ACMF – Chicken meat industry focused on continuous improvement and steady growth

T

he end of a year is always a good occasion to review some of the main events that affected our industry. Let me take a few minutes of your time to point out the more noteworthy events from a national industry perspective. A year ago, I mentioned the intended sale of Inghams Enterprises. This sale was concluded in the early part of the past year and ownership passed to TPG, a private equity company, in the middle of 2013. While it was a momentous move, it has not affected the day to day operation of the industry at the national level. There continues to be strong industrywide support for the national agenda run by ACMF and also the RIRDC Chicken Meat Program. The ACCC Federal Court case regarding misleading and deceptive conduct by Baiada and ACMF using the expression ‘free to roam’ when referring to meat chickens, which commenced in 2011, finally concluded in late 2013. We were found guilty of misleading conduct and had to pay a penalty as well as 20% of ACCC’s costs. We stopped using the wording in all our communications as soon as we were made aware of the concern back in 2011, and of course this must now be maintained. More importantly for all players in the chicken meat as well as the egg industry is the fact that ACCC has continued to challenge a range of companies in the poultry industry over the past year regarding value labels and claims. It is an area which all of us should watch very carefully and we must be aware that the test applied under the law is essentially whether consumers’ understanding of a statement reflects the reality. In other words, common sense is not the relevant measure nor is the intention behind the statement of direct relevance. This case has absorbed a great deal of

energy, time and resources and we are glad that it is now behind us. Unfortunately there has been another outbreak of avian influenza in a large layer farm in NSW. A smaller layer farm with connections to the first infected property was also found to be infected. The response was led by NSW DPI and controlled the outbreak quickly and effectively. Some of you may wonder why this outbreak features under chicken meat. The reason is twofold: even though the outbreak did not affect meat chicken farms the repercussions in terms of export restrictions are felt very clearly by our industry, and, most importantly, our industry pays the lion share of the industry contribution to the costs incurred in controlling the outbreak. Because of this, we took a strong interest in all discussions and decisions regarding the response plan and its execution. We actively sought closer involvement following previous outbreaks where decisions had often been taken with only limited or late involvement of our industry. Animal welfare remains a topic of great importance to us all. The new land transport standard is now operational. A decision was taken by the Animal Welfare Committee (Commonwealth and States/Territories) to commence the development of new poultry welfare standards and guidelines, which will ultimately replace the current code of practice and be implemented in state legislation. The actual start of the standards development process was however delayed and, in early December 2013, the Commonwealth announced that it had handed over responsibility for domestic animal welfare to the States and Territories. This decision will no doubt further delay commencement of the standards, particularly given that the standards development

During the year, the Federal Departments of Health and Agriculture initiated a joint initiative focused on antimicrobial resistance and its prevention. Antimicrobial resistance is a major issue facing human health worldwide. Given the conservative approach adopted by Australia decades ago, the use of antibiotics in Australian agriculture plays a minor role in these considerations. Antimicrobials are an essential resource for all livestock industries to ensure good animal health and to maintain good animal welfare. The optimal management of this resource is in our own interest and is important to consumers. Finally, the recent announcement by Woolworths indicating that all chicken meat sold in its stores by the end of 2014 will have been grown in accordance with the RSPCA Approved Farming Scheme or equivalent standards will certainly put the industry to the test. Achieving this transition on such a large number of farms will be challenging, and it is to be hoped that the supermarkets and ultimately the consumers are also prepared to recognise the increased production costs involved in these higher welfare systems. So, with a few exceptions, 2013 was once again a year of continuous improvement, including the ongoing growth in production and consumption which is reflected in the published statistics and the official forecasts. AECL: The demography of Australian egg production

