Facility Hardening Facility Hardening requires the evaluation of the risks and threats making a facility vulnerable to internal and external threats. We do this for nuclear stations, correctional facilities, detention centers, youth detention centers, psychiatric and forensic hospitals, high value client sites and insurance applications. Catastrophic events are reviewed, both natural and man-made, intentional and unintentional, as well from insiders and outsiders. We “harden” the ability for a facility to withstand these events requires the identification, reduction and elimination of the possible threat. We will assess the likelihood, nature, and consequence of acts, events, or existing conditions that would threaten the sustainability of a facility. Once an assessment is complete, we will issue appropriate recommendations to ensure the survivability of a facility. The following steps are part of our Facility Hardening process: ❖ Our Hazard Analysis determines the likelihood or chance of a hazardous event occurring and the consequences of such an event. 3D High Security Fencing & Barrier Modeling PSE’s capabilities in 3D computer modeling have been utilized on numerous projects dealing with high-level security threats. Millions of dollars in wasted effort or inadequate security can be avoided by graphic evaluation prior to design and construction. The models afford complete views from any position including “ride-through videos” to simulated security patrols.
By creating 3D models we are capable of providing a complete understanding of each product’s performance in the field prior to any construction taking place.
We have found that by utilizing 3D models to replicate perimeter fencing prior to construction allows the design team with the owner to accurately depict camera angles, blind spots, setbacks, and problem areas. Along with modeling the buildings, guard towers, and vehicle and pedestrian sallyports, the capability to “walk” the perimeter is an asset during design. In addition to discovering the problem areas already mentioned, lighting of the perimeter from the fence line and buildings can be established in 3D models as well. This benefits all members of the design team to provide best possible lighting coverage of the entire perimeter while being able to make adjustments that allow for energy conservation that lead to operational cost savings.

Situated in one of the most beautiful settings in Virginia, this low key complex just north of the Tennessee line represents the approach PSE takes to keeping designs simple. And of attention to detail--with “low maintenance” as the outward goal while achieving the level of safety needed.
Bland Correctional Center is located on approximately 2,100 acres near the town of Bland, Bland County, Virginia. The Virginia Department of Corrections required strict upgrades to security the enhanced the deterrence capabilities of an attempt at escape. Professional Systems Engineering resolved the difficulties of existing older fence and large compound requiring surveillance with multiple electronic detention systems using both cable sensing technology and embedded sensor coils housed in barred tape mounted on structures. The requirements could only be met after analysis and determination of repairs to the existing fence addressed with PSE’s 15 years of perimeter barrier experience. Project specifics included: The project was a success for a number of factors, but especially because of the pace which allowed this facility to go online months before another sister facility installation-even though the other designer had well over a six month head start.

The staff at PSE, having performed original designs for this energy producer was called to redesign the perimeter fence and intrusion detection systems. With a tight time frame, the project ran smoothly with all documents meeting NRC and owner’s team expectations.
As part of the steam generator replacement project, Professional Systems Engineering, LLC prepared detailed designs for the expansion of the existing Callaway Nuclear Generator Station. The 1235 megawatt pressurized water required enhancements to secure the perimeter. Under a tight timetable established by the Nuclear Regulatory Commission (NRC), PSE adapted a 20-year-old nuclear security infrastructure to accommodate new technologies. This enhancement, in response to recent terrorist threats and attacks, established a higher level of ability to neutralize many threats perceived by the plant operators and security staff.
Professional Systems Engineering, LLC performed threat assessment and risk mitigation studies and developed a conceptual design to upgrade the perimeter security systems and procedures for the Donald C. Cook Nuclear Power Station. The plant has the capacity to produce 1020 megawatts through the pressurized water reactors. The project included a site assessment and preparation of a report and conceptual design. Recommendations were made to modify protected area barriers, establish bulletresistant defensive positions, replace the soil for stabilization, and upgrade intrusion detection system, CCTV system, and lighting. PSE also prepared a detailed cost estimate. PSE developed a conceptual design to upgrade the vital area security system. The design included enhancement of vital area barriers, addition and replacement of CCTV surveillance equipment, and enhancement of the interior intrusion detection system. The design also included new conduit and cable, seismic supports, and interface to the existing security system and the existing CAS and SAS consoles. PSE’s unique perimeter system effectively protects the community and pubic with more than two miles of fencing and nine miles of piercing barbed tape for the State of Maryland Department of Corrections.
