The chicken meat industry weathering the grain price storm
L
ooking back over the past 12 months, a major external factor affecting the industry was the substantially increased feed grain cost. Feed grain prices increased again substantially in 2007, even though the grain prices were already astronomical by historical standards at the beginning of the year. This is due to well-below normal harvests in several grain producing countries including Australia because of drought as well as increased demands from the food sector as well as the biofuel sector. This situation is not likely to change dramatically for the better in the next few months, given the low levels of grains held in storage worldwide. By the end of the year, the price of chicken meat reflected at least to some extent these increased costs. The other issues of main concern to the industry remain the threat of emergency disease outbreaks, particularly avian influenza, and the possible weakening of our quarantine protection from chicken meat importation which could be an outcome of the current import risk analysis (IRA) work being undertaken by Biosecurity Australia. Avian Influenza Avian influenza remains a concern in many overseas countries, with H5N1 now being endemic in a number of countries, including Indonesia, Egypt and some African countries. Thankfully, some of the media hype has subsided. The Australian chicken meat industry is better prepared than ever to keep disease out and to deal with any incident should it happen. We are also well prepared to manage consumer concerns that would no doubt arise. A structured telephone survey probing consumers’ views on avian influenza, undertaken on behalf of ACMF last September, yielded some interesting results which suggest that consumers are better informed now than a couple of years ago. While 54% of chicken eaters would reduce consumption if there was news of avian influenza spreading in the human population, and as many as 79% if avian influenza was found in chickens, this is somewhat lower than in a previous survey undertaken in 2005. The most encouraging development is

Andreas Dubs, Executive Director, Australian Chicken Meat Federation Inc that there seems to be a much better appreciation of the difference between avian influenza as a bird disease and the potential human influenza pandemic. Close contact with infected birds is now widely (and correctly) regarded as the main way that avian influenza can be transmitted to humans. This view is held by 54% of those surveyed, ahead of eating cooked poultry products (which is in reality not a risk factor) (20%) and from another infected person (12%). 48% of consumers continue to believe that AI can be transmitted via eating cooked chicken meat from infected birds. This represents a substantial reduction from 82% back in November 2005, but still represents a major risk in terms of likely consumer reaction to an AI outbreak. Another interesting finding is that relatively few people (16%) believe that we have had outbreaks of avian influenza in Australian chicken flocks in the past 30 years. If more people were aware that AI had been found and successfully eradicated in the past then this might make people less concerned about a future outbreak. Nevertheless, it is encouraging to note that consumers are generally confident (72%) that the chicken industry, together with the federal and state governments, would be able to eradicate avian influenza swiftly and effectively. Given that the survey was undertaken only a few days after the outbreak of equine influenza in NSW, this vote of confidence is particularly noteworthy.

Importation of chicken meat The consideration by Biosecurity Australia and the Eminent Scientists Group of the submissions received on the 2005 draft of the import risk analysis of chicken meat is still taking its course and we expect that the revised IRA and proposed import protocol will be published later this year. Given the events since the first draft was published, namely two separate outbreaks of FMD in Britain, one originating from a quarantine establishment, an outbreak of avian influenza in a turkey farm, possibly linked to the importation of infected turkey meat into a nearby processing plant, and the local outbreak of equine influenza, also linked to a biosecure quarantine establishment, one would hope that the politicians and the general public now have a better appreciation of the risk and the devastating consequences that can be associated with what would appear on the surface quite safe practices. We trust that these events have helped to reinforce the value of maintaining strong quarantine barriers to safeguard Australia’s favourable animal health status. Looking ahead In 2008, we will be reviewing surveillance and biosecurity arrangements, particularly as they apply to avian influenza, together with other sectors of the poultry industry and the Federal Department of Agriculture, Fisheries and Forestry. This is part of an ongoing effort by all parties to ensure that we continue to deal with animal health and food safety issues as effectively and as efficiently as possible. Farm biosecurity is crucial to animal health as well as contributing to good food safety outcomes. Farm biosecurity is directly in the hands of all those working in the industry. The industry has a good track record in biosecurity and has good systems in place. I urge all of you to maintain and improve the implementation of biosecurity measures in your daily work and your own sphere of influence to ensure a safe and prosperous future for our industry. We can look ahead to 2008 in the knowledge that the chicken meat industry is well placed to continue its long-term steady growth and that we have good systems in place to minimize risks and to deal with potential threats.

