Assistance Options for first time home buyers

We are fortunate in the Upstate NY area in so many ways, one being that there are many assistance options for first time home buyers. In some cases, these options may even be available to former home owners who have not owned a home for several years! It’s important that buyers research these programs before they identify the home they want to buy, since some of the programs have timelines that must be met before the buyer is able to qualify for the monies offered. If buying in the city proper, it behooves a buyer to look into the City of Rochester program for buying. The City of Rochester encourages first time home buyers to buy in the city through a Home Purchase assistance program grant. The program is somewhat involved and buyers must qualify to participate. The home bought must be located in the city boundaries and the buyer may purchase a one or two family home, but is obligated to live in it for five years. They must contribute $1500 towards the buy, and qualify for either a conventional, VA, FHA or SONYMA loan. The family income must fall within certain boundaries, and the buyer must attend pre and post purchase buying classes. There is an application found online at the CityofRochester.gov website, as well as details on the program. Another option first time buyers may be unaware of are Employer Assisted Housing programs. In the Genesee Valley region, some of the employers who offer assistance programs are the Visiting Nurse Services, High Falls Brewery, the City of Rochester, Unity Health and the University of Rochester. The best way to find out if an employer offers some sort of home buying assistance is to inquire through their Human Resources Co-Ordinator. Some grant programs offer money down assistance provided specific requirements are met, including taking classes covering specifics regarding improving credit, saving for down payment, buying and ownership. Some agencies can offer a no-interest loan for the down payment, if a buyer is having a hard time saving for a house. The Bishop Sheen Ecumenical Housing Foundation is one of the agencies offering this. The loan must be paid back monthly and is secured by being added to the deed as a second mortgage on the home that is being purchased. This means the mortgage will have to be paid in full when the owner opts to sell their home, and all mortgages must be satisfied through the sale. All of the buyers in these programs must fall into certain income guidelines, some of which are set by the federal government. The buyers are in most cases required to have

good credit to be mortgageable. If their credit is questionable, there are programs that are designed to help the client achieve good credit, by advising and guiding the potential borrower. While the following organizations can deal directly with potential buyers, some also service local buyer assistance programs for banks or credit unions, they are: The Housing Council, NeighborhoodWorks Rochester as well as the Bishop Sheen Ecumenical Housing Foundation. Not all mortgage companies and or banks, offer programs to assist first time home buyers. Of the ones that do, most participate in a federally organized program known as First Home Club. Locally these banks are: M & T Bank, Canandaigua National, Fairport Savings Bank, Family First Federal Credit Union, First Niagra Bank, and the Bank of Castile. While each bank has adhere to federal guidelines set for the First Home Club, their programs can differ since there is some leeway as to what they can additionally offer the potential buyer. For example, no mortgage insurance is required by Bank of Castile since they hold all their own mortgages in their own portfolio, in other words they do not sell their mortgages off to a second party and then only service them as other banks might do. Not requiring mortgage insurance while offering a three percent down loan represents a significant savings for a buyer! Sometimes additional grants can be added to the program, for up to date information contact the lenders. To participate in a First Home Club program, a buyer should first research the different resources and programs, each bank or credit union participating in this program offers. Once they decide which bank or credit union they want to work with, they should make contact. Some of the banks or credit unions will have a specialist who handles all clients in this program, for others, every mortgage officer is able to work with the client. Contact the institution and ask to speak with someone who can explain the program, this is your best course of action. Once contact is made with the loaning

organization of choice, the mortgage officer will do preliminary work to see if the client will qualify for the First Home Club Program. This sometimes includes running a credit check to see if they qualify for a mortgage. If they do not the loan officer will review the situation with the client advising them what it is they need to do to qualify for a mortgage. If, or when, a client is cleared as being ready to take out a mortgage, they will then be referred to the agency that that particular institution prefers working with. It is up to each organization to decide which agency to work with for administration of the First Home Club. Local administering agencies are: The Housing Council, NeighborhoodWorks, and Providence Housing. The client is required to contact the agency that will take them through the program. This agency gives the mandated classes and oversees the program participant’s adherence to the requirements. Once the classes and meetings are completed, a certificate of graduation is issued. This shows the bank that the client is now eligible to to enter into a savings program. The client now must contact their loan officer to let them know they have fulfilled the initial requirements of program participation and that they are ready to enroll into an account that is specified for savings toward the down payment on the home as required by the First Home Club program. In order to qualify for the First Home Club grant, a minimal amount of time is required for saving, usually ten months, if saving the preferred minimum of $175/per month. The time required to participate in the savings program can vary, dependent on how much can be saved per month and the minimum amount set by the banks program administrator. Sometimes, a client will save less per month but be required to save for a longer amount of time, due to their financial circumstances. Prior to setting up the savings account, the mortgage officer will run a(nother) credit check to make sure the client is able to qualify for a mortgage. If they are, and are then enrolled in the savings program, they

