STAGE 1: Program / Concept Verification

This stage is necessary to confirm the elements of the Conceptual Master Plan, as well as introduce new ideas for consideration regarding the site improvement program and complimentary items such as festival and event space, concessions and enterprise strategy, social interaction and placemaking, support services, as well as operations and maintenance goals. Based on the conceptual master plan prepared previously by others, the Progressive team will refine and prepare a dimensional site plan for the proposed park spaces.

A. PROJECT KICK-OFF MEETING

Attend / facilitate a discussion / meeting at the client’s office with other appropriate members of the design team to verify the project scope, establish basic understanding of environmental, utility, and transportation impacts within each zone, review anticipated project phasing, establish city goals and desires of the neighboring communities, development program, creative ideas for concept plan refinement, opportunities, constraints, schedule, milestone dates and the client’s construction budget for the proposed improvements. Meeting #1 - Progressive will provide 3 staff members.

REVIEW WORK PERFORMED BY TESTING AND EXPLORITORY AGENCIES

Discuss work already performed by owner hired companies and work needing to be refined by additional geotechnical exploration, surveyor, any other agencies. Discuss agencies that have already been involved and establish potential regulatory agencies needing to be actively engaged with in the process.

C. PROGRAM VERIFICATION

Confirm project development program elements with Client, introduce new ideas and concepts for consideration, discuss programming options and enterprise strategy, establish project guardrails / limits, potential partners and funding sources, phasing and implementation strategy.

D. UPDATED CONCEPTUAL SITE PLAN

Prepare an updated Conceptual Site Plan that indicates the proposed landscape design and addresses elements such as vehicular and pedestrian circulation, sports fields, gathering spaces, grading concepts, hardscape elements, site structures, water features and tree massing.

E. DESIGN REVIEW MEETINGS

Attend up to two (2) meetings in Rock Hill or via MS Teams with the Client and other appropriate members of the design team to present and discuss the updated Concept Design and resolve outstanding issues. (Meetings 2-3).

F. IN-HOUSE REVIEW AND PLAN CHECK

Provide continuous in-house review and plan check of the Concept Documents.

E. CLIENT REVIEW SUBMITTAL

Submit a final revised Conceptual Design Package to the Client. Comments back to the design team are requested within two (2) weeks.

STAGE 2: Masterplan Advancement

The objective for this stage of the work is to prepare schematic design documents and develop an initial understanding of park development construction costs based on the client’s target site improvement budget. Based on a topographic and boundary survey provided by CES, the Progressive team will refine the conceptual site plan and prepare Schematic Design plans for the park limit of works areas as indicated. Start developing work phasing based on hierarchy of city needs.

A. SCHEMATIC DESIGN INITIAL MEETING

Attend a coordination meeting at the client’s office with other appropriate members of the design team to verify scope, review infrastructure, program criteria, schedule, milestone dates and the Client’s construction budget for the site for buildings, hardscapes, and softscape features. Meeting #4 in Rock Hill.

B. ILLUSTRATIVE MASTER SITE PLAN DEVELOPMENT

Prepare a concept Site Plan that indicates the proposed urban design and landscape design and addresses elements such as vehicular and pedestrian circulation, gathering spaces, grading concepts, hardscape elements, site structures, water features, and landscape planting areas.

C. PLAN ENLARGEMENTS AND DETAILS

Prepare Plan Enlargement of key areas and elements as Schematic Site Plan as needed to clarify special conditions.

STAGE 2: Masterplan Advancement

D. WAYFINDING AND BRANDING PLAN

Coordinate with consultants and prepare a plan that identifies key moments of connection and clear wayfinding through the proposed regional park.

E. GRADING PLAN

Prepare a concept Grading Plan that indicates the proposed grading and drainage of the fields, sidewalks, boardwalk, event lawn, landscape islands and other areas. Provide a cut-fill analysis of impacted areas to identify pros and cons of earthwork strategy on site.

