The History of Portland Food & Drink by Chris Onstad
T IS EASY TO THINK that we live in the heyday of a food revolution the likes of which our city has never seen. However, if the cyclical natures of fashion, literature, and music teach us anything, it is that there is very little new under the sun, and that in each generation are the rediscoveries, fetishizations, and eventual abandonments of but a handful of concepts. Armed with this hypothesis, we scoured the last century’s public records for supporting examples from Portland’s history*. What follows in this guide are colorful bits from our past that while nearly forgotten, serve to illustrate that we are no different from our forebears: They, too, had their revolutions. They, too, had zeniths of outward curiosity and myopic locavorism. And they, too, could not as a people figure out a way to support good Szechuan delivery. I would give anything for that. HE FOOD cart is hardly a newcomer to Portland; handbills and almanac records dating as far back as 1873 describe mobile purveyors of such timely fare as salted fish, ham-in-paper, and “mottled plums” (thickened hogs’ kidneys) operating in the dockside streets of what is now the Amtrak railyard. The rules of the day were simple: any sled (wheels were a hindrance in the filth and mud-mire of the streets) which could, under police order, be pulled 100 feet by a minimum of two draft horses, or 10 men, was allowed to operate freely. This solitary law was passed at the behest of frustrated restaurateurs, but only came into active enforcement in 1881, after the Hycanthus Arms sanatorium, located at the southwest corner of Broadway and Everett, burned to the ground. On July 19 of that year, a small envelope fire
broke out in the mailroom of the building, and the flames quickly spread throughout the antiquated wooden structure. A call went out, but an immovable encampment of popular bean stew carts blocked the fire brigade from accessing the street, and hundreds of onlookers, many of them purchasing cups of the thick stew to throw on the flames, looked on in helpless horror. Over 60 mentally ill patients—many of them intentionally misdiagnosed sidewalk petitioners—plunged from the high windows or perished in the blaze, and our food cart tradition became, for the first time, strictly enforced. A small stone memorial, of a cherub urinating into a bowl of grapes, stood on the spot for several years until Zessner and Krell Swiss Bindery purchased the real estate. OUTHEAST PORTLAND Prohibition was as hotly contested in Portland as anywhere. The region’s historic identity was of brawny, flannel-clad buckers, sawyers, and whistle punks hoisting foaming tankards in halls that rang of the hope of the new age. Taking beer out of that delicate equation simply left a lot of bored lumberjacks angrily completing crossword puzzles in quiet taverns. Where there is man, there must be liquor, so before long clandestine breweries arose quietly in the subterranean crawls and tunnels that span the Westside. Without the double-
edged sword of federal regulation, illicit brewers cutting corners to lower costs forced each other into a game of bare minimums: Whoever could produce the cheapest kettle was assured his future, for the men would drink anything, so long as it helped them to stomp their boots and give half-masted chase to the rantipoles. Businessman “Cunty”* Ramon Montoya, a native of the Andorran region of Spain, and his brewer, an Englishman named Salisbury who reeked of kerosene and cigarettes, sank to perhaps the lowest lows in the development of their particular alcohol. Supplies of genuine hops and barley commanded a princely sum, so CONTINUED ON PG. 15

they forewent these traditional ingredients for substitutes that would—at least chemically—work. In a prior shady enterprise, where he brewed penny-glass “trackside noon” for pikeys, Salisbury had come across a remarkable discovery: The lice living on rabbits continued gluing their sugarrich nits to the bloody coats for days after the animal was skinned; this meant every barrel of hides headed to the rendering plant was a free source of the yeast-feed normally provided by barley. Salisbury steeped the pelts in warm water and clarax—a noxious bromide used in bottle cleaning—to make a scabrous wort in constant need of skimming. To mimic the flavor of hops, he simply chopped his cedar pallets into kindling and soaked these in the wort until the liquid had a slightly wooden flavor. While laboratory testing was clearly never done on this “beer,” its alcoholic payload clearly served the purpose: In the summer of 1927, records kept by the H.J. Hastings Butchery show deliveries of hundreds of barrels of hides to the 900 block of East Burnside, where Montoya and Salisbury brewed and bottled their product. Called Jack-Leg High and