Man stabbed to death on corner Kagiso Segone A man was stabbed to death after a fight broke at a tavern in Khutsong Ext.3 on 19 February. Mzwakhe “Bubhezi” Trenisi’s niece, who did not want to be named, explained what happened to her uncle. She said she was sitting and drinking with a friend at Vusi’s Place tavern. Her uncle came around at about 23:00. They sat there for about four hours then her uncle left. There was a group of youths outside the tavern and a girl who was with them apparently called the niece’s friend over. The group then started insulting her and an argument broke out. When they started attacking her friend, the victim’s niece intervened and tried to stop the fight. According to her, her uncle suddenly returned and tried to break up the fight. He wanted to know what was happening but the group of youths became
confrontational. One of them hit him on the back of the head with a stone and he fell to the ground. The group fled and, when the victim recovered his strength, he, his niece and the friend went looking for the group as they recognised one of them. When they could not find him, they decided to take different paths to look for them. Mzwakhe, who was alone, met up with the group at a street corner, where they attacked him and stabbed him to death. He was stabbed 12 times and was found with wounds to his neck, shoulder and back. He died on the scene, according to his niece who was present at the scene when the police arrived. Community members apparently confronted and attacked the suspects at a nearby house but the police arrived and stopped the mob justice. Some of the suspects managed to escape, however. handed himself over to the police, after which the other five suspects also handed themselves over. The six suspects appeared in the Khutsong magistrates’ court on 20 February. Five of them were released but the ringleader was detained under the charge of murder.
Mzwakhe was buried on Saturday 25 February. His mother was devastated by the incident and the family is still in shock. The victim worked at AngloGold Ashanti Mponeng Mine and had two children, a 7-year-old son and a 1-year-old daughter. ‘He did not like to get involved in quarrels,’ said his niece sadly.

Two police officers were attacked by a group of nine men while patrolling at the taxi rank on 25 February. The ‘very disorderly’ group confronted the officers and started to insult them. They apparently also attempted to corner and disarm them but the officers managed to fire a warning shot. They also managed to call for back-up. The back- up responded immediately and was able to arrest the men and detain them for trying to rob police officers. All those who were detained were free from injuries, according to Carletonville SAPS communications officer, Warrant Officer Peter Masooa.

Wedela SAPS arrest a murder suspect Kagiso Segone A murder suspect was arrested in Wedela Township on 26 February. A man entered the premises of his former landlord and apparently shot him seven times in the chest and stomach. The victim was rushed to the hospital where he later died. The police received information about the suspect’s whereabouts and followed up on the lead. The suspect was then arrested but the firearm was not in his possession. When they questioned him about it, he revealed that he had disposed of the gun by giving it to his friend. His friend was also questioned and it was found that he had passed it on to another friend. The firearm was eventually found and both friends of the suspect were arrested for possession of an unlicensed firearm. The Wedela SAPS station commander, Capt. Makontsho Setlhare thanked the community for working with the police to effect the arrests. ‘Criminal elements have no place in our community. Working together, we will win the battle against crime,’ he said.
A schoolgirl was kidnapped and raped in an open veld behind Wonderfontein at around 16:00 on 25 February. The complainant alleged that her little sister had got back to school late after a tournament in Rustenburg and they came back late. While the complainant was still at home, her neighbour came in with her little sister crying. He said he had found her crying next to the road. According to the victim, two unknown men grabbed her and pulled her inside a red car. They apparently drove with her and stopped in the veld where they both raped her several times before leaving her there. The suspects have not yet been arrested.

Driving lesson for the week: Broken traffic lights (robots). When you approach a traffic light that is not working, it then becomes a stop street, and that means ‘please stop, look left and right and, once it is clear, you may proceed to your destination’. It does not mean you may ride through it without any regard for other drivers. Chat next week for your next lesson, the loud man with the brown bakkie. Dear ‘the loud man with the brown bakkie ...’, after I bought my licence 23 years ago, I always used to be shouted at when I drove. Keep sending good advice. Thank you, Petunia with the little red car.
