In response to the challenges of Australia’s rapidly changing heavy vehicle industry, ARTSA Institute (ARTSA-i) was established. It undertakes collaborative independent research and the outcomes are intended to inform the development of future policies of relevance to our industry.Long-serving Chairman of the think tank, Dr Peter Hart, engages in forensic investigations as an expert in electrical and mechanical engineering. He recently shared a story with Prime Mover about a fatal incident involving a dog trailer tanker that separated from its rigid tanker truck in Wodonga in 2014. The industry, he said, must learn from the errors of its ways especially when it comes to vehicle design to mitigate the risks of drawbars and couplings failing on the road. Following the accident in 2014, the National Heavy Vehicle Regulator (NHVR) developed a Vehicle Standards Guide (VSG 4 Inspection of Drawbar Eyes). This document, Hart explained, provides advice about inspection of drawbar hardware including photos that show drawbars and towing eyes that are both good and poor condition. Being high risk items in a truck-trailer combination, careful examination of the drawbar and its coupling is essential. Looking back at the Wodonga incident, the trailer separated because the bolt-in towing eye coupling came loose. It did this because the thread on the retention nut had been damaged by prior chattering movement. Ultimately, the soft metal pin was no match for the shearing forces that occurred. Also, the trailer emergency brakes did not operate automatically because the trailer brake system was connected to the truck via coiled air lines. They allowed a considerable separation between the truck and trailer before the air-lines broke. Therefore, the emergency brakes did not operate immediately.DrHartsays there is a general principle applicable to machinery safety that is ‘there should be at least two independent protections against failure of a safety critical element’.
I sincerely hope the industry at large learns from these examples of trial and error because one day it might save lives.

Two major players in Australia’s mining industry have strengthened their Goldrelationship.mining company, Evolution Mining, which is headquartered in New South Wales, has chosen Kalgoorlie-based mining company, MLG Oz, to service its Mungari operation in Western Australia. The initial two-year contract term is for MLG to provide haulage and integrated site services to Evolution. There is also provision for a one-year extension. Global logistics operator, DHL Supply Chain, is acquiring Glen Cameron Group as part of the Duetsche Post Group’s (DPDHL) strategy to deliver long-term growth. The takeover will strengthen DHL’s position in the road freight market to create a combined revenue of over $1 billion, establishing one of the largest logistics companies in the country.

ARTSA Institute (ARTSA-i) has released its June quarter heavy vehicle market report, showing mixed results across the heavy vehicle sector. ARTSA-i reported 10,809 new registrations of prime movers, trailers, rigids and buses in the June quarter, and 40,443 in the last 12 months. This was a 13.8 per cent growth for the year compared to last year’s data. However, ARTSA-i said this is only part of the story, as diving deeper into data can provide real insights to the true state of the Whenmarket.looking at prime movers, there is a positive trend with 14 per cent growth in the last 12 months, with growth backing off to 8.0 per cent in the last six months.Trailers reported a strong positive trend with 24.8 per cent growth in the last 12 months, but moderating to 20 per cent in the last six months. According to ARTSA-i, the dolly, lead and semi trailer sectors are very strong, but dog and pig sectors have recorded negative growth particularly in the last six months. Heavy and medium rigids recorded a growth of 6.4 per cent over the last 12 months, but have seen a 3.2 per cent decline during the last six months compared to the same period the year prior.Going forward, ARTSA-i Data analytics Executive Director, Rob Perkins, said the next two quarters are likely to show positive results despite Covid’s disruptions.“WhilstCovid disruption to world supply chains has impacted on the supply of critical components there is a strong sense that order books are full and that new heavy vehicle registrations in the remaining two quarters of calendar year 2022 are likely to be strong,” he said.“However, it is clear that the data is patchy and there are very distinct sub categories where growth is either plus 20 per cent or below zero.”

Under the changes, learners and probationary licences as well as online testing will be made free. Aspiring drivers and riders will save up to $51.40 in learner licensing and online testing fees. While probationary drivers will save up to $133.30 in probationary license and online hazard perception testing fees.
Aware Super, Australian Retirement Trust and Macquarie Asset Management were selected by the Government to deliver the VicRoads Modernisation process which is expected to generate $7.9 billion in upfront proceeds for the state coffers. This would be invested, at a later date, in a new Victorian Future Fund to help manage pandemic debt according to a statement from the Victorian Government.
Safe drivers who have not incurred demerit points or committed road safety offences in the three years prior to their licence expiring, will be rewarded with the reintroduction of a 25 per cent discount on their licence renewal. “Getting your Ls and Ps is one of life’s most significant milestones – and we will deliver them for free,” said Minister for Roads and Road Safety Ben Carroll.
“The agreement protects the jobs and conditions of VicRoads workers and will see us create new roles as well,” he said.

