What You Should Expect
from your Home Inspector and Mortgage Officer Most residential and commercial real estate transactions involve loan officers, but not all involve home or building inspectors. Home and building inspectors are hired by the buyer to help determine the condition of the contracted property. Most inspectors are self employed or work for firms offering inspection services. All inspectors have to be licensed by New York State and there are two levels of licensing. Inspectors can be licensed building engineers or non-engineers who are licensed by NYS after completing state mandated classes and tests. Inspectors who are not engineers cannot perform all the same functions as those licensed to be engineers. Non-engineer inspectors are only allowed to identify issues and make descriptive comments regarding issues they have found. In most cases this is sufficient, but if there is a more complicated issue, it could become necessary to call in a specialist in the issue, such as a licensed plumber or electrician or roofer. Home inspectors will address major concerns of the property within the limits & constraints of NYS law. Do not expect that the inspection will analyze the issues completely. By NY State law, only engineers are allowed to provide the most in-depth information. They are qualified to identify causes of issues and to make recommendations such whether something needs to be repaired or if it’s just something to keep an eye on. They are free to comment on cause, how to remedy the problem as well as give their opinion on what it will cost to fix the issues found. Despite the higher level of service an engineer inspector can provide, costs are not necessarily consummate with expertise. Many inspectors in the Rochester area are members of American Home Inspectors Society. According to this organization: “...(ASHI), founded in 1976, is North America’s oldest and most respected professional society of home inspectors. ASHI’s goals have always been to build customer awareness of the importance of a quality home inspection and enhance the professionalism of home inspectors.” This organization provides education programs for its members as well as enforces an standard of practice for inspectors. One of the most important standards of practice is a written report. The quality and depth of the report can vary by inspectors and/or the firms they work for. Ideally, written reports are not just a check list preprinted in a book. Photos
of any defects noticed, along with exact location of defect, should be part of the report. Buyers and their Realtors should always have access to their inspector after the inspection, for clarification and to answer further questions. It is expected that a clear concise report be issued in a very timely manner, due to contractual time constraints. Realtors should express the latest date a report can be sent to the buyer and themselves, to ensure its timely arrival. If repairs are called for and agreed to, some inspectors will go to reinspect once repairs are finished if they are beyond simple repairs easily verified to the average person (such as putting up a railing). This second walk through by the inspector is just a quick follow-up to ensure the repair was properly done. If a written report is generated from the 2nd inspection then buyers should expect to pay for it, though usually at a reduced price.
Mortgage Officers
by doing their personal banking with one bank, that it would also be the best place to get their mortgage. This may not be the case. People should always shop mortgage officers. References from friends and family are always good. With so many options out there today as well as levels of service it is ever more crucial to do the homework. Educated buyers are, in the end, most happiest with their experience. Loan officers should explain all the finance options and NOT make the decision for the buyer. Putting the options on the table and explaining what they are and how they could impact the buyer financially allows the client to make an informed decision, without pushing them. Buyers should hear about FHA, convent iona l, SONYMAE, rural housing and conventiona l loans if they fall into qualifying guidelines for those loans. If buyers are not getting all the options it should be explained to them why some options are not available. A good loan office should explain everything and answer all questions, making the process comfortable for the client. There are no dumb questions since most buyers only experience the loan process a few times in their life, and keep in mind that the process constantly changes. Officers should explain the loan process in detail including how long the average process can take, but at the same time remind the buyer that each situation is unique. It should be pointed out that each bank offers different programs and each of these should be discussed at length. Loan officers should explain the process of rates and the fact that rates cannot be “locked in” until the buyer is under contract. No matter what, loan officers should never make the client feel ignorant, but should

