The Asbestos (in) Industry What has asbestos meant for the development of industry: past, present and future?

Dr. Yvonne Waterman, of Waterman Legal Consultancy, specialises in (comparative) liability law relating to occupational accidents and diseases - in which she received a PhD from Erasmus University Rotterdam. Her particular interest in asbestos led her to found the European Asbestos Forum Foundation. The foundation strives to increase awareness, knowledge and networking across borders and between professional sectors; thereby preventing future asbestos victims, improving safety and eventually leading to internationally common asbestos legislation.

THE BREXIT & ENVIRONMENTAL POLICY EXPERT WEDNESDAY | 12.30 | KEYNOTE THEATRE 2 Matthew is Executive Director at the Environmental Industries Commission - with overall responsibility for leading the EIC and ensuring its effectiveness as the lead trade body for UK environmental businesses. A large part of his role involves bolstering lobbying efforts and driving the industry’s representation with government, regulators and the wider policy-making community. After graduating from the University of Cambridge with a BA (Hons) in history, Matthew spent 20 years working at the Confederation of

British Industry (CBI); holding positions as both Head of Energy and Environment, and Head of Transport and Planning. After his stint at CBI, Matthew became Director of Policy at the Environmental Services Association (ESA); where he was responsible for all ESA’s policy and lobbying work in the waste sector.

Brexit and the Politics of Environmental Regulation With the Brexit negotiations underway and the Grenfell Tower fire leading to a reassessment of regulatory strength across the built environment, the shape of the environmental regulatory landscape is more fluid than ever. Matthew will identify the main issues and trends that will affect future regulations and how these might impact on the contamination industry.

THE SPILL MODELLING MASTER WEDNESDAY | 13.15 | KEYNOTE THEATRE 2

With a masters degree in chemical engineering and PhD in environmental systems analysis, Dr Kleissen’s main area of expertise is the use of mathematical models from a data perspective, including: time-series analysis, model calibration, validation and application. He has also gained experience in environmental assessments related to aquatic issues, and hydrodynamic and water quality modelling (various dimensions) of marine, estuarine and freshwater systems (including groundwater). Dr Kleissen has specialised in the effects of intake/outfalls (power stations, desalination, sewage treatment), oil pollution modelling (fate of spilled oil) and risk assessment. He was instrumental in the development of the European guidance document on mixing zones.

PAGEOTECHNICAL’S GEOSYNTHETIC SPECIALIST THURSDAY | 11.45 KEYNOTE THEATRE 2

Spill Assessment and Operational Modelling Techniques Modelling plays an important role in assessing both the short-term and long-term effects of spills. This presentation will discuss what is needed to be able to use these models within assessments (i.e for planning/permits) and how they can be used for short-term operational forecasting. It will also address model setup/validation/ calibration/accuracy, data requirements and how these model systems can be used to deliver the information needed.

DEVELOPMENT OF APPS TO REPLACE OUTDATED PAPER SYSTEMS THURSDAY | 14.00 KEYNOTE THEATRE 2

Debbie is HSEQ manager at The Coleman Group, where she has worked for the last nine years. Her role involves the planning and completion of strategic projects to continually push best practice across the industries that the firm are involved in.

During her work, Debbie has headed the development of a safety application to replace the on-site paper hazard spotting system, Hazzapp; and EasiApp, an inspection application that launched in June 2015. In November 2016, both applications and their accompanying dashboard won a World Demolition Award under the safety category. She was also part of the renovation works on the Birmingham New Street Station from September 2009 to March 2015. Some of Debbie’s other current and previous projects include: Birmingham Gateway Project, Battersea Gasholders, St Marks Street Gas Holder, Selly Oak Hospital, and Birmingham Snow Hill.

Peter Atchison is a geosynthetic specialist with over 30 years’ experience in geomembrane and associated products. As a consultant he specialised in contaminated land issues and now runs a company providing technical and commercial consultancy support in applications of specialised materials and services aimed at the sector. He is involved in both standards setting and advice to the legislative process through involvement in a number of standards committees.

In this interesting seminar, Debbie evaluates how the development of applications has significantly increased the frequency and quality of both hazard spotting reports and site inspections, whilst reducing the administration time.

Peter Atchison is the chair of The Environmental Industries Commission (EIC) Contaminated Land Working Group; which has transformed the regulatory landscape of contaminated and brownfield land management across the UK.

