Good Morning, Tampa Bay!

As we come together to recognize and celebrate the numerous contributions of Reverend Dr. Martin Luther King, Jr., the Tampa Organization of Black Affairs (TOBA) is pleased that you have joined us for this momentous occasion. We come together to celebrate and appreciate Dr. King’s vision to promote justice, equity, diversity and “truth” for our global society.

This year we are proud to celebrate our 43rd Anniversary of TOBA’s Dr. Martin Luther King, Jr. Leadership Breakfast. The theme for this year is “Dream Like King”. We have worked hard to create a memorable program. We hope you will enjoy the special highlights and the message from our keynote speaker.

TOBA will continue its mission to represent the special interests of African Americans toward shared prosperity. Our mission also includes fulfilling the dream of Dr. King to achieve true diversity, justice, equity, equality, fairness and economic inclusion for African Americans among others, for the betterment of the entire Tampa Bay community.

It is with great elation that I have the opportunity to recognize Tampa Organizat ion of Black Affairs on their 43rd annual MLK Leadership Breakfast to commemorate a life of service and advocacy for Rev. Dr. Martin Luther King Jr. TOBA has continually held a visible and vocal presence throughout Tampa Bay and the community has improved greatly in part because of their efforts.

I would like to thank Dr. Roslyn Clark Artis, JD, EdD, President, Benedict College, for delivering an enlightening and awe-inspiring keynote address. I would also like to thank Mrs. Katia Saintfort-Russ and Mr. Will Douglas for co-chairing this year’s leadership breakfast to the same standard of elegance and safety as years in the past as we still live through these pandemic times.

Dr. King closes his final sermon The Drum Major Instinct by quoting the famous Alma Androzzo hymn If I Can Help Somebody, it serves as the perfect motto and reminder for all who endeavor to serve the public. “If I can help somebody as I pass along, if I can cheer somebody with a word or song, if I can show somebody he's traveling wrong, then my living will not be in vain.” May we never forget these words but also choose to live by them daily.

I wish to offer my gracious commendation and well wishes of a prosperous future as TOBA continues to Dream Like King.

WHEREAS, the Tampa Organization of Black Affairs (TOBA), a nonprofit, nonpartisan organization,wascreated in 1979 by Robert Morrison, David McQuay,andDelano S. Stewartto address political, educational, social,and economic development concernsinthe Tampa, Florida African American communityin a meaningful manner,and the vision and mission of inspiring, empowering,and preparing new generations of leaders was set forth; and

WHEREAS,celebrating its 43rd Anniversarythis year, TOBA has been dedicated to its goalsand isa catalyst for leadershipwithin the business community through the promotion ofminorityeconomic development by supporting increased African American business ownership, opportunities for advancement in the workplace, and awareness by the African American consumer;and

WHEREAS, these goals also include promoting political education, voter registration and participation, the encouragement of minority individuals to seek elected and appointed public positions, and youth development by encouragement and supporting academic achievement; and

WHEREAS,TOBA continues to pursue its mission and goals through community involvement and collaboration with other organizations as well as programming to develop youth leadership, community service projects, advocating for minority and disadvantaged business, education equality, and promotingcommunity enhancement initiatives; and

TOBA History

More than 44 years ago, Delano Stewart, Bob Morrison and David McQuay met to share their concerns and ideas about Blacks in Tampa. They wanted to develop a plan to ensure that the Black community played a more vital role in Tampa’s economic, political and social development.

They felt that a viable group was needed to address areas of interest not being attended to by existing organizations. A commitment was made for this new entity not to compete with other organizations or agencies. After reviewing basic ideas, the structure and goals of the organization, it was decided that the first meeting announcing the purpose concept of TOBA would be held at the residence of Attorney Stewart.

Following the initial gathering, TOBA’s first meeting was held at the College Hill Recreational Center. The individuals elected to serve on the first Board of Directors were: Ken Anthony, Corene Collins, Carolyn House, Gussie Louise Livingston, Bob Morrison, Carrie McQuay and David McQuay. Since then, several major activities have contributed to TOBA successfully meeting its goals. One major event is the Annual TOBA Dr. Martin Luther King, Jr. Leadership Breakfast which brings together a crosssection of leaders from the Tampa Bay community to be inspired and motivated by a national speaker.