sold at three cents a glass, it quickly stained the fabric of local culture. Men wandering the streets on jabbering, emptyeyed benders were said to be on a “Jack-Leg high,” and North Portland bluesmen such as Ellis Frigate and Cream-Step Macdowell recorded tracks like, respectively, “Jack-Leg Broke” and “Bunny-Hop Blues.” (A whistle-blowing deliveryman had leaked that the bottle’s “Banny-Wort Pure” labeling was actually office-speak for bunny wort, and “getting the bunny hops” became slang for getting staggering drunk on the stuff—none of which hurt sales in the least.) Such success in inebriate affairs came with a price—it was exacted from Mr. Salisbury late one evening while he experimented with re-lousing the used pelts. Being constantly surrounded by the insects as he was, he was naturally quite infected with them, and the sore-covered bark of his scalp finally, under his constant and aggravated itching, released a sheet of blood so strong that his eyes were covered in a veil of the slick red humour, and his own ailing body, addled with lavish dosings of hot sugared gin, fell into his tun and drowned. Montoya found him the next morning, bloated and floating, and now without a brewer and therefore a brewery, he wasted no time in bottling what he knew would be the last of the Jack-Leg High. He labeled it “Union Jacks,” in honor of its peculiar ingredient, and he sold his ale to great public reception at three times the previous price. ORTHEAST PORTLAND At the base of Alameda Ridge in the BeaumontWilshire neighborhood, where the street plan turns to nonsense and cars tip over sideways, there is a crumbling concrete stairway that rises 112 steps to the plateau above. At step 48 is an ivy-covered patch of plaster roughly the size of a doorway, and that, until the late 1950s, was the unmarked entrance of the Libertine, Portland’s most legendary after-hours club, recalled by many as the finest restaurant the city has ever known. Saturn Kane, an acrimonious nonagenarian whose company I enjoy when I get up early enough to catch him lucid, told its story to me last summer. Mr. Kane, who is often asleep on his porch with mail addressed to Earl Blessmore Kane on his chest, was a cook at the club in its heyday. I’d told him about the exciting dining we’d been enjoying lately, of seafood-themed dinners with unusual herbs, of heritage pig roasts with craft cocktails and foie gras marshmallows. He looked at me with a face like a father whose 30-year old son has just given him a
hand-lettered coupon for a free hug, he then kicked out a chair and told me to listen. “You think that’s just all right, what you’re doing,” he began to pay out, his pale, bony finger wagging at me. “But it’s not. You’ve never eaten proper like we used to. You’re weak sauce, you bunch of ninnies, and your kids’ll faint at lemonade.” “How’s that?” “Every generation’s weaker’n the last, it’s a problem. We’d get born, shoot the moon on hen poison and jaw oil, then lay the town out so it couldn’t fight back. Next day we’d charge the bars at noon if China didn’t need an ass kicking. We’d always ask around first to find out.” I imagined a gang of toughs running in to the local news bureau, getting the all-clear on Sino-American relations, then running off to the nearest bar. Was it French-influenced, or more James Beard-type Northwest stuff?” “Eh, I think we did a pork chop… and we had a Mexican cut prime rib tableside in his people’s best bib ’n’ tucker. I remember one broad—walleyed and cruel on Scotch—got so mad when he didn’t serenade her, she tried to scream at him but threw up all over the floor. Wrong pipe, you know. Next night she was in stacking ’em up again, a real trooper. The captain sent over a fifth of Cutty Sark and the table floated it in two rounds.” “Huh. So the food was really more of an afterthought?” “Hell no, it wasn’t!” he objected. “We were the best cooks in the country, west of New York! We could run that joint half in the bag and talkin’ to shadows!” “What happened to the place?” He took another sip, slow for reverence. “You did. You don’t drink any more, and the good places can’t stay open. Restaurants don’t make any money on food, everybody knows that. Now you all just eat ice cream with shit in it and die from Computer Arm.” I couldn’t fault him there. It was about lunchtime, and I needed to pack off and get something tangible in that regard. “Got any lunch plans?” I asked him, considering bringing him a Bunk sandwich or something. O R T H P O R T L A N D, 1 8 9 1 . Wan Huajiao, a first-generation immigrant from the Chinese city of Neijiang, set up a freight forwarding concern on Willow Island (now Swan Island) and made his home on the promontory above it, at 7229 N Chautauqua. Huajiao famously chose this coign of vantage after a frustrating procession of security guards proved so ineffectual that he decided to take the matter into his own hands and watch the grounds from his house at night. (Stories of a velvetrobed Huajiao sitting in an upholstered chair on the Overlook cliffs and aiming a long-bore rifle down at the warehouse are numerous in the papers of the time.) Trade in the port city was booming, and Mr. Huajiao would have been a very wealthy man if it had not been for the curiosity of an elderly neighbor, Ebelon Mocton Sr. Mr. Mocton, on his evening strolls, had had his appetite piqued to the breaking point by the enticing foreign aromas wafting out of Huajiao’s kitchen window, so one night he approached the business-
