first quarter analysis Genesee Region Real Estate Information Services (GENRIS), the information subsidiary of the Greater Rochester Association of REALTORS® (GRAR), announced it will now include condominium and townhouse sales numbers as single family residences in its quarterly housing statistics reports. This reconfiguration of data more accurately reflects housing trends over recent years. “The condominium and townhouse sales currently comprises a significant percentage of activity in our Multiple Listing Service and in order to provide a better picture of our market, we felt it was necessary to include this very popular sub-category,” said GRAR Chief Executive, Jim Yockel. Going forward, all statistical reporting will include histori-

cal comparisons including condominium and townhouse sales. Pending sales for the First Quarter 2013 jumped 15.8 percent compared to the previous quarter and new listings climbed nearly 40 percent, showing a strong start to the year. While closings were down 7.2 percent to 1,715 from a year-ago’s 1,849, housing values continued upward as the median sales price gained 3.4 percent to $120,000, up from $116,000. Transactions in the City of Rochester remained steady year-over-year and prices rose by 9 percent to $69,450. “We are looking forward to a busy Spring season, based on the solid start to the year,“ stated Steve Babbitt, president of the GRAR Board of Directors. “This past quarter marks the seventh straight period

of increase in home prices and buyers are eager to take advantage of market favorability while it continues. Closings and pending sales were down from last year, but if you take into account the unseasonably warm winter of 2012 encouraging more activity, the numbers are what we would normally expect. Greater demand and fewer listings from a year ago indicate that the market is turning in favor of sellers, which is why sales prices continue to rise, strengthening the economy.” Many area neighborhoods did not follow the traditional seasonal slowdown in sales with Chili (+14.6%), Mendon (+23.1%) and East Rochester (+133.3%) all posting an increase in transactions compared to the First Quarter of 2012. Genesee (+37.5%), Allegheny (+66.7%)

and Steuben (+31.8%) counties also reported yearly gains in sales volume. Rochester’s Housing Market local (and national) trends and projections

On April 10th, The Greater Rochester Realtors Association hosted Dr. Lawrence Yun, Chief Economist and Senior Vice President of Research at the National Association of REALTORS®, with special guest presenter, Heidi Zimmer-Meyer, President of the Rochester Downtown Development Corporation. The event, held at the RIT Inn & Conference Center, was open to anyone interested in hearing what Dr. Yun had to say, but was primarily attended by Realtors who are interested in staying on top of coming real estate and housing trends as well as the causes for those trends. They were not disappointed by either speaker. Mrs. Zimmer-Meyer started off the luncheon explaining the increasing attraction for living in the downtown parts of Rochester, especially center-city. City living, especially, is developing a certain, upscale cachet; resultant in attracting high end housing developers as well as their clients. There has been a change in the demography of people seeking city living. Many residents are from middle and upper ends of the economic spectrum with no children. An interesting and somewhat shocking statistic Mrs. Zimmer-Meyer gave, was that by 2025 (Which seems far off but is only 12 years away!) and estimated 88% of the general population households will be childless, a significantly higher number than in past. To put this into perspective, in the 1970’s slightly over 50% of households were childless. This indicates a large shift in housing trends to come. These households will be made up primarily of single or coupled persons who are childless through choice or by having grown children no longer in their household. The life style these people will live contrasts sharply to households with children. Increasingly, many childless households will chose to live in urban areas since they are not influenced by school choice, but rather what life-style options the area has. Rochester has a burgeoning arts and entertainment scene, which is growing in scope. Additionally, there are world-class learning institutes, such as the Eastman School of Music, which make it attractive to the younger generations as well. These widely differing social strata require housing that is unique to down-town neighborhoods. Large corporations are returning to the city, from suburban locations, and office space pricing and availability has stabilized in Rochester. This indicates a further trend to a more vibrant and dynamic down town.