Column Let’sTalk About It Z Serving your community Kagiso Segone Our community needs individuals who are committed to changing this area. It is supposed to be everyone’s responsibility to play a part in bettering this place but when everyone is going about their own business and personal affairs, there is no one who cares about what is happening. Individualism is always going to cause more problems for the collective and it will be difficult to resolve those issues because there is no unity in this community. I would like to encourage people to start looking at how we can serve our community because it is the only way to improve our situation, especially in the townships. I would like to take this opportunity to try and convince readers why
they have to move from individualism to a community-oriented mindset. Firstly, let’s look at it this way, we are all born with nothing when we get into this world and most us will leave this world having not changed or contributed anything. It is like taking a free ride on this journey of life, not participating in any way towards making a difference. It is a matter of ignorance and enjoying the comfort zone and being unaware of the need for improving our quality of life. This will result in there being no need for improving the environment. I believe being community oriented is supposed to be a culture. It is supposed to be implemented in the education system so that young people
are programmed to grow up knowing that they are responsible for the improvement of their communities. It is supposed to be a mindset because if we, as individuals, cannot think or even care about our communities, then we are unlikely to do anything to better them. It is also a matter of adopting a heart for being selfless because, the more selfless we as individuals become, the more devoted we can be to serving others. The less we focus on ourselves and our own issues, the more energy we have to care for others. Somehow, that then adds to our happiness because helping others does bring joy. Serving our community does not
mean being a hero or a recognised individual, it is more about the little we can do in our private moments to make someone’s life better. Most of the time, people want to be seen for the good things they do or they want to be praised for playing a part in the community. But, that is only to claim fame from the cause and that is not true. Let us serve our community for the benefit of the future generations because, if we teach the same culture, then we can create a community of people who love their community. We can all make the difference in this community Z if we only understand the importance of the need to improve this area. I believe that it all starts with one’s self awareness.
Column Words of Wisdom: Merafong Needs Your Vision Alone Pilusa Can you imagine the world without the existence of visionaries? We would be living in communities where poverty, unemployment, sickness and other problems could be worse than they currently are. You can talk about the former president, Nelson Mandela who inspired the whole world with his ability to see a South Africa that is reconciled, liberated and able to live together in harmony. You could also speak about Richard Maponya who inspired the whole of Soweto by building a mega shopping mall in the heart of the township. Another man whom I regard as my role model in my career is Given Mkhari. He was born in the deep rural areas of Limpopo and became an orphan at an early age. Today, Mr Mkhari owns four commercial radio stations in South Africa which include power FM and Capricorn FM. Why? Because of the power of the vision. He personally discovered, imagined, nurtured and pursued his
vision. Your vision can address the challenge of gangsterism that is wreaking havoc in Khutsong; your business idea can absorb hundreds of young people who are jobless and your bursary scheme idea can take many deserving students to universities or colleges. As we speak, DJ Sbu has organised the music concert in Ekurhuleni to raise one million rand to help to young people with bursaries through his own foundation. A vision is a picture of where you want to end up. In his book titled Pass it On, Dr Myles Munroe simplifies Alone Pilusa the definition of vision in the following philosophy: True vision is a human cause worthy of self-sacrifice. True vision is a view of the future more noble than self-preservation. True vision is destiny in pictures. True vision is divine purpose in Technicolor. True vision is a concept of a
future more preferable than the past and present. True vision always benefits succeeding generations. And he goes on to clarify what is not a true vision: Vision is not a human concoction of the future. Vision is not a conception of your private view of the future. Vision is not personal, private, or selfish ambition. Vision is not a goal, but it produces goals. The Bible says when people have no vision, they perish (See Proverbs 29:18 KJV) while some people seem to grasp and pursue a vision early in life, many people appear to have been taught that you grow up, go to school, get married, pursue a career, and wait until your name is called before you step out and really do something with your life. For years, these people sit around, waiting to hear their names called. Are you waiting around for someone to discover you, recognise your gifts, offer you a position or promote you? If so, you are wasting your
time and there’s no time to waste. There are assignments to fulfil; you have a vision to express. Untold numbers of people need you to fulfil your purpose but first, discover it. Some people will need your direct help or inspiration. Others will need your indirect assistance and encouragement. The community of Merafong needs your invention, music, motivation, your medical breakthrough, your athletic achievement, etc. You are the only one who can discover, imagine, nurture, and fulfil your own vision. Here are some ways to discover your purpose and vision, you need to ask yourself questions such as these: What have I always wanted to do? What is my heart’s desire? What thoughts, ideas, plans, and dreams that have remained consistent within me? What specifically can I do to fulfil my plans and dreams? As you progress toward fulfilling your purpose, you must also recognise the danger of imagining that you have accomplished your vision when you have actually fulfilled only part of it. Keep going! Pursue your vision and fulfil your purpose.