are cautioned to not open new credit or buy large ticket items on existing credit accounts, since these purchases can affect their credit rating to a point where they no longer qualify for a mortgage. Clients have to be careful to follow all the steps outlined by the program administrators and loan officer. Once completed the client will receive a significant amount towards the down payment, making buying a home more affordable and easier. If first time home buyers do not want to wait to buy a home, they may be eligible for VA, FHA or SONYMA loans which make home buying possible. Loan officers are well versed as to the options available to first time home buyers as well as the organizations listed below. There is no time like the present to consider buying that first home, since interest rates are still low and have only one direction to go, that being up! Mortgage Bankers Assoc., Genesee Region - The second quarter of 2013 ended with spikes in mortgage rates resulting in the highest levels in almost two years. The average rate for a 30-year, fixed-rate mortgage was 4.51 percent for the period ending Q2-2013, up from 3.56 percent in the year-ago period. The last time the rate was that high was the last week of July 2011, when the average interest rate was 4.55 percent. Meanwhile, the average rate for a 15-year, fixed-rate loan was 3.53 percent. That compares with a rate of 2.86 percent a year ago. “June’s strong employment led to more market speculation that the Federal Reserve will reduce future bond purchases, causing bond yields to rise and mortgage rates followed,” said Frank Nothaft, Freddie Mac’s chief economist, in a statement. He added, though, that minutes released from last month’s Federal Reserve monetary policy meeting indicated that the Fed wanted to see more improvement in the labor market before slowing bond purchases. Overall market conditions in the Greater Rochester area continue to improve and are in balance. Expectations between buyers and sellers have narrowed. Pockets of our fair City are experiencing high demand creating a ‘Seller’s Market.” Homes that are priced competitively and in good condition continue to sell well within reasonable cycle times. Fogged Windows & Leaky Seals when to replace

Obviously, fogged and drippy windows are not pleasant to look through, but what about when there is only slight fogging? Does this destroy the insulating qualities of the window and necessitate glass replacement? The table below offers a quantitative comparison of six (6) windows that are approximately 30 inches wide by 48 inches tall. The windows are the same except for the type and quality of glass in them. In the chart, the last number under each type of glass gives an estimate for the annual heating cost to make up for the heat loss through the window. Although the table shows that the annual heating cost associated with each window is quite different, one needs to look at specific

comparisons. For example, if taking a window that has a failed seal and replacing the glass with medium quality glass, the annual heating cost goes from $14 per year to approximately $4.42 per year. This is less than a $10 per year savings. What is the cost of performing this glass replacement? Well, the cost can vary from perhaps $100 to more than $200. This makes the simple payback somewhere between 10 and 20 years. If simply taking a window with a failed seal and “repairing” the window to remove the “fog”, the savings is closer to $5 per year for a procedure that costs less, but still presents a relatively long payback of about 15 years. Of course, the payback will vary based on many factors, but this gives at least one way to make a quantitative comparison.

Fogged insulated glass should be repaired or replaced when the fogging destroys the pleasing appearance of the window. However, when the failed seal is barely discernable, it is difficult to justify repairing or replacing the glass from an energy cost savings standpoint. The failed seal is basically a cosmetic deficiency rather than a significant deficiency in terms of the insulating value of the window. When addressing a failed seal, some window companies can basically wash out the window to restore a clear appearance. Other companies will propose replacing the glass unit and maintaining the existing sash and frame. Still others will propose complete replacement of the window. The right decision depends on the severity of the fogging, the

quality of the existing sash and frame, the available budget and the homeowner’s desire for cosmetic improvements. As always, when considering repair or replacement of windows with failed seals, obtain several quotations from qualified contractors before entering into any contract. We hope that this provides you with valuable information about the impact of fogged windows on the heating cost for homes. Whether it is roofing, siding, windows, that new kitchen or an addition, remodeling is a costly investment and you should protect yourself before signing a contract. New York State regulates the sale of home improvement goods and services and applies requirements to most types of improvements costing over than $500 purchased by homeowners. The law requires contractors to give you a contract that includes many provisions. The main ones are summarized below: 1.  The name, address and phone number of the contractor must be on the contract. (Do not accept a P.O. Box number as the contractor’s address) 2.  The exact amount of the project including progress payments. 3. A start and completion date, including any contingencies which would change the completion date such as bad weather. You may also want to have included a penalty clause for running over the completion date. A $100 per day deduction off the contract price is common for every day that the project runs over the completion date. 4.  A clause that reads that “any progress