The combination of people and businesses returning to the city show that a dynamic shift has occurred. The drain of residents fleeing city life has begun to reverse, ending the long existing model of shrinking cities. Rochester, which has lost large chunks of population in the last 50 years is benefiting from the change and its population is slowly increasing – an increase that will accelerate as time marches on. We are already showing an upswing in the need for apartment space, lofts and condo’s. Developers have been stepping in, anticipating the growing trend for city living. As people chose to live in the city, we will see more buildings converted to high end living space from what used to be former warehouses, stores and office buildings. These structures are valued because spaces like those found in these old buildings (that not too long ago seemed to have outlived their usefulness), are prohibitive to construct new due to the high cost of quality craftsmanship and materials. Additionally, they offer wonderful archetectural features such as carved wood trim pieces, marble foyers, heavy decorative wrought iron, granite stairs, ornate moldings, high ceilings and all the special details only found in older buildings rather than structures erected after the 1940’s. Dr. Yun expanded on the information shared by Mrs. Zimmer-Meyer, explaining the hows and whys of today’s housing trends. He made several predictions regarding housing in the USA for the next few years, as well as voiced a concern for an issue that affects anyone with a mortgage. He expounded on the growing demand for housing, pointing to a pent up demand and lack of supply, not only locally but nationwide. We are currently experiencing a 13 year low for available housing! This lack of supply has several factors which he touched on. The one that interests many is the “shadow market” that we keep hearing about. This is the market of distressed

properties being held by the banks. There are large numbers of homes in limbo in NY State due to the laws making foreclosure more onerous here than say, Florida. There will be distressed housing coming onto the market in the next few years, but not in the anticipated flood that other areas have experienced since the banks are increasingly willing to do short sales and work out payment plans with delinquent owners. One of the surprising reasons we are experiencing such a shortage in this area is that new home builds are down in numbers. Dr. Yun explained that the main cause for that was not lack of demand but the inability for builders to access loans to cover housing starts. There is money available to the larger building companies who are rated on the S&P, but not so much for the small developer. Traditionally the majority of new housing starts have been by the smaller independent builders. This lack of new housing starts tightened up the market, creating competition for existing homes. Our new home inventory is currently at a 50 year low! Yes, 50 year low! Until money becomes available to the smaller developer, new housing demand will remain high. Dr. Yun cited several concerns that a tight housing market can cause. One issue is that home ownership, still one of the best wealth builders available to the average citizen, is increasingly unavailable. Those that own their own homes had a net increase, over time, in wealth consolidation of 40% in comparison to those that opted to rent during the same time span. If home ownership is not available to people who desire it, as in the past, this could be seen as contributing to a growing unequal distribution of wealth in the US. Besides increasing home prices and lack of available homes for sale, another reason for decreasing numbers of home owners nation-wide, is the inability for many who want to buy to get mortgages. ket with multiple factors at play. Among them, decreased credit scores due to financial difficulties during the economic down turn, decreased income, large or lingering medical or college debt and various other reasons all leading to the inability to get a mortgage. This contributes to the trend of increasing numbers of renters versus home owners. America is heading into a “renters nation” status. There were some positive tending factors noted that may lead to the easing of credit for mortgages; credit card debt has dropped significantly, stock prices are rising and homes are going up in value. All of this leads to increasing confidence in the market by both buyers and mortgage companies. The prediction is that money will become more available in the coming two years. Accompanying this easing of loan availability is the thought that interest rates will rise by 2015 to be between 4-6%. In speaking with several loan officers in the recent few days, most have indicated to me they do not see significant rate increases for at least six months. Dr. Yun pointed out that Rochester’s many technically trained people and creative ideas have kept the job market steady despite the loss of large corporations in the past. But Rochester is still not experiencing the revival of growing home prices to the extent that other areas are. Perhaps, this is contributing to the dearth of listings that are plaguing Rochester along with other parts of the country. Sellers may be loath to put their home on the market, opting to wait to see if prices climb further as well as having concerns of finding new housing for themselves in this tight market. Bad government policies were the one issue that Dr. Yun cautioned could chill the housing market. There is the possibility that officials will demand that banks not write a mortgage unless 20% is put down by the buyer. The rationale being this proves the buyer can truely afford to buy. But the reality is that a large segment of the population will be locked out of home ownership, which would stall the housing market indefinitely. Yun is also concerned over possible increased capitol gains taxes on property sales. The major issues he worried about was the possibility that the mortgage tax credit might be eliminated. Back-Up Sump Pumps just in case

