government.

Along with the push toward cityhood is a move to build a sewer system to serve Freeland's business district. The Freeland Water and Sewer District and other sewer proponents are working toward that goal, and are looking to make it feasible with the help of possible state and federal grants.

All this planning for the future isn't slowing down new construction in the area. The projects are changing the look of this little community.

New construction and facelifts of some older existing buildings are enhancing the look of the active business core.

Even as Freeland grows, it remains a business hub for locals. Islanders consider Freeland the service-oriented retail and banking hub for South Whidbey. In the five blocks from Scott Road and Highway 525 to Main Street and the highway, there are five banks and three mortgage companies. Freeland is also the place to shop for groceries, books, auto parts, and building and gardening supplies.

For those who like to shop for collectibles and antiques, there are three thrift shops, an antique mall and consignment store. The largest thrift store on the island is at Woodard Road and Highway 525. And be sure to stop in at Vino Amore Wine Shop where Brian and Gail Liston will help you choose the perfect wine for any occasion.

Meanwhile, a volunteer committee is building walking paths in and around Freeland to make it more pedestrian friendly.

Dining in Freeland is largely casual. Breakfast and lunch cafes serving old-fashioned homestyle meals and bakery items are in the majority. The deli at the local grocery store offers made-to-order sandwiches, salads and picnic fare. A lively Chinese restaurant offers affordable Asian dishes for lunch and dinner.

Off Main Street and Newman Road, are Maple Ridge Condos, a development of 41 townhouses for seniors, 55 and older. Behind the townhouses is Maple Ridge Assisted Living Center, with 75 rooms for seniors.

Although Freeland Park is a popular spot for tourists and locals alike, the beach currently is closed to shellfish harvesting, but serious efforts are under way to get it reopened.

An outdoor treasure, Earth Sanctuary nature preserve, is less than a mile from town on scenic Newman Road. The privately owned 72-acre parcel is open to the public and features trails, wetlands and a large stone circle. While there, be sure to stop in at Island Art Glass across the road.

The owners, Rob Adamson and Jan Swallwell, are two of the many excellent glass artists on the South End, who often hold glass-blowing demonstrations in their shop. Boaters who want to visit the west side of the island can travel to the nearby public landing on Mutiny Bay, where a

boat ramp provides access to Admiralty Inlet.

Double Bluff County Park, which is just a few miles south of town, has a spectacular beach with glorious sunsets. The park also offers an off-leash dog area, considered by many to be the best spot on the island for man's best friend.

Just north of Freeland is the community of Bush Point, which has a small public area from which to watch sunsets over the snow-capped Olympics, and a boat launch that operates when salmon season is open.

Columbia Beach E.A. Ramstad of Everett was a big supporter of Everett’s NorwegianAmerican Columbia College, and named the beach after the school.

Cultus Bay Cultus means worthless or useless in the Chinook language, and the bay was called such because it is so shallow.

Double Bluff The American Coast Survey in 1855 named the area Double Bluff because it was divided by a shallow ravine; the southern part slipped away after landslides in the 1920s.

Fort Casey Named for Brig. General Thomas L. Casey, U.S. Army Chief of Engineers from 1888 to 1895.

t the center of the tiny, Central Whidbey community of Greenbank is the grand Greenbank Farm. Once the largest loganberry farm in Washington state, the farm has been transformed into a community hub. Greenbank Farm is a home to future farmers, artist galleries, small businesses and a planned solar power array.

Greenbank farm was owned by Ste. Michelle Wineries until 1996. Back then, winery leaders wanted to sell the historic farm to developers to build homes on beautiful and peaceful 522 acres. Instead, the Port of Coupeville, Island County and The Nature Conservancy teamed up to purchase the farm and place it in public ownership.

nesses, including the Whidbey Pies Cafe, located in a red barn that was built in 1904.

The farm's wine shop, which features locally produced wines, recently underwent a small expansion in the building. The historic barn is home to a large hall where community events, weddings and parties take place.

Also on the farm is Greenbank Cheeses and several art galleries located in a building constructed several years ago.

One of the newest programs to start at the Greenbank Farm is the Community Supported Agriculture training center, which is in its third year. The CSA program trains students about virtually every aspect of organic farming from planting to selling produce at the market. Thanks to funding from Puget Sound Energy and community investors, a solar power array is set to be installed sometime in the spring of 2011. The panels will be located in the field between the farm buildings and the highway.

