East Rochester

a second wind blowing for this quiet village Nestled between posh enclaves such as Pittsford, Perinton and Penfield, East Rochester has long been overlooked, not so anymore! To live in East Rochester is to live close to all that those posh places offer, without the high price tag. In recent years, this village has gotten a second wind, a revival of sorts. East Rochester was planned community. Fairport resident, Walter Parce, had bought up all the land options that were eventually developed into what we currently recognize as the Village of East Rochester. Originally named Despatch, after the Merchants Despatch Transportation Company (the first industry to locate there) the village was renamed East Rochester in 1906. The community began to develop, built around the industries that were springing up in the area. Besides transportation work shops, East Rochester was home to other companies such as the Aeolian Piano Company and the Foster Piano Works Company. In 1897, to celebrate the laying of the cornerstone of one of the first large workshops, a large barbecue was held. That day special excursion trains brought people in from as far away as Syracuse. Lots were offered for sale to the over 15,000 people in attendance. As amenities began to be built, including trolley and train service, fresh water from an artisan well and even a sewer system, the village became a very desirable place to live. Streets were laid out in a grid fashion, east-west streets were named after trees with each lot having an elm and poplar tree planted, and north-south streets were named after Presidents. Eventually the village grew to over 9500 people. (A fun little factoid is this is the only village of its size in all of the United States that does not have its own cemetery!) A booming shopping district was developed and the village was able to boast to having the largest commercial structure between Rochester and Syracuse - the Eyer Building. In 1898, a red brick school house was built, to be succeeded by ever larger and more modern buildings, and finally culminating in the large school complex seen from Fairport Road. This complex houses all grade levels from pre-kindergarten through the 12th grade and is the only district in Monroe County to do so. The current school system educates over 1000 students each year, coming not only from East Rochester village proper, but also parts of Pittsford, Perinton and Penfield. Enrollment has declined slightly over the last several years with the current student to teacher ratio holds at 1 teacher for every 12.5 students. From 1939 through 1987, a cherished rivalry was upheld. The competition on the gridiron for what was known as “the little brown jug”. This competition was held every year at the end of the football season

and on “homecoming weekend” for both school systems. The brown jug is not fancy or particularly valuable, but was the trophy of a friendly rivalry between East Rochester and Fairport. The winning team’s town mayor would ride in a wheel barrow through the village, pushed by the unlucky mayor of the losing team’s town. The jug was held by the winning town and always displayed proudly in the central display case. The rivalry and the little brown jug were retired in 1987 as the Fairport School District had grown to four times the size of East Rochester, putting them at a distinct disadvantage. D u r ing the 1970’s and 1980’s, saw changes in the village. The building of what is known currently as the Techniplex, located at 300 Main St., was originally built to be a Mall. There was a lot of discussion and dissension over this building, with most of the community not in favor of this. People objected to the tearing down of favorite businesses already on the location as well as the design of the building. With a large, windowless wall facing what was left of the business district, this building was viewed as an monstrosity that did not adhere to the existing community design. Village leaders ignored the nay-sayers and pushed the project through. This resulted in a mall not supported by the locals that eventually went out of business. Years later, the mall was turned into what is known today as the Techniplex, a privately held company owns the building which houses various offices and businesses. Once a vibrant shopping district, East Rochester’s business district suffered in the aftermath of the mall being built. Additionally, competition from the popular new East View Mall and Wegmans drew shoppers away from Main Street. The many bars and restaurants began to disappear. Businesses began to close, with Commercial Street and Main Street becoming desolate strips. Up through the 1980’s, East Rochester had a very vibrant bar and tavern scene. There are many a college student, who went to either St. John Fisher or Nazareth, who

could be found on the weekends supporting the local establishments. One such place fondly remembered by college alumni was “Checko’s Restaurant and Bar” located near the corner of Washington and West Commercial St. Around since the 1950’s, by the late 1970’s, the establishment had seen better days, having become a local hangout for college students. One of the area’s most popular night spots was The Freight House located on the other side of the tracks. Part of the draw was being on the dance floor and see as well as feel a freight train rumble by! Another prominent location was Prince Georges, which is still in business and well known for their Friday fish fries. Recent attention paid to Commercial Street by the Village and business owners has paid off. New and long established businesses are drawing clients again. There are hair salons, antique shops, and insurance agencies among the many businesses in the village. The well known “Village Fair” has been around since 1963 and is known for its meats and deli. In the old piano works, a clever renovation has resulted in the Piano Works Mall. Chock full of shops, such as Patricia’s Fabrics, Let’s Bead and even a diner, this shopping location has become quite popular and even upscale. Leo’s Bakery has made a significant investment in the village with a large operation located on Despatch Drive. They offer a huge variety of baked goods and now a restaurant - popular with the lunch crowd.

Newer restaurants such as Lemoncello and Bistro 135 draw a respectable crowd, especially on weekends. A long time village favorite is the Northside Inn, owned by the Verni Family, this has been around 65 years! There is even a pancake house, New Yorkers Pancake & Grill, as well as a barbecue joint Good Smoke Barbecue! East Rochester is making a business comeback! Housing in East Rochester runs the gamut in pricing. Currently the highest priced property in the village proper is $250,000 with prices ranging all the way down to $69,000. The high end area of the village is known as Forest Hills. Designed and built in the 1930’s by the Dygurt Brothers, each house was individually planned for the buyer. There is not one house like another in this development of seventy five homes. The home styles range from Tudors, Colonials, and Regency to other rare and eclectic architectural styles. A home in this neighborhood is usually priced above $150,000. There are currently two available for sale in this neighborhood, both priced at $184,000. Half of the housing in East Rochester was built before the 1930’s - much of the village being built as working class neighborhoods. Most of the homes are colonial style, but there are also condominiums and multi-family homes found through out the village. Values in the village are rising, as homes are being updated and improved. There are only two building lots currently available as the village is pretty much built to capacity, with no further room for growth. Due to the proximity to upscale towns as well as major shopping areas and the 490 expressway, as well as the short commute to Downtown Rochester, East Rochester’s housing values should continue to climb. The village atmosphere and close knit community that result makes for an excellent future for those with the foresight to buy into this unique community.