F. LIGHTING PLAN

Prepare a concept Site Lighting Plan that indicates the proposed site lighting including streetscape, landscape and accent lighting. Catalog Cut Sheets of the proposed light fixtures will also be provided.

G. PHASING WORK

Further refinement of phasing of work defining design and construction packages sequences. Develop schedules for design phases.

STAGE 3: Schematic Design

Develop, for each per zone and phase, Schematic Design packages and strategies for specific infrastructure needs in successive order.

A. SCHEMATIC DESIGN GRADING PLAN

Transition concept grading plan into a Schematic Grading Plan that indicates the proposed grading and drainage of the fields, sidewalks, boardwalk, event lawn, landscape islands and other areas. Provide a cut-fill analysis of impacted areas to identify pros and cons of earthwork strategy on site.

B. ILLUSTRATIVE SITE PLAN DEVELOPMENT

Prepare a Schematic Site Plan that further indicates the proposed urban design and landscape design and addresses elements such as vehicular and pedestrian circulation, gathering spaces, grading concepts, hardscape elements, site structures, water features, and landscape planting areas.

C. SCHEMATIC UTILITY STRATEGY

Identify utility connection points and map out infrastructure improvements needed to support park elements and site development.

D. DESIGN REVIEW MEETINGS

Attend up to three (3) meetings in Rock Hill or via MS Teams with the Client and other appropriate members of the design team to present and discuss the Schematic Design and resolve outstanding issues. (Meetings 5-7).

E. IN-HOUSE REVIEW AND PLAN CHECK

Provide continuous in-house review and plan check of the Schematic Documents.

F. CLIENT REVIEW SUBMITTAL

Submit a final Schematic Design Package to the Client. Comments back to the design team are requested within one (1) week.

G. CITY OF ROCK HILL REZONING SUBMITTAL

Make application to the city of Rock Hill to rezone the parcels. Attend and present the project at the Planning Commission meeting and (2) readings for City Council approval. (Note – this process may take between 3-5 months for approvals and may span between SD and DD phases)

STAGE 4: Design Development

The general objective for this phase of the work is to develop the character and detail of the proposed landscape plan. Based on the Client approved Schematic Design Plan and schematic level opinion of probable site/landscape construction cost, the Design Team will prepare a Design Development Plan.

A. GRADING AND DRAINAGE CONCEPTS

Prepare plans that indicate proposed grading and drainage concepts for hardscape and landscape areas. The scope of design development grading includes the common area streetscapes. Green infrastructure and Low-Impact Development concepts will be used as much as possible to reduce costs, promote better water quality and slow the stormwater runoff.

B. STRUCTURAL DESIGN

Refine concepts for site structural elements including light fixture bases, monument sign bases, retaining walls, boardwalk substructure and superstructure as well as the roadway bridge over the riparian area.

C. SITE LIGHTING PLANS

Prepare Site Lighting Coordination Plans that indicate proposed location of landscape site lighting fixtures including walk lights, bollards, tree uplights, water feature lights, accent lights, and sign lights. These plans are for use by the Progressive’s electrical engineers in preparing their distribution and circuitry drawings.

D. ELECTRICAL DESIGN

Prepare single-line diagrams for duct bank locations for cable routing from electrical service to transformer and meter locations, circuitry diagrams for site lighting and a schedule of cable and conduit sizes.

E. IRRIGATION PLANS

Prepare preliminary Irrigation Plans that show point of connection, controller locations, piping layout and head layout to be used for pricing purposes.

F. PRELIMINARY HARDSCAPE & LANDSCAPE PLANS

Prepare Preliminary Hardscape and Landscape Plans that indicate layout, materials, finishes, planting plans, and colors of the proposed hardscape and landscape elements.

G. PRELIMINARY PLAN ENLARGEMENTS

Prepare Preliminary Plan Enlargements that indicate in greater detail layout, materials, finishes, colors of hardscape and landscape elements in key areas such as building entries, plazas and sports fields, and site installations.