The Greenbank Farm is a popular location for the numerous community events that take place throughout the year. The Loganberry Festival and the Highland Games are two of the larger events. The farm is also home to First Fridays at the Farm, and markets that take place in the winter and summer.

Besides the farm, Greenbank is also home

History ✤ people ✤ Facts ✤ figures ✤ life to the Meerkerk Rhododendron Gardens. The 53-acre garden includes 10 acres of display and educational gardens surrounded by a 43-acre woodland preserve complete with nature trails.

Nearby South Whidbey State Park offers campsites along with breathtaking views of the Puget Sound.

The 107-year-old Coupe's Greenbank Store is still going strong and is located on Highway 525 up the hill from the Greenbank Farm.

The store is part of a cluster of businesses that includes a post office.

Greenbank was once a port for the Mosquito Fleet of ferries that transported people and goods throughout the Puget Sound. Approximately 1,400 people live in the area on small farms, full-time homes and weekend retreats.

T

he 19th and 21st centuries intertwine on Central Whidbey Island.

With its pristine views and historic buildings, Ebey's Landing National Historical Reserve gives visitors a glimpse into the pioneering days of Washington amidst the hustle and bustle of the 21st Century.

major events are the Penn Cove Water Festival in May and the Coupeville Arts and Crafts Festival in August.

The heart of Ebey's Landing is the historic town of Coupeville, Washington's second-oldest town.

Numerous buildings from the town's early days are still standing. They are a key part of the cultural and business landscape of Coupeville.

Many thriving businesses and restaurants are located in historic building on famous Front Street. Folks living within town limits have a strong commitment to historic preservation.

Founded in the 1850s, the quaint town on the shores of Penn Cove is known for its expertly restored historic buildings and the numerous festivals that take place throughout the year. The Penn Cove Water Festival in March celebrates the island's world-renowned shellfish. Other

Several parades also take place throughout the year. Coupeville is one of the few towns to hold a Memorial Day parade, and a parade highlights the Greening of Coupeville in December.

Because of its central location on Whidbey Island, Coupeville is the seat of Island County government and home to numerous government offices. The town is also the home of Whidbey General Hospital, the island's only full service hospital and emergency room. Hospital officials are hoping voters will approve a bond this year to finance expansion of the campus.

Several renovation projects were recently completed to help ensure the reserve's historic integrity is maintained.

The Jacob Ebey House overlooking Ebey's Prairie near the reserve office recently underwent a preservation project to replace the foundation and improve the structure. It will become a visitor's center for hikers and others visiting the reserve. In addition, the historic Ferry House is seeing an upgrade while several rustic old barns in the Reserve saw a new lease on life thanks to the efforts of volunteers.

To help owners of historic buildings, the Trust Board created the Ebey's Forever Fund, which provides financial help to make improvements.

The reserve is home to two state parks, Fort Casey and Fort Ebey. Gun emplacements left behind from their days as army bases protecting the entry into the Puget Sound are still visible.

There are also miles of hiking trails, and both parks are popular with kite enthusiasts and paragliders. Also located within Fort Casey is the Admiralty Head Lighthouse, which was built in 1963. It's open for tours, offering an outstanding view of Admiralty Inlet west to Port Townsend and the Olympic Peninsula.

W

ith its many commercial businesses and large population, Oak Harbor has the distinction of being both the island's largest community and its financial core.

Much of that is due to Whidbey Island Naval Air Station, which serves as the economic driver on North Whidbey. It employs 10,000 active duty, civilian and contractors, making it by far the largest employer on the island. Including payroll, contracts for maintenance and constructions, it's estimated that the base contributes $545 million to the island's economy.

The city and the base have a close relationship, both in terms of cooperation with things like sewage treatment, but also in the community’s support for the military. With the Navy, the city has a mix of kids, young adults, as well as a large and growing population of retired folks.

The Navy helped to make Oak Harbor a hub of commerce on the island. It’s the only place on the island that offers a full line of fastfood, family and ethnic restaurants, as well as many large retailers — Home Depot, Kmart, Walmart, Walgreens, Big 5, Office Max — and plenty of coffee shops, including three Starbucks stores.

The city’s downtown area also has many thriving small businesses. It’s a great place to shop for clothes, antiques, gifts and to stop for a great cup of coffee or a bite to eat.

The city’s marina plays host each summer to Race Week, one of the world’s finest regattas.

Oak Harbor is also one of the oldest communities in the state, with a history rivaling that of Coupeville. In 1851, three men struck out during the California gold rush and ended up on North Whidbey. Norwegian shoemaker

The small settlement was shaped first by Irish pioneers and then by the Dutch, who began arriving in the 1890s. Evidence of the city’s Dutch heritage is still strong, with the number of windmill structures and the annual Holland Happening Festival.

