SEMINAR SNAPSHOT Standard 2-dimensional (2D) maps are a prevailing means for communicating the risk of flooding to the public. However, visualisation in 3D can capture detailed terrain and urban microfeatures (such as buildings, bridges, alleyways, etc), but the datasets produced by these models can be enormous. This presentation will demonstrate how massively merged urban flooding data in 3D could allow better understanding of the risks and mitigation options.

Whether it is the wettest winter on record, or the highest level of rainfall recorded, we are confronted with constant reminders of the worsening picture of flooding in the UK. Grass roots communication with the public is vital to managing flood risk, and the Flood Advisory Service will cover this perspective in its seminar.

Professor Savic is the UK’s first professor of hydroinformatics, and has held this post at the University of Exeter since 2001. He is a founder and co-director of the Centre for Water Systems (www.ex.ac.uk/cws), in the College of Engineering Mathematics and Physical Sciences (CEMPS) at the University of Exeter, which is an internationally recognised group for excellence in water and environmental science research. His research interests cover the interdisciplinary field of hydroinformatics, which transcends traditional boundaries of water/ environmental sciences, informatics/ computer science (including artificial intelligence, data mining, and optimisation techniques), and environmental engineering. Professor Savic is elected Fellow of the Royal Academy of Engineering (UK), Member of the European Academy of Sciences, and Fellow of ICE, CIWEM, and IWA. He served as a head of engineering in CEMPS from 2010 until 2014, the chair of the IAHR/IWA/IAHS Joint Committee on Hydroinformatics (20122015), and first as an associate editor and then the editor-in-chief of the Journal of Hydroinformatics from 2007 until 2015.

SEMINAR SNAPSHOT Last year’s flooding shows how flood defences can be overtopped. Mary has always warned that flood defences only reduce the risk and don’t take it away entirely. She will talk about what individual home owners can do to reduce the impact flooding can have at individual property level, using case studies and examples of both resistance (trying to keep the water out) and resilience (minimising the damage if water does get in).

She is CEO of the ‘Know Your Flood Risk’ campaign, the chair of the Flood Protection Group for the Property Care Association, and a member of the Regional Flood and Coastal Committee for Anglian Northern. She also runs MD Associates, which specialises in flood risk awareness, mitigation, and recovery. She is regularly interviewed by TV and radio during a flood offering recovery advice and is also on the transition panel for Flood Re. Mary was awarded an OBE for services to the environment in the Queen’s Birthday Honours list in 2009. She was presented with an HonRICS, in recognition of her high profile standing up for the public interest regarding flooding, and she was given the ‘Voice of the Customer ‘award at the CII Public Interest Awards 2015. Mary was awarded with an honorary doctorate from the University of the West of England in July 2015 for outstanding national contribution to flood risk management.

THE USA’S LEADING AUTHORITY ON FLOODING WEDNESDAY | 11:45 | KEYNOTE THEATRE 1

SEMINAR SNAPSHOT Jerry will deliver a presentation of the United State Army Corps of Engineers NATIONAL Water Management programme with regional flooding operations highlights.

As the chief of the Water Resources Branch for the Fort Worth District, Jerry Cotter is one of the USA’s most distinguished figures in managing and developing the nation’s water resources, playing an influential role in the fight against flooding. Previously, Jerry served as chief of the water management section within the Water Resources Branch; the Branch manages and conducts investigations for 27 flood control reservoirs and levee systems and flood damage reduction projects within the Fort Worth District. Jerry is also the senior leader for national teams within USACE engaged in developing new and innovative tools to support the USACE water resources and water management missions. Jerry began his career with the US Army Corps of Engineers in 1980 as a hydraulic engineer within the Water Resources Branch. During his career, Jerry has worked on many studies as well as infrastructure projects for municipal, county, and federal governments across Texas and in Florida, including dam designs, drainage systems, water and waste water systems, and roadways.

ADAPTIVE PLANNING FOR EFFECTIVE FLOOD RISK MANAGEMENT UNDER UNCERTAINTY WEDNESDAY | 14:45 | KEYNOTE THEATRE 1 Prof. Zoran Kapelan is professor of water systems engineering and head of the Water and Environment Group at the University of Exeter. An IWA Fellow and a chartered member of CIWEM, Prof. Kapelan has over 27 years of experience in both academia and industry. His research interests include a wide range of topics in water engineering with particular focus on addressing issues related to urban water infrastructure management. His research work in this field resulted in a novel event recognition technology that is now used companywide in one of the largest UK water utilities.

