2013 PRIORITY TRANSPORTATION PROJECTS The 2013 Priority Transportation Projects include candidate road, complete street, multi-use trail, transit, transportation regional incentive program (TRIP), county incentive grant program (CIGP) and transportation alternative projects as listed herein. These priority projects will be provided to the Florida Department of Transportation (FDOT) as input to the development of its Draft Tentative Fiscal Years 2014/15 - 2018/19 Work Program for Polk County.

Lakeland and Winter Haven Transportation Management Areas (TMA) Suballocated Funds Priority Projects The Lakeland and Winter Haven Transportation Management Areas (urbanized with a population greater than 200,000) both receive a suballocation of federal funds. Under federal and state guidelines, the Polk TPO selects projects for the use of these funds in consultation with the Florida Department of Transportation (FDOT) and local transit operators. On April 11, 2013, the TPO adopted Resolution 2013-01 to establish a policy on the use of funds suballocated to the Lakeland and Winter Haven TMAs. A copy of this resolution is attached for reference purposes. The suballocated funds include: 

Surface Transportation Program – denoted as “SU” in the FDOT work program; and

Transportation Alternative Program – denoted as “TALU” in the work program.

Based on FDOT’s FY 2014 – 2018 Draft Tentative Work Program, the current programmed and estimated funds for these categories are listed below along with a reference to the table containing the corresponding priority projects. Fiscal Year SU Funds

Surface Transportation Program – Lakeland and Winter Haven TMA SU Funds Candidate Projects for FY 2013/14 and 2015/16 (FPN: 4125301) Project Type

Description This project consists of a Project Development and Environmental (PD&E) Study that will evaluate a new pedestrian crossing of the Peace River in Fort Meade. The new pedestrian facility is a cost effective alternative to reconstructing the US 98 bridge as the relocation of the sidewalks will allow the widening of the travel lanes on the existing structure. As part of its recent Complete Streets Project, the TPO completed a concept-level analysis of candidate complete street treatments in selected corridors. These corridors included SR 659 (Combee Road), CR 655 (Rifle Range Road) and Cypress Gardens Road. There is a need to complete additional, more detailed analysis to determine the feasibility of the concept improvements, e.g., analysis of rights-of-way availability and potential utility relocation/issues. The purpose of this study is to identify engineering solutions and candidate projects to improve bicycle and pedestrian safety in high crash corridors. Study elements are expected to include: Review of latest bicycle and pedestrian crash data; Identification of High Crash Corridors; In-depth review of crash data in identified corridors to include field reviews and safety audits; Identification of appropriate countermeasures to prevalent crash types; Evaluate feasibility of proposed solutions; and Prioritized list of candidate projects. Feasibility study for a proposed multi-use trail (Old Dixie Trail) between Auburndale and Haines City. The Old Dixie Trail will connect existing trails such as the Haines City Trail, Chain of Lakes/Lake Alfred Trail and Auburndale Trail/Van Fleet Trail.

Project will extend from the Ft. Fraser Trail to SR 540 around Lake Hancock. Project currently has CST funding programmed in FY 2014/15.
