You might have heard the term “downsizing” when you move in retirement, but I like to use the term “right-sizing” instead. The reason for that is many people actually move to a similar size home in retirement or even a larger home in some cases. When you rightsize, it is extremely important to evaluate your housing needs not just for today but for the long term as well. In addition to understanding your best options for aging, it is also extremely important to understand your potential tax implication when selling as well.
One of the most misunderstood and costly challenges of selling a home today is the potential capital gains taxes. There are capital gains taxes associated with selling any property, regardless if it is your primary residence, vacation home, or rental property. However, there are very specific tax codes that allow you fantastic tax benefits (under specific situations) when selling a primary residence or a rental property. Many people have

heard of a 1031 exchange which allows you to defer capital gains taxes but that is only applicable when selling a rental property, but I am not going to get into that today. What I want to address today are the taxes associated with selling a primary residence and section 1031 of the IRS code does not apply to primary residences. The section of the IRS code related to selling a primary residence is section 121 which clearly outlines the capital gains tax rules for a primary residence. I believe these tax laws changed in the 1990s and many people who have been in their homes before this rule change might not be familiar with how capital gains are handled today.

tax laws, if you have lived in your home for two of the last five years, you get to exclude the first $250,000 of gain for a person and $500,000 for a married couple from any capital gains taxes. What that means is if you are a married couple and your home has appreciated more than $500,000, you will likely have to pay capital gains taxes when you sell your primary residence. Again, people get confused around a 1031 exchange and think that they can sell their home and defer or avoid capital gains taxes if they reinvest their proceeds in a new home but that is again not possible on a primary residence.
Over the last few weeks, I have met with numerous clients who have owned their homes for more than 30 or 40 years in the Colorado front range. In many of these cases, these clients purchased their homes for under $100,000 and their current home values are close to or over $1 million. It seems like many homes were purchased for 60 thousand dollars in the 1960s and 70 thousand in the 1970s. So calculating your estimated capital gains taxes is a very important factor to consider when selling your home as these taxes can become quite costly.

Right sizing and capital gains
When 2023 began, expectations for the national housing market were cooling sales while housing prices continued to climb, reaching double-digit gains by year-end, reported Realtor. com®. Now mid-way through 2023, Realtor.com is revising its national forecast.
Keep in mind, though, Boulder’s housing market — both city and county — is not tracking with the rest of the country.
Realtor.com reports an expected slight decline for the year of home prices and mortgage rates nationwide. The forecast is for housing prices to dip 0.6% in 2023 compared with 2022 and for mortgage interest rates to decrease to 6.1% by year’s end.
Most home buyers “won’t see much — if any — relief. There won’t be any big price drops reminiscent of the Great Recession,” writes Realtor. com. The expectation is that nationwide home costs will be higher for buyers in 2023 since price declines are mild and mortgage rates remain high.
But even a slight decrease is a
relief from years of double-digit price growth. Last year alone, national home prices rose 10.2% year over year.
The local real estate picture looks different than the nation’s, a local phenomenon is seen repeatedly. The median listing price in the city of Boulder rose nearly 25% in May 2023 to $1.5 million, compared to the previous year, according to housing data in Realtor. com. The city is still rated as a seller’s market, with more people
searching for homes to buy than inventory available, and homes sold for approximately the asking price with a 100% salesto-list price ratio. The median listing home price per square foot was $606 and the median home sold price was $875,000, with a median of 33 days on the market.
In Boulder County, the median listing home price of $899,000 was up 5.8% year-over-year in May 2023. Per square foot, the median listing price was $407
and the median home sold price was $735,000. Homes sold on average for about the asking price in May 2023 with a 100% sale-to-list price ratio. Boulder County is considered a balanced market, with equal supply and demand for homes. Homes spend a median of 32 days on the market.
High mortgage rates are impacting housing inventory, with ‘mortgage rate lock-in’ playing a stronger role than expected. Realtor.com expects home sales to decline 15.8% in 2023 for about 4.2 million sales for the year — the smallest annual total since 2012 — and for inventory levels to slip 5%.
“The vast majority of homeowners locked in low rates during the pandemic and aren’t particularly excited to give them up to buy a new home, unless they need to move for personal reasons,” said Hale.

How to treat the lowball offer
When you put your home on the market, be prepared for at least one lowball offer. You may not get one, but it’s good to be prepared should it come along. Preparation, in this case, means understanding that the buyer isn’t intentionally insulting you or your home. Some buyers treat the home purchase process as a haggling fest, feeling they should lowball to the point of ridiculousness.
better than no offer. If the offer contains a request for concessions, you have a little more bargaining power. You can counter the offer on price or terms so that the buyer feels that the outcome is a win-win for both sides.

Now, there’s nothing wrong with entertaining such offers but it depends on the current real estate market. In a slow market, you might want to counteroffer, standing firm on your price or even lowering the price a little, if you need to get the
home sold.
In a seller’s market, however, you’ll most likely have better offers so there’s no need to waste your time responding to a ridiculously low offer. The buyer will give a time limit in which you are to respond to the offer, so if you simply ignore the offer it will expire. The buyer can either come back with a more realistic price or move on to another house for sale.
Lacking additional offers you may still wish to reject the low-baller.
Although we are always 100 percent sure that the price range we’ve suggested for our listing clients is accurate, we are happy to run the comps again just to make sure the market hasn’t drastically changed overnight. If it appears that we still have the data to justify the asking price, and you have the time to wait for another offer, sometimes a rejection of the ridiculous offer is your best bet.