Many areas of the country have basements with sump pumps. Actually, most basements that are not built near a deeply buried storm sewer will have a sump pump. With the somewhat porous masonry block basements that are commonplace in our region, along with the floating slab floor drainage systems, a reliable means of pumping water out of the sump is important to protect the basement and all of the items and equipment contained therein. Every few years, our region will be the unlucky recipient of an ice storm. When this occurs, the power can be interrupted to thousands of homes throughout the area. These interruptions can last anywhere from a few minutes to a few weeks. Couple this with other “normal” interruptions of electrical power and there is a significant potential for your primary electric sump pump to be out of commission. There are several means of providing a backup sump pump, or at least a backup means of pumping water out of the basement in the event of a power failure. Battery backup pumps, water-powered pumps, portable emergency generator connections and whole-house gas fired generators are all potential solutions. These methods provide

There are small generators that can simply be operated outdoors near the basement with an extension cord running to the sump pump. However, for greater reliability, and to power other appliances such as the furnace and the refrigerator, a larger portable generator and a manual transfer switch are a better choice. This allows safe connection and operation of the outdoor generator and eliminates the risk of back-feeding the utility company service. The transfer switch has fuse or circuit breaker protection for the specific circuits as well. Transfer switches can cost from $250 to $400, plus installation by a qualified electrician. There are high water level alarms available for sumps that are battery powered or connected to the security system of the home. These are helpful to alert you when the pump fails and when you need to get the generator connected and working. As long as you can keep the generator running and working, you can run the sump pump. In homes where constant pump operation is a possibility, having a second primary pump available in the event of a pump failure is a good idea as well.

Whole House Generators The Taj Mahal of backup pumping provisions is the whole house generator. Permanently installed natural gas powered generators provide the most reliable backup sump pump option. Along with an automatic transfer switch, a whole house generator can

automatically supply power to most, if not all, of the house, including the sump pump. High quality comes at a high cost, and the installation of a whole house generator can run from $4,000 to $15,000. As with any mechanical equipment, generators require maintenance. The whole house generator will typically run once per week for several minutes to “exercise” the unit and help charge the internal electric start battery. Similar to a car, there are air filters, oil filters, oil changes, etc. If you are not familiar with changing the oil in your car, you will want to consider a service contract to maintain the generator to make sure it is always ready for operation. Whether or not a backup means of pumping water out of the basement is needed depends on many factors. Some basements have gravity drains and do not require pumps. Some sump pumps never run because the sump never accumulates water. But for basements with pump that run frequently during the spring and after rain storms, a backup means of pumping is good insurance. We hope that the information above clearly points out some of the options and costs for backup sump pumping. This could seriously dampen the desire to own a home and that in turn could cause a economic slow down again. The example of Great Britain’s politicians removing the mortgage tax credit,

all the while promising that the increase in tax revenue from housing would allow for lower over-all taxes, was used as an example as to why we should not allow the same to happen here. What happened was that the tax credit was eliminated and taxes dropped initially and then climbed higher than ever. So the British tax-paying citizen did not get the lower taxes they were promised at all, and they lost one of the biggest

tax shelters available to middle class workers! Dr. Yun strongly expressed concern that this would happen here. So, I ask, in turn, that all home owners and would-be home owners contact your national public officials and demand that this tax credit be preserved in its entirety.
