Celebrating ten years This year marks PfH’s 10th anniversary. The progress made over the last decade has been incredible and we’ve now reached the point where we are saving social landlords £1m a week. We have pushed the boundaries of procurement activity in the sector and proved it’s about so much more than just aggregating demand.

We save our members £1million every week
Last year PfH and its partners Affinity Sutton and the University of Liverpool carried out a ground-breaking piece of research with 120 social landlords. The research identified some critical gaps in the capabilities of procurement teams and examined more commercial approaches to drive greater efficiency. In 2014, PfH is responding to the findings by identifying and developing the tools that will enable social housing to drive greater efficiencies and chart a path to world class procurement. It’s apt that in its anniversary year PfH is paving the way to what will be a cultural shift towards a more strategic approach to procurement.
We have provided over 5,600 knowledge and training opportunities
This year’s seminars will focus on developing techniques to drive world class procurement, using data to become a procurement leader, addressing the gaps in contract management, tracking procurement effectiveness and understanding power in business relationships. The PfH Live Exhibition will be our biggest ever, showcasing the wide range of procurement services and frameworks in the sector. We look forward to seeing you at what promises to be the best PfH Live to date.
At PfH Live 2014, we will bring together procurement experts, business leaders, academics and sector professionals to discuss the key ingredients to developing world class procurement. The event, which will again be co-located with the CIH Housing Conference and Exhibition, includes three days of procurement masterclass seminars, supplier sessions and invaluable networking.

Gerard Chick, Optimum Procurement
Those in leadership positions are critical to the success of their organisations. But what makes a good leader? Drawing on 35 years’ experience in procurement and supply management, Roy Ayliffe will explore the attributes required for strong and effective leadership.
Drawing on a wealth of knowledge built from working with leading lights from the world of supply management, Gerard’s session will examine how innovation and smarter working can deliver a world class procurement function.
Bill Morris, LVO (The London Organising Committee for the 2012 Games) The London Olympics opening ceremony was greeted as a triumph of creativity – but effective contract management lay at the heart of its success. This session offers a fascinating insight into the groundwork required to pull off such an event from the man at the helm, Bill Morris. Now an advisor to major events organisers across the globe, he reveals how taking creative risks meant delivery had to be flawless and why the factors behind its smooth running are common to all projects. Behind the glamour lies a story of risk management, carefully drawn contracts and value for money that provides useful lessons for social housing.
In his role as Head of Commerce at the National Audit Office, Roy procures goods and services and helps the watchdog scrutinise government spending. Before joining the NAO he was Professional Practice Director at the Chartered Institute of Purchasing and Supply. This session is an opportunity to get the inside track on great leadership from one of the procurement sector’s leading experts.
Procurement should have a measureable impact on your organisation’s profit and loss, adding genuine commercial value. Find out how to ensure it performs that role. Gerard became Chief Knowledge Officer at Optimum Procurement last year following 25 years working in purchasing and contract management roles at a range of organisations including the Chartered Institute of Purchasing and Supply and South Bank University. @OptimumProcure

Dr Jo Meehan, University of Liverpool
What have we learned from the impacts of the new EU procurement rules? In this session, expert Debbie Metcalfe focuses on Part B in terms of the new directive and also explores the effect of changes to other procedures and criteria. Debbie spent 12 years in public procurement – including roles as buyer and senior manager – before joining the EU Services team at Achilles as an EU procurement trainer and advisor in 2013. She now delivers the Achilles EU Academy, which provides a comprehensive programme of training to procurement professionals to ensure they have a firm grasp of EU legislation. She also delivers update programmes to keep practitioners up to speed with latest developments.
The UK urgently needs to build more affordable homes but land availability, funding constraints, rising costs and skills shortages are stifling efforts to meet demand. Discover how new delivery models including a combination of intelligent procurement, alternative finance and modern construction methods will soon enable social landlords to step up to the challenge.
Where does power really come from and how can buyers and sellers use it to deliver more effective results? Dr Jo Meehan shares the results of a four year study of power in buyer-seller relationships. A lecturer in strategic purchasing at the University of Liverpool’s Management School, she spent 11 years as a procurement professional at ICI before moving into academia. Her research has been used to shape the commercial development of organisations across the public, private and third sectors, including a study last year with PfH and Affinity Sutton on the future of social housing procurement.