New sinkhole puts old folk at risk Adele Louw The old folk who make use of the services offered at the Legae/Ikhaya for the aged in Khutsong are currently being threatened by a growing sinkhole on their doorstep. Personnel of this facility contacted the municipality amid fears of the developing problem last week. The sinkhole has collapsed under the wall on the eastern side of the old age home and
has taken a part of the wall with it. When the Herald visited the site on Monday, bystanders said the sinkhole had grown after the past weekend’s heavy rain. There were large cracks in the footpath leading past the facility while a part of the path and an adjacent mealie field has also sagged noticeably. A small corrugated iron outbuilding in the field, situated only metres from the old age home’s fence, was also leaning over because of the sinkhole. Bystan-
A community leader, Mr Vusi Mcunana, stands beside some of the ground that has star ted sagging as a result of the sinkhole.
ders said they feared the sinkhole would soon swallow the whole path. An even bigger fear was that the large tree standing close to the edge of the sinkhole would topple over onto the SAVF’s old age help centre, should the sinkhole get bigger. Although the Herald asked the Merafong City Local Municipality about the sinkhole last week, it only received an answer on Tuesday. The municipality said personnel reported it on 18 February and that geologists would be conducting an inspection. ‘To address the problems with sinkholes and the current state of water and sanitation infrastructure affected by geological conditions in certain areas, the Merafong City Local Council has taken a decision to declare a local state of disaster in terms of Section 55 of the Disaster Management Act 2002 (Act 57 of 2002). A task team consisting of officials of the Merafong City Local Municipality, Gauteng Cogta (Cooperative Governance and Traditional Affairs, Gauteng Treasury, West Rand District Municipality and the Department of Water and Sanitation has been formed and has already commenced with its work. ‘Merafong City will continue to approach relevant agencies for the funding to address the challenges of delivering water and sanitation services caused by the dolomitic conditions in
Municipal finances not looking good Adele Louw The Merafong City Local Municipality’s financial situation is even worse than before with the municipality owing creditors Z including Eskom Z millions. During a special council meeting on Tuesday, 28 February, the adjustment budget for the 2016/17 financial year was discussed. ‘Council is experiencing serious cash flow difficulties. As at 31 December 2016, council owed Rand Water R64,317 million and Eskom R113,101 million. In addition, other outstanding creditors total R38,317 million. Some of the council’s debt has been outstanding for more than 180 days, negatively affecting its reputation and credibility. The situation is not going to improve anytime soon as council’s financial situation is deemed to be deteriorating,’ the councillors heard. Council is currently paying interest on the Eskom and Rand Water accounts and a provision must be made for the interest on the arrears accounts. It also emerged that council’s projected revenue will be 8.08 per cent less than was originally planned for the 2016/2017 financial year. As in the past, big water and elec-
tricity losses also hampered the budget. During the last six months of last year, the average electricity losses were 22.62 per cent while the average water loss amounted to 41.72 per cent. Council had also under-billed on sewerage charges by 15 per cent. During the last six months of last year, council spent R147,048 million on salaries, which was 10 per cent less than planned. ‘Due to the financial situation of council, the vacancies could not be filled. Service delivery departments are under serious pressure to render basic services to the communities. The current staff must work overtime to render the services. This had resulted in overtime being overspent by 149 per cent,’ council heard. Steps are being taken to try and solve the difficulties, however. One of the critical steps that will be taken is to ensure that communities in previously disadvantaged areas start appreciating municipal services rendered to them and that those who can afford to do so, start paying for them. In another step to curb expenses, the executive mayor, speaker, chief whip and mayoral committee members will not get an increase in 2016/2017.