Professional Systems Engineering, LLC was responsible for over $6 million in construction design to physically secure the perimeter. Our solution was a two-fence system constructed of low carbon steel rod for deterrence in combination with non-climbable upper protection for the fence nearest inmates. A second outer fence provided an additional barrier. Both fences use over nine miles of double-barbed, counter-posed spiral stainless steel concertina tape. The fence barriers use an attached digital signal processing system that can sense any cut, climb or breach while it is virtually immune to the effects of wind, snow and ice. Custom, covert arrays of microwave and passive infrared detectors, mounted in a “plinth arrangement” sense an intruder from a distance of up to 330’. These “plinths” are virtually immune to wind, rain, snow and fog and their detection characteristics/aiming is hidden from all views–providing the perfect covert coverage. The goal of this project is to improve security and correct inefficiencies and delays at this high-volume gate where delivery trucks enter the airport. PSE performed operational studies and vehicle monitoring as part of the planning process.
Professional Systems Engineering, LLC provided engineering services for the redesign of Air Side Gate Access. PSE also provided engineering redesign for secondary gates, providing alternate entrance to the airport. PSE redesigned these secondary gates to be monitored and controlled by means of card readers, infrared detectors, and video surveillance. This project also includes designing a canopy system for the pre-screening and screening areas for protection from environmental elements. This canopy system will include fire alarm, fire protection, and an intercom/paging system. In addition to providing security access control, PSE will be providing design options for snow melt systems for the gates. A complete NRC compliant evaluation was documented in a report containing cost estimates, benefit analyses, and transition philosophy. Conceptual planning and design were developed to upgrade the perimeter and personnel processing facilities. This was a response to the 9/11 attacks on United States soil.
Professional Systems Engineering, LLC conducted a feasibility and budget impact study for the Point Beach Nuclear Power Plant (two-485 MW pressurized water reactors) perimeter security upgrade project. The security design consist of a fully integrated state-of-the-art touchscreen control that integrated the intercom and video surveillance systems to the door control system so that central control and local control had video follows audio of all controlled doors. The perimeter security consists of stateof-the-art 15 ft. high levered fencing with anti-clime upper fabric. The fence line had a complete video surveillance system. PSE’s specialized experience in forensic facilities includes the first psychiatric institution in America, Friends Hospital, as well as the nation’s first federal psychiatric facility, Saint Elizabeths. Our experience in secure environments, while being sensitive to humane needs, sets our firm apart from ordinary design firms.
Our team provided facility hardening and perimeter security design for the new hospital. This involved working with a single building which would be divided into a secure side requiring a perimeter solution and a non-secure side with no perimeter requirements. Since this was a single connected building, PSE developed plans to separate the building using perimeter fencing and barriers which would span the exterior walls and rooftop to provide the necessary separation. Our design provided three perimeter types, to include a 12’ high nuisance fence separating a historical public cemetery from the hospital grounds, a 15’ high arched fence which included a fiber optic intrusion detection system, and a taut wire detection barrier. The taut wire detection barrier and arched fence provided the necessary perimeter to deter, detect, and delay any attempt at escape from residents located on the secure side of the facility. Our perimeter design was integrated into our other electronic security system components including access control, security communications, perimeter lighting and video surveillance providing seamless integration between each of the hospital’s security systems for the perimeter of the building. This allowed security personnel to respond quickly to any disturbance along the perimeter by utilizing automatic call-up of lighting, communication, and video surveillance when either the taut wire or arched perimeter fence had been disturbed. The Pre-design report serves as a foundation for the next stages of the project and for the design basis of the project. SCI Phoenix East and West is a replacement project for one of the largest state correctional facilities. The expansion is the keystone to a major statewide rehabilitation and enlargement to handle a growing incarceration trend in Pennsylvania. Over $40 million in systems were specified by PSE for the proposed $431 million site allocation.
Professional System Engineering, LLC serves as the physical security, perimeter security, security electronics, detention hardware, technology, life safety, and communications consultant for the preparation of Bridging Documents for the new SCI Phoenix facilities for the Commonwealth of Pennsylvania Department of General Services (DGS). The two facilities will be constructed in a design/build effort at the site of the existing SCI Graterford with a proposed capacity of 4,100 beds. The two facilities will share a secure perimeter and support services building, but will have their own master control rooms and integrated security systems. The 1 million gross SF SCI Phoenix facility is a replacement project for the largest state prison. PSE also assisted PA DOC in developing specifications for the implementation of an IP video system with more than 1,000 cameras, centralized recording, network switches, and redundant fiber optic infrastructure.