The first annual TOBA breakfast was held in 1980. The theme was, “Towards Political and Economic Power and Influence in the Eighties”. TOBA also promotes and sponsors economic development and Black Business Expositions in coordination with other minority business enterprises and in conjunction with buyers of professional services and goods from the government and private sector. This initiative provides black business owners (among other MBE’s) with networking and marketing opportunities that have resulted in actual spending with this special interest group of companies. Other TOBA activities have included its youth oratorical contests; candidate forums; political and economic development seminars; co-funding the Hillsborough Black Heritage Committee Celebrations; corporate receptions; voter registration drives and more.

As a result if these and other initiatives, TOBA has developed, strengthened and enjoyed long term quality relationships with many other organizations with common interest that resulted in having a direct and positive impact on the special interest of Tampa’s Black community toward the betterment of the entire community.

ANNUAL AWARDS

JETIE B. WILDS, JR. YOUTH LEADERSHIP AND COMMUNITY SERVICE SCHOLARSHIP

The Tampa Organization of Black Affairs (TOBA), Jetie B. Wilds, Jr. Youth Leadership and Community Service Scholarship Program, awards four (4) $1,000 scholarships to recipients during at the TOBA Annual Dr. Martin Luther King, Jr., Leadership Breakfast. This scholarship was named in honor of the late Jetie B. Wilds, Jr., Former Board Member of TOBA and was developed and funded to award high school students who, among other characteristics, exemplify a heightened level of dedication, community service, and academic excellence necessary to succeed in college and future endeavors in life. Recipients were selected for this scholarship in collaboration with TOBA and the School Board of Hillsborough County through the offices of the Superintendent; Head of Schools; Chief Diversity Officer; the Principals and Counselors from Middleton and Blake High Schools. Awardees of this scholarship have demonstrated hard work to overcome adversity and challenges that face other youth in their generation. It is due to the great work of the student that TOBA awards this scholarship in honor of the spirit and legacy of TOBA Board Member Emeritus, Mr. Jetie B. Wilds, Jr. These scholarship funds will be either sent to the college or university of the students’ choice upon acceptance or directly to the student, if deemed to be more helpful. To receive these funds, students are required to submit a letter of acceptance and confirmation of attendance from their college or university during their incoming year. TOBA is proud to present annual scholarships awarded to (2) recipients from Blake High School and (2) recipients from Middleton, High School. (Presented during the program)

TOBA UNSUNG HERO AWARD

The TOBA Unsung Hero Award honors a person who does not seek the spotlight but instead prefers to work quietly and effectively in the background. Recipients of this award have demonstrated actions to help others by giving their time, talents and sometimes money to support those whom have the greatest need. The public nominates the recipients of this award. Ads are published in local newspapers and public service announcements are broadcast on local radio and television stations requesting nominations from the public. TOBA recognizes and is proud to annually present our “Unsung Heroes”. (Presented during the program)

TOBA IKE TRIBBLE CIVIC LEADERSHIP AWARD

The TOBA Ike Tribble Civic Leadership Award recognizes a person who has a more visible role in positively contributing to the special interest of African Americans toward the betterment of the entire community. This award is named in honor of the late Dr. Israel “Ike” Tribble, an educator for over 30 years and the first president of the Florida Education Fund (formerly the Florida Endowment for Higher Education), which encouraged and assisted 159 African-Americans to earn their doctorate degrees at various universities in the State of Florida through the McKnight Fellowship Program. Dr. Tribble also was the first African-American to become Chair of the Greater Tampa Chamber of Commerce, and was prominently regarded as a business pioneer and leader in the Tampa area. Recipients of this award exemplify the ideals that were the life and legacy of Dr. Tribble who also imparted his knowledge working with coalitions to motivate, encourage and support the growth and development of our youth through education. TOBA recognizes and is proud to annually present our Dr. Ike Tribble Civic Leadership Award. (Presented during the program)

TOBA MLK CORPORATE LEADERSHIP AWARD

This TOBA Dr. Martin Luther King, Jr., Corporate Leadership Award is presented to a company that has developed or is developing an institutional culture where diversity, equity, fairness and economic inclusion of African Americans is embedded in its policies, practices and procedures to ensure that its commitment to employ, contract services and purchase goods from African Americans, among others, is or will be its normal way of doing business. The company selected for this award has shown its resolve to do these things that enhances shared prosperity and common values to uplift the special interests of the African American community. TOBA recognizes and is proud to annually present our Dr. Martin Luther King, Jr., Corporate Leadership Award. (Presented during the program)

JETIE B. WILDS, JR. Youth Leadership and Community Service Scholarship

This scholarship was named in honor of the late Jetie B. Wilds, Jr., former board member of the Tampa Organization of Black Affairs (TOBA), Tampa native and son of the late Jetie B. Sr. and Minnie Lee Wilds. He was the second of twelve children.