How Long Will It Last? As home inspectors and engineers one of the most common questions we are asked is how long a system or component in a house will last. Without being specific to any brand or type, here is a general guide to the average expected lifespan for these components.

Furnaces The most common type of heating system in our area is a gas fired forced air furnace. The life expectancy of a furnace will vary depending on the quality of the unit and how well it is maintained - much like a car. Higher quality cars that are well maintained end up providing more worry free miles. Even a basic brand of gas forced air furnace should last at least 15 years if it is well maintained. Average-to-good quality furnaces should provide 20-25 years of useful life.

Boilers Hot water boilers are also common heating systems in our area, and to a lesser extent, steam boilers. As with furnaces, the quality and materials of the unit and the frequency of routine maintenance can affect overall life. On average, boilers tend to have a long lifespan. Thirty to forty years is not unusual. It should be understood that many heating contractors will push for heating system replacement based strictly on the fuel savings that may be obtained by installing a

new and more efficient unit. It is our experience that it is difficult to justify replacement of a working furnace or boiler based solely on fuel cost savings. We have found that the cost of replacement is such that the “payback” from fuel savings tends to be relatively long, but this can vary widely.

Air Conditioners A typical residential air conditioner will usually provide 15-20 years of reliable service. Once again, proper routine maintenance will result in a reliable and long life. The number of run-hours also has an effect. If the house is in the shade, the air conditioner might not run as often and it can last longer.

Heat Pumps Heat pumps are essentially air conditioning units that work in reverse. They provide both heating and air conditioning. Their life expectancy is shorter than air conditioning units because the number of run hours is significantly higher. Average life of a heat pump is closer to 10 to 15 years.

Water Heaters Residential tank-type water heaters usually last between 10 and 15 years. Unlike furnaces, routine maintenance is less critical; especially with homes on a good municipal water system. Hard well water can adversely affect the life of a water heater, making it much shorter.

Things to know before you hire a contractor There are many factors that you should be aware of before selecting your roofing contractor. Here a just a few. The New York State residential code has requirements dealing with the roofing of a home. First and foremost is article R907.3, which addresses recovering versus replacement. The law states that any new roof coverings shall not be installed without first removing the existing roof coverings where any of the following conditions occur: 1. Where the existing roof covering is wood shake, slate, clay, cement or asbestoscement tile. 2. Where the existing roof covering is water-soaked or has deteriorated to the point that the existing roof or roof covering is not adequate as a base for additional roofing. 3. Where the existing roof has two or more applications of any type of roof covering. This particular part of the law is the one that gives the homeowner the most trouble as some contractors may confuse customers as to what should really be done. It’s really very simple. If you are going to have a new roof put on your house,

you cannot go over the existing roof unless there is only one roof there at present. Any more than one roof means that all layers must come off before a new roof can be installed! The law doesn’t say anything about being able to remove a layer or layers to get down to one roof but I would suggest that if any layers have to come off then you have all the layers taken off down to the wood sheathing. There are other sections of the law too numerous to mention but when reading specifications of a contract you should be sure that an ice and water shielding product is installed on the roof edges a minimum of 3' from the house wall edge up and in all valleys and areas where you may have had a leak problem before. In past years, snow and ice has backed up even farther than the required 3' so I would suggest that you insist that the roofing contractor install the ice and water shield a minimum of 6' up from the house wall for added protection. Another thing to watch out for is proper ventilation of the roof. Without proper ventilation you will have all kinds of problems. In the summer your attic will be too

hot making air conditioning work overtime and in the winter you will have ice back-up problems that can cause all kinds of damage to the interior of your house. The usual rule of thumb is one roof vent for every 150 feet of roof area but I would suggest a continuous roof vent. However, no matter how your roof is vented if you don’t have a good soffit (overhang) venting the ventilation will not work properly. The next step after familiarizing yourself with the information above is the selection of a reputable and professional roofing contractor. There are many so called roofing contractors in the business and because of the many fly-by-night ones you should make sure you do some homework. Get at least three estimates from similar size companies and be sure to check them out with the Better Contractors Bureau at 338-3600. Also have them all bid on similar work specifications. Check to see if they are insured and ask to see a copy of their certificate of insurance showing that they carry enough liability coverage also, if they have employees, evidence of their workmen’s comp. After you decide on a roof-

ing contractor to do the work, you should make sure that the contract meets all requirements under Article 36A of the NYS Business Law. The most important aspects of the contract should be your 72-hour right to cancel, escrow clause, a start and completion date, payment schedule, warranties, and a complete specification list. Be sure the specifications list everything including, if it will be a complete tear-off, type of shingle, debris removal, warranties and guarantees, etc. Remember that if they tell you your roof is warranted for 25 or 30 years it only pertains to the materials and not the workmanship which, is usually guaranteed for only one year. Don’t give a large down payment and by all means don’t make final payment until the job is completed to your satisfaction! Remember the saying, “Let the buyer beware” also pertains to the home improvement business!