A CONTRACTOR BEHIND THE SCENES WITH THE REGULATORS A chartered civil engineer, chartered mining engineer & chartered environmentalist, Marcus has over 30 years of experience in the industry.

Initially working in the opencast coal mining sector, but more recently in brownfield remediation and the construction and reclamation industries, his experience covers all areas of project development - from initial site appraisal through to site identification and selection, remediation and construction

design selection, management of site works, contact management and finally through to completion and site hand-over. Marcus is used to working on controversial and politicallysensitive developments, having promoted many such projects over many years.

The Avenue: A Contractor Behind the Scenes with the Regulators This presentation explains how the contractor on one of the UK’s largest remediation projects (the former Avenue coking works and chemical plant) was successful in building excellent relationships with a number of stakeholders; each with differing interests in the delivery of the project.

GRAHAM WARREN

NEW STANDARDS & QUALIFICATIONS IN THE ASBESTOS SECTOR THURSDAY | 13.15 | KEYNOTE THEATRE 2 Graham has been ACAD Manager since joining the association in 2013 and has worked in the asbestos industry for most of his working life after graduating from the University of Sheffield. His role reflects ACAD’s central aim of improving standards throughout the asbestos industry by continually developing ACAD, overseeing ACAD’s activities and representing membership views at all relevant HSE meetings. In the past two years, Graham has been instrumental in the creation of specialist apprenticeship programmes for the licensed asbestos sector; coordinated the joint industry review of the Licensed Contractors Guide HSG247; led ACAD as the sole organisation that supported HSE’s review of HSG210; and has consistently been a keen advocate of NVQ competence qualifications for all levels within the sector.

NVQ and CPD: The Future Shape of the Asbestos Sector The asbestos sector is all too familiar with the annual, generic refresher training and associated ‘tickets’, but the introduction of NVQ as the new minimum standard in the asbestos sector is set to change all of that. ACAD manager, Graham Warren, explores how the sector is moving to NVQ standards and CPD for professionals - creating a solid backbone to support the licensed sector into the future.

Tom Telford is an Account Director at Landmark Information and responsible for looking after the top environmental and engineering firms in the UK, dealing predominantly with flood risk and contaminated land. He has worked with Landmark for 10 years having moved from the conveyancing industry and has experience in both public and private sectors.

Piers Edgell is an Account Director within Landmark’s environmental business looking after the UK’s top multidisciplinary consultancies. Piers has been at Landmark for 16 years working across the UK’s environment, infrastructure and commercial property sectors on many of the UK’s largest infrastructure, redevelopment and investment schemes.

ASBESTOS REMOVAL RISK MANAGEMENT

Russell is a Technical Director within WSP’s Bristol office. A biotechnologist by training, after finishing a PhD on nuclear waste treatment Russell worked within the industrial research sector of the UK gas industry, before transferring to the consultancy sector 16 years ago. Although Russell has worked across a wide range of areas, he is best known for his knowledge of the manufactured gas industry and a range of successful innovation projects he has managed. Russell was recently appointed to a Professorship at the department of Civil and Environmental Engineering at the University of Strathclyde, in addition to his lectureship at the University of Manchester. Russell manages a variety of innovations projects in collaboration with these universities, which stretch from environmental applications of nanotechnology to research into environmental forensics.

Ultra-Resolution Analysis of Coal Tars – Implications for Risk Assessment and Source Apportionment Tars is a common contaminant found at former coking works, gasworks, brickworks and chemical works. Our research has shown that tars can have significantly different chemical compositions, reflected through the PAH content to some extent but much more through the composition of those other groups of compounds we don’t typically analyse, such as alkyl PAH and heterocycles This presentation will describe the depth of our work, its application to forensic source apportionment and how this information can be used to aid both the understanding of risks from coal tar and aid its remediation.

Stephen Sadley is the chief executive of the Asbestos Removal Contractors Association (ARCA). Stephen joined ARCA in 2000 as the association’s business development manager, becoming the general manager and then chief executive in 2008. Stephen has spent all his career in the asbestos management industry, which has included roles as an asbestos analyst /surveyor in the UK, asbestos project manager for the Mass Transit Railway Corporation (MTRC) in Hong Kong and asbestos manager for a UK demolition company. Stephen has built strong relationships across the industry, and as chief executive of ARCA is a member of The Asbestos Liaison Group (ALG) - a forum of key stakeholders that work together to promote good practice in the control of and work with asbestos. He also played a significant part in setting up the Asbestos Removal Management Institute (ARMI).

