I. INTRODUCTION
HOLLAND PROVINCES
NOORD-HOLLAND MUNICIPALITIES
Having situated next to the municipality of Amsterdam, Zaanstad has a significant role to sustain the existence of the country’s capital. Zaanstad is a conurbation area comprised of seven villages; Zaandam, Koog An De Zaan, Zaandijk, Wormerveer, Krommenie, and Assensdelft--which were only established in the recent January 1st, 1974. With the windmills of Zaanse Schans being the icon of this region, what is exactly the role of the municipality? Whether it is industrial or tourism, has the identity of the place change from centuries ago?

II. SIGNIFICANT EVENTS THROUGHOUT THE HISTORY Czar Peter 1 of Russia resided in Zaandam during his Grand Embassy. He wanted to learn the Dutch shipbuiilding industry since Netherlandwas one of the most developed country in the world at the time.
During the Dutch Golden Age, Zaanstreek Region produced goods for the enourmous market in Amsterdam. Thousands of windmill were built to process scandinavian woods for the ship and paper industries.
1600
During the period of economic stagnation, almost all the shipyards in Zaanstad disappeared along with some of the industrial mills.
1697
1750
The first railway operation in Zanstreek was opened on November 1st, 1869. With the main station being in Zaandam, it connects route from Amsterdam to Den Helder and Enkhuizen.
Captivated by the beauty of Zaanstad’s rural and industrial landscape, painter Claude Monet stayed for four full months to do paintings.
1871
On the Second Major Industrial Heyday, the windmill were largely replaced by steam, diesel, gas, and electric motors. This cause larger factory buildings to appear along the Zaan river.
1869
1850 WAM Architecten completed a hotel that is composed by overlapping the traditional Zaanstad green wooden houses. Not until long, this becomes a new icon of the municipality.
The first Albert Heijn grocery storein Netherlands was opened in Zaanstad. In January 1974, seven small villages/ town/city of Assendelft, Krommenie, Wormerveer, Westzaan, Zandijk, Koog and de Zaan, and Zaandam decided to merge as one Zaanstad Municipality.

III. ZAANSTAD WONDERLAND: A Mechanism for the ‘Hidden Agenda’ The tracked-record of Zaanstad showed that this place was a significant region of industry. Although with the changes of technology, there has been a decline in the amount of bulky industries in the last centuries. And if you google Zaanstad right now, it appears that the stains from the factory has been washed away by the Inverdan town planning that begins in 2003. The start of this Atlas would show how the author perceived the city today. Does it still contain traces of the industrial identity of the place? Or has it changed?
Zaanstad Villages - A diagram showing the significance of the village as it gets closer to Amsterdam or the port of Zaan.
Inverdan Development Area, Zaandam
‘Zaanstad is a complex of 7 villages who were not ready to cooperate,’ addressed the Inntel Hotel Architect, Sjoerd Soeters. Proven to always be fully booked, he also argued that ‘Zaanstad can only compete with other places if using its own language, so the new buildings should reflect the Zaanstreek heritage.’ Being the biggest town prior to the merge, it has been accepted that Zaandam is the centre of Zaanstad. The refurbishment of the Inverdan area within this architectural style did created a ‘bilbao effect’ to the region. But what is exactly the continuation of this ‘Disney Parks’? Will it have more ‘rides’ on the other parts of the municipality? What is the vision of the city and how will it change? The analysis of this atlas aims to discover the future plans of the city by looking at the current state. ‘The Elementary Windmill Project’ - A model showing an early interpretation of the municipality; how the old industrial image is being ‘coated’ with fantasy.

Humour, shall this city needs!
Of the tremendous dirt caused by industries, At least Verkade’s one gave a (strong) chocolate smell. Of the polluted skyline the chimney blow, Soeters came piling the green wooden houses to cover it. And so it became, A playground to advertise!

The front doors to the properties all face the Zaan so that the residents their factories on the opposite side. The Zaanbocht (‘Bend in the Zaan’) is home to a range of different specialist stores and restaurants. The Wandelweg (‘Strolling Road’) runs parallel to the Zaan and although the name may suggest otherwise, it is now a busy main road. Between these two thoroughfares there is a public park which was opened in 1899 by the young Queen Wilhelmina and named after her. It is one of the few Dutch public parks in private ownership.

Starting point: car park at Zaanse Schans (paid) BEZOEKERSCENTRUM HAARLEM DE POELBOERDERIJ The Zaanse Schans was officially opened in 1972 to preserve the timber buildings and has since developed into a top tourist attraction. Go from the hustle and bustle to the tranquil: first past the many wooden houses and windmills along the Zaan and Kalverringdijk, then follow the Enge wormer dyke (beware of N246 traffic!) and continue along the waters of the Ring vaart. The many house boats in the Braaksloot and certainly the hamlet of Haaldersbroek exude the N203 ambiance of days gone by. There is still no mass tourism here. It is likely that this area has been inhabited since the 13th century and the oldest house still standing, at number 11, is from 1661. NB: The Haaldersbroeker dwarsstraat (longest single street name in The BOON TOREN Netherlands!) is possibly even more attractive even though this is not a through route. The road HISTORIC WAREHOUSES WORMER ditch which every Zaan pathway originally had has not yet been filled in here.