Mr. Wilds attended public schools, graduating from Middleton Senior High School in 1957. He graduated from Morehouse College in Atlanta, Georgia with a Bachelor of Science degree in Mathematics.

After college, he became a teacher at Booker T. Washington Junior High School in Tampa. His thirst for knowledge led him to earn a Master’s Degree from Portland State University in Oregon. He continued to pursue courses in Urban Studies, completing all course work towards his Doctorate Degree.

After leaving Tampa, his work took him to West Virginia; Portland, Oregon; Columbia Maryland; then back to Tampa in 1996. He worked diligently in the Job Corps, as an Adjunct Professor at Lewis and Clark University, and ended his career as a Senior Executive in the Forest Service, U.S. Department of Agriculture.

Mr. Wilds was a former member of the National Forum for Black Public Administrators, a member of Omega Psi Phi fraternity for more than 50 years, and a lifetime member of the NAACP.

Upon his return to his birthplace, he hosted WTMP’s Citizen’s Report, where he engaged the community in discussions about the important issues of the day involving education, health, family and politics.

Mr. Wilds was a community leader, serving on the Board of Directors for the Tampa Organization of Black Affairs (TOBA) and was the Co-founder of the Saturday Morning Breakfast Group, a group dedicated to the improvement of public policy and broad community involvement. He also wrote a column for the tri-lingual local newspaper, La Gaceta.

This scholarship was developed and funded to award high school students who exemplify dedication; perseverance; work ethic; community service; a commitment to excellence; character and discipline to continue having success in college and future endeavors in life.

Selected awardees of this scholarship have demonstrated hard work to overcome adversity and the challenges that face other youth in their generation. By receiving this award the awardee will bring pride to their family, their school, their community and most of all themselves.

It is due to the great work of the student which TOBA awards this scholarship in honor of the spirit and legacy of TOBA Board Member Emeritus, Mr. Jetie B. Wilds, Jr.

Recipients were selected for this scholarship as a result of a collaboration between TOBA and the School Board of Hillsborough County through the offices of the Hon. April Griffin, Chair; Hon. Tamara Shamburger, School Board Member, District 5; Mr. Jeff Eakins, Superintendent; Dr. Lewis Brinson, Chief Diversity Officer; Ms. Kim Moore, Principal and Administrator of Middleton High School; Mr. Jesse Salters, Principal and Administrator of Blake High School.

Awarded scholarship funds will be either sent to the college or university of the students’ choice upon acceptance or directly to the student, if deemed to be more helpful. To receive these funds, the student shall be required to submit a letter of acceptance from their college or university, prior to their incoming year of attendance.

CO-CHAIRS

FOR THE 2023 DR. MARTIN LUTHER KING, JR. LEADERSHIP BREAKFAST

Katia Saintfort-Russ is a Tampa native who holds a Bachelor’s Degree from the University of South Florida in Criminology and a Master’s in Public Administration from Troy University. Katia has over a decade of experience in Contracts and Procurement and currently holds a position with Kyndryl as a Contracts Project Portfolio Manager

In 2014, Katia founded Baking Is Therapy, Inc. (B.I.T.). B.I.T is a nonprofit mentoring organization that utilizes baking as a form of self-therapy to provide physical, emotional, and social healing for at-risk girls ages 10-18 throughout the Tampa Bay Area. In her spare time, Katia enjoys solving community challenges, spending time with her family, and pouring love into our communities.

Will Douglas, III is a native son of the City of Tampa and a returning resident from the nation’s Citadel, more affectionately known as Washington D.C., where he obtained both his Juris Doctorate and Master of Business Administration from George Washington School of Law, with honors. He grew up wanting to follow in his family’s footsteps, Dr. Caleb Wright, Oretha Wright (educator) & Attorney Kaydell Wright-Douglas. He vowed to return to the city to aid and impact Tampa’s underserved Black community.

