EXECUTIVE DIRECTOR’S REPORT Predicting a 77,000 person workforce shortage in our region is no easy task. Maybe as easy as predicting the weather? But like with weather forecasts, if that prediction is only partially true, are we up to the challenge as a community? The North Central Wisconsin Regional Planning Commission made this 77,000 person projection. By 2025 (only nine years away), we may face that shortfall in Portage, Wood and Marathon Counties. The Portage County Business Council (PCBC) continues to partner and collaborate to address this impending challenge, because if nothing happens, then nothing happens. Or worse yet, something negative could happen.
What inspires millennials to work for their company for long period of time, beyond compensation and benefits?
Source: http://chinagorman.com To begin to address this, we hope you will join us and our other partners on Thursday, February 11, for “A New ERA Workshop”, focusing on employee retention and attraction (ERA). It is being facilitated by Newaukee, a social architecture firm out of the Milwaukee area, that creates talent attraction experiences and plans for business, neighborhoods and the community. REGISTER HERE The goal of the workshop is to be participatory and develop the beginning of a plan that we will check progress in 100 days, around the same time as the statewide Young Professionals Week, led by our communities’ own young professional group, Ignite (Leadership Network of Portage County). A special thank you to the Portage County Executive Patty Dreier’s office, along with the Arts Alliance of Portage County, Stevens Point Area Convention and Visitor’s Bureau, MSTC, and UWSP. Additionally, PCBC has instituted a singular-focused board of director’s talent development committee, chaired by David Eckmann, special assistant to the UWSP Chancellor for economic development. This committee’s main goal is to focus on engaging the business community, education, government and community on the issue of talent development and our region’s workforce. This collaboration and coordination needs to take place in our community and the larger region as well. That’s why Centergy, one of nine state regional economic development organizations, is leading the effort with RETAIN, a regional talent and innovation network and is working with PCBC. PCBC continues efforts with our PIE (Partners In Education) initiatives and offering support and sharing resources with local businesses who have unique employee retention and attraction challenges. Planning for an IDEA Center and enhanced placemaking, while working alongside the Arts Alliance of Portage County, are key strategies that also must be addressed. There is no simple, one-size-fits-all solution. It is clear that this community must address this issue now. We can’t wait for it to change like the weather.

That service currently is available through the Wisconsin Secretary of State’s office. “Wisconsin citizens now will have another option if they are in need of an apostille or authentication,” DFI Secretary Ray Allen said. “Governor Walker and his administration are committed to making government services more efficient and effective for taxpayers, and this change is another example of that ongoing effort.” Businesses and individuals at times need to authenticate the origin of a public document issued in Wisconsin for use in a foreign country. Some examples of such public documents are birth certificates, adoption papers, marriage licenses, corporate documents, school transcripts and trademarks. There are two ways to accomplish this: By obtaining an apostille, an authentication certificate that is recognized and required by countries that are parties to a treaty called the Hague Convention of 5 October 1961. It is commonly called the Hague Convention. By obtaining an authentication certificate, which is similar to an apostille but is used in countries that are not parties to the Hague Convention. DFI has filed the necessary paperwork with The Hague to be recognized as a Competent Authority to issue apostilles and authentications in the State of Wisconsin. Secretary Allen said that having this authority makes sense for DFI because the agency already has an established business relationship with hundreds of thousands of stakeholders, many of whom could have a need for apostilles or authentications. For example, DFI is the filing office for more than 400,000 business entities, 130,000 securities professionals, 82,000 notarys public, and the holders of nearly 25,000 trademarks and tradenames. “Giving these stakeholders the option of obtaining an apostille or authentication from a state agency with whom they already do business is efficient, effective government,” Allen said. The addition of DFI as a Competent Authority also should help reduce a backlog that currently exists at the Secretary of State’s office. “The Secretary of State himself has stated that his office cannot keep up with the demand for apostilles and authentications,” Allen noted. “By adding DFI as a Competent Authority, we can help reduce the backlog and make government more efficient for Wisconsin citizens.”

