PSE Provides Unaffiliated 3rd Party Critical Infrastructure Protection Consulting Services
Physical Security Standard Compliance Overview Critical Infrastructure Protection of Electrical Utilities The CIP START program with PSE stands for Critical Infrastructure Protection through PSE’s Security Technical Assistance Reliability Team. We are cleared and vetted individuals with demonstrated law enforcement, federal government, and military physical and electronic security expertise with approved electrical, nuclear, and generation security assessment and design experience. We are active as Chapter Executive through ASIS International participation and many other critical infrastructure programs.
The purpose of the Reliability Standard is to enhance physical security measures for the most critical Bulk Power System facilities, excluding generation and power plants, to lessen the overall vulnerability of Bulk Power Systems against physical attacks. The Commission directed NERC to develop Reliability Standard CIP-014-1 as an informational filing. The intent is to follow the rule based on its effective date. The requirements of the CIP directive institute specific unaffiliated review or simultaneous preparation of risk mitigation strategies and physical security specifications and plans by a third party consultant. The requirements are specific in that the qualifications of the third party reviewer have electrical power, physical security, and related experience on a high level with critical asset protection and significant demonstrated experience with law enforcement, and government or military physical security expertise.
Critical Substation
Security Assessment Planning and Specification Capabilities The vulnerability assessment and implementation require completion during the Transmission Operators (TOP) communication and threat evaluation–spanning a time period of 120 days to conform a satisfactory security plan and 60 days for third party review. Non-compliance means instituting of a Violation Severity Level (VSL) and fines. With thousands of critical high voltage transformers at possible sites throughout the United States, the identification and classification of those sites in close cooperation with a third party at the threat assessment and vulnerability level stage is required in most cases to meet the total requirement of 180 days through third party review.
Clear Consulting Benefits Energy transmission distributors and owners are able to gain strategic advantage in meeting approved CIP-014-1 implementation plans and offsetting VOF/VSL (Violations and Fines) by using our Security Technical Assistance Reliability Team with individuals having significant fence and barrier design, electronic surveillance experience, access control knowledge, geo-based physical security information systems (PSIM), and the ability to address unusual physical security applications through hundreds of past deployments throughout the United States.

Perimeter Security and Facility Hardening PSE’s Homeland Security services have already been successfully implemented by entities in the Chemical, Nuclear, Transportation, and Healthcare industries. Our services provide continuous innovations to aid in the mitigation of risk and to develop meaningful solutions to support the mission of public safety in all aspects of daily life.
Perimeter Security The Department of Homeland Security necessitates the use of performance based standards as found in the Code of Federal Regulations to prevent and protect against attacks, safeguard continued operation, and comply with federal requirements. PSE covers sectors such as Energy, Chemical, Pharmaceutical, Transportation, Healthcare and Agriculture. Our ability to meet the demands required by the Department of Homeland Security and the Code of Federal Regulations are a testament to the capabilities we provide. By meeting the best practices and performance based standards required in each sector, PSE is capable of providing specific recommendations, operations, and designs. Following DHS regulations and screenings, understanding and dissecting the Code of Federal Regulations, our services ensure new and existing sites are prepared for terrorist activities, sabotage, natural disasters, and crisis recovery.
Facility Hardening Facility Hardening requires the evaluation of the risks and threats making a facility vulnerable to internal and external threats. We do this for nuclear stations, correctional facilities, detention centers, youth detention centers, psychiatric and forensic hospitals, high value client sites and insurance applications. Catastrophic events are reviewed, both natural and man-made, intentional and unintentional, as well from insiders and outsiders. We “harden” the ability for a facility to withstand these events requires the identification, reduction and elimination of the possible threat. We will assess the likelihood, nature, and consequence of acts, events, or existing conditions that would threaten the sustainability of a facility. Once an assessment is complete, we will issue appropriate recommendations to ensure the survivability of a facility. The following steps are part of our Facility Hardening process: ❖ Our Hazard Analysis determines the likelihood or chance of a hazardous event occurring and the consequences of such an event. This involves investigating multiple scenarios that could impact the continued operation of a site. ❖ Our Vulnerability Assessment will identify critical assets and areas within a site that necessitate protection. We understand site vulnerabilities, layout, operations, and infrastructure coupling with passive, “green”, and less costly solutions. ❖ Our recommendations provide specialized guidance and design for improvements and upgrades recommended to limit damage to the sites critical infrastructure and protect community and employee populations, while increasing productivity, and decreasing loss of time and product.

Amtrak
Enterprise Safety Assessment/Emergency 9-1-1 Dispatch Nationwide
PSE was chosen by Amtrak to replace its Emergency 9-1-1 Dispatch Center with a modern system that will cover no less than 15 cities and nearly 150 operators. PSE’s designs allow for adaptation with evolving technology to serve current and future needs.
Professional Systems Engineering, LLC (PSE) provided consultant services including debriefing, interviews, historical analysis, technology requirements, specification preparation, RFP production, and bid analysis to replace Amtrak’s CHIEFS system public safety software. Amtrak’s existing system was nearly ten years old and no longer met Amtrak Police Department’s business needs.