Fuel Poverty and Energy Reduction
Delivered By: Social Telecoms
Delivered By: NIFES in association with Inenco
Of the people affected by the welfare reforms, 40% do not have access to the internet and 30% are not confident about making a claim online. With the government’s plans for "Digital by Default" it is imperative that more help is offered to those who need it. This session will explore key technologies and how to leverage corporate telecommunications spend to fund these products and services as social value to make the digital world accessible to everyone.
NIFES consulting can help your organisation and clients reduce energy consumption through technical but mainly behavioural actions. In partnership with NIFES an effective energy reduction training programme can be developed. This can be for building managers to reduce energy used by central services or to inform building mangers how they can help tenants reduce their energy consumption and avoid fuel poverty.

B&Q decorating voucher scheme – are you doing it? B&Q has teamed up with landlords to run DIY classes for tenants. It is empowering customers and ensures decorating funds stretch further
PfH’s link up with DIY giant B&Q has come a long way since their first agreement back in 2006. The latest framework means all members get a monetary rebate of at least 13.5% of their total spend and it gives tenants the convenience of using decorating cards to spend their allowance. However, it is the introduction of DIY training courses through PfH’s decorating vouchers agreement that is really ‘closing the circle’, according to Paul Docherty, Sales Manager for B&Q Business Services. By joining their local B&Q club and taking up classes in everything from wallpapering and painting techniques to tiling and plastering, tenants are gaining new skills and putting their own creative stamp on their homes. B&Q is providing DIY skills training for the PfH member tenants through the You Can Do It centres

For those who are not in the vicinity of the 16 stores with classes, there are ‘how to’ guides on the B&Q You Can Do It channel on YouTube. Craig Hardman, Bolton at Home’s Principal Housing Services Manager for the North says the partnership with B&Q has worked on a number of levels. ‘In addition to the financial benefits to both the organisation and to customers, Bolton at Home sees the partnership as an innovative way to help develop our customers’ skills and knowledge, particularly in understanding the basics of DIY

Getting a clearer picture of spend Quantum Spend Analysis can save precious time and money as well as unlocking a host of other benefits, as one housing association is now discovering
According to respected research

When you are tasked with getting better value for money from your organisation’s spend, one of the biggest headaches is trying to form a clear picture of the money trail. Where is it going and what is it being spent on? Bill McCormick, Procurement Manager at Southern Housing Group, found the complexity of his organisation – it operates across five regions – and the way spend was being recorded made the task incredibly time consuming and in some cases nigh on impossible. ‘Often we have to dig into lots of detail like individual invoices in order to see what we’re buying,’ he explains. ‘This takes up a lot of my team’s time. The result is that we don’t have time to look at all invoices to get the information we need so we review a few invoices here and there and aren’t able to take a wider view. We can’t easily work out the biggest spend or the biggest risk areas.’ He wanted to ensure spend was EU compliant and identify where money could be spent more efficiently and so turned to PfH’s Quantum Spend Analysis for help. Quantum Spend Analysis ensures data is comprehensively cleansed and classified to deliver an accurate picture of organisational spend, against which informed strategic decisions can be taken. A number of landlords are now using it to unlock the full potential of procurement in driving efficiency and value.

In Southern Housing Group’s case, the intention is to use the tool to perform a number of tasks such as demonstrating value for money, increasing visibility in management reporting across the organisation and building better intelligence on key suppliers. However, Mr McCormick expects the real benefits to come over the long term. ‘It will bring savings but it’s about the value that Quantum Spend Analysis will generate, the cultural shift that it will bring about,’ he says. ‘We have the green shoots of understanding around value for money and how to procure better. The spend analysis tool will help us to do this more widely and thoroughly right across the group.’

Over the last year PfH has refined the range of services it offers to members in response to significant challenges in the sector – and social landlords are now reaping the benefits. Research by PfH, Affinity Sutton and the University of Liverpool’s Management School, published in 2013, revealed many housing providers struggle with their procurement capacity and performance is suffering as a result. To help fill the void, PfH is now using its wealth of experience as a full service procurement provider.