Australian Egg Corporation Limited: Building the egg industry’s future
T
his year sees the commencement of the second strategic planning phase for the Australian Egg Corporation Limited (AECL) after four years of successful operations addressing key industry issues outlined in our first strategic plan. The Australian egg industry moves forward into 2008 with cautious optimism. Caution is required due to the many challenges that the egg industry will need to address and the many issues that egg producers need to confront and manage on a regular basis. However, I believe we can all be optimistic about our future and the role the industry plays in the community made up of small to medium-sized businesses producing and being purveyors of one of the most natural sources of protein that is healthy, nutritious, a versatile food ingredient and convenient to cook. The Australian egg industry operates in an environment influenced by many factors that impinge on egg production and marketing. Most of these factors are largely outside the influence of any one egg producer but some can, over time, be addressed collectively at an industry level with agreed strategies and processes in place. Flock health and disease management The egg industry has experienced incursions of exotic or emergency animal diseases on-farm and the consequences have proven devastating for egg producers through a loss in egg production and a decline in consumer confidence. As a result, minimising disease outbreaks and managing adverse public opinion are both essential to the ongoing sustainability of Australia’s egg industry. This includes ensuring effective levels of on-farm biosecurity are maintained, developing industry’s understanding of disease characteristics and the development and availability of vaccines on a daily basis. Environmental sustainability An increasing focus by government and the community will be on the egg industry’s environmental ‘footprint’ and the capability of industry to create a sustainable future taking account of the natural resources needed to produce eggs. To this extent, understanding and inter-

Building egg demand Eggs have not had a positive association with health, nutrition or convenience in the past relative to other foods that have a strong brand presence and association with consumers. While this is slowly changing, a large percentage of consumers and healthcare professionals still view eggs as being bad for heart health and having a limited role in today’s diet.

Food safety A number of food borne illness outbreaks have implicated eggs as the source of Salmonella contamination over recent years which remain the community’s second most important food safety threat behind Campylobacter. While the egg industry can expect an increased focus by food safety regulators, the industry needs to ensure that any legislative requirements take a whole-ofchain approach as it relates to minimising the risk of food borne illnesses and the subsequent adverse public opinion that is generated. Traceability will be an essential component to managing and identifying the risk, containing any future outbreaks and recognising or rewarding egg producers who do implement appropriate food safety systems. Animal welfare While it is regarded by some that egg producers are not welfare-friendly, a large percentage of the community remains unaware of the many advantages and disadvantages pertaining to the egg production systems operating within the egg industry. The availability of rigorous, replicated and peer-reviewed science and the communication of key research outcomes as it pertains to best management practice and on-farm animal husbandry will be critical in shaping community attitudes towards the egg industry. Such operational concerns as bird stocking densities, farm raids and public opinion will all depend on the industry’s ability to counter biased information ‘peddled’ by minority groups. Profitability Egg producers are all too familiar with increasing costs and stagnant egg prices. This is a characteristic of limited critical mass, lack of market power and the commoditisation of the egg category. ow well into its fifth year of operation, the Australian Poultry CRC (Cooperative Research Centre) is focussed on delivering its current outcomes as well as preparing a rebid for a further six years of funding which would take the Centre through to at least 2016. Some of the Poultry CRC’s key achievements since its inception in 2003 include: Reducing reliance on antibiotics in chicken meat production To help reduce reliance on antibiotics, the CRC first established a platform technology to identify and measure gut microflora, because understanding the microflora is essential for managing poultry production with less antibiotics. They then identified dietary and physiological factors that affect gut health and development in chickens. Good gut health means better overall health for the birds and better returns for the producer. The industry is already using the results to great effect. Using emerging biotechnologies to develop novel poultry health products and diagnostics The CRC established the Australian Poultry Immunogenomics Laboratory at CSIRO, which uses genomics and microarray technologies to search for new poultry health products. The CRC has lodged three provisional patents: • a technology to manipulate production traits in poultry; • a range of phage-displayed peptides to control campylobacter; and • a new toxin (netB), and possible vaccine candidate, for necrotic enteritis. Poultry CRC researchers overturned a 30-year dogma that alpha-toxin caused necrotic enteritis, a disease that costs the global poultry industries an estimated US$2 billion a year. The CRC has seven vaccines, at various stages of development, for Marek’s disease, chicken anaemia virus, fowl cholera, coryza, necrotic enteritis, infectious laryngotracheitis and campylobacter. One of the CRC’s laboratories is developing and delivering rapid diagnostic tests