Although there is a slight improvement in the payment of services, this is not enough to ensure that council can service its suppliers’ accounts on time. Although the court has ruled that council can reduce the water to Blyvoor by 40 per cent and that residents must pay council R150 per month, the outstanding money from this mining town still amounts to 9,93 per cent of the outstanding amount owing to the municipality. During Tuesday’s meeting, Mr Blackie Zwart complained that a press release from the municipality, which appeared in the Herald on 2 February, denied that the municipality was mismanaging its finances, while the current financial status of the municipality, as pointed out in the council report, shows otherwise. Council approved, among other things, a revenue budget of R1 136 841 million, an expenditure budget of R1 325 635 and a capital budget of R151 929 million for the 2016/2017 financial year. It was recommended that the deficit of R130 212 million be funded from accumulated surpluses. The adjustment budget will not result in tariff changes.

Water restrictions are still in place Adele Louw Although the drought seems to have been broken due to the good rain that has recently fallen in the northern parts of the country, the water restrictions have not yet been officially lifted. The Herald asked the Merafong City Local Municipality about the situation on Tuesday. ‘The national and provincial government imposed the water restrictions. It follows, therefore, that if they are to be lifted, it will be done by those spheres of government. This will be followed by a council decision to lift the water restrictions locally,’ the municipal spokesperson replied to questions in this regard. The Herald also asked for clarity on how the lifting of water restrictions would affect the water problems in some areas like Khutsong Extension 5 and Welverdiend. ‘Although the lifting of water restrictions will generally have a positive impact on the whole of the Merafong City area, it is important to remember that the bulk water line feeding Khutsong’s new extensions and Welverdiend is still serviced by the temporary bypass line. This has a smaller diameter and still restricts the flow of water to these areas. This will only be rectified once money can be accessed to reroute the bulk water supply line that was damaged with the sinkhole. Initial estimates indicate that the cost of this could be over R10 million,’ a municipal spokesperson explained.

our area. The municipality and national and provincial disaster management will meet this week to try and find further solutions to the sinkhole problems we are currently experiencing,’ a municipal spokesperson announced. The Herald also spoke to a disaster management officer of the West Rand District Municipality, Mr David Lesotho. He said he was checking up on the sinkhole on a regular basis. He added that a local service provider would be hired to trim the tree down to minimise any risks if it does fall over. Lesotho also revealed that disaster management officials have cordoned off another sinkhole that recently caved in next to Stand 431, on top of a municipal sewer line. The situation is currently being monitored, he said.

A. Delport skryf:
Where are we going? During the past weeks, the frustration levels of residents with regard to municipal service delivery have been rising. Residents of various areas have to make do without water, in particular, for long periods of time. Long grass and neglected graveyards are just a few of the other issues that are upsetting residents. Some problems have a direct impact on people but the community policing forum and other structures have warned that there are other problems that indirectly affect the community. Street lights that are out of order, for instance, intensify an already worrying crime situation. Residents have become so upset with the municipality that some businesspeople have even started threatening to withhold their rates and taxes. While it is easy to blame the municipality for these issues,
one must acknowledge that they do, indeed, have problems such as the non-payment in Blyvoor and some residents failing to pay for their services. The money that our local municipality receives from the central government has also been reduced in recent years. Although these issues are a reality, the question is whether the municipality is using the money that they do have in the best possible way. Spending money on appointing political support staff instead of workers with much-needed skills such as electricians and plumbers will only end up making the community even more negative. Another example is authorising spending for big farewell parties or for employees to attend sports days. It is the way that the municipality is run that will make the difference in the end.
Die pad waar die slaggate regge maak is.