Businesses and individuals would benefit from upgraded customer service systems, improved Custom Plates services and userfriendly registration and licensing according to the State Government, who was under increasing pressure with $155 billion of debt prompting 42 new and increased taxes, including $5.8 billion in new and increased taxes in the 2021-22 Budget.

$73M contract awarded to seal Tanami Road link
“Our heavy vehicle drivers do a terrific job to stay safe on the road. When you consider that most other road users don’t have experience driving a truck, it’s not surprising that some motorists find themselves in dangerous situations,” he said. “A good example of this is when a motorist suddenly merges into a gap in front of the truck leaving them with little time to stop safely.
“Quite often, this forces drivers to brake suddenly and potentially take evasive action to avoid an accident.”
Works on the first 60 kilometres section has seen $73 million awarded to local Territory business Exact Contracting, with the first stage of construction set to commence in July 2022 and be complete by September 2023. Stage two is anticipated to commence in October 2023 and plans to seal the remainder of the Tanami Road are yet to beNortherncompleted.Territory Infrastructure, Planning and Logistics Minister, Eva Lawler, said the quality of the stretch of road is often poor despite attracting considerable traffic volumes including heavy vehicles. “Sealing the next 150 kilometres of the Tanami will be greatly welcomed by all who have to regularly travel that route, particularly freight haulers, pastoralists and locals,” she said. “The unsealed road is difficult to maintain. “Sealing Territory roads makes for easy journeys meaning less wear and tear on vehicles, reduced freight costs, improved reliability and makes sure business keeps moving in a safe and productive way.” The project is funded by the National Heavy Vehicle Regulator’s Heavy Vehicle Safety Initiative (HVSI) supported by the Federal Government, with Linfox Logistics as a major partner. Linfox Group Manager for Safety, Health and Wellbeing, Chris Wilks, said the most prominent feedback they receive is in relation to merging, indicating the risk posed by inexperienced drivers.
The latest stage of the project will include the development of an extended range of VR experiences through partnerships with education providers that are applicable across Australia.
The Australia and Northern Territory Governments are sealing 150 kilometres of the Tanami Road in Central Australia, from chainage of up to 421 kilometres.

The state-of-the-art warehouse design will see BevChain consolidate its current Canning Vale and Kewdale operations into one site, with the addition of important temperaturecontrolled storage. The City will identify $200,000 from potential future savings in its 2022-23 budget for the Business Case, in addition to $100,000 previously allocated from its 2020-21 budget. Capital and operating costings will be included in the business case for the delivery of a Regional Livestock and Rural Information Exchange Hub and Truck Wash, potential sites, availability, buffer zones, designs, land use planning, timeframes, and operating and ownership models.Thebusiness case is in response to a November 2021 Notice of Motion from Rural and Coastal Chair Councillor Jim Mason seeking the delivery of a multipurpose livestock and information exchange.

Over the past five years fatalities on New South Wales country roads made up 67 per cent of the road toll. This is the case despite country people only accounting for a third of New South Wales’ population according to Minister for Regional Transport and Roads, Sam Farraway. These comments highlight the state government’s focus on reducing risks of serious death and injuries on roads in rural and regional areas as this year’s National Farm Safety week. The event is held in the third week of July each year and focuses on reducing the risk of death and injury for farmers around Australia. This year the National Heavy Vehicle Regulator (NHVR) and Livestock, Bulk and Rural Carriers Association (LBRCA) have put the focus on road safety and steps drivers can take to keep themselves safe.

The Labor Government’s $125,000 investment for the $250,000 project is being funded through the Flexible Local Transport Solutions Program, which supports evidence-based transport and freight studies that can inform investment decisions leading to the more efficient movement of freight at local levels. The remainder of funding for the project will come from Great South Coast, Wimmera Southern Mallee and Central Highlands Regional partnerships and associated Local Government Authorities in the region.

