UK and France to form command centre to stop people smugglers British police will be deployed to Calais to form a command and control centre to prevent people smugglers. Home Secretary Theresa May made the announcement along with the French Minister of the Interior, Bernard Cazeneuve, on 20 August when she traveled to the French town. The deal will see UK officers work alongside French law enforcement, as well as Border Force personnel, to help alleviate the current migrant crisis. The move aims to disrupt organised criminals attempting to illegally smuggle

migrants into Northern France and across the channel, ensuring a collaborative approach between both countries. Additional measures in the new agreement will include: additional UK resources to secure the Eurotunnel, including fencing, CCTV, flood lighting and infrared detection; the deployment of extra French policing units; and a security audit to be carried out by specialist French and British police teams. RAF to extend Tornado strikes in Iraq RAF Tornado jets, that were scheduled to disband in March 2016, have been given another reprieve to continue air strikes of ISIL targets in Iraq until March 2017. The 12 (bomber) squadron is currently leading an air strike mission in northern Iraq and will continue to offer precision firepower, intelligence and surveillance to support Iraqi ground forces. Defence Secretary Michael Fallon said: “ISIL terrorists pose a threat the security of Iraq, Syria, the wider region and to the streets of Britain. It is therefore our duty to ensure that the UK continues to play its part to defeat this barbaric regime. “Our aircraft have flown thousands of missions and RAF Tornados have carried out hundreds of strikes, helping Iraqi forces push back ISIL from the Kurdish region and out of key towns such as Tikrit and Bayji. “We want to ensure we maintain this crucial operational tempo and so we will extend the lifetime of Number 12 Squadron for a further year to March 2017. New IT contracts to bring £1 billion of savings to MoD The Ministry of Defence (MoD) has signed two new IT and communications contracts that are expected to bring savings of £1 billion. A contract worth £933 million has been signed with the ATLAS Consortium, a collaborative team led by HP and including Fujitsu, Airbus Defence and Space and CGI, to provide a ‘new style of IT’ (NSoIT). An additional £550 million contract has been been awarded to Fujitsu to provide global connectivity services for the next five years. The NSoIT project has been established to renegotiate the MoD’s secure IT systems, delivering improved capability and increased savings. Along with the global connectivity project from Fujitsu, these new contracts aim to update the MoD’s IT system to utilise cloud computing and increased mobility for service personnel. Defence Secretary Michael Fallon said:

“We must keep pace with those who pose a threat to UK security, whether overt or cyber-based. The new contracts will enhance our fighting capability and make us more efficient in our work. “Alongside this enhanced capability we have managed to secure huge savings of £1bn over ten years. NATO allies agree on defence capacity building package for Iraq NATO allies have agreed on a defence capacity building package for Iraq to strengthen the country’s security and defence sector. The decision was made by the North Atlantic Council, at the request of Iraqi authorities, and aims to underscore NATO’s commitment to deepening its partnership with Iraq. As a part of the package, NATO will provide support in seven priority areas: advice on security sector reform; countering improvised explosive devices, explosive ordnance disposal and de-mining; civil military planning; cyber defence; military medicine and medical assistance; military training; and civil emergency planning. Government commits to two per cent of GDP defence spend The government has committed to spending two per cent of GDP on UK defence as Chancellor George Osborne delivered the first fully-Conservative Budget in the House of Commons since 1996. The Chancellor of the Exchequer also revealed how the defence budget is set to gain additional resources and how a Joint Security Fund, worth £1.5 billion a year by the end of Parliament is to be set up. In addition to this, Osborne announced that funding will be made available for a memorial to the victims of the Tunisia massacre that left 30 Britons dead at the end of June. Speaking in the House of Commons he said a memorial would be commissioned to commemorate those who lost their lives as victims of overseas terrorism. Osborne said: ”In the week of the poignant anniversary of the 7/7 attacks we should recognise too our victims of overseas terrorism have no permanent memorial. We will now find one, as well as a specific memorial to those murdered in Tunisia.” Prime Minister David Cameron said: “Those who lost their lives in Tunisia were

innocent victims of a brutal terrorist atrocity. It is right that we mark and commemorate them and others murdered by terrorists overseas, appropriately and support the loved ones they have left behind in every way we can.” READ MORE: tinyurl.com/nophtkn