Prof. Kapelan is associate editor of high impact international journals of Water Resources Research and ASCE Journal on water resources research and Management. He has over 300 technical publications and a patent.He completed a degree in Civil Engineering at the University of Belgrade in 1989 as the best student in his class; he subsequently obtained his PhD in Engineering at the University of Exeter in 2002.

BRENDAN MCCAFFERTY FLOOD RE

HOW FLOOD RE WORKS AND WHAT PEOPLE NEED TO KNOW WEDNESDAY | 15:30 KEYNOTE THEATRE 1

Brendan McCafferty is the CEO of Flood Re. His responsibilities include ensuring Flood Re is embraced by the insurance industry and achieves its key objective of enabling availability and affordability of flood insurance for households at risk of flooding. As part of this, Brendan has overall responsibility for the operation of Flood Re along with the ongoing relationship with senior members of the insurance industry and the financial regulators. He is directly accountable to Parliament for Flood Re’s statutory responsibilities. Brendan is a qualified accountant with 30 years’ industry experience within the insurance sector. He has worked for leading brands across the industry, including Aviva and RSA, and was formerly UK president of global insurance broker, Willis. He has strong reinsurance experience and has previously established new insurance operations and businesses, as well as leading large and complex transformational change programmes.

SEMINAR SNAPSHOT Brendan will lead this seminar which looks at how Flood Re works and what people need to know, and includes their plans for the future and their role in reducing the cost of flooding.

SEMINAR SNAPSHOT The existing, predominantly precautionary approaches used for the long-term management of flood risks are proving to be expensive yet not effective enough in dealing with future uncertainties such as climate change and urbanisation. A fundamentally different approach, based on the concept of flexible planning with optional adaptation pathways will be presented. This approach will be illustrated on the Thames Estuary case study demonstrating the associated multiple benefits.

Focusing on data virtualisation and open city datasets, multiagency workflow management and state-of-the-art analytics combined with the latest communications technology.

CONSERVE CONTINGENCY OPERATIONS FOR STRATEGIC INFRASTRUCTURE AND THE VULNERABLE Nick Chrissos has worked in the communications industry for more than 20 years, and is currently the head of innovation technology for Cisco in UK and Ireland; here, he’s responsible for all the collaborative research, running the Cisco CREATE team.

Current projects include tackling flooding in Scotland, transforming the traveling experience on trains, introducing a revolutionary IOT sensor security architecture, and creating the smartest of all the smart city demonstrators in the world. Previous roles in Cisco include being the CTO of collaboration in the UK and as head of unified communication technology in Europe.

APPLICATIONS OF 3D SCANNING SONAR TECHNOLOGIES FOR FLOOD ASSESSMENT AND MODELLING WEDNESDAY | 12:30 FLOOD TECH THEATRE 5 This session will showcase the very latest in 3D SoNAR technologies and their ability to provide high resolution visualisations of underwater structures and environments even hin turbid, fast flowing water. Tom will explore how the resultant point cloud data can be used to assess flood damage either as a complementary or replacement service to the traditional diver based inspection.

WEDNESDAY | 11:00 FLOOD TECH THEATRE 5 In this session, Rod will explain how the UK is a world leader in using social media for flood warning, and how it is being used by the Environment Agency and Natural Resources Wales to warn and inform people about flooding when it occurs. The session will also include live demonstrations of software, and an informal discussion on how social media could be used in the future.

ABOUT THE SPEAKER In 2012, Shoothill launched Flood Alerts on Facebook, the UK’s first live flood warning web-based map system which won the 2012 Guardian Innovation Awards. In 2014, Shoothill released GaugeMap, a live river level map with 3000 gauges linked to their own individual Twitter accounts. GaugeMap went on to win the inaugural Open Data Institute Award for Innovation in 2014.