man at his perch to inquire about getting a taste of the miraculous dishes he imagined within. Little did he know it was Huajiao himself who was doing all the cooking; Huajiao considered himself a gourmet nonpareil and, lest Mocton go home and attempt any Chinese cookery without supervision, he allowed the man to eat at his table. Mocton, a fourth-generation Portland native, had not traveled widely, and the sumptuous family-style meal, with its steaming platters of lacquered duck, “Hun’s bar-b-cue,” tender oniony dumplings, and great tureens of fresh soup, were like nothing he had ever seen or tasted before. Stunned, delighted, and forever transformed (local cuisine at this time was largely baked fish and snacks), Mocton wrote in his journals of feeling “much renewed, rejoyed [sic], but with the distinct quandary of being without this invigorating food for a great many days of the year, so grudgingly is Wan’s hospitality given, and so reluctant is he to leave that d----d chair at suppertime.” If Mocton had anything, however, it was the twin gifts of patience and persuasion, so eventually his pleadings that Huajiao open a restaurant with some of his profits were met with success. Golden Phoenix, located at 2121 N Killingsworth, was a grand and sumptuous dining hall with 400 seats; Mocton had assured his neighbor that all in the state would drag themselves to his door for food as flavorful, new, and unique as his. Huajiao spared no expense on this monument to himself and his homeland, even importing gold for the painted trim, pristine bone China by the pallet, and several heirloom breeds of lamb, pig, and chicken. while a team of 10 farmers and butchers would raise and break down the animals and produce. Massive round tables, each a cross section of a gigantic felled fir, were draped with thick white brocade; places were set elaborately and deeply for each guest; newspaper advertisements and streetcar callers alerted the city for two weeks prior to the grand opening. Red silk robes with golden tassels were stocked by the hundred as first-night parting gifts; a band of Chinese circus performers in the front lot performed stunning acrobatics never before seen by Western eyes. Four o’clock, the dinner hour, finally came. It came, and painfully, second by second, minute by minute, it went. Mocton and Huajiao, dressed smartly in black Mandarin-style coats, stood in the doorway, growing steadily anxious, then confused, then angry. By 8 pm not a single customer had come to dine; Huajiao threw a small potted orchid at the side of Mocton’s head and stormed off to the kitchen, where he screamed at his staff for the better part of an hour. Mocton, ever the optimist, reasoned that he might have gotten the date on the advertisements wrong (he hadn’t), or that people “just needed a little time to warm up to what we’re trying to do here.” The subsequent days showed no better promise. At the beginning of the dinner hour on the third day a young couple came in to be seated, but upon reading the extensive menu they decided they would rather just get hamburgers and beer, and left without so much as a cup of tea. With the writing clear on the wall, Huajiao went into the back office with a bottle of cognac and a pistol, where he shot at the ceiling until well after midnight. The opulent establishment was shuttered within a month, and all involved, including the animals, were summarily fired. On the last night, a liquorsome Huajiao was punched in the face by his dishwasher, a man named Portland Joel. It was a final insult from which he would never recover, and he passed his final years alone in his home, surrounded by great towers of unopened board games, stacks of pristine, untouched art supplies, and a great many unused stringed instruments. He died of renal failure later that year, and it was revealed that his investment in the Golden Phoenix had virtually depleted his holdings. Mocton, for his part, was undaunted, having found another neighbor, Mr. Panyarachun Saowaluk, a native of Siam, who was receptive to his idea of opening a restaurant featuring his wife’s extraordinary ethnic cooking. Their first location, The Silver Royal, stood