Government announces £125 million contract for armoured vehicle sights The government has announced a £125 million contract with Glasgow based Thales UK to supply high tech sighting systems to the British Army’s next generation of armoured vehicles. The sights are to be used on the Scout Specialist Vehicles (SSV) and will be built at Thales UK’s optronics facility in Glasgow, securing 40 high skilled engineering and manufacturing jobs. The equipment will enable commanders to maintain a 360 degree view around the vehicles, including a wide area search and detect capability to automatically locate and track potential targets through their thermal signature. Defence Secretary Michael Fallon said: “These latest contracts on the Scout SV programme show that Defence spending benefits the whole of the UK, with investment boosting local economies and creating jobs nationwide, from Scotland to Wales. “This government has committed to increase defence spending each year for the rest of the decade, alongside a £160 billion Equipment Plan for our Armed Forces, which will give them the kit they need. UK to enhance military training in the Ukraine The UK will enhance military training in Ukraine, building on the existing programme of medical, infantry, logistics and tactical intelligence training. Defence Secretary Michael Fallon made the announcement while visiting the country, saying that training will see an increase in skills provided to include identifying mines and improvised explosive devices (IEDs), defensive operations urban environments, operational planning and engineering expertise. Fallon said: “Our training programme for the Ukrainian Armed Forces continues to be well-received and highly valued by troops and

commanders in the east of the country. Since March, 13 UK training teams have deployed across eight locations and we expect to have trained around 2,000 members of the Ukrainian Armed Forces by the end of the year. “By adding further much-needed skills and stepping up the pace of our programme we can provide more and better training, improving the resilience of Ukrainian forces and further reducing casualties resulting from the on-going conflict.” READ MORE: tinyurl.com/ohdyffs

