With the general election done and dusted and a National-led government now holding the reins of power, the business sector is waiting to find out what promises that were made during the election will be honoured and what “non-negotiables” pre-election were now “negotiable” to ensure a workable and stable coalition government. While National, Act and New Zealand First are fundamentally on the same page regarding property investment and development, there are some policies that they don’t agree on that will need negotiation and agreement. National and Act campaigned against the previous government’s “war” on landlords stance (especially against residential landlords), and have vowed to rescind many of the property laws Labour introduced over their past two terms of parliament. These include the removing of the ability to deduct mortgage interest on rental properties from taxes, the extension of the Bright-Line test which taxes profits from the sale of an investment property for 10 years and removing the ban on the ability to issue 90-day “noclause” termination notices. While National would return the Bright-Line test to two years, ACT said it would remove it entirely. Both parties would reinstate “no cause” terminations. While National is sympathetic to tax depreciation on residential properties, their recent announcement to remove the tax depreciation for commercial buildings hasn’t impressed the Commercial sector. It has been met with disappointment and concern by Property Council New Zealand and commercial building owners alike. While the policy aligns with Labour’s, many owners believe removing depreciation will have a flow-on effect for ageing buildings and could see a reduction in new development projects in the pipeline.

Property Council Chief Executive Leonie Freeman says “removing depreciation is a raid on long-term maintenance funds for buildings, and increases the risk of rundown or even derelict buildings across the country. If depreciation is removed, property owners tell us they will have to reprioritise expenditure, which when added to rising costs such as insurance, mortgage and property rate rises, will likely cause rent rises for businesses. National and Labour’s proposed policies come with a price tag of half a billion dollars for the property sector, and both parties fail to see the consequential impacts” she said. The policy is set to generate $525 million a year in revenue for the government coffers. Both residential and commercial property owners could depreciate their buildings until the John Key-led government removed it in 2010. In 2020, Labour reinstated it for commercial buildings only as a Covid economic stimulus measure. Other tax changes National are proposing to introduce include a review of tax thresholds, with the top 39 percent tax rate for people earning more than $180,000 per year to remain in place; a number of additional measures to provide tax relief for families (such as a child tax credit of up to $150 a fortnight for families earning up to $140,000 per year), and a new foreign buyers tax of 15 percent on properties over $2 million. High interest rates are also cooling the investment market, with ASB Chief Economist Nick Tuffley predicting interest rates will remain at current levels until at least mid-2024. On a positive note, the streamlining of the Resource Management Act should see the resource consenting process simplified and the consenting process speed up. This will be music to the ears of developers who, for decades, have had to work with an outdated, clunky system that was anything but development-friendly.

Regional Insights Bay of Plenty Our Property Brokers Tauriko office, driven by a focused team of four and nestled within one of the largest industrial parks in Australasia, has continued to operate at a consistently high level during 2023. Lease transactions (new leases, assignments, and subleasing) have been steady with tenant inquiries increasing post-election. Corporate and international business inquiries are strong as corporates consider moving or relocating to the fast-growing Tauriko Business Estate. We are also seeing a lift in sales, with interest from investors and owner-occupiers alike looking to purchase both existing buildings and developable land. However, high-interest rates still affect the viability of many would-be purchasers/developers. Overall, the outlook remains positive at Tauriko. With the accessibility to the developing major roading network and to the Port of Tauranga (just 9.9kms from the Estate) and with support from its substantial infrastructure and services, Tauriko is acknowledged as a key hub for both local and global businesses. The Port of Tauranga is an international freight gateway for the country’s imports and exports and with a significant group of Tauriko businesses requiring connection, the Estate is a strategic choice in getting their products from warehouse to port.