NICK REYNARD CEH – (CENTRE FOR ECOLOGY & HYDROLOGY)

UK FLOODS PAST, PRESENT, AND FUTURE WEDNESDAY | 13:15 | THEATRE 3 Is the recent severe flooding experienced across the UK the new normal? Nick explains how science is answering this question, what we can learn from the historical record, and this knowledge is used to develop climate change and flooding guidelines for the Environment Agency. He’ll explain how hydrological modelling has progressed our ability to attribute changes in the climate to specific flood events and outlines what future rainfall changes means for the UK.

ABOUT THE SPEAKER Nick is the natural hazards science area lead for the Centre for Ecology & Hydrology and was a member of the Science and Engineering Panel of the Pitt Review of the summer floods of 2007.


SIMON CROWTHER

ABOUT THE SPEAKER The flooding of Simon’s house in 2007 kickstarted his interest in flooding, and through his pioneering work he’s since been awarded the prestigious Arkwright Engineering Scholarship and has gone on to represent the UK in the Stockholm World Water Week, courtesy of CIWEM. He dined with the King and Queen of Sweden and received a diploma from the Crown Princess Victoria, an experience only enjoyed by a limited number of individuals, from all over the world, each year. In 2012, Simon established Flood Protection Solutions Ltd. They are the sole UK distributor of the Water-Gate barrier, a versatile product that provides a cost efficient and effective method for preventing flood damage. Simon achieved a Civil Engineering degree at the University of Nottingham; his dissertation was on ‘The Effect of Rising Sea Levels on the UK’. Simon was a finalist in the Business Green Leaders Awards 2016.

EXPERIENCE: LESSONS IN RESILIENCE FROM REPEATEDLY FLOODED COMMUNITIES The seminar will share results from two research projects that have studied frequently flooded households and businesses in the UK. The EPSRC flood memory project studied the fragility and resilience of communities in relation to their flood experience and the Defra funded Supporting the Uptake of Low Cost Resilience project collected testimonials from households and businesses that have made their property resilient.

BRITISH SOCIETY FOR GEOMORPHOLOGY

IMPORTANCE OF GEOMORPHOLOGY IN UNDERSTANDING AND MANAGING FLOOD RISK THURSDAY | 12:30 | THEATRE 4 This seminar will use examples to highlight the importance that an understanding of geomorphology has in managing current and future flood risk and water quality. Examples will include (i) monitoring geomorphology on major rivers, e.g. the Mississippi to help predict flood risk (ii) showing how understanding geomorphological processes can aid successful river restoration to reduce flood risk (iii) showing how biota interact with river processes to affect water quality.

ABOUT THE SPEAKER ABOUT THE SPEAKER Dr Jessica Lamond BSc (Hons) MSc PhD is an associate professor in flood management within the Centre for Floods Communities and Resilience at the University of the West of England. She works on understanding structural and non-structural responses to flood risk in the built environment. Jessica has a background in decision science and has research interests around barriers and drivers to delivering integrated flood management including the long term financial and economic implications of flooding and insurance. Recent projects include work on the EPSRC FloodMemory and Blue-Green Cities projects and on projects on land use planning and climate adaptation in Nigeria for DFID. She is co-author of several books in the area of flood risk management including the World Bank handbook on integrated flood risk management.

Dr Ockleford is chair of Outreach for the British Society for Geomorphology, which involves improving the public understanding of geomorphology and its relevance to society as well as working closely with industry representatives to facilitate knowledge transfer between industry and academia. She is a lecturer in fluvial geomorphology at the University of Brighton, and her research interests are unsteady flows and the impacts these have on sediment transport through river systems. Her PhD at the University of Glasgow investigated the effects that prolonged periods of low flow have on riverbed stability. As a post-doctoral research fellow at Loughborough University, she worked on hydrograph impacts on gravel bed stability and structure, before working at the University of Hull on the morphological evolution of sand beds in response to differing hydrographs - this included some time spent on the Mississippi, monitoring bedform change to different flow periods.

Rhiannon Clancy has over 15 years’ experience communicating and engaging with public and businesses on behalf of public sector and private organisations. In her current role, Rhiannon is the national lead for flood risk management engagement. With her team, she provides strategic leadership and support to national and area Environment Agency FCRM teams as they engage with communities and partners to manage flood risk. For four years previously, Rhiannon delivered the national flood awareness campaign for the Environment Agency. Her achievements include: using behavioural insights to develop the flood awareness campaign; creating a new brand identity for flood risk; pioneering a partnership approach to communicating flood risk messages working with public and private organisations; and establishing the Environment Agency’s national incident management communications strategy.