Nowadays in 2023, more people are working from home. By working from home, workers can avoid commuting, and along with the increase in the price of cars, many are trying to get along without a car in their day-to-day life. Walkable access to daily needs and public transportation are the keys to selling the car or at least keeping it parked for longer periods.
Using a patented system, Walk Score® measures the walkability of any address. It is based on a point system where amenities within a five-minute walk are given maximum points. Using a declining system, points are given for amenities for up to a 30-minute walk, with no points awarded after 30 minutes.
They also use an algorithm to analyze pedestrian friendliness by reviewing population density and road metrics like block length and intersection density.
The Walk Score Point system is based on the scale below:
In IRES, our local Multiple Listing Service (MLS) or database of properties, which covers most of northern Colorado, you can search for properties based on their Walk Score categories shown above. People desiring to get along without a car can search for a high walk score, whereas those who want to get
Bike Score measures how optimal an area is for traveling by bike. The Bike Score is calculated for a given location using an algorithm that takes into account bike infrastructure, hills, trails, road connectivity, and the number of bike commuters. The Bike Score point system looks like this:
Transit Score® is a patented measure of how well a location is served by public transit. Transit Score is based on data released in a standard format by public transit agencies.
To calculate a Transit Score®, a “usefulness” value is assigned to nearby transit routes based on the frequency, type of route (rail, bus, etc.), and distance to the nearest stop on the route. The point system for Transit Score

Look inside nearly any interior design publication and you will see the color black in virtually every room. What you will also see is a prominent use of the combination of black and white. They are powerful colors on their own, but they can make a bold statement

Black and white are great colors for a mix of light and dark. The contrast can have an especially big impact in modern spaces, as well as those in which you may desire a bit more formality, such as living rooms and dining rooms.

• Artwork is a great way to introduce or tie various colors together within a space.
• Area rugs come in different shapes, sizes and various color combinations that can help you introduce black and white into your home.

How to pick wallpaper for your living room

Wallpaper is back in a big way this year, and that means it’s finding its way into every room. Many homeowners are beginning to experiment with bringing wallpaper into the living room for a more vibrant and varied aesthetic, so the interior design pros are offering their advice to make the most of it.
“Wallpaper is best used as a focal point, which can be applied to walls behind a sofa, the TV wall, or a wall that can be seen from the hallway to draw you into the space,” Christina Halasz of Halasz Designs told The Spruce. According to the experienced designer, it’s important to first decide if you want your living room wallpaper to cover every wall or simply accent the room.
“Take note of the room’s natural light and temperature,” Malmberg told The Washington Post. “If there is lots of ambient window light, it’s safer to use a wide range of colors from light to dark. Lots of natural light will make the darker papers feel way less brooding. Be mindful of the rooms where there is little or
no window light, as the darker or moodier papers can create a cavelike
scenario. Sometimes this may be intentional, but it’s worth being conscious.”
Roxana Eslamieh, founder and designer of Manuka Textiles, added that vinyl wall coverings are preferable to silk-screen papers for high-traffic hospitality areas, such as the living room.
Another important tip to consider when choosing wallpaper for the living room is the importance of samples. Just as you would sample a paint color, you should always order wallpaper samples before purchasing whole rolls.
“All wallpaper vendors and manufacturers are (or should be) more than happy to send you a good-sized sample for you to apply to the wall, so take advantage of this,” Paul Walden Interiors reported. “Order samples of the wallpapers you have your eye on and apply them to the wall and live with them for a couple of days. One will stand out as your favorite and it isn’t always the one you had your eye on when browsing online.”

Right sizing and capital gains (continued)
your home’s sales price (you can subtract certain selling costs) and then subtract your “cost basis” (your cost basis is your initial purchase price of the home plus the costs for any major capital improvements). This number is referred to as your capital gain.
To calculate your taxable capital gain, you would take your capital gain and subtract your primary residence exclusion ($250K for an individual and $500K for a married couple). This amount is called your taxable capital gain, and this is the amount you would need to pay long-term capital gains taxes on upon sale (assuming you again meet the primary residence rules under section 121). Your capital gains tax rate will vary based on your specific situation and you must discuss this with your tax advisor.
Let’s now take an example to see how this all works. Let’s
assume you are married, and you have lived in the home as your primary residence for the last 30 years. You purchased your home for $100K and you spent $100K on major capital improvements over the years. Your home is now worth $1 Million.
You would take the $1 Million sales price and subtract your cost basis of $200K ($100K purchase price plus $100K in capital improvements). This gets you to an $800K capital gain. As a married couple, you would subtract $500K for your primary residence exclusion. This now gets you to a $300K taxable capital gain. If we assume a 25% capital gains tax rate, that means you would owe $75K in capital gains taxes upon sale. This of course is just an illustration, and you should consult a tax professional to calculate your specific tax liability. Only use
this as a simple guide.
Selling your home could certainly be the best option in retirement regardless of the taxes. However, this is simply a factor that you might want to consider when evaluating your options. If nothing else, you should set this money aside for taxes when you do sell your home. If selling is not an option, you might want to consider a Home Equity Conversion Mortgage on your current home to access some of your equity free of any income taxes and age in place.