If the buyer needs a Loan Officer one of the most important traits they should expect is honesty. A good loan officer should not sugar coat things. They should tell the buyer and their agent what they can reasonably afford as well as if there are impediments to a loan lurking in the buyers credit record. Knowledgable Loan Officers always expect potential issues with getting a loan if there have been credit issues in the buyer’s past. Sadly there are some loan officers who blithely gloss over the practice of really examining the issues and explaining the possibility to the buyer that they might be denied a loan. This wastes time for all. Loan officers need to tell buyers and their agents what they NEED to hear, not what they want to hear. People can often be naive in thinking that
enable their understanding of the process. The buyer should get the feeling that they are in control and never feel rushed. How accessible Loan officers are, goes according to their company policy. Some companies have an officer who you only meet or speak to once, while other companies have officers that guide you through to the end. If no one officer works with the buyer through the whole process, the buyer should still have access to their information through others in the company who can discuss the process, where they are in it and to answer any questions the buyer may have. Buyers should ask prospective loan officers when and how they will meet and if it will be in an appointment. Sometimes they officer opts to initially meet by phone. Both options should be available whenever possible. Realtors prefer loan officers who are available even during non-business hours, in case a situation arises that needs immediate attention from a loan officer. Buyers should ask how available they are during non-banking hours and holidays. Most loan officers who work in a bank-type lending institution are usually only available during regular business hours, which can be difficult for the buyer. Many issues and questions can arise during nonbusiness hours and should be addressed as soon as possible to keep time-lines on track. Realtors generally prefer a loan officer who is willing to be available when needed and not just in prescribed times. I ask that I have a cell number of the loan officer and expect the officer will answer or get back to me in a timely manner. When that does not happen, I know the process will be complicated and not always a success. Loan officer availability is a huge factor concerning the success of a real estate transaction. Real Estate Agents have a lot to say regarding both parties: inspectors and loan officer. Ask your Realtor for suggestions. They do not get referral fees for recommending anyone, but what you can expect are good solid referrals to people that get the job done. Realtors will never refer to anyone that has mangled a deal. A good agent is honest with their clients and expects the same from those that they refer to. Happy House Hunting and Buying!

Fixed vs. Adjustable Rate Mortgages

Fixed-Rate Mortgage A Fixed-Rate Mortgage applies the same interest rate toward monthly loan payments for the life of the loan. Fixed-rate mortgages are more straightforward and easier to understand than Adjustable Rate Mortgages (ARMs), are more secure for the buyer, and are popular with first-time homebuyers. Since the risk to the lender is higher, fixedrate mortgages generally have higher interest rates than ARMs. For example, a lender can offer a 30year fixed loan to a homebuyer at a 7.0% interest rate. The loan is locked in to the 7.0% interest rate, even if the market interest rate rises to 9.0%. Conversely, if the market interest rate decreases to 5.5%, the borrower will continue to pay the 7% interest rate.

come crawling back! You’ve seen it in the news, the issue of bed bugs seems to be growing in epidemic proportions. We’ve asked our business partner, John Fraysier from Castleguard Pest Elimination in Fairport to give us some insight on these pests. John can be contacted at 585-381-0395.
For the Pest Management Professional, bed bugs have become the new cockroaches of the early 21st century. Why the comparison? It’s not a biological one. The two pests are distinct species and there are many differences between them. The comparison lies in their proliferation in the US and throughout the world. And the fact that getting rid of them is not easy. The good news is that with the introduction of pesticide baits back in the 1990’s, cockroaches have become easier to control and heavy infestations can be eliminated without the use of sprays. Unfortunately, no “silver bullet” solution exists for eliminating bed bugs. Surprisingly, bedbugs are a favorite prey of the cockroach. It’s not uncommon to have a problem with both pests at the same time because of this relationship - just don’t think of this as a natural method of bed bug control as both pests are highly undesirable.
While both bugs may inhabit the same space, there are significant differences in the two pests. Cockroaches are known carriers of food borne illnesses like salmonella, whereas the bed bug has not been found to carry any disease transferable to humans. Studies continue to go on, but thus far scientists are baffled as to why this is the case. The feces left behind from both pests have been found to cause allergic reactions in some, and asthma in others. But these are allergy problems, not disease. So why is it that bed bugs have come crawling back? Forty years is a long time for them to be away. The quick answer often sited is the absence of DDT. This is taking on less importance now as research is showing that bed bugs were developing resistance to DDT back when it was used. It is now presumed that DDT, if it were used today, would be inef-
fective against bed bugs. Another answer commonly given is the change in pest management in the past fifteen years. Before the use of insect baits, liquid sprays were used liberally in homes and institutions for the control of cockroaches. These sprays, it is postulated, helped to keep bed bugs out of buildings as a side benefit. Baits have no such secondary benefit. Studies are underway to try and link genetic changes in the bug to their resurgence. Whatever the reason, bed bugs are back in force. So next time you hear, “Mommy, there’s a monster under my bed,” check it out. Maybe there is.