Before obtaining his JD and MBA, Will attended Florida Atlantic University, where he majored in Political Science and Philosophy and graduated with honors. Will has a passion for combining his God-given talents and service to his community and diligently worked with the Black Law Student Association and a restorative rights clinic while in Law School to aid in the restoration of 130+ residents of the Nation’s Capital in having their rights restored for non-violent cannabis-related infractions now decriminalized under the Bowser Administration.

He continue his dedication to service when relocating back to the Tampa Bay Area and volunteers his legal services with Beulah Baptist Institutional Church, his ancestral Church home, and for various non-profits that aid battered and abused single parents obtain shelter, a refuge from domestic violence, and education grants.

In 2021, Will was selected to attend the illustrious Tampa Bay Organization of Black Affairs (TOBA) Leadership Institute, where his eyes were truly opened to the wealth of opportunities the city he has always loved has to offer. He is honored to have been selected as a Co-chair for TOBA’s heralded MLK breakfast. When Will isn’t diligently working to serve his clients or community, he enjoys reading various historical accounts, as he is painfully aware of how cyclical history is and immerses himself in as much history as possible to forge a solution for a brighter tomorrow, not only for himself and his family but also for his community.

KEYNOTE SPEAKER

Dr. Roslyn Clark Artis, JD, EdD., President and CEO, Benedict College

Dr. Roslyn Clark Artis, JD, EdD., is the first female President of Benedict College in Columbia, SC. Previously, Dr. Artis served as the 13th and first woman President of Florida Memorial University in Miami Gardens, Florida. Intentional, professional, and thoroughly committed to the proliferation and transformation of colleges and universities that serve underrepresented men and women of color, Dr. Artis’ leadership has been recognized locally and nationally.

In 2018, she was named “Female HBCU President of the Year” by HBCU Digest. In 2019, Dr. Artis was named to Diverse Issues in Higher Education’s “Top 35 Leading Women in Higher Education.” In 2020, Dr. Artis was named “President of the Year” by Higher Ed Dive for her leadership in navigating the unprecedented challenges of 2020.

Under Dr. Artis’ leadership, Benedict College was awarded the 2019 American Council on Education (ACE) Fidelity Investments Award for Institutional Transformation. The award recognizes institutions that have responded to higher education challenges in innovative and creative ways and achieved dramatic results in a short period of time. Benedict was also named 2019 HBCU of the Year by the HBCU Digest. Dr. Artis graduated from Vanderbilt University, earning a Doctorate in Higher Education Leadership and Policy. She also holds a Juris Doctorate from West Virginia University College of Law and her Bachelor of Arts degree in political science from sister HBCU, West Virginia State University. The consummate professional, Dr. Artis also holds a Certificate of Fundraising Management from Indiana University and a Certificate of Mastery in Prior Learning Assessment from DePaul University.

Dr. Artis is a Member of the Board of Directors for the American Council on Education (ACE) and the Southern Association of Colleges and Schools – Commission on Colleges (SACS-COC). She is the Chair of the Presidents’ Advisory Board for Title III Administrators, a member of the President’s Council for the NCAA (Division II); and is a member of the Educational Testing Service (ETS) Presidents’ Advisory Council. She also serves as an Advisory Board Member for the University of South Carolina’s National Resource Center for The First-Year Experience and Students in Transition and is a Board Member for the Forum on Education Abroad. She is Vice-Chair for the “Southern Regional Education Board (SREB) HBCU/MSI Collaboration,” and has been named an “Equity in Energy Ambassador” for the United States Department of Energy.

She previously served on the Education Advisory Committee to the Secretary of the Department of Homeland Security, Jeh Johnson, during the Obama Administration. Most recently, in 2021, President Artis was appointed to the National Advisory Committee on Institutional Quality and Integrity (NACIQI). NACIQI advises the U.S. Secretary of Education on matters concerning accreditation, the Secretary’s recognition process for accrediting agencies, and institutional eligibility for federal student aid through the Committee’s public meetings.

A prolific speaker, critical thinker, and fierce advocate for educational access, Dr. Artis is frequently engaged as a mentor, lecturer, and catalyst for strategic transformation. She is a widely respected innovator and thought leader on higher education issues, specifically as it relates to underserved and vulnerable populations, having published countless articles and editorials on topics related to higher education equity and inclusion as well as the complexities associated with leading minority-serving institutions. Artis is the founding Co-Chair for the Historically Black College and University Annual Sustainability Summit, which is in its 4th year. She has received more than 300 awards and recognitions locally and nationally for her work.