This survey is part of a project exploring young professionals’ involvement in service organizations. This survey is confidential. We will only report results in aggregated and/or anonymized ways. This survey is independent. We don’t represent any single employer or organization. We will share our preliminary analysis of the results at the Employee Retention Attraction workshop, on Thu, Feb 11, 8 am - 12 pm, 1039 Ellis Street, Downtown Stevens Point. In this survey, we’d like you to think about the connection between community service and employee retention. We know that many factors can lead young professionals to stay in Portage County. Job satisfaction is one such factor. However, beyond the workplace, we believe that young professionals can feel more connected to the community (more “rooted”) through community service. People who feel more connected are more likely to stay. We believe that this is more likely if young professionals are engaging in service that they find satisfying and compatible with their jobs and other commitments. We appreciate your support in gathering this important information and feedback. Please follow the link below to complete the survey. http://goo.gl/forms/3TGMeSwbp7 /// State health officials announced that Portage County Health and Human Services has successfully passed the state’s health department review. Farm Transition and Estate Planning Workshop The University of Wisconsin-Extension will host workshops in Stevens Point on Feb. 12 and in Westfield on Feb. 19 to provide information and ideas on farm succession and estate planning. The Feb. 12 workshop will be at the Portage County Business Council meeting room, 5501 Vern Holmes Dr., Stevens Point, WI 54482. The programs run from 9 a.m. – 3:30 p.m. Transferring the farm business to the next generation is seldom an abrupt process. The succeeding generation needs to establish a firm financial footing as well as learn to manage the business. The retiring generation has to be willing to turn over management, but also know they’ll be secure for their later years. Developing a working plan will make the actual transition smoother and will make communicating the transfer details with on-farm and offfarm family members easier. Even if your transfer may happen a few years from now, starting early will help the process go more smoothly. What’s Your Farm’s Future? Farm Transition and Estate Planning will explore these issues and considerations for farm succession in today’s high stakes climate. The two locations will offer the same agenda. Topics to be covered include: • Blueprint for Farm Succession- (Where are you now, where do you want to be, how do you get there?) • Financial considerations for each generation – What can your farm actually support? • Medicaid Recovery – How this may affect your farm succession. • Business entities and tax consequences when transferring assets. The program begins with registration at 9 a.m. and concludes at 3:30 p.m. Registration is $20 per person and includes lunch, refreshments, speakers and workshop materials. To register for the Stevens Point meeting on February 12, contact the Portage County UW-Extension office by February 5, 2016 at 715-346-1316 or register on-line at https://goo.gl/XnJD6J UW-Extension is partnering with the WDATCP’s Farm Center and UW Center for Dairy Profitability to offer these programs. Award Winners Ambassador of the Year – Sarah Agena
The Portage County Business Council has named Sarah Agena as the 2015 Ambassador of the Year. Sarah has been active in the Ambassador Club since 2010. Her enthusiasm and dedication towards volunteering for the Portage County Business Council is outstanding! She was one of five Ambassadors that accumulated the most points during the year by attending business events such as ribbon cuttings, grand openings, ground breaking ceremonies, Business After Hours and many other events, visits to new and existing businesses, monthly meetings, and she serves as the clubs Vice Chairperson. She has definitely exceeded the membership requirements of the Ambassador Club and was voted on by her Ambassador Friends as our Ambassador of the Year! Members of this enthusiastic group generally lend a hand whenever they see something that needs doing. Last year alone, Sarah and the entire Club gave back over 1,600 hours of volunteer time just for the Portage County Business Council. Besides her involvement with the Business Council, Sarah gives back to the community in many ways. She has been involved with the Plover Walk to End Alzheimer’s and was recently chair of the committee, and is President Elect for the Wisconsin Academy of Nutrition and Dietetics. Helping to promote area businesses has and will continue to be a passion for Sarah. She also loves to be outdoors and would much rather be riding her mountain bike around the state than sitting in her office. Sarah also loves to cook and spending time with family, friends and her boyfriend Gabe. If you are interested in joining the Ambassadors Club or just want to hear more about it, contact Karen Schanock at the Business Council or email at kschanoc@portagecountybiz.com.