Asbestos Removal – Reassurance of Good Risk Management Clients have the legal responsibility to ensure they appoint competent contractors. Is the contractor a member of “an established professional institution or body” and “do these bodies have arrangements in place which provide some reassurance that health and safety is part of the route to membership of their profession”? [Guidance on CDM 2015 HSE ref 153]. Stephen will discuss the legal requirements and how ARCA provides a system of reassurance.

ESA’S HEAD OF REGULATION: HOW TO PREVENT WASTE CRIME

Preventing Waste Crime by Raising Awareness of ‘Duty of Care’

Sam is the head of regulation at the Environmental Services Association (ESA), the trade association representing the UK’s waste management and secondary resources industry.

Sam leads on a wide range of regulatory initiatives within ESA, including the sectors’ role in tackling waste crime. Sam is currently managing the ‘right Waste, right Place’ campaign to raise awareness of waste Duty of Care. His work also involves the analysis and interpretation of the commercial and operational implications of legislation

and regulatory guidance for the UK’s waste management industry. Sam maintains good relationships with all levels of government, regulators, ESA member companies, private and public bodies, and the media. Before joining ESA in 2001, Sam was a regulator with the Environment Agency.

Waste crime costs England over £600 million each year and causes significant damage to the environment and communities. This seminar will examine how stakeholders can collaborate to help tackle waste crime. Sam will focus on the importance of raising awareness and complying with the waste duty of care to cut off the supply of waste to criminals, as well as ensuring that businesses are not liable for their waste ending up in the wrong place.

A PRACTICAL APPROACH TO GROUND RISK MANAGEMENT THURSDAY | 14.45 KEYNOTE THEATRE 2 Tim is a geologist with thirty years’ experience involved in ground engineering. Since graduating from Sunderland Polytechnic the majority of Tim’s work has been in consultancy – from small specialist firms to managing teams of geotechnical and geo-environmental professionals in international firms such as Mott MacDonald and Capita Symonds. Tim has worked in all sectors – housing, education, highways, rail, nuclear, commercial, power renewables, water, waste and industrial. He has been responsible for the project management and technical direction of geotechnical designs and environmental site investigations; site appraisal and auditing; hazard and risk assessment; the remediation of contaminated land; EMS; shallow and deep foundation solutions; site drainage philosophies; SuDS; preliminary FRA; waste management; groundwater assessment and control; and the treatment of shallow mine workings throughout the UK. Tim is passionate about the ground, understanding it and communicating risk.

CL:AIRE – WHAT WE DO, WHAT WE’VE DONE AND WHAT’S NEXT WEDNESDAY | 15.30 | THEATRE 12

Nicola Harries is a project director at CL:AIRE and secretary of the Land Forum and the Professional Standards SubGroup which developed the National Quality Mark Scheme. She also performs secretariat duties for Sustainable Remediation Forum UK (SuRF-UK), SuRF - International and the Joint Industry Working Group for asbestos in soil and construction & demolition materials.

Nicholas manages the development of the Definition of Waste: Development Industry Code of Practice (DoW CoP) – a hugely successful, co-regulation approach to excavated soils reuse. Rob is a project director at CL:AIRE and manages a number of remediation technology demonstrations and research projects and production of technical publications.

CL:AIRE – What We Do, What We’ve Done and What’s Next CL:AIRE’s role and remit has expanded over the last 18 years. Nicholas, Nicola & Rob will present CL:AIRE’s recent work and future plans for its major initiatives and projects, including the Definition of Waste Code of Practice and Asbestos in Soils. The session will also showcase CL:AIRE’s plans for collaborating more with the industry to strengthen its role as the leading education provider for sustainable land management.

USING PERMEABLE LANDSCAPING MEMBRANE TO TACKLE INVASIVE WEEDS WEDNESDAY | 15.30 | KEYNOTE THEATRE 2

A Practical Approach to Ground Risk Management All projects have certain common issues relating to fitness-forpurpose, design and buildability. Alongside these issues are inherent uncertainties – all of which return generally to the issue of cost. Tim will look at the one area that collectively represents the greatest single uncertainty to the success and viability of the project; the area concerned with below-ground conditions - be that the physical condition and/or the chemical condition. The best solutions must address and resolve uncertainty holistically.