at 5128 NE Sandy for nearly five decades, and is now the home of another Thai establishment, Krung Thep to Go. ORTHWEST PORTLAND, 1891. Ascious Whitmore Phelps stood in the grand solarium of his Nob Hill manse, an honorary sash awarded to him by the Duke of Manchuria stretching across his noteworthy belly. He dispiritedly nibbled on a bowl of freshly shelled peas, having been given the order by his doctor to consume a purely vegetarian diet after a Lithia water binge had nearly crippled his digestive tract. He was morose, standing in a home well-stocked with all manner of aged beef, smoked fish, and chilled emerald bottles of silken imported champagne—all of it off limits to him. It had been a week since he had begun the diet,
and while he could now countenance a burp without fear of soiling the other end of his clothing, the walls of his world were quickly closing in. A celebrated gourmand since birth— legendary in his own family for nursing seven hours at a stretch—to deny him a table groaning beneath crown roasts, plump braids of sausage, and barrels of his beloved caraway mackerel, was to cut him off at the ankles. He schemed, he created fictions of nutritional shock and collapse, and he devised wicked interior plans to slice into a boiled Weisswurst, drag it through mustard, and take the bite that he knew would lead to 1,000 more. In his madness, his train of thought could not move from one idea to another without derailing into a side of roast mutton. “I must go for a walk,” he thought to himself. “I must escape this chamber of temptation and clear my head in the improving oxygen of the Skyline trail.” It was a suggestion the nutritional psychologist at the hospital had made for him, as it would keep him out of restaurants and exercise his gout-stiffened extremities. Up he strode into the hills, along the side of Cornell Road, a sweating, pea-eating, red-faced spectacle in his dark wool suit and regal ornamentation. He had great physical fortitude when his mind was set, and moreover an incredible stubbornness—once determined, no gauntlet of reasoned opinion could sway him from his purpose. He would walk until the heavens descended and consumed the earth, and that was all there was to be said on the matter. Soon he had risen to the intersection at Skyline Boulevard, and, in a break in the trees, he saw a vision. It was of a little wooden cabin, glowing from within, with a tuft of smoke gently curling from the chimney. In went man after man, arm in arm. He stood for some minutes, watching as they went in, watching others come out, also arm in arm, now in song, their faces ruddy with drink and satiety. As the door opened, he could hear a simple orchestra of banjo and ukulele—the low-class common hall music of the time—and the faint aroma of red meat sizzling on a wood fire grew stronger. pleasures, and all his resolve fell away. The warm, thick air enveloped him as he let himself through the door, which swung silently on its hinges. Inside a sturdy, buxom woman—much like his mother—merrily shooed him to a table set for one, her hands heavy with six steins of chilled steam ale, which she set before him before pecking him on the cheek. Elated at this, he tucked the folded cloth napkin into his collar, and soon a large silver tray towering with hot, fresh-cooked hamburger sandwiches was set before him. He ate with abandon, consuming each burger in three bites, the juices running down his wrist as he shoved handfuls of crisp, French-fried potatoes into his mouth. When this tray was done another arrived, and then another, and then a new round of ale. As he slowed, an entire Virginia cream pie was set before him with a single spoon, which he ate while the check arrived. It was a curious thing, a simple slip of paper with the sum, stamped in fat red letters, reading only, “$1,000.” He happily paid it, for he had had the feast of his life. The men who dined and sang around him cheered and called his name, at first in solidarity, and then with a strange worry that he was leaving, as he strode out. As he crossed the threshold of the silent door, a pain like an anglerfish seizing his heart in its hellish maw froze him in place and he toppled over, collapsing through the planks of the wooden porch into the dirt below. OUTHWEST PORTLAND 1991. Chef Thomas Keller was on a grand West Coast road trip, scouting locations for a new kind of restaurant he’d been putting together in his head for over a decade. Stints in New York and Los Angeles had frustrated him, and he needed a fresh, new, virgin landscape in which to concen-
