Welcome to the Hawke’s Bay Property Guide

“Joe where will the property market head as we head into Winter?...” I get asked this almost daily at the moment and this year there is a unique set of unprecedented forces that provide their own challenges and changes to the property market both nationally and Hawkes Bay. At Property Brokers we are seeing houses take longer to sell and the exponential growth in price we have seen in the past few years is definitely slowing, confidence is very low and buyers are being cautious of over paying and they can afford to sit on their hands a little longer as there is more inventory for them to look at and more time for them to decide versus the fear of missing out (FOMO) that has been in the market for the last two years changing to fear of over paying. There is so many mitigating factors out there at the moment with in my opinion the major contributors

being the reserve bank earlier in the year lifted the OCR (Official Cash Rate) pushing the rate up to 1%, impacting interest rates, changes to the CCCFA (Credit, Contracts and Consumer Finance Act) has led to tighter restrictions on lending and the enduring threat of Omicron have all contributed to buyer confidence currently being low. A number of economists and media are predicting a dip in prices as we head into winter, supply is starting to outweigh demand which hasn’t happened in a number of years as the number of houses on the market is providing more options for buyers. Hawkes Bay saw stock levels increase by 98.4% in Feb and in conjunction the above economic and environmental impacts and having more choice has seen the urgency among buyers drop. The drop in urgency has resulted in properties

staying longer on the market. That being said the Hawke’s Bay region had a median house price of $812,000 in February 2022 — an 18.7% increase on February 2021… and buyers are still active even if they are being more particular about what they put offers on, houses are still selling as we find our clients selling their assets are becoming realistic around buyer sentiment and the team are here to help navigate all those difficult conversations. Regulating Property Management, a decade overdue, but what will be the cost? great reputation, and part of this is due to so many companies undercutting each other, and service subsequently drops due to margins getting tighter and tighter. Regulation cannot come soon enough. So, what will this mean to consumers, and will there be significant costs around regulation? Yes, for many companies, there will be additional costs, but for others who already run their business as if the industry was regulated, the associated costs will be minimal. The costs associated with regulation will likely be as follows.

Back in 2008, the real estate industry was overhauled with the introduction of the Real Estate Authority (REA). The argument for regulating the industry was to give greater confidence to the consumer that any complaints would be dealt with independently and transparently, and an independent regulator would set minimum standards that the industry would have to work to. Before this, the real estate industry was self-regulated by the Real Estate Industry of New Zealand (REINZ), and the allegations were that REINZ looked after its own members to the detriment of the consumer. Now, fourteen years on from that decision, the property management industry is facing the same discussion. In fairness, many in the industry believed it should have been included when the REA was formed and not left out. The significance of leaving the property management out of the REA was that we saw an influx of small, start-up companies offering property management services, many of them with little or no experience. Suddenly, you had an industry where you did not have to be qualified, and anybody could try their hand at it. Too many people fighting for too small a slice of the pie led to an inevitable drop in standards. Step forward to today, renting has become a hugely political topic. As house prices have skyrocketed, many renters hoping to get onto the property ladder have been priced out and renting has become their only option. Currently, in New Zealand, about one-third of the population rent. For Maori and Pasifika, this increases to over 50%. One of the arguments for regulating the industry is that property managers significantly influence many renters’ lives, and some of the most vulnerable tenants can face a significant power imbalance when dealing with a property manager. Then you must consider the needs and requirements of the landlords. Regardless of what products we choose as consumers, many of us will factor in price when deciding to make a purchase. Property Management is no different. Many consumers will choose an agent who offers cheaper fees than a competitor as there is a belief that they will be saving themselves some money. Too often, the opposite is the case. The property management industry does not have a

Compulsory professional development and qualifications.

Licensing costs similar to what real estate agents will pay.

Additional costs around Trust accounts and auditing requirements.

Compulsory insurance such as professional indemnity and public liability.

Membership fees with organisations such as REINZ.

Many professional property management companies will already be committed to offering this in their service. However, others will not, and these additional costs will certainly impact their profit margin unless they pass on the additional costs to the consumer. Some may argue that these costs will simply be passed on to the tenants in the way of additional rent. There may be some truth in this, yet the greatest drive in what happens with rents in the supply versus demand of rental properties. Also, if the Government was so concerned about increasing rents, their decision around offsetting interest deductions against rental income would have a far more profound impact on rents rather than regulating the property management industry. Regulating the property management industry is a win, win, win scenario that is a decade overdue. The industry will benefit by holding property managers and the companies they work for to greater account. This will raise the level of professionalism within the industry and make it more attractive as a career. Like many in New Zealand, our industry suffers from a significant skill shortage. Landlords will benefit. Currently, if a property manager fails to honour a contract or, even worse, is unethical in how they operate, the landlord has nowhere to turn. Establishing a Disputes Tribunal for property managers will ensure that our industry will work to minimum standards and our landlord’s money is secure. And finally, tenants will benefit as well. A better-educated property management sector means that landlords and property managers will better understand their responsibilities regarding providing warm, safe, and dry homes for tenants across the country. It’s more than a decade overdue, but regulation of the property management industry is finally on its way.

Hawke’s Bay rural update Hawke’s Bay rural sales 4 ha+ have doubled by value to $500m for the 12 months to February on similar sales numbers (166) to the prior year (157)​. There is no question that the demand for rural real estate in Hawke’s Bay and Central Hawke’s Bay is on the up. Forestry interests continue to lead the market up in the 200 ha+ farm purchase category. A total of 45 farm sales for $262m compared with 36 sales for $148m to the end of February last year, with additional and significant farm to forestry sales being confirmed in the run-up to Easter. This $114m of additional sales continues to set upward valuation expectations locally. The median price for these larger properties was $12,200/ha,, but there are significant sales between $9,000-$20,000/ha in the region, typically good hill country properties. Forestry conversion dominates the premium pricing in this range.​ These results are in stark contrast to the residential market and highlight the different market drivers

(competition) for productive land-based assets. To what extent farms sold to Forestry will continue over 2022 is still to play out; there are moves to limit the impact of permanent forest speculation. However, production forestry is the real driver in Hawke’s Bay. This region has good access to the local port and a very dominant wood processing capability for lumber, pulp and fibre supply. The key will be able to still say the same for beef, lamb and wool processing in the years to come.​ Next month we look at the Gisborne and Northern Hawke’s Bay markets in more detail but suffice to say that everybody here at Property Brokers is wishing the hard-hit producers in that region a kind wish as they face the hard slog of dealing with the recent rains. The only previous reference point for an event of this magnitude was Cyclone Bola. Let’s hope the costs to get back up and running again are nothing quite like that. Fine weather is at a premium just now.