How can we persuade people to accept their flood risk and more importantly encourage them to take action to manage that risk? This seminar will summarise the latest research into communicating and engaging the public at risk of flooding and explore techniques and approaches we can use to encourage flood action.

He is currently focussed on understanding and enhancing the skills and capabilities of staff working in flood and coastal risk management and maintaining a talent pipeline for emerging talent. The skills challenge in the civil engineering sector is well understood and often discussed. The Environment Agency, Brunel University London, and HR Wallingford are launching a suite of higher education courses in flood and coastal engineering in October. This seminar will outline the Environment Agency’s position on natural flood management. It will look at the potential of natural approaches (e.g. woodland management, flood plain storage) to help manage and reduce flood risk. Using some recent examples of natural flood management in action, it will look at what makes a successful scheme, as well as some of the challenges we still need to tackle.

Internal erosion of the finer grains in the granular filters in dams and flood embankments poses a significant risk to these structures. Recent research at Imperial College has used particle scale modelling to explain why some filters are more susceptible to this form of erosion than others.

ABOUT THE SPEAKER Dr Catherine O’Sullivan is a reader in particulate soil mechanics at Imperial College London. Originally from Ireland, prior to obtaining her PhD at the University of California at Berkeley, she worked on the design of levees in California. Since arriving at Imperial College in 2004, Dr. O’Sullivan has taught a post graduate course on seepage and consolidation. Catherine’s research focuses on improving understanding of soil mechanics at the particle scale. She has authored over 65 papers in international journals as well as a textbook on discrete element modelling. She delivered the 2015 British Geotechnical Association Géotechnique lecture. Her research has been funded by the Engineering and Physical Sciences Research Council, ARUP, and the Irish Research Council for Science Engineering and Technology.

Alex finds the interconnectedness of SuDS, NFM, and catchment sensitive farming particularly interesting and how an integrated catchment scale approach can deliver multiple benefits with limited compromise for all stakeholders. These measures may not in all cases deliver a complete flood management solution; however, their use, complemented with traditional protection measures or PLP, can cost effectively deliver an improved flood management scheme. ABOUT THE SPEAKERS Sergiu Jiduc is an explorer, environmental geoscientist, and mountaineer. Sergiu has lead over a dozen expeditions across four continents. His focus is on projects which tackle the great nexus of sustainability – food, water, energy. Sergiu has studied glacial lake outburst flooding in a number of mountain ranges, from The Andes as a National Geographic Young Explorer in 2012 to the Himalayas in 2013. Along with Oliver Forster, Sergiu founded and led the Karakoram Anomaly Project in 2015, which set out to quantify the threat of glacial lake outburst flooding in Shimshal Valley in Pakistan. Sergiu is currently developing the Arahant Project in Ladakh, which will use geothermal energy for hydroponic farming systems. Oliver Forster has taken part in a number of expeditions that has combined science with exploration and development in the Himalayas. In 2013, along with Sergiu, he studied the role of glacial lake outburst in flooding events in the Ladakh range of the Indian Himalaya, before turning his focus to the mighty Karakoram mountains of Pakistan in 2015.

THE USE OF PLASTIC GEOCELLULAR STRUCTURES IN FLOOD PREVENTION WEDNESDAY | 14:00 | THEATRE 2 Geocell modular plastic units have been used for storm water management throughout Europe since the ‘80s. They are used to form underground structures which manage storm water; either allowing it to infiltrate back into the surrounding ground or by attenuating it and then releasing a controlled rate into the existing drainage network. This presentation takes a closer look at geocells and how they can help manage flood risk as part of good SuDS design.

After graduating in Environmental Engineering from the University of Nottingham, he spent time working in consultancy before moving over to product sales and then latterly marketing. It’s been over 20 years since sustainable drainage systems were introduced to the UK. In that time we’ve seen increasingly damaging flood events – but have SuDS been accepted, and are they being installed to minimise the effects of these floods? How much do we really have to change our landscapes to manage surface water and stop flooding before it happens?

Kevin will provide technical advice and an overview on BSI’s role in supporting manufacturers of flood protection products, from standards to BSI Kitemark, and how BSI Kitemark gives manufacturers a point of differentiation whilst delivering quality and trust to the end user.