Statistics on the number of tourists, tourism jobs, and tourism-related businesses in Zaanstad, Noord-Holland, and Netherlands - The collection of graphics show that the tourism business is continuously rising in the municipality each year. It also says that Zaanstad are among the top five tourist destination in Noord-Holland itself. Showing that 70% of the tourists in Zaanstad are international, the municipality needs to brainstorm strategies to portray the impression they want to give to the world about the place--presumably the whole of Netherlands as well.

The most varied walk of all ten, featuring panoramic views and heritage sites. And as grand finale: the Zaan. Denoted by red arrows. The Wormer and Jisperveld is the largest connected peat meadow area in Western Europe. It consists of hundreds of narrow islands bordered by rustling reeds and narrow ditches and canals. The extensive nature area is teeming with birds. So as not to disturb them you are only allowed to enter the area in whisper boats. However, there is plenty to see and hear from the edge of De Poel. After this first part you walk along Dorpsstraat in the old ribbon village of Wormer, and then the route goes past an ice rink to the dyke of Enge Wormer. Here you can see very clearly how low some of the locals live! In 1638 the former lake on your left was pumped dry andN203 the land now lies some three meters below sea level. The hamlet of Bartelsluis is officially part of Wormer. Walk to the Zaan via the modern, distinctive town hall, then along the old industrial wall and finally past some modern businesses before returning to the starting point.

Starting point: Zaandam bus station HAARLEM Architecture, urban design and art converge in this walk. The Zaan tradition of timber construction served as the inspiration for the dramatic alterations which Zaandam town centre underwent from 2010. Over the centuries a remarkable variety of homes has been built here, from the small wooden house where Tsar Peter lodged in 1697 (now preserved as a museum) to the hotel made up of 70 façades and everything in between. There are mainly stone houses because since the Housing Act of 1901 it was forbidden to build in wood. Thankfully this law no longer applies and these days you can see a nice mixture of different colours and designs, in wood and stone.

On the eastern flank you will find several social housing estates while on the western side of the Zaan there are more private homes. Along the way there are different wonderful views over the water to enjoy. Some of the factories have been redeveloped, including the former Verkade biscuit factory and the old Zwaardemaker barley mill.

The route mostly follows the banks of the Zaan. Housing complexes similar in form and size to what came before now occupy the places where factories once stood. On the old East and West side river dykes you can still see the capital villas of the manufacturers whilst in the side streets there are many workers’ houses. All these side paths used to have ditches which have nearly all been filled in.

• Not suitable for wheelchairs and pushchairs. • Paid parking. Het Twiske recreation area covers roughly 650 hectares, one third Wormerveer of which is water. There are six marked walking trails, including the Roemer route. Wooden posts with blue arrows show you the way. The Roemer route runs through the Oostzaner polder. Grazing Scottish Highland cattle keep part of the area open, preventing trees and shrubs from taking hold. Where they cannot graze a dense polder woodland has evolved comprising beech, maple, ash, common oak, alder and Scots pine. Dead trees remain where they have fallen to allow insects and toadstools to flourish. Here, you can see typical woodland birds such as the spotted woodpecker, jay, blackcap and sparrow hawk. Via a platform you can walk across part of the Stootersplas. This water formed in a sand extraction pit and in some places it is some 35 metres deep. Consequently, it never freezes over comple tely and Scandinavian widgeon spend the winter here.

The mysterious Hembrug site is a former military complex where weapons and ammunition were produced. With its 43-hectare park-like grounds it was literally and symbolically the heart of the Defence Line of Amsterdam, the nineteenth century ring of fortifications around the Dutch capital. After World War I, around 8,500 people worked in this industrial site which was unique in the Netherlands. The distinctive buildings are now home to creative and innovative companies and there are regular events and festivals.

Shipbuilding has played a key role in the history of Zaandam. Numerous shipyards were situated along the banks of the Zaan where many locals earned their living. Thanks to its favourable location on the North Sea Canal, Zaandam became an important port for timber. Some street names you will encounter along the way are a reminder of the places where the ships collected their goods.

Come and see the Zaan wetlands and enjoy the many pastures and ditches which are typical of the Zaan region. Birdwatchers will spot the meadow birds: blacktailed godwits, oystercatchers, lapwings and redshank can all be found here. Frans Mars and Freek Engel (local 20th century painters) created numerous works of this world of fields and water. It was their source of inspiration. For Freek Engel (1872-1958) it was the pastures and cattle in particular. Frans Mars (1903-1973) painted windmills. Of the many windmills that once stood here only three remain, including paper mill ‘De Schoolmeester’ which is well worth a visit.

