Commerce Point Drive at Combee Road


This corridor evaluation for Combee Road (SR 659) from US 92 to US 98 was performed as a part of preparing the Complete Streets Handbook for the Polk TPO. The purpose was to apply a selection of potential Complete Street treatments and features to evaluate their feasibility to Combee Road. The recommendations in this document are not meant to be a comprehensive list of potential improvements.

Reconfiguring Pisgah Place to intersect with Combee Road at a right angle improves driver expectancy and safety. Relocating school crosswalk from Haywood Street and creating a multimodal node at Pisgah Place/Sunshine Drive enhances the intersection and improves safety. Creating sidewalk connections from existing sidewalk on Haywood Street (along the west side of Combee Road) to the enhanced Pisgah Place/Sunshine Drive and installing rectangular rapid flashing beacons (RRFB) at relocated school crosswalk provide increased safety for pedestrians and school children.

Creating a multimodal node by relocating both bus stops near Crystal Lake Middle School to the west of Crystal Lake Park (and connecting them to existing sidewalks) improves safety and access to the school and surrounding neighborhood.

Connecting boardwalk bridge (over drainage ditch) or sidewalk to adjacent properties allows for improved pedestrian connectivity along corridor at Commerce Point Drive. Providing continuous sidewalk along west side of Combee Road, including bridging over drainage ditches, allows for safer pedestrian movements and maximizes use of right-of-way.

This corridor evaluation for Rifle Range Road (CR 655) from Eagle Lake Loop to 6th Street was performed as a part of preparing the Complete Streets Handbook for the Polk TPO. The focus is to capture the high level of multimodal activity between four major nodes along the corridor by connecting them with a sidewalk along the east side and by adding transit nodes. The recommendations are a part of a comprehensive complete street approach.