With a current shortage of land ‘with title’, demand for a position in the Estate remains strong. This demand will hopefully provide confidence for developers to green-light their moth-balled developments, providing an opportunity for businesses to plan for the future with design-build leasing or off-plan purchasing. Unfortunately, the development of Stage 4 is constrained until the State Highway 29 connection at Redwood Lane is in place. With works expected to commence in late January 2024, the new roundabout at SH29/ Redwood Lane will connect Tauriko Business Estate to the southern part of the new community planned in Tauriko. We watch with interest as momentum builds and the market shifts again. Tauriko is well placed to ride out some market uncertainty, and we anticipate engaging more with clients as they experience renewed interest in investment and business opportunities in Tauranga and the Bay of Plenty.

Over the past six months, the commercial property market in the Waikato region has continued to perform well. The market has seen increased activity, with a surge in demand for retail outlets and industrial properties in particular.

In the aftermath of Cyclone Gabrielle, the Hawkes Bay community has come together to revitalise and support those most affected by the flooding.

Whanganui has seen steady growth in both commercial and industrial areas with construction continuing in all sectors.

The region’s strategic location, serving as a crucial hub between Auckland and the Bay of Plenty continues to attract both local and national businesses looking to establish or expand their presence in the region. Furthermore, the ongoing growth of Waikato’s agriculture and manufacturing sectors has driven the need for additional industrial and logistics spaces, further stimulating the commercial property market. Looking ahead, the outlook for the Waikato market remains positive. The Waikato region is experiencing infrastructure development and transportation improvements, further enhancing its appeal for businesses looking for strategic locations. While challenges like rising construction costs and an uncertain outlook for interest rates persist, the overall sentiment remains positive, with the Waikato’s commercial property market expected to see continued expansion in the future.

Horticulture, agriculture, tourism and businesses in the Hawke’s Bay region are doing all they can to recover and return to the “new normal”. Most of our work over recent months has been leasing within our main retail strip, Emerson St. Despite all the setbacks, nine leases have been secured this year, with six confirmed in the last two months. These are all in Lower Emerson St, where rents are approximately half that of Upper Emerson St, where a large proportion of shops are leased to National Retailers. In addition, we have negotiated several industrial and office leases on very attractive terms. The occupancy rate in Emerson St is above 90%, and retailers are gearing up for the start of the 90-plus scheduled cruise ship visits starting in November and running through to April 2024.

Warehouse and workshop space is being released for tenancy as some businesses re-locate to new premises. Upward movements in rental prices have followed the reality of increased building costs and competition for larger storage space. Some trades are finding work slowing, with fewer forward bookings for projects than they have experienced for years. Office and retail are fluctuating, and the tighter financial environment is affecting some areas of business. Notably, some businesses are adapting to the new financial environment by adopting changes in business practices, leading to clear direction in their chosen field. The motto - evaluate, innovate, prosper.

Christmas follows, and then our famous Art Deco weekend, which has been on hiatus over the past few years, takes place again in early February. Hawkes Bay is a popular tourist destination over summer with its wineries, beaches and other tourist attractions. All in all, it’s been another challenging year for the Bay; however, 2024 is looking promising, with new sales listings in the pipeline and some off-market negotiations taking place to keep the wheels turning and stock ticking over.

Despite all the roadblocks New Zealand has experienced over the past few years, Manawatū is experiencing unprecedented levels of growth fuelled by significant public and private investment with more than $8 billion of transport and infrastructure investment planned and under way in the next seven years.

The Horowhenua region is experiencing unprecedented growth on the back of the green light being given to the Ōtaki to North of Levin roading project.

Boasting a strong and resilient economy, Manawatū’s largest sectors are distribution and logistics, education, defence, agrifood, agritech, health and manufacturing.

The region is fast becoming a town of new arrivals from all parts of the country, and this will only increase with the start of the Taraika housing development, a 400ha, 2500 housing development to the East of the main town, Levin. While Levin, in the past, has been known for its ageing population, it has seen an influx of young families settling in the area. Horowhenua’s population is predicted to grow by 71% over the next two decades.