He has managed the BSI certification team for construction and has extensive experience as a laboratory manager. He now focuses on new opportunities for BSI across a range of certification activities and chairs a number of technical committees. Brian Back is a chartered engineer and Fellow of the IET, founder of Radio Data Networks Limited, industry spokesman and columnist, convenor of British Water’s Network Management Focus Group and long standing council member of the nonprofit radio communications trade association the LPRA. Brian has dedicated his career to the design and deployment of resilient communication systems for the delivery of critical measurements and alarms from remote sensors distributed along the UK’s rail, river, and sewer networks, plus its coastlines.

Throughout Europe, ‘risk aversion’ or a ‘zero tolerance policy’ towards failure may have caused unnecessary disasters for people, the environment, and critical infrastructure. Previously, the safe choice were sand bags or doing nothing at all. Today, a variety of flood protection technologies has proven its worth and it’s now possible to ‘fight floods’ through the use of new technologies and clear action plans.

WE NEED A NATIONAL FLOOD BRIGADE WEDNESDAY | 12:30 | THEATRE 2 With flooding becoming more and more frequent, we should make more use of local volunteers. Local people know their area, where vulnerable people live, where it usually floods, which roads to avoid etc. People want to help. It’s just a case of getting organised, across the country. UK PLC needs their knowledge – and hands on deck – for a speedier response, using effective temporary flood protection from local depots.

ABOUT THE SPEAKER At times of disaster, the last thing you want is to suffer from communications failure. This seminar is designed to present the relative risks and merits of the various media available, covering aspects from cyber security right through to resilience in the face of disaster.

Britt works closely with the EA, councils, and critical infrastructure companies to help provide best practice using temporary flood barriers. She is also an avid promoter of a volunteer-based flood brigade concept and will explain more about this during her talk.

Are the current UK Standards for flood barriers high enough? Beth Healey, Director at Lakeside Flood Solutions, explains why they are not... Property owners are coming to terms with the fact that they must invest in flood protection and a ‘kitemarked’ flood barrier, having met the industry standard, ought to give them that peace of mind. But does it? Lakeside Flood Solutions have been established for 28 years in the UK door and security industry and pride themselves on their high product quality and installation services. Beth is a Director of the company and says that the criteria for achieving kitemarking for a flood barrier is set too low. We only recommend and install products of a high standard which we know will work; an ethical stance which, unfortunately, is not always dominant in the industry. Most notably, we want to help bring to light the extremely low British standard for flood barriers and the subsequent scandalous prevalence of sub-standard products in the industry. This is

evidently extremely concerning given the significant level of government funding being spent on flood protection. In summary, our key areas of concern which we strongly feel that the public need to be made urgently aware of are as follows: 1. The current UK standard is not good enough – the only certification, the British Standard’s Institute ‘Kitemark’, is only relevant for barriers up to 840mm H and allows for leakage in 3 places. The Kitemark should not be classified as a ‘standard’ to which all councils must adhere to. We can’t recommend the Kitemark as a reputable standard until it is improved 2. Evidence of the ‘Kitemark’ standard failing is shown in the Chew Magna recent case study in which, out of 69 homes which received Kitemark plastic barriers as part of a Government Grant of £325,000.00, when the area flooded in September 2012,

only 9 homes did not flood and in November 2012, only 4 homes did not flood. We feel it is, frankly, scandalous that the public have not been made aware of this study 3. The key reasons for the plastic barriers failing were that systems were not “user-friendly” and ultimately the “the property level protection did not provide the degree of protection that had been expected”. Essentially, the barriers are quite difficult to install; you literally need to get on your hands and knees to screw the barriers to the door frames. DEFRA states that home/business owners should be responsible for choosing their own products yet we have seen many public tenders to be either extremely directive to the point of exclusion, stating only Kitemark products can be used despite their irrelevance and failure, and, in one case, we have seen a tender to actually illegally state preference for one specific Kitemark product range over any other. We need to practice what DEFRA are preaching and leave home and business owners decide what’s best for themselves

4. In addition, it is concerning that the industry standard for flood protection is only being driven by a private institution, the British Standards Institute, rather than DEFRA or another public body. Surely it is DEFRA’s responsibility to lead and shape this industry?