H. TYPICAL PRELIMINARY CONSTRUCTION

DETAILS

Prepare Typical Preliminary Construction Details of hardscape elements based upon the Preliminary Construction Plans.

I. PRELIMINARY PLANTING PLANS

Prepare Preliminary Planting Plans that indicate plant species, sizes, quantities and locations.

J. PROJECT PERMITTING AND SUBMITTAL COORDINATION

Prepare submittal drawings for agency approval.

OUTLINE SPECIFICATIONS/MATERIAL SCHEDULES

Provide Outline Specifications and/or landscape material schedules to describe the materials and furnishings indicated in the Design Development plans and details.

L. IN-HOUSE REVIEW AND PLAN CHECK

Provide continuous in-house review and plan check of the Design Development Documents.

CLIENT REVIEW MEETINGS

Attend up to four (4) design review meetings in Rock Hill or via MS Teams with the Client and other appropriate members of the Design Team to resolve outstanding design issues that affect the progress of the Design Team’s work. (Meetings 8-11).

CLIENT REVIEW SUBMITTALS

Submit 50% and 100% Design Development Packages to the Client for review and comment.

STAGE 5: Construction Documents

The general objective for this phase of the work is to prepare final construction documentation drawings that incorporate the most current information regarding construction practices. Based on the Client approved Design Development Plan and Design Development level opinion of probable construction cost, the Design and Engineering Team will prepare Construction Documents suitable for bidding.

A. CONSTRUCTION DOCUMENT

BASE SHEETS

Complete any revisions to the Design Development base sheets to incorporate changes to the Landscape Architecture and Civil Engineering design and the Client’s Design Development review comments. These base sheets will be the basis for all landscape plans prepared during Construction Document Phase.

B. CONSTRUCTION PLANS

Prepare Construction Plans that indicate pavement and structure locations, layout, grading, materials, finishes and colors of hardscape elements with dimensions, reference notes, legends, material schedules and detail reference call-outs.

C. CONSTRUCTION PLAN ENLARGEMENTS

Prepare Construction Plan Enlargements that indicate in greater detail layout, materials, finishes, colors of hardscape elements in key areas such as the entry monuments, sports fields, riparian area, plazas and event spaces, conservation and riparian areas, retaining walls, and other site installations with notes, legends, material schedules and detail reference call-outs.

D. PLANTING PLANS

Prepare Planting Plans that indicate plant species, sizes, quantities and locations with notes, legends and detail reference call-outs.

E. CONSTRUCTION DETAILS

Prepare construction details of hardscape and planting elements.

F. SPECIFICATIONS

Prepare typed specifications in the CSI format that describe in detail, general requirements, products and execution methods for Progressive’s scope of work. Submit electronic data in Microsoft Word format for incorporation into the Contractor’s Project Specification Manual.

G. IN-HOUSE REVIEW AND PLAN CHECK

Provide in-house QA/QC review and plan check of the Construction Documents.

H. CONSULTANT COORDINATION

Provide coordination with the work of other Consultants including the Surveyor, Geotechnical, Environmental Consultant, Conservation Consultant, Traffic Engineer as it relates to Progressive’s work, if needed.

I. CLIENT REVIEW MEETINGS

Attend up to six (6) design review meetings with the Client and other appropriate members of the Design Team to resolve outstanding design issues that affect the progress of the Design Team’s work. (Meetings 12-18).

J. 60% CONSTRUCTION DOCUMENTS SUBMITTAL

Submit a 60% Construction Documents Package to the Client for review and approval.

K. CLIENT REVIEW REVISIONS

Provide minor revisions to the Construction Documents Package based upon the Client’s review comments of the 60% Construction Documents Package.

L. 90% CONSTRUCTION DOCUMENTS SUBMITTAL

Submit a 90% Construction Documents Package to the Client for review and approval.