payments received by a contractor from a customer can only be made if they bear a reasonable relationship to the work actually done, materials purchased or related costs.” 5.  Any payments received by a contractor from a customer prior to substantial completion of the job must be placed into a escrow account in a bank located in New York State within five business days and the customer must be informed where the money is held within ten business days. The contractor can only withdraw the deposit only in the following circumstances: under the terms of the payment schedule agreed on by the contractor and the customers; upon substantial completion of the job; or if the customer violates the contract, but only to the extent that the amount covers the contractor’s reasonable costs. 6. A complete specification description of the work and materials, including brand names, model numbers and other identifying information. 7.  A consumer notice that reads as follows: “The customer has an unconditional right to cancel the contract until midnight of the third business day after the contract was signed.

Cancellation must be done in writing. If the contractor or subcontractor who does the work is not paid, he or she may have a claim against the customer’s property under the Lien Law. 8. Warranties and guarantees should be stated in the contract. Be sure to understand if the warranty or guarantee covers both the materials and labor and if they are prorated and transferable. For example a new roof job may warrant the materials for 25 years but the contractor may only warrant his labor for one year. There are penalties against contractors and consumers may sue for actual damages, plus a $500 penalty and reasonable attorney’s fees if the contractor has used fraudulent written statements to get the contractor to sign the contract. The Attorney General is also authorized to go to court to stop illegal practices and order contractors to compensate defrauded customers. Contractors can also face civil fines for violating the provisions of the law, especially with the protection of the customer’s payments.

Tips For Consumers: • Determine exactly what work you want done before you decide to get estimates. • Get three estimates from contractor companies that are similar in size. Be sure to check for verification of Liability and Workmen’s Compensation Insurance. • Check the contractor’s reputation with the Better Contractors Bureau, banks and suppliers. • Make sure when you decide on your final contractor to do the job that you are signing a contract that meets all the requirements of Article 36A of the NYS Business Law. • Do not pay a large deposit in advance of the start of the project unless it is for a specific reason such as special order cabinets or windows, etc. Instead negotiate a payment schedule tied to the completion of specific stages of the job. • Don’t pay the final payment unless you are satisfied and the job has been completed as per the contract specifications.

See You in September of snacks, nuts, protein bars and dried fruit, peanut butter, and bottled water to wash it down. Both my daughters lived on Ramen noodles, as did most of their friends, so purchase a crate of that. It doesn’t matter what flavor, they toss the flavor packets. For kitchen items, pack plates, bowls, silverware, cups, a microwave and, if allowed, a small fridge. Add an electric hot pot, this is perfect for making hot chocolate when your child misses you (pack mini marshmallows too). For bedding, find out what size mattress there is. It is usually a twin XL. Shop for sheets, mattress pad, comforter, pillow, extra blanket, and bed bug spray. Send towels and a couple of wash cloths. I had my girls names embroidered on their towels because those are

the first items to be stolen. Don’t forget to pack laundry soap, dryer sheets and hangers, and money to wash clothes. I would also pack a ‘Tide’ pen to get stubborn stains out quickly. Personal supplies are going to be different for boys than for girls, since I have two girls, I will give you the female version. Always pack more! Shampoo, conditioner, brushes, blow dryer, tweezers, razor and shave cream, deep face cleanser, make up, a bucket to carry personal items to the shower and several cans of Lysol. Remember to pack band aids, aspirin, Advil, Neosporin, Kleenix, Vicks Vaporub, toothpaste, toothbrushes, Listerine, and cotton balls. Your child will remind you of the most important items to bring to school. I pad, I phone and I pod, (anything I),

lap top, printer, paper, extra ink, cords and all chargers. DVDs and CDs are all at the top of the list. Tuck in a surge protector and a couple of extension cords so all the electronics will work. Of course, there are school supplies. I would tread lightly here. Your child will receive detailed lists from his/her professors. Be prepared, shopping at the school’s bookstore is like an afternoon at Neiman Marcus. And lastly, pack a few rolls of quarters, some cash, and a credit card with limits. I would always tuck in a family photo, just to let them know we still exist!
