Excessive flooding disrupted the nation’s east-west freight line which prompted a push from government to consider lifting a ban on the use of triple road trains. These heavy vehicle combinations are typically banned for road freight transportation between South Australia and Western Australia. However, due to supply chain issues exacerbated by record rainfall and floods in South Australia, emergency measures were implemented to enable critical road train access between the states. Alternative options to move freight to Western Australia had been discussed by industry and government during this period as well. Transport Minister, Rita Saffioti, said one option involved combining rail and road, triple road trains and shipping options to form a ‘land bridge’. In a Freight and Logistics council meeting held 1 February 2022 Saffioti also sought to address with participants the many challenges Covid has brought including isolation and testing requirements for industry as well as measures to increase the workforce. “By working together, government,
industry and the community, we can meet the challenges,” she said. Saffioti elaborated on the particulars of the land bridge which involves combining rail from east coast hubs, trucks through South Australia and into Western Australia, and then rail from Kalgoorlie to Perth via a reopened line. With Western Australia’s border closure and Covid-19 restrictions the movement of goods into the state has been severely impacted. Government department, Mainroads Western Australia, released temporary special assistance in the form of a Flood Relief Permit. This was approved in response to the supply issues by the closure of the flood damaged east/west rail line. Looking longer term though, it is clear that the issue of reliable infrastructure and the need for rapid contingency planning in event of emergency must be further scrutinised by industry and government. When livelihoods are impacted by the timely delivery of food, fuel and other essential items, a swift response should be forthcoming.