During the June Quarter, approximately 340,000 tonnes of iron ore were hauled by Fenix Newhaul, slightly higher than budgeted levels of approximately 110,000 tonnes per month. Peter says the hardest part of working in the transport industry is meeting its demanding requirements, which have been seen to contribute to the mental health of workers. By being more understanding and offering further support and help to workers who need it, the workforce could become a much more productive and healthier place. “We’re hands on – we don’t work from home, and we have to be there on the job at all times of the day and night,” he says. “What that means is it puts stresses and strains on the individual, and those individuals have to maintain their vigilance, safety and their application to their job at the highest possible level all the time, every time. That’s the nature of our business. It can be difficult for people to actually get to that level or maintain that level, based on the stresses that come from our industry.”
Peter explains that VTA’s perspective isn’t primarily focused on giving technical support to individuals, but rather is trying to change corporate’s culture. As he phrases it, it’s about working from the topdown, not from the bottom-up. Through funding by the Australian Government’s Heavy Vehicle Safety Initiative, VTA developed its HeadFit, BusinessFit program in 2020, designed to effectively drive change and significantly improve the mental health and well-being in Australia’s freight yards. Following Victorian Transport Association’s (VTA) recent workshop which brought organisations across the industry together to discuss mental health and wellbeing in the workforce, Chief Executive Officer, Peter Anderson, says businesses need to take mental health of staff and employees more seriously as it’s been generally disregarded for too long. “Mental health has been overlooked for many years as part of the cultural fabric of the transport industry,” he says. “We need to build a culture within our industry that actually acknowledges the value of the work that people do. The mental health, mental stability and the mental strength that an individual needs varies from person to person, and we need to acknowledge that and have processes and systems that help those people find those strengths as they develop in our industry.”

“This is the real stigma for us all, the fact that we look at mental health as a weakness, but really what we should be doing is understanding that people are different, and we need to treat people differently,” he says. “We’re not all robots, and we need to be acknowledged for the value we contribute individually.”

So, the additive injection technology in Europe is reasonably advanced, particularly compared to what we’ve seen in Australia and other countries until now.”

Earlier this year, regional Victoria-based company, EMM Group, took delivery of its latest Performance-Based Standards (PBS) truck and dog combination – a Kenworth T659 Tri Drive tipper coupled to a five-axle dog trailer from Bulk Transport Equipment (BTE). The trailer allows the business to run 68.5 tonnes, which gives a payload of around 46.8 tonnes.

Since purchasing their first trailer from Borcat in 2020, Grid Logistics has taken delivery of two PBS-approved truck & quad dog bodies, two tippers, concrete bins for its hook lift trucks, and a new extreme wide belt semi-trailer from the New South Wales-based tipper and trailer manufacturer.GridLogistics predominantly provides logistical support to the construction industry. It specialises in freight-forwarding, waste management, remediation, bulk haulage, quarry products and material handling on-site. Rudi Diener, who is the Operations Director of Grid Logistics, says the new extreme wide belt unit from Borcat Trailers was the first trailer his team had ordered with bulkhead. “There are some drawbacks with conventional setups and

Key to the purchase decision, according to Daniel, was the rapid turnaround time from when the trailers were ordered. So far, O’Connor’s has taken delivery of the first two trailers. Also, it was crucial for the business to specify a trailer design that adheres to the legal height parameters when delivering farm machinery and parts. “For us, it was about being able to keep inside the legal parameters for height, with modern farm machines getting bigger, wider and taller,” he says. “We got the lay forward layback ramps, too, so we can take machinery that is quite long as well.”

O’Connors, a family-owned business which sells, services and supplies parts for farm machinery, recently purchased four drop deck wideners from Bruce Rock Engineering (BRE), which will be predominantly used daily between their New South Wales, Victoria and South Australia dealerships, as well as to and from their customers’ farms. The order was the company’s first purchase with Bruce Rock Engineering, as O’Connors Group Sales Operations Manager, Daniel Speed, says occurred after a solid referral. “We got referred by someone else in the industry who was using them and we were looking to upgrade our existing fleet,” he says.

The family business has only accepted delivery of two of their brand-new trailers so far, and although it may be difficult to predict their benefits at such an early stage, Daniel can confirm that they are already much more flexible than his previous trailers. “We’re confident that we will see benefits, basically we’re going to have trailers that we can utilise,” he says. “There’s a very limited amount of items that we sell that Victoria-based farm machinery specialist, O’Connors, turns to Bruce Rock Engineering for quality heavy haulage solutions.

