Submit Academic Records
You are required to submit complete academic records from all colleges or universities where you have taken classes. We accept high school transcripts, grades and other relevant academic records along with your graduation certificate, diploma or exam results or certificates. You can submit unofficial transcripts from non-U.S. institutions for review of your application and to receive an admission decision. Official transcripts are required for enrollment. See our official records policy for details.
Submit Evidence of English Language Proficiency
Request official test results to be sent directly to Portland State University. Students who meet the academic requirements for admission to PSU, but have not yet met English proficiency requirements, will be admitted to PSU and placed into an ESL Pathway program.

Submit Documents to Obtain Your Visa
Most international students who wish to study full time in the U.S. must apply for either an F-1 or J-1 (student) visa through a U.S. embassy or consulate. If you are currently in the U.S. and studying on an F-1 or J-1 visa you will transfer your SEVIS record from your current U.S. school to Portland State University. If you submit financial documentation with your other application materials it will greatly reduce the processing time of your I-20 issuance.

Portland State University accepts applications for each term on a rolling admissions basis. Some programs require an additional application for admission or to enroll in upper-division coursework. Students can enroll in fall, winter, spring, or summer term.

Honors College scholarship priority deadline
FIRST YEAR
2.5 or higher high school grade point average (GPA) on the U.S. 4.0 grading scale
TRANSFER
Have earned 30 transferable quarter credits (20 semester credits) with a cumulative (overall) grade point average (GPA) of at least 2.25 when converted to the U.S. 4.0 grading scale. If you are transferring from a U.S. institution of higher education, you must have completed Writing 121 or its equivalent with a grade of C- or better.
IBDP 30 GUARANTEE
International Baccalaureate Diploma Program (IBDP) students who earn 30 or more diploma points upon graduation are guaranteed the following benefits: direct admission to PSU, $10,000 annual merit scholarship for four years, one year of advanced university credit and "sophomore" status, and waiver of standardized English proficiency test scores.
IGCSE & A LEVELS
IGCSE or GCSE with at least 5 ordinary subject exams with score of 5 or higher.
Minimum English Language Proficiency Test Score Requirements
TOEFL, IELTS, PTE, SAT, or DET with minimum required official score achieved within the last two years. SAT is not required for admission, but can be used to prove English proficiency.
IBT: minimum overall score of 71; minimum subscores of 15 in reading and writing
To meet PSU's English Language Proficiency Requirement, PSU also accepts a transferable associate degree from a U.S. institution with a minimum GPA of 2.50 and 8 credits of college-level writing—including the equivalent of WR 121 and an additional higher-level college writing course.

First year students live in first year-only floors in Broadway and Ondine. Transfer and continuing students can live in any of our seven residence halls. Students admitted to the Honors College have the option to live in Stephen Epler in an honorsspecific community. We’re located in southwest Portland, which means when you live on campus, you’ll be immersed into the city center. First year international students are required to live on campus during their first year. Apply for housing by June 15 for a guaranteed spot.