The lab currently provides up to ten tests, including Eimeria species identification, detection of virulent E. coli, IBV distinguishing vaccine/field strains, fowl pox virus PCR and Chlamydia PCR. Animal welfare, ecological sustainability and social acceptability A highlight of the Poultry CRC’s welfare program, focussed on enhancing poultry welfare, was the publication of a comprehensive book on beak trimming in poultry and its alternatives. Other welfaredriven projects address human-animal relationships and alternative production systems. The CRC’s environmental program has established methods to measure dust and odour emissions from poultry houses, allowing poultry producers to improve their environmental management programs. Other research is looking at ways of utilising poultry waste products more efficiently, using practices such as poultry litter re-use and vermiculture (worm-farming). Providing information to the public about the poultry industry is an objective
Improving industry vital skills In the Higher Education Sector, the CRC’s education program supports 24 postgraduate students and 11 honours students, as well as driving the development of three undergraduate courses. Thirteen students, mostly industry people, have completed the CRC’s Avian Health Online course and the University of Georgia is negotiating with the course provider, The University of Melbourne, to enrol up to 110 students per year (and pay for most of the course’s development costs). Thirty-six students have completed two courses offered through the University of New England on poultry production and physiology, with six of them working in the poultry industry. These units will be delivered online within the next 18 months. To drive Vocational Education and Training that improves the skills of those working in the Australian poultry industry, the CRC consulted industry and education providers and put together the most comprehensive range of education and training materials specific to the poultry industry, much of it available through Poultry Hub. Delivery of training has commenced through the Queensland Government’s FarmBis Program. The CRC produced a series of DVDs and books in collaboration with the Rural Industries Research and Development Corporation (RIRDC) and the Australian Egg Corporation (AECL) for primary and high school students outlining egg and chicken meat production. The CRC is also funding the World’s Poultry Science Association (WPSA) Schools Program in Queensland, with the program to go national from 2008. The net result is reduced margins that are being squeezed. These issues will need to be addressed by the industry with long term commitments from egg producers to build appropriate margins back into egg businesses. Feed availability and nutrition The security of feed grains at economically viable prices will become more difficult to attain due to increases in the demand for grain world-wide by traditional grain users and new or emerging bio-fuel industries. More effective feed formulations and the introduction of new production technologies
Supply chain and egg distribution Key issues emerging within the supply chain are product quality, egg labelling, retail category management and differentiating the egg category along meaningful product attributes. This will all assist establish transparent and recognised supply chains that will uniquely position eggs at the Point-Of-Sale (POS) and directly address key consumer requirements as they relate to yolk colour, albumen quality and product performance given its end use.
Training, information and technology transfer Employment turnover and the need to re-train and up-skill current industry employees is essential to maintain the engagement of ‘cutting edge’ technology and skills as they relate to all facets of egg production, grading, packing, processing and marketing. The availability of on-farm husbandry, business management and marketing information is critical across the industry to assist egg producers plan, invest with confidence and grow business opportunities into the future. These are just some of the many opportunities and threats that the egg industry will need to address over the medium to longer term to ensure the sustainability of a viable egg industry into the future.