W

ho owns Australia’s laying flock? The latest figures released by the Australian Bureau of Statistics (ABS) provide an insight into the demography of Australia’s egg production and how diverse it is. While there is a relatively small number of hatcheries, with two or three producing more than 90% of all day-old chicks, the distribution and eventual ownership of these layers is dispersed far and wide across Australia. As at 30 June 2012, there were 4,113 registered businesses, primarily farmers, who owned laying hens and this is up on previous years. Among this number, only 279 or 7% said egg production was their primary or priority business which is slightly down on previous years. The remaining majority suggested that they undertook egg production as a secondary function to their other core or primary business focus. Having said this, 11 of the remaining majority had more than 10,000 laying hens with most others (87%) possessing 25 hens or less. The 279 who primarily focus on egg production as their core business owned 95% of Australia’s laying flock and produced 97% of Australia’s egg production at this time with 127 of them owning in excess of 10,000 laying hens. So, while there are a large and diverse number of businesses that own laying hens for egg production, there is only a small percentage of them that produce the vast majority of Australia’s eggs. Our commitment to value creation AECL is committed to continually add value to egg producer investments in promotion and R&D to ensure appropriate returns on levy dollars received. This is assisted through the adoption of Industry Consultative Committees (ICCs) in a range of areas, principally for promotion and R&D. These ICCs provide valued feedback and input to the strategic and tactical direction of promotional campaigns, to increase egg consumption and frequency of use, and the funding of research proposals received from the research community. ICCs also provide ideas and initiate projects that can be commissioned by AECL to advance or progress industry issues. Each month, AECL reviews the Return

on Invested funds (ROI) for the investment in the Egg Promotion statutory levy that constitutes more than 50% of total AECL revenue. By using the methodology determined appropriate by Professor John Freebairn at the University of Melbourne and reviewed by Economic Research Associates, as at December 2013 the investment of the Egg Promotion levy had an annual ROI of 59% or 29% since the commencement of AECL operations.

effective on-farm extension that has previously been provided by governments, AECL has stepped up its focus on Extension (E) to ensure the transfer of technology and the adoption on-farm of R&D outcomes generated through investments of the Laying Chicken statutory levy. During 2014, AECL will refine the development of a services enterprise to leverage AECL R&D efforts to ensure outcomes are made readily and easily available on-farm. This farm extension service will be able to offer a number of tips and tools that can be tailored to address egg producer issues with the aim of increasing farmer productivity. Such ‘E’ initiatives have included our suite of recognised training programs, which has supported a total of 48 Certificate III graduates and 21 Diploma students in poultry production; the Hen Support on-farm disease and hen health diagnostics tool now being utilised by a number of egg producers; our Integrated Eggbiz production planning and productivity tool; and our commercialised EggID work which is being further developed by Source Science & Technology Pty Ltd, an incorporated joint venture. Quality Assurance, review and renew… Quality Assurance (QA) schemes operating in the egg industry are numerous and wide or varied in scope. Schemes include government mandated QA programs, mainly based on a food safety scope; proprietary schemes such as those operated or mandated by major customers such as foodservice operators or grocery retailers; individual farming system schemes such as free range standards owned by Free Range Egg and Poultry Australia Limited (FREPA); and industry-wide schemes such as EggCorp Assured (ECA), owned and operated by the Australian Egg Corporation Limited (AECL). Currently, 76% of Australia’s national layer flock is covered by ECA which means this flock is assessed independently by third party trained auditors associated with SGS Australia or BSI both of which offer inspection, verification, testing and certification services. No matter the scheme, all QA schemes need to have a reality check as to their ownership and operation. AECL will commission CONINUED ON PAGE 30 w