Before You Make That Decision BibleStudyTools Every day, we face hundreds of choices and decisions. But, as the new year has already begun, many of us face difficult and lifechanging decisions. We’re so grateful for God’s incredible promise in Psalms 32:8: ‘I will instruct you and teach you in the way you should go; I will counsel you with my eye upon you.’ This is one of the Scripture’s most encouraging promises. We regularly pray, ‘Thank you, Father, that you have promised to instruct me and teach me in the way I should go and counsel me with your eye upon me. Please guide me in this decision I am facing. Please show me what to do. Please give me wisdom. Thank, you, Father that you have promised you
will.’ First of all, it is God Himself who instructs us – ‘I will instruct you… I will counsel you… My eye upon you.’ God doesn’t delegate his counsel to an angel or anyone else. The very fountain of all wisdom counsels us. The one who devised the laws of nature, who knows how the whole universe works together, who knows all things, including the future; the one who knows us intimately, who knows what is best for us and loves us so deeply he shed his only Son’s blood to purchase us. This is the one who instructs us and counsels us. God teaches and guides us for his own glory. He wants us to lead lives of maximum effectiveness and fruitfulness. He desires to display his goodness, kindness, mercy, and transforming power
through us. God wants to counsel us more than we want his counsel. He shows us the way to go because he is a loving Father. If my child is facing difficulties and asks for my advice, I won’t say figure it out on your own. I want my child to do well. I want my child to have every good thing. I want my child to know and enjoy God. If I desire these things for my child, how much more does our heavenly Father desire them for us? He speaks to us his by his Word and his Spirit. God’s word is a treasure chest of wisdom and guidance. It contains all we need to know about God and how to obey him. It is filled with his will from cover to cover. In addition, God fills us with his own Spirit, the Counsellor, who guides us into all truth and shows us what to do in every situation. God also speaks through the preaching of his Word and books written by Christian teachers. He also guides us
through godly Christian counsellors–our parents, pastors, wise friends, and fellow believers. What are you facing today? Before you make that decision, go to your loving Father and thank him for his promise to teach you, guide you and personally counsel you. Seek him in big decisions and small. Then trust him and don’t fret. He will certainly fulfil his promise to guide you in his perfect timing. If you have to make a decision and have sought him, and still don’t know what to do, just make the best decision you can. He will guide you.

‘Grass cutting a huge issue,’ says municipality The Merafong City Local Municipality says it is currently struggling to keep up with grass cutting in the area. Last week, the municipal spokesperson shed more light on the challenges the municipality is facing after the Herald put several questions to them. ‘The grass cutting programme in Merafong City has been limited to specific areas because of financial constraints. In addition, it can only be executed when the weather permits. The grass is also growing faster because of the high rainfall and the warm days in December and January,’ the spokesperson explained. ‘The municipality was closed for a while over the festive season, which had a further impact on the grass cutting programme. In the past, even though the municipal offices closed during the festive season, grass cutting operations continued because Merafong used private contractors. Because there were so many rainy days in January, the grass cutting programme fell behind schedule. The municipality expects to catch up on the backlog soon. A local farmer did some grass cutting on Oranje Circle and some other areas in Carletonville and collected the grass from these areas. In some instances, such as in Orange Circle, the cutting was done on a Saturday and none of it was done in consultation with the municipality. The Municipality appreciates every effort by residents in addressing some of the challenges the municipality is currently facing,’ the spokesperson continued. According to the municipality, some issues affected its income negatively. The most prominent income losses were the result of the Blyvooruitzicht water situation, a decrease in the Equitable Share Grant received by the mu-

Over this period, the management The teams are responsible for cut-
ting all the grass in Merafong City. Due to health and safety regulations, it follows that no cutting is done when it rains heavily. In addition, the machinery mentioned must be serviced on scheduled intervals and breakdowns also happen, resulting in downtime, which impacts on the schedules of municipal grass cutting. The municipality has received many enquiries about when the graveyards will be done, for instance. They are cut once a month in the Khutsong, Carletonville, Fochville, Greenspark and Wedela areas. In some areas, the cutting will start with the tractor team cutting the open spaces, followed by the small machine team to cut the garden sections. The aim is to cut each of the graveyards mentioned once a month. In times of exceptionally high rainfall, as is currently the case, the grass will have grown very long by the time the teams cut it for the following month. The same teams are also responsible for the grass cutting in all municipal facilities. The aim is to cut each facility once a week. This is often not possible because of rainfall, the availability of equipment and other issues that impact on the execution of the programme. In that case, cutting at a specific facility may happen once in every two weeks, but not longer than three weeks. The teams are also responsible for cutting the grass along the main roads and specifically on the centre islands along the main roads, the cutting of non-residential pavements and public open spaces like parks. The municipality does not do any cutting on private property or on residential pavements, which is the responsibility of the owners of those properties, the spokesperson concluded.