The city first developed on the shores of the harbor. Steamers and freighters carried passengers and freight from the island to the mainland and back.

Two events would change the small but flourishing town of Oak Harbor forever. Deception Pass Bridge, which connected North Whidbey to the mainland, opened in 1935.

This summer, residents will celebrate the 75th anniversary of the historic bridge.

The bridge, in turn, helped pave the way for a Navy base. Whidbey Island Naval Air Station was commissioned as an active U.S. Navy installation in 1942. It’s a unique installation with the larger Ault Field base and the Seaplane Base on different sides of the city.

The natural gas line crosses to Whidbey from Camano Island and serves city residents, Whidbey Island Naval Air Station and unincorporated areas within a reasonable distance from transmission lines. he economic lifeblood of North Whidbey and a critical asset to the nation's defense, Whidbey Island Naval Air Station plays a special role both nationally and locally.

The base was first commissioned as a seaplane base on Sept. 21, 1942. Since then, squadrons and personnel have served throughout the world in support of World War II, the Korean and Vietnam conflicts, Operation Desert Storm, humanitarian missions in Bosnia and Kosovo, and the current wars in Iraq and Afghanistan.

More than 60 years since its establishment, the base is still going strong and is undergoing transition. The electronic attack aircraft squadrons at the base are upgrading from the EA-6B Prowlers to the new EA-18G Growlers.

It's expected that by 2016, the base's compliment of 72 Prowlers will have been totally replaced by 114 of newer aircraft.

The P-8As will continue the mission of long-range, anti-submarine warfare, patrol and surveillance over both land and water.

About 60 percent of the Whidbey community has ties to the Navy, either as active duty or retired service members and their families.

The aging, turboprop P-3C Orions will also be replaced by four squadrons of P-8A Poseidon jets, a total of 24 aircraft. That transition is expected to wrap up in 2020.

The siting of the new aircraft and the necessary construction — together with support from the community — means the base will likely be safe from closure for a long time.

With its 10,000 workers, the base is the island's largest employer and plays a vital role in the economy. Its estimated that payroll and contracts for maintenance and construction contribute $545 million a year.

It is located on the northwest shore of Whidbey Island. The Seaplane Base is situated on a land spit that divides Crescent Harbor and Oak Harbor. It is the center for many of the support facilities like the Navy Exchange, the Navy's equivalent to a department store; and the commissary, the Navy's grocery store.

The Fleet and Family Service Center, in the Nor'Wester Activity Center on Ault Field, is the "one stop shop" for Fleet and Family Support Programs.

Kayak rentals are available. Shopping and dining are available in the wharf and downtown.

hidbey Island has a long history of tradition, fine arts and outdoor recreation. Each season has its own special annual events ranging from parades, community marathons, artists' studio tours, farm happenings, craft festivals, harvest contests and theater productions so visitors and residents can find entertainment throughout the year.

The island is marked by two park and recreation districts, with one housed on the south end and the other located to the north.

The South Whidbey Park and Recreation District was formed in 1983 and now claims hundreds of acres of trails, fields and forest. The crown jewel of the district is its Community Park, which has five soccer fields, four baseball

Park districts have a lot to offer on Whidbey fields, two playgrounds with extensive fantasy equipment, covered picnic areas, a skate park, and miles of trails for hikers and bicyclists.

Additionally, the district hosts a variety of community programs like recreational sport leagues, art and other skill classes and camps such as intro to guitar and events like a Valentine Ball and chocolate and wine tours.

The district maintains and operates John Vanderzicht Memorial Pool, home to the North Whidbey Aquajets and North Whidbey Masters swim teams, and is also responsible for the Clover Valley Dog Park.

Swim lessons for people of all ages under the direction of certified instructors are available at the pool facility, in addition to fitness classes and recreational swimming. Scuba diving and kayak classes are also offered, along with water safety classes and lifeguard training. The pool is used by the Oak Harbor High School teams for home meets.

In addition to the six-lane main pool, the facility has a hot tub, sauna and a kids splash pool.

The district also hosts special events such as the Goldfish Extravaganza, Luau Night, the running club and the Daddy/Daughter Dance & Dessert.

There are many recreational programs offered through the district. The Kidz Love Soccer program for kids and adults is one of the more popular activities along with the junior triathlon and the roller hockey program.