You’re planning a home improvement and hopefully got three estimates from contractors that you checked out with the Better Contractors Bureau. You have decided on one as your contractor and call him to let him know he has the job. A date is set for him to come over to sign the contract and discuss the specifications: approximate start and completion dates and most important to him, the payment schedule. You check the contract over to make sure it contains the contractor’s company name, address (not P.O. Box number), phone number, correct price, specifications, and the payment schedule. You find that he’s asking for a large down payment and three progress draw payments that are tied to various phases of the project’s progression phases. This is where you have the upper hand and hold all the so-called cards! (money) Never give a large down payment! It’s suggested that you give a good faith deposit of no more than $500. Where specialty items have to be ordered such as custom cabinetry, custom
windows or doors or any other items that will only be able to be installed in your home he will usually ask for more but it’s advisable to tell the contractor when he produces proof of the actual placed order you will then give him a draw for the item. The regular payment schedule in this area is usually a small good faith down payment and then three progress draws. Always make sure the payment coincides with the work that’s done. For example in the case of an addition if the contract states one third when the mason starts the foundation don’t pay it until you see the materials are on the site and the mason is actually working. The same for a framing draw or other similar work done. Any remodeling contractor worth his salt should have enough credit to buy materials and pay subcontractors to get the work started. However some suppliers want payment up front on specialty items and won’t except credit so in this case the contractor is within his right to ask for payment before ordering.
Most jobs will entail changes so be sure that you get the specifications and cost in writing and signed by both parties! Again don’t pay for a change upfront and only when the change is started. No matter what the draw schedule is that you agree on always protect yourself and keep a large enough balance to insure that the job is to your satisfaction. A walk through final inspection should be mandatory and usually produces a punch list. If the job is completed and the punch list only has a few minor items on it such as some missing caulking or a molding that needs replacing and the balance is large then you should work out a payment for the balance holding enough to insure the contractor returns to finish the punch list items. Do not add to the punch list after the initial one so be sure you have listed all your concerns. When the job is finished hopefully it was an enjoyable experience and you can recommend the contractor to friends and relatives. Good Luck with your project.

Summer Fun in The Finger Lakes My husband and I always search out different and fun day trips in the Finger Lakes region. We have visited the very special antique wooden boat show in Skaneateles and the ‘fiberclassic’ boat show in Hammondsport. Both venues showcase older boats, while highlighting workmanship and materials that are so diverse. I have searched out some fun family day trips that you and the kidlets both will enjoy. They are not trips to theme parks, but much more fun. Phelps, NY, is home of the famous “Phelps Sauerkraut Festival”. The town of Phelps has been celebrating sauerkraut for nearly 50 years and boasts that they were one of the world’s largest producers
of sauerkraut. The festival will be held August 1-3, 2013 and along with an arts and crafts show and a 20k, the townspeople will be serving up their famous sauerkraut cake. Are you a cherry pit spitter? Take a day trip to Rout 89, Romulus, N.Y. to the Cherry Festival, hosted by Cobblestone Farm and Winery. Here you will find activities for the entire family. There is wine tasting for mom and dad and yes, a cherry pit spitting contest. The farm makes a delicious cherry ice cream too. Live music and hay rides make this festival a fun day. You can even pick your own sweet or sour cherries to bring home. The Cherry Festival runs June 22-23 from 9:30 - 6:00 at 5102 State Route 89, Romulus.
My favorite summertime treat is the 50 Mile Garage Sale. It is held on Route 90 along Cayuga Lake, from Montezuma to Homer. We have found lots of goodies from boat chairs to an antique picnic basket. It runs July 27th through the 28th. Food vendors along the route will keep you sated, especially if it’s a hot one. While on your way to the garage sale, make a stop at the Montezuma National Wildlife Refuge on Routes 5 and 20. This is a really cool stop for the entire family. The refuge has been one of the major resting areas for migrating birds. You can see numerous varieties of migratory birds, as well as butterflies and hummingbirds. There are trails, drives and scenic overlooks. On Routes 5 and 20, you can easily
view eagle’s nests high atop the power poles. My husband’s favorite day trip is to the Skaneateles Antique Classic Boat Show. This summer it will be held July 26-28 at Clift Park, on Main Street. If you are into wooden boats, this is the place to be. See Chris Crafts, and Lymans, from all over, beautifully restored. There is always a poster to purchase and a flea market of boat accessories and parts. After all this fun, we’ll move on to the Naples Grape Fest, but not until September. Let’s enjoy our summer first.