The Emergence of Highly Efficient Invasive Weed Control Membranes Gary will discuss how innovations in state-of-the-art invasive weed control membranes help to prevent the growth of invasive & aggressive weeds such as Japanese Knotweed and Hogweed while maintaining the natural bio-diversity of the soil in any alkaline or acidic conditions.

This seminar goes on to discuss the advantages of these developments in terms of data accuracy, sensitivity, more chemical information, tolerance to interference, as well as covering the uses of this technique e.g. Environmental Forensics for source / contamination matching.

THE APPLICATION OF TREATMENT TECHNOLOGIES IN THE REAL WORLD WEDNESDAY | 14.45 THEATRE 10 Andy will address the different types and scales of treatments and the pros and cons of their application, within a variety of different sites and scenarios. Appropriate case studies will be presented, covering a range of different technologies and the implications of their use in variable situations, whilst an insight into the effect of time and monetary constraints upon a specific technology will be presented. Andy is a Director of RAW Technology with 17 years’ experience in the environmental sector within both regulation, consultancy and acts as expert witness where causation or liability relating to environmental impact is disputed.

JAPANESE KNOTWEED & SCHEDULE 9 INVASIVE PLANTS PLR cover a wide ranging number of topics concerning invasive plants. Peter will focus on the issues arising from the highly invasive Japanese knotweed. He discusses the implications of Japanese knotweed; the initial identification, the best/most cost effective solutions and the legal requirements and responsibilities faced by land owners who have Japanese knotweed on their land, as well as possible government tax incentives to assist the land owner.

ENVIRONMENT AGENCY’S INVASIVE SPECIES SPECIALIST THURSDAY | 11.00 KEYNOTE THEATRE 2

Trevor Renals has over 20 years’ experience in Japanese knotweed management. He instigated the Cornwall Knotweed Forum in 1997, which became a precursor to the wide variety of local action groups currently engaged in invasive species management. Trevor wrote the Environment Agency Japanese knotweed code of practice and the current regulatory position statement on invasive plant management and disposal. He is a member of the GB Biological Control Steering Group as well as a variety of other national working groups concerned with invasive species management and biosecurity. He is currently the senior national technical advisor on invasive species for the Environment Agency. His role covers a broad range of invasive non-native plants and animals associated with aquatic and riparian freshwater and marine habitats.

Lessons from the Japanese Knotweed Invasion

The Department for Communities and Local Government have implemented secondary legislation for the development of Brownfield Registers and Permission in Principal for housing development. Michael’s presentation will take you through what the Town and Country Planning (Brownfield Land Register) Regulations 2017 and the Town and Country Planning (Permission in Principle) Order 2017 mean in practice and how you might benefit from engaging in the delivery of brownfield sites for housing across England and Wales.

An account of the 150 year history of Japanese knotweed how it spread and what has been done to address the invasion. What are the lessons we can derive from the knotweed invasion and what might the future hold for knotweed management in the UK?

The law requires clients to make suitable arrangements for managing a project, and maintaining and reviewing these arrangements throughout the project, thereby managing the health and safety risks from asbestos.This seminar will look at CAR 2012 and CDM 2015, and the roles of the client, analyst and removal contractor, in relation to effective communications to ensure the responsibilities of all parties are met.

INNOVATION IN SITE CHARACTERISATION TO REDUCE PROJECT RISKS AND LIFECYCLE COSTS Understanding the conceptual site model at contaminated sites is recognised as one of the key components of determining the success of a remediation project. This talk will provide an overview of some innovative approaches to site characterisation and illustrate how they can contribute to an improved understanding of the subsurface; leading to reduced project risks, lowered life cycle costs and ultimately more sustainable outcomes.

This triggers compliance requirements for: blood lead levels monitoring, training, personal air monitoring and PPE/RPE provision. Poor lead hazards awareness and shoddy understanding and application of CDM 2015 continue to perpetuate avoidable liabilities.

The use of mineral-based materials for the treatment of contaminated sites has been widely accepted as a remediation technology. Due to the difficulty and the expense of the soil remediation process, the call for applications being both effective and cost-effective are a priority.