M. CLIENT AND AGENCY REVIEW REVISIONS

Provide minor revisions to the Construction Documents Package based upon the Client’s and the Agency’s review comments of the 90% Construction Documents Package.

N. FINAL SUBMITTAL

Submit the revised Construction Documents Package to the Client team to be included in an overall package to the City for approval.

O. COMPLETE “BID SET” & “PERMIT SET” SUBMITTAL

Submit a 100% complete “Bid Set” construction documents package to the Client for bidding purposes and a 100% “Permit Set” of construction documents to the City of Rock Hill permit office for building and site permit approvals.

STAGE 6: Permitting, Bidding, and Contractor Negotiations

Assist the Client during the bidding stage of the landscape Construction Documents for the Scope of Work identified above. Evaluate bidders and bid documents for consistency with plan sets and recommend a preferred bidder to the Client team. Receive and respond to permit review comments with written responses and drawing revisions in order to receive building and site permit approvals.

A. ADDENDA

Provide addenda to the construction documents during bidding and provide coordination and written documentation as required.

B. PRE-BID MEETING

Attend the Pre-Bid Meeting. One (1) meeting. (Meeting 19).

C. BIDDER COORDINATION

Respond to bidders’ questions and requests for information (RFI’s) during the bidding period.

D. DRAWING REVISIONS AND PERMIT RESPONSE LETTERS

STAGE 7: Construction Administration

Assist the Client in making periodic site visits to monitor the progress of the work and to determine if the Project is proceeding in accordance with the design intent of the Construction Documents. Pursuant to Addendum #1 Q&A we will finalize the scope of work for the CA phase after completing the CD phase of services. The following is an initial scope for consideration:

A. SITE VISITS – provide site visits to observe the following stages of landscape construction.

• Pre-Construction or “Kick-Off” Meeting

• Completion of Fine Grading

• Nursery Visit for Tree and/or Shrub Tagging

• Completed Paving Mock-Ups

• Layout of Hardscape Elements

• Installation of Hardscape Elements

• Layout of Plant Material

• Layout of Trees

• Layout of Shrubs and Ground Cover

B. PLANT SELECTION AND TAGGING

Visit local nurseries to review and tag trees and shrubs for the project. One (1) staff person for a maximum of two (2) days.

C. PROJECT COORDINATION

Provide on-going coordination with the Client, the Consultant Team and the Contractor to assist in the resolution of landscape-related construction and installation issues. Attend eight (8) project coordination meetings with the Client and other appropriate members of the Design and Construction Team.

D. SHOP DRAWING REVIEW

Review, comment and process the Contractor’s Shop Drawings as they relate to the Construction Documents.

E. REQUESTS FOR INFORMATION

(RFI’s)

During the course of construction review and respond to the Contractor’s Requests for Information as they relate to the Construction Documents. Prepare clarification sketches, if required, for clarification of design intent.

STAGE 7: Construction Administration

F. The Design Team will endeavor to secure compliance by the Contractor to the plans and specifications. However, the Design Team will not be responsible for construction means, methods, techniques, sequences or procedures in connection with the work. The Design Team will not be responsible for the Contractor’s errors or omissions or failure to carry out the work in accordance with the contract documents.

G. FIELD REPORTS OR “PUNCH LISTS”

Prepare typed Field Reports or “Punch Lists” that comment on the status of construction for each site visit.

H. SUBSTANTIAL COMPLETION

• Pre-Final Walk-Through to establish the “Punch List”

• Final Walk-Through to review completion of the “Punch List”

STAGE 8: Surveying and Environmental

Project Schedule

We anticipate the following preliminary schedule for the project. Once engaged in the project, we will refine and fully build out a detailed schedule to meet the needs of the City of Rock Hill and the overall project goals. Our preliminary schedule estimates 12-14 months from project start through permit approval, with an estimated 18-20 month construction time frame.