‘Business hive problems being sorted out,’ says municipality
Kagiso Segone Community members are concerned that the Khutsong water crisis has not yet been resolved. They say they are not being informed about the progress and members of the community still have to collect their water from Jojo tanks. The Herald contacted the municipality for an update. According to a municipal spokesperson, Khutsong’s main reservoir was decommissioned due to sinkhole formation and there is currently no bulk water storage for Khutsong proper. This affects water service delivery since the pressure is not sufficient to provide adequate water to the higher lying areas. This problem will only be solved once the new reservoir has been completed, he said. Merafong has secured funding of approximately R70 million from the Department of Water and Sanitation. The budget will be spent over a three-year period. The tender was advertised and a contractor has been appointed. He will be doing site establishment in the next few weeks as soon as contractual arrangements have been finalised.
nate Show’. He has managed to organise his own show in Krugersdorp for the first time. Sipho’s performance includes comedy and poetry as he aims to make people laugh and learn at the same time. ‘I love comedy because I can get to be myself and it does not feel like a job so I get paid for doing me,’ he says. According to the comedian, it takes research to be a comedian. It involves a lot of reading in order to be relevant and up-to-date with current affairs. His message to up-coming comedians is that they should go out to comedy clubs for exposure and, to young people in general, he would like to say that they should identify their talents and try not to be someone else. He also advised them to look for relevant people. He encourages parents to support their children with their art. dele Louw This week, the Merafong City Local Municipality responded to questions the Herald sent last week, regarding issues at the business hive in Khutsong South. The Herald investigated after hearing of complaints about this business centre last week. Some of the issues related to the premises being let to businesses that are no longer operating; the grass not being cut regularly, some businesses sitting with crippling accounts after being asked to help the community out during times of water supply problems and a business being owed money by the municipality. ‘All units at the Khutsong South business hive have been allocated through an application process and are being managed through lease agreements. Tenants who are not active at
the moment still have valid lease agreements in place. The municipality has engaged the hive committees to locate those members. They will be issued with notices to vacate the properties so that they can be reallocated to other businesses through an allocation process,’ a municipal spokesperson indicated on Tuesday. ‘Tenants are expected to keep their immediate environment clean and free of rubble and grass on the paved areas. ‘Tenants who provided water for the community are requested to engage the municipality in this regard to ascertain the facts and agree upon a solution. ‘Any account-related queries should be submitted to the municipality for investigation. The municipality cannot respond to unsubstantiated claims. Creditors should engage the finance section to settle outstanding accounts. The information is insufficient to provide an informed response. ‘The community is encouraged to di-
rectly engage the municipality through the call and contact centre with any service delivery complaints,’ the spokesperson concluded. The municipality also responded to questions about a pensioner from Wedela who said he had problems trying to be declared as an indigent. A concerned community member, Mr Mbonele Ndude, contacted the Herald about the plight of the pensioner, Mr Gracious Nketu (60).‘According to the municipality’s BIQ System, Mr Nketu’s debt of R48 954, 76 was written off on 1 December 2016. According to the system, he still has a credit of R49, 83c. His subsidy application expires in 2018 and he must, therefore, come back to the municipal offices next year for the renewal of his application as the municipality’s subsidy applications need to be renewed every two years,’ the municipality said in its response.