This trust in the Vawdrey product, Adam explains, comes down to excellent quality. “We purchase them because of the quality of build, the design and their flexibility,” he says. “Vawdrey will work with us and with our customers. We’re very versatile across the fleet, so we deal with a lot of different carriers and different customers. If we’re working with Toll or Mainfreight, for example, we’ll need to change our colour curtains and Vawdrey’s very flexible with that.”

Just can’t get enough
The Queensland-based transport company has continued to invest in the trailer builder’s high productivity vehicles ever since.
Founded in 2013 with one truck, SGGS Transport has enjoyed a journey of growth. In recent times it has been tasked with transporting a variety of cargo from medical supplies to Dangerous Goods Today,(DG). with 80 Vawdrey trailers in its fleet, SGGS Transport General Manager, Adam Fraser, completely relies on Vawdrey for its trailing equipment needs. “We started dealing with Vawdrey at around 2018,” he says. “Now, Vawdrey has 100 per cent of our market.”

A lot of heavy vehicle manufacturers are Adam adds that Vawdrey is very dependable when it comes to Performance-Based Standards (PBS) for all of its trailers out of Melbourne and they basically go hand-in-hand with what they are trying to achieve. SGGS’ most recent trailer order includes drop deck Titeliner B-double sets, fitted with Weweler air suspension, Fuwa K-Hitch axles, 22.5-inch drum brakes and Electronic Braking System (EBS). In terms of size, the trailers are 45’ in length and can carry up to 22 pallets each. They stretch to a width of 2,500 millimetres and stand tall at an overall height of 4,300 millimetres. “They’ve got rear doors which are bulk DG compatible, and some have got flexible polystyrene for different customers,” Adam says. “Their mezz floors are better than other builders as well. The way the curtains are set up are really

Mactrans Heavy Haulage is a Queenslandbased transport company specialising in the movement of heavy and overdimensional plant throughout Australia.
“We’ve built the trailer by request of Mactrans with a lower height centre section,” he says. “The purpose of this is for reducing overall height when carrying oversize loads by utilising that space axles, double-acting suspension rams and a return to ride height valve.

The steering platform saw the implementation of a very exciting custom feature – a horn mounted above the fifth wheel. Sam explains that it was a feature requested by Mactrans which doesn’t usually appear on Drake’s trailers.
Mactrans’ fleet of floats, flat decks, drop decks and dollies can carry a variety of weights and sizes ranging from 20 tonnes to 250 tonnes. The company was established in 2000 by the Deen family, who already had a well-known background in the transport industry. Mactrans turned to The Drake Group for their recent purchase, an 8x8 Low Height Semi Modular Steerable platform.

“The eight-ram steering system is probably the most important feature because it enables the operator to be able to configure the steering in the best configuration for the trailer size. There’s no welded axle, which means you can move your fixed axle to whatever position you prefer, which again, builds the best configuration for however many axle lines that you’re trying to build. “Also, the eight-ram steering system makes it a more versatile trailer in terms of its manual steering function, you can split steer the trailer and you can crab walk the trailer into different positions.

The feature also self-levels the trailer. The trailer is completed with a Mactrans fully customised paint job, including custom tri stripe coamings and custom-coloured ramps. It is also finished in true Mactrans style with stainless steel backing plates on every cross member and mud flap. The trailer has stainless steel washers on every suspension unit knee joint pivot pin as well as stainless steel lids on every door. Finishing the trailer is the unique pin striping, scrolls and signwriting, including a Slikazz coating on the coamings to protect the paint work. It is fair to say that Mactrans not only care about practicality and usability, but that they also want to look the part.

“Road transport operators are concerned that policy makers may not give them a fair chance to play their role in decarbonising the EU,” it read. “A solid infrastructure for charging/fuelling zero-emission vehicles, evenly spread across the EU, is a basic enabler for transport operators to do the shift. If infrastructure building is delayed, how can transport operators buy the new vehicles starting to hit the market?”
The International Road Transport Union (IRU) attributes this to rising cost pressures, supply and capacity disruptions, regulatory change and the Ukraine conflict.
IRU, representing commercial road transport operators, together with ACEA, representing vehicle manufacturers, T&E, a non-government organisation, and Hydrogen Europe, an association grouping companies and public sector authorities, have signed a joint letter to EU leaders. The four organisations are concerned that current targets set by the European Commission’s proposal for a regulation on alternative fuels infrastructure may be substantially weakened during the legislative process. In a letter to transport ministers from the 27 Member States of the EU and key European Parliament Rapporteurs, the organisations called for ambitious and timely targets for the deployment of alternative fuels infrastructure.
Europe has some urgent matters to address from the state of its road freight benchmark to a lack of leadership on electric and hydrogen infrastructure.