Starting point: train station Krommenie-Assendelft HAARLEM Krommenie and Assendelft were originally separated by water – how else in the Zaan region? These days the Provincialeweg and the railway line mark the boundary. Whilst in Assendelft there were many livestock farmers, Krommenie was best known for its sailcloth industry which even tually developed into the production of flooring materials. Today, Forbo Flooring is a global leader in this field. The sailcloth traders were known as rolreders at the time and many of their homes are now national heritage sites. The magnificent wooden façades have stood the test of time and you will be astonished at the ingenuity of the wood carvers.

Regardless the attack on the fake-ness of the renewed city centre, the Inverdan Programme managed to strengthen the economic structure of Zaanstad by inviting people to consume and reside very close to the capital. It is therefore worth an overview on urban tourism if the city wants to use this strategy on the future.

i. PLANNING AUTHORITY: THE HIDDEN AGENDA Anika, Tom, & Markus A young family from Hoogeven wanting to live close to Amsterdam for a cheaper price Joe A tourist potentially looking to open a business in Netherlands Hendrik A freshgraduate employee from Tilburg now working in Amsterdam
‘The city is enhancing the quality of public goods on a tourism standard in order to create an attractive place to live.’
The plan is to provide 15.000 to 20.000 houses on the next 20 years. Meaning we have to build a thousand house a year, yet so far this year we managed to build 500.
The boats are now lacking some proper landings to stop.
We need to play with city stories and add more DNA to the city!
There has been a restoration plans for old factories, such as the Verkade Complex, to an educational ground for heritage.

II. THE OPEN CITY Analysis on How the City Operates the Urban Tourism Mechanism a. Limitations and Opportunity Analysis of Zaanstad The idea of attracting visitors and extending the neighborhood of Zaanstad must first begin with opening the city. This could start by analyzing where should the development takes place; hence the opportunity and limitation diagram.
Assendelft Central
Out of all the potential sites on the outskirts of vicinity, the space between Assendelft and North-Assendelft could be a new node for Zaanstad. This could be a new neighborhood that has its own centre as it is quite a distance from Zaandam and also near the highway.

Zaanstad Factories
The industries are what kept the economy of Zaanstad running from the start. Therefore, the industrial area are regarded as protected areas as the function could not be changed easily.
Wormer as a Part of Zaanstad
Wormer should be seen as a part of Zaanstad as it is currently a small municipality and many of it’s waterfront buildings play a significant role to the landscape of Wormerveer, Zaanstad.
Missing Waterfront
As much as the building vistas lay on the river bank, there are hardly spaces to appreciate the beauty of the river.
24
b. Public Access and Borders within the Municipality
5: River Border Womer heritage sites are separated from the municipality by the Zaan river.
1, 3, & 7: Industrial Border The bulk industrial building typology on the south, middle, and north of Zaanstad creates sharp edges to the livable sites.
5
7
2 & 6: Infrastructure Border The highway (2) and railway (6) construction stops the development of the living areas to the other side of the track as well as preventing the access of people to the nature.
4: Protected Nature Border The protected nature area in the middle of Zaanstad prevents the development area to the centre of municipality. 6

c. Foreseeing the Open City Development With the increasing housing demand, the recreational development must go in parallel. In this case, public-private areas within the municipality needs to be laid out to allow privacy for the locals. By previously learning the opportunity diagram, development growth could also be mapped on the potential expansion areas.

Riverside Pedestrian Continuity
Approximately 2 minutes of crossing the bridges would be the only chance visitors get to enjoy the view of Zaan river. Many blocked pathways, private sectors, and carparks on the river bank near Zaandam prevent people from walk ing along the side of the river. This contradicts the name of the municipality which begins by adorning the river name itself, Zaan. The visualisation on the side shows how healthy activities of the locals and tourists could be made possible by regenerating the waterfront of Zaandam and several blocked pathways.

With the needs of fulfiling the target of 20,000 houses by 2040, the planning should not stick to the conventional round family housing, as it will not fit the available expansion areas. The idea is to also prevent the expansion of residential areas to be additive and modular, as it will inhibits the open city system. In the occurence of homogeneity, feedbacks would be more complex than resolvable. Hence, the new development should have a dynamic approach of urban housing typology as well as a central ground for the community to exhange thoughts.

Further supporting the idea of the local planners in the municipality, abandoned warehouse could also be transformed into hotels, heritage centre, library, or co-working space to allow productive and educational spaces for the coming new residents. Access to the warehouse from the river should also be made possible to integrate the landscape and the dwellings.