Merafong officially a disaster area Adele Louw The Merafong City municipal council heard on Tuesday that Merafong has officially been declared a disaster area. During the special council meeting, council was updated on the progress that has been made in declaring Merafong a disaster area. The municipality wanted to take this step to source extra money to be able to deal with the huge damage that sinkholes in the area have caused to municipal infrastructure during recent years. Councillors heard that the official steps to have Merafong declared a disaster area got underway when Council made a recommendation to declare a local state of disaster on 27 October last year. On 28 October, the West Rand District Municipality also resolved accordingly. The declaration was lodged with the national disaster management centre on 23 November last year and the official notice was gazetted the next
day. The classification process was done from 31 January to 3 February and involved the municipality, the national and provincial disaster management centres, the provincial department of Cooperative Governance and Traditional Affairs (Cogta), the National Department of Water and Sanitation, the National Department of Human Settlement, the National Department of Public Works, the West Rand District Municipality and the Council of Geoscience. The classification was finalised by the national disaster management centre on 8 February and Gauteng Province has been designated with the responsibility of ensuring coordination and management of the disaster. Although the municipality submitted a funding application and a project list to the national disaster management centre, the municipality was still awaiting an indication of the fund allocations.
The Chiawela water tower was one of the first large structures to be affected by ground instability when a large sinkhole caved in next to it in 2014.
Huge sums of money needed for damage to critical infrastructure Adele Louw The municipality needs huge amounts of money to deal with the major infrastructure that has been damaged by sinkholes and ground instability in the area. As part of an item on Merafong being declared a disaster area during Tuesday’s special council meeting, councillors heard of the progress that has been made to repair the damage caused by the sinkholes. The important infrastructure that has been damaged has been listed and a report was given on what has been done to address these problems so far. One of the main areas of concern is the damaged Adatta Reservoirs. As a result of the sinkhole at these reservoirs, the Khutsong extensions and Welverdiend are often without water. A 250 mm bypass line was installed in August after the sinkhole caved in, but it does not have sufficient capacity to cope with the water pressure in high-lying areas. At times, there is no water supply to these areas. They are constantly being monitored and water is supplied with water tankers to JoJo
tanks. The long-term solution includes the relocation of the pipeline after proper geotechnical evaluations have been done and money has been sourced. Provincial Treasury has allocated an amount of R40 million to Cogta (the Ministry of Cooperative Governance and Traditional Affairs) over two financial years to construct the pipeline. A professional services tender briefing took place on 24 January and the closing date for submissions was 31 January. Funding for the rehabilitation of the sinkhole must still be addressed, however. The municipality has also developed a risk management plan, with the support of the Department of Water and Sanitation, to address the damage of the Khutsong main reservoirs. The programme includes short-, mediumand long-term solutions. A business plan has been submitted and R70 million has been approved over the current and next two financial years. The Khutsong (aka Chiawelo) water tower is still a problem, however, as funding has not yet been secured. The sinkhole at the facility is a major threat
The sinkhole across the 007 shopping complex that caved in du ring June 2015.
to the tower as it may cause it to ultimately collapse. A classification inspection was done on 1 February. In the meantime, there are also difficulties with securing funding to repair the Carletonville reservoir opposite the 007 shopping complex. This sinkhole is also considered to be a major threat to the reservoir. Water is still being supplied directly to Carletonville’s water system from the high-pressure Rand Water bulk system, which leads to ongoing burst pipes. An inspection was done on the damaged Khutsong Hostel water tower and it was recommended that a more detailed inspection should be undertaken at the site. Numerous sewerage problems are also linked to the sinkhole situation and various disaster sites have been identified. According to the item before the council, the area at the Khutsong Ext. 3 outfall sewer has been barricaded and a geotechnical investigation and report have been completed. The sinkhole has grown, however, and sewer effluent has been detected in the sinkhole. This raises environmental concerns that the ground water is
being contaminated. ‘Jetvacs’ are being used on an ongoing basis to suck out the excess sewage and minimise the risk of sewage spills and contamination. The collapsed sewer lines at Khutsong Ext. 2 pose much more complex problems and will take long to address. Investigations have been done and recommendations are that the sewer lines will have to be rerouted. Council also heard that the funding to deal with the sinkhole in Bluebell Street remains a problem. In the meantime, it is a major threat to underground infrastructure and the water supply ring feed has been deactivated to control water wastage. The occupants of the six houses threatened by the sinkhole adjacent to house No. 590 in Khutsong have been relocated as the cavity continues to grow. The storm water pipe at the site has been rerouted and the surface street storm water flow restricted from running into the sinkhole. The area has been barricaded, a geotechnical investigation has been completed and a report delivered.