Poultry CRC – 2013 highlights

T

he Poultry CRC has 37 participants, representing more than 95% of the Australian poultry industry. Our research tackles major challenges facing Australian poultry production. This involves three programs, each with integrated research, development, communication and education components: • Program 1: Health & Welfare, uses leading-edge science to deliver poultry health products and evidence-based welfare methodology to industry. • Program 2: Nutrition & Environment, undertakes research to link the fundamental aspects of feeding to environmental outcomes, and • Program 3: Safe & Quality Food Production, is aimed at controlling foodborne illness related to poultry products. The past year was one of consolidation for the Poultry CRC. The majority of our research projects are at the peak of their outputs, and we have achieved all of the key milestones in our education program. In addition, utilisation and commercialisation of research outcomes have started to accelerate. The CRC currently has 35 active projects addressing our Commonwealth agreed milestones. The following are just a few research highlights for the year: • We established a master seedlot for a vaccine targeting a very important disease called Infectious Laryngotracheitis (ILT). • Using Radio Frequency Identification (RFID) technology, our researchers quantified, for the first time, the use of the outdoor range by free range hens and then related this to their ‘welfare status’. • Employing hydrocarbon marker technology, another project elucidated the feeding behaviour of free range broiler chickens and its nutritional implication. • We added two new tests, i.e., rapid differentiation of Pasteurella multocida strains (with more than 98% accuracy), and a PCR test for the duck virus Riemerellla anatipestifer, to our suite of rapid diagnostics. • We identified new Campylobacter antigens that showed a good degree of protection in an initial study. In terms of utilisation and transfer to industry: • The sales of our fowl cholera vaccine (Vaxsafe PM) have expanded rapidly and it has now been successfully registered in

simulation software which we have distributed to the egg industry for use in grading floor training. • There have been several other licencing deals and options with industry partners which will enhance the commercial benefits flowing from Poultry CRC research to our participants.

Mingan Choct, CEO of Poultry CRC Mexico. • As mentioned above, two new diagnostic tests (P. multocita and R. anatipestifer) were transferred to the Asia Pacific Centre for Animal Health based at the University of Melbourne and the Queensland government’s EcoSciences Precinct in Brisbane, respectively, for delivery to industry (bringing the total number of rapid diagnostic tests delivered to industry up to 30).

“The majority of our research projects are at the peak of their outputs, and we have achieved all of the key milestones in our education program” • We worked collaboratively with our industry partners to determine and finetune the use of whole seed canola in broiler diets to achieve a significant gain in feed efficiency. • We conceived and built the world’s first egg grading game iOS app, made freely available through iTunes in Australia and for a small fee internationally. We also leveraged the game to develop egg grading

For our education program: • All key milestones associated with our education program have been met. Thirtyfive students are undertaking postgraduate research, seven interns are filling critical capacity gaps in the poultry industry, 55 poultry company employees are completing Certificate III and higher levels through formal vocational education and training programs, and we have totally completed our publication outputs. • Our Teachers’ Resource Kit has been used by more than 700 schools throughout Australia. • Our education effort was recognised at the World’s Poultry Congress in Brazil (a once in every four year event held in August 2012) with the World’s Poultry Science Association’s Education Award. Communication activities: • Each Poultry CRC project is designed with inbuilt communication mechanisms for participants to use, ensuring regular delivery of project outcomes to industry and stakeholders. • poultryhub.org, continues to attract more than 81,000 unique visitors per month, and our monthly eChook Newsletter is delivered to 2634 subscribers, keeping them informed as to our outputs. • Our annual Ideas Exchange conference took place in September 2013. It enables end users, scientists, students and industry decision-makers to meet and build collaborative links and discuss emerging production issues, new scientific findings, and social and political challenges affecting the sustainability of the industry. During the past year, we have focussed on consolidating our research and education outputs, which were then appraised by government via our Third Year Review in May 2013. The Review fully appreciated what we had achieved and encouraged us to aim long-term, to provide continuous delivery of innovative solutions to the Australian poultry industry.

On the assumption that an industry-based QA scheme is appropriate and despite whether AECL will own or manage/administer it, AECL will wish to continue to have input into

an industry-based QA scheme through ongoing investments being made in R&D to help improve QA scheme standards that should reflect a balance of: • the latest peer reviewed science in the scopes of the QA scheme (such as food safety, environmental stewardship, animal health, quarantine/biosecurity and animal welfare); • the expectations of consumers analysed periodically through conducting market research to gauge their expectations; and • the reality of commercially producing suffi-

cient quantities of a quality protein product at a cost effective price which needs to be made available to all consumers. This is our way of undertaking a ’reality check’ on our QA scheme to ensure continuous improvement. Love them or hate them, QA schemes can be a structured way of improving farm management practises across a range of scopes including hen welfare, biosecurity/quarantine, environmental stewardship, food safety and product labelling through feedback and assessment by qualified third party auditors.