trate on his craft and establish his name. The California wine country seemed promising, but he’d also heard great things about the vineyards up in Oregon, and the abundance of local, seasonal agriculture and wildlife. only allowed himself to buy upon Nissan’s inclusion of automatic shoulder belts—up Interstate 5, through the lush, weeping hills of Grants Pass, he allowed himself the rare treat of driving to music. It was cinematic, the way the highway carved and swooped through the rough stone and dense, dripping evergreens, and this would be a seminal moment in his discovery of Oregon. He’d allow himself five minutes. He rummaged through the glove box for cassettes. Something by Steely Dan popped out first—ugh. He couldn’t stand such reckless, undisciplined mayhem. So sloppy. So… unprofessional. Like a hippie frying a cat inside a piano. He made a mental note to mail it back to the ex he’d left in Pasadena, then after a little more rummaging, he found a mix he’d put together of Robert Fripp performing chromatic guitar scales in Bell Labs’ anechoic chambers. There: flawless. Unassailable. It was technically perfect music, especially without the rest of King Crimson goofing around in the background. He held the tachometer at 2,000 and counted the mile markers to Portland. Unfamiliar with the area, he decided to park smack in the heart of the city and perform a critical assessment of the dining situation. He tried to exit the highway and cross the Burnside Bridge, but quickly found himself in Vancouver. A second attempt took him west across the Fremont Bridge, but soon he was shooting through the tunnel to Beaverton, which cost him another 20 minutes. Annoyed, he poked his way back to the 405, this time winding up on I-5 south passing the Ross Island Bridge. Becoming angry, he exited, turned around, crossed the river a few more times, got stuck waiting for a drawbridge at Hawthorne, and eventually made it to the heart of downtown, where a parade of transvestites playing brass instruments blocked the streets for a good 15 minutes. A lot of them had beards. Frustrated and dearly in need of a glass of water, he drove around Pioneer Courthouse Square looking for a place to pull over. Unfortunately, it was lunchtime, and the streets were a nightmare of double-parked delivery vans, construction work, and foul-mouthed jaywalkers. The parking signs were hard to decipher as well; did the perpendicular-to-the-sidewalk arrows apply to the space before or after the signs? Numerous parking enforcement officers—each with bizarrely large but firm buttocks—were prowling everywhere, and he was sure to get a ticket for the slightest infraction. stalled himself, he finally saw an old Dodge pickup pull out of a space on 3rd. He passed the spot and signaled to reverse, but an angry old man in a dirty jean jacket stood in the spot, glared at him, angrily gesticulated at his own mouth, then grew flustered and wandered off around a corner. Finally, Keller could get out of the car and refresh himself. He stood at the curb, pulled the crisp white shirt away from his sweaty back, and sighed. “You got a cigarette?” asked a 30-year-old ragamuffin with a dog. The dog had a tambourine for a collar, and also looked up at him quizzically. “I’m sorry, I don’t smoke,” Keller replied, taken aback by the question. He couldn’t remember the last time this had happened. “Jesus,” said the fellow, shaking his head and walking off. The dog looked back, shook its head, and then resumed following its master. Keller watched them go for a moment. “You got a cigarette?” He jerked around, surprised. This time it was a rotund and unshaven man in a denim jacket with banana-yellow leather sleeves. A little Chihuahuatype dog peeked out from inside the jacket. “I… I don’t have any cigarettes,” Keller said, growing slightly irritated. The man scowled, then shook his fannypack menacingly, as though it symbolized his scrotum. He pushed past on his way down the street. Keller winced, then turned to head somewhere else. There, facing him, was a middle-aged woman in a nice new parka, walking a handsome Samoyed. Its beautiful white coat had been freshly brushed, and she wore crisp, tasteful leather shoes. He felt as if she were about to apologize for what had just happened to him, and smiled at her. “You got a cigarette?” she asked. Baffled, he pretended to pat his pockets, but then realized that this pantomime must have looked as phony as it felt, so he guiltily said that he actually didn’t smoke. “Well fuck YOU!” she muttered, walking off. The dog left a few white hairs on his black trouser leg as it brushed past. He got back in his car, rattled. He was thirsty, he was starving, he’d been trying to park for two hours, and he was shaken. He turned the music back on to clear his head. “There was that old building down in Napa,” he thought to himself. “I could be there by midnight.” He turned the engine over, pulled out, and an hour later, after getting lost in Goose Hollow and having made another trip to Vancouver, he was back on the highway, headed for California.