Home to major distribution centres including Toyota NZ, Foodstuffs and Primary Connect (Countdown) and with access to domestic and international markets through one of only three national airports that can move freight 24/7, Manawatū is poised to become home to the third key national transport and logistics network with the creation of Te Utanganui. Te Utanganui is a unique multi modal distribution hub consisting of rail, road, air, and sea connections spanning across Palmerston North and into the wider district. It encompasses several infrastructure projects which, when combined, will create the primary distribution and transport hub for central New Zealand, supporting the transport and logistics centres of South Auckland, Waikato and Canterbury. Te Utanganui is taking development in Manawatū to the next level, building on initiatives already planned for the area, such as KiwiRail’s $1.1 billion Regional Freight Hub and major roading projects including the $650 million Te Ahu a Turanga: Manawatū-Tararua highway and the $1.5 billion Ōtaki to north of Levin expressway. The Industrial precinct in Levin has received a significant boost with young skilled workers being available and some large national businesses deciding to make Levin their home. These businesses include Mainfreight, Thermosash, Lattey Construction, United Steel, Komatsu and LT McGuinness. The inquiry from businesses outside the area has never been stronger, with demand easily outstripping supply. Horowhenua’s growth, both population and business wise is set to continue well into the future.

With the election now out of the way, the region is seeing a modest increase in commercial and industrial listings for sale and for lease compared to 6-12 months ago.

As for much of Summer and Autumn, the commercial market in the Wairarapa over Winter remained relatively subdued. Potential vendors sat on their hands and chose to adopt a wait-and-see mentality rather than test the market.

The market in October has been busy with over 50 commercial and industrial properties listed for sale for the month and close to 170 properties being listed for lease across the commercial sector.

Political uncertainty around the election results had played a material role in keeping investors and business owners from making investment decisions. Although economic headwinds still prevail, there is a general consensus that interest rates have peaked and inflation is subsiding, providing more certainty to those transacting in the market. We see that the earlier mismatch in buyer and vendor expectations has also narrowed. Lease vacancy rates across Kāpiti and Horowhenua have reduced, particularly with those associated with good-sized, modern warehousing/workshop space. However, some smaller retail and service providers struggle with the prevailing economic conditions and want to re-negotiate or break their existing leases. The market continues to favour investors with sound financial positions given the high commercial borrowing costs. Asset prices appear to have stabilized and opportunities to adjust and improve portfolios are there for these same investors to take advantage of. Kāpiti and Horowhenua continue to see businesses looking to relocate from the Wellington/Hutt region to take advantage of cheaper rents and better roading – thanks to the construction of Transmission Gully and the new Expressway. The definite commitment by National to complete the stalled 4-lane expressway from Ōtaki to the north of Levin will only increase the attractiveness of Horowhenua and Kāpiti and, in particular, its industrial precincts for businesses to relocate to.

Buyers were similarly inactive, which generally resulted in a slight softening of the market, but particularly for sales of industrial land, which had been in hot demand only 18 months to two years ago. Industrial development also slowed significantly. On a more positive note, the market did exhibit a measure of resilience. Though few in number there were several solid sales of industrial land as well as industrial and commercial buildings. The new Harvey Norman centre in Masterton was completed and opened along with the new Carters Building centre - signs of confidence in a return to improved trading in the ‘retail’ sector which, apart from a relatively short rebound after the initial Covid lockdown, remained pretty depressed.

With interest rates having lifted, there has also been a lift in yield expectations from buyers; however, despite this, there is still strong demand from buyers for commercial and industrial properties with good tenants in place. It is expected that with a new government in place, buyer confidence will return, and the market will start picking up pace over the next few months, providing stock for regular sales of smaller and larger parcels.

Although there has been little growth in commercial rents, with many landlords content to hold increases in favour of retaining good tenants, there was and continues to be good demand for smaller warehouse space (under 500m2). More recently, we have also evidenced a slight upsurge in demand for good office space.