The Europe-wide weighted average of a litre of diesel has risen sharply since Q3 2021. Compared with the low €1.10 price induced by the COVID-19 pandemic in Q2 2020, the weighted average cost of diesel was 52.7 per cent higher during this first quarter.Thomas Larrieu, CEO of business startup, Upply, said freight rates are gradually increasing, with no signs of abating. “In addition to the factors that have been known for several months (dynamic demand with the reopening of the post-Covid economies, rising fuel prices, pressure on capacities and driver shortages), there is now a parameter that is exogenous to the usual problems of the sector: The war in Ukraine,” he said. Larrieu said these factors are contributing to Europe’s supply chain issues, while more increases are to be expected. “This conflict is disrupting European supply chains, affecting driver availability, and causing an unprecedented spike in fuel costs. In the coming months, we can expect further increases in transport costs, which could fuel a subsequent rate increase,” he said. Upply anticipates the worst may be yet to come, as the price spike in fuel did not occur until after the war started in Ukraine on 24 February. This means carriers were able to make use of fuel purchased prior to this at lower prices. With lower-cost fuel reserves now depleted, the impact on rates is likely to increase even more in the near term. Meanwhile, four organisations have rallied to urge the European Parliament to agree on targets for electric recharging and hydrogen refuelling infrastructure. These organisations include the International Road Transport Union (IRU), European Automobile Manufacturers’ Association (ACEA), Transport & Environment (T&E) and Hydrogen Europe.

Tony Cheyne began his journey as a diesel mechanic in 1984, working his way up from the shop floor, to a service manager, to his current role at ZF WABCO Australia.

Tony Cheyne is an Application Engineering Manager at ZF WABCO Australia, responsible for truck, bus and trailer brake systems in Australia, New Zealand, China and Southeast Asia. Tony says he became heavily involved in braking as a specialty in 1991, where his career as an expert in the field began to unfold.“There was a new brake rule in New Zealand, where I was living in at the time, which meant that if you brought your fleet up to the new rule, you could gain an extra five tonnes of payload,” he says. “Obviously there wasn’t a fleet in the country that was going to allow their competitors to have a five-tonne payload advantage over them, so every fleet in the country had to have brake modification done. That’s where I started fitting ABS on oil tankers and things, and that’s basically where I started to specialise in the braking area.”From this role, Tony became a brake certifier for WABCO New Zealand, where he was one of the engineers responsible for certifying brake system modifications before they were allowed on the road. Eight years later, the opportunity arose to come to Melbourne for a position at WABCO, and he took it up. “The first intention of the role was to assist with the rollout of trailer EBS in this market,” he says. “It had been launched at the same time as New Zealand, but the take-up had been a lot slower. I think New Zealand had sold the same number of systems as the Australian market had, with their market being a fifth of the size. It was seen as an opportunity that we could get a lot more equipment out there.”
Tony says electronic braking has been revolutionary since he was introduced to braking at the beginning of his career, changing the game of the transport industry for years to come. “On trailers it has been a huge gamechanger,” he says. “It’s been a teaching aid as much as anything for a lot of fleets and drivers or operators, and that once they have EBS in their fleet, drivers get shown quite quickly just how close they’ve been to rollover for the last who knows how long driving this particular combination on this road. Drivers will say, ‘I’ve been doing that for 20 years.’ Yes, you have, and you’ve been very close to rolling it and we now knowThroughthat.”his extensive experience in the industry and years of braking knowledge gathered up, Tony says the thing that has changed the most is the commitment to safety.“The emphasis on safety now is enormous compared to what it used to be,” he says. “It wasn’t unusual in the early days, that you would go out to a breakdown, and you would either wind the brake off or chain up an axle to get the trip completed or get it back to the workshop. Since then the role has transformed, and Tony is now responsible for all brake systems in trucks, buses and trailers for Australia and New Zealand – as well as helping out China and other parts in Asia for numerous application work.