Award Winners
President’s Award – David Worth The Portage County Business Council named David Worth with the 2015 President’s Award Each year the President of the Business Council is given the opportunity to select someone to receive the President’s Award. This award is presented to someone who through their outstanding commitment to volunteerism makes significant improvements and enhancements to the quality of life here in Portage County and demonstrates a spirit of cooperation and commitment to the Portage County Business Council, the Portage County Business Community and Economic Development of the area. The 2015 President’s award was presented to David Worth, President and CEO of The Worth Company. David has made his mark as one of our communities most respected and influential leaders. David Worth and his family are pillars of our community. He has been involved in many charitable endeavors and spent countless hours volunteering his time to better Portage County. David has been a trusted advisor to the Portage County Business Council Board of Directors and has been instrumental in the Council’s economic development and workforce development initiatives. He is a quiet leader who leads by example and never seeks recognition for his efforts. David Worth considers himself the luckiest guy he knows to be in his 41st year of serving the company his grandfather started. He is the third generation to lead the company that had its origins in the fly fishing market. David says there were five such Portage County businesses that catered to that market in the 1940s, and it’s the only one not only still standing, but thriving. That’s a testament to the Worths who have sat in the president’s chair for the company that includes David’s grandfather, Joseph, and his father Robert. David’s community involvement over the years has included dedication to the Portage County Business Council and the Business Council Foundation, serving on the Board of Directors, and Executive Committee. He also served as President of The Community Foundation of Portage County, President of the Board of Directors of St. Michael’s Hospital, Board President of the United Way of Portage County, Campaign Chairman of United Way of Portage County, member of the UW Stevens Point Board of Visitors, President of the Central Wisconsin Symphony Orchestra and Advisory Board for the Schierl Companies. He has received honors of the 2005 University of Wisconsin – Stevens Point Distinguished Alumni Award, the 2005 Community Leadership Award of Portage County, and Director Emeritus of the Community Foundation of Portage County. David enjoys computer science, a variety of music, skiing, snow-shoeing, bicycling, hiking, fishing, sports cars, and holds a private pilot license. David is married to “the most wonderful woman in the world – Cindy and has two equally wonderful sons – Grant and Tim”, stated by David at the Annual Dinner.

PARTNERS IN EDUCATION Business-Education Forum Representative Katrina Shankland shared bills in the legislature that are directed at addressing the projected shortfalls in the area of talent development. Representatives from business and education heard firsthand from Rep. Shankland what was going on in Madison. There are currently ten bills that are authored or coauthored by Rep. Shankland related to workforce development. They include expanding higher education grants, grants for grads, job developers in high schools for students with disabilities, creating a blue ribbon commission, student loan payment deduction, entrepreneurial assistance, angel investment credits, workforce growth grants, rural broadband expansion and efforts toward a creative economy.
Rep. Shankland and Sen. Lassa present at Annual Dinner A special thank you to State Representative Katrina Shankland and State Senator Julie Lassa for presenting special citations to the award recipients at the Portage County Business Council’s Annual Dinner. Each of the four recipients, listed elsewhere in this newsletter, were presented with citations thanking them for their service to the community and work they had done on behalf of businesses in Portage County, as well as their own accomplishments.
As was shared by those in attendance, there is not one single item that will take care of the predicted workforce shortage for our region. Business, government, education and the community must continue to combine and share resources to attack the issue at many levels. There are ten other bills currently moving through the legislature authored or co-authored by other legislators, including two specifically by State Senator Julie Lassa. One bill would provide student loan reimbursement to qualifying students entering key sectors of Wisconsin’s economy as identified by key stakeholder groups. The second is a proposal for student loan reimbursement for individuals relocating to certain rural counties. According to a report from Rep. Shankland, Lassa’s bill’s “…goal is to enhance the state’s workforce in rural areas and attract skilled, educated young people to live and work in rural areas to bolster job growth and create a stable tax base.”