Britain to double personnel in Far East war games Britain is set to double the number of Armed Forces personnel taking part in war games in the Far East, as Prime Minister David Cameron looks to rebuild British Military presence ‘east of Suez’. The exercises are run by the Five Powers, which is compromised of Britain, Australia, New Zealand, Malaysia and Singapore. Britain will increase participation from 100 personnel to 200 by 2021. Royal Marines, Navy divers, warfare planners, anti-mine experts, amphibious command and land command units will take part in an exercise in Malaysia next year, with RAF Typhoons taking part the following year. The increase is significant as Cameron has said he wants to assert a ‘broader footprint’, after the closure of all British military bases east of Suez as the British empire was wound down. NATO denies making war more likely in Europe NATO has defended the number of its staged military exercises as a response to ‘growing Russian aggression’, denying claims that it was encouraging the likelihood of a war in Europe. The NATO announcement came as a reaction to an assessment by the European Leadership Network which warned of a sharp increase in Russian and NATO activity since the start of conflict between Russian and Ukraine. Carmen Romero, NATO spokeswoman, said: “NATO military exercises are not, as the reports suggest, making war in Europe more likely. They are intended precisely to have the opposite effect: to enhance security and stability in Europe in response to growing Russian aggression. All NATO military activities are proportionate, defensive, and fully in line with our international commitments.” The report, ‘Preparing for the Worst: Are Russian and NATO Military Exercises Making War in Europe more Likely?’, profiled a Russian exercise in March involving 80,000 military personnel and a series of NATO ‘Allied Shield’ manoeuvres along the alliance’s eastern flank that involved 15,000 personnel from 19 member states and three partner states. The DSEI Strategic Conferences, which will take place at ExCeL on Monday 14 September and Tuesday 15 September, will provide opportunities for top industry professionals, academics and members of the military to discuss and debate these important topics. As is customary for Clarion Events, attendance will be complimentary for members of the military and accredited media. Admiral Zambellas will be giving the keynote address at ‘The First Sea Lord/ RUSI International Sea Power Conference’, which will provide an excellent conceptual component to the already strong maritime element of DSEI 2015. Recognising the unique opportunity for international engagement ahead of DSEI, the conference will provide a platform for exploring thinking from across the globe on the strategic responsibilities fulfilled by navies in the contemporary and future maritime environment. Brigadier Tim Hodgetts CBE, Medical Director at Defence Medical Services (DMS) will be the keynote speaker of the ‘Trauma Innovation’ strategic conference. Trauma Innovation will showcase cutting edge trauma developments. Designed in partnership with DMS, the agenda has three themes: Legacy of Conflict, Future Conflict, and Conflict Research. The ‘Future of Military Rotorcraft: 2030 and Beyond’ conference will examine the drive to develop military rotorcraft beyond their current traditionally limited operational capabilities. It will involve an in-depth discussion of the USA’s Future Vertical Lift (FVL) Programme. The United States’ Department of Defence is developing their next generation of vertical lift utility and attack rotorcraft that will offer, at a minimum, significantly increased speed and range. Major General Richard Felton, Commander, Joint Helicopter Command, will provide the keynote speech here. Air Marshal Paul Evans, Surgeon General of DMS will chair the ‘Ebola Learning Exploitation’ strategic conference which will be staged during the first day of DSEI, Tuesday 15 September. It will review the DSM’s role in the UK response to the 2014-15 Ebola outbreak in West Africa, particularly Sierra Leone. Jennifer Cole, Senior Research Fellow, Resilience & Emergency Management, Royal United Services Institute (RUSI) will give the keynote speech. THEMED ZONES At DSEI 2015, six themed zones will make it easier for visitors to meet exhibiting companies and view their associated products, either on their stand, in a static display or in a realistic demonstration scenario. These sessions will go some way to exploring some of the current most prevalent terror threats, how they manifest themselves in the present day and what governments are doing to mitigate the risk. UNMANNED SYSTEMS Following the award winning success of the inaugural Unmanned Zone, a series of stakeholders, including the Association for Unmanned Vehicle Systems International (AUVSI), have continued their support for 2015. The 2015 Unmanned Zone will host the complete spectrum of unmanned system designers and manufacturers for all applications and developments across all of the military and security sectors. MARITIME EXPANSION A popular highlight of DSEI is its line-up of international warships and the event’s organisers are working closely with various nations to provide more variety and higher numbers of visiting vessels this September. Currently, DSEI has secured eight ships which will include (subject to operational requirements): a Royal Navy Type 23 Frigate, Royal Navy River Class Offshore Patrol Vessel, Royal Navy Hunt Class MCMV, German Navy K 130 corvette FGD Ludwigshafen, Belgian Navy – 52 metre Coastal Patrol Vessel BNS Castor, an Indian Navy Frigate and VN. Partisan – Training vessel. This year’s event will also stage its most extensive waterborne demonstration programme and in depth scenarios,

MEDICAL INNOVATION The introduction of highly focussed combat training courses, combined with an increase in medical combat innovation over recent years, has led to a significant decrease in the number of preventable deaths occurring in modern conflict. These important developments, which continue to take place in military healthcare, will be highlighted within an expanded Medical Innovation Zone at DSEI 2015, reflecting the rising requirements of medical personnel within the armed forces. The Medical Innovation Zone will feature products and technologies with applications in humanitarian as well as military domains. The latest equipment from a diverse range of new exhibitors such as Exmed, Cellox, Laerdal, Military Medical Personnel, Philips Healthcare, Prometheus Medical and Ryozo will be on show. The Zone will host more demonstrations (twice daily), and seminars than previous years and has full support from the Defence Medical Services (DMS) and Joint Forces Command (JFC). the learnings from the Ebola outbreak, will be the subject of a high level Strategic Conference to be held in ExCeL London on Day One of DSEI – Tuesday 15 September. UNMANNED VEHICLE UNVEILING Estonian defence company Milrem will be unveiling the prototype of the first hybrid unmanned multi-mission tracked vehicle in the world at this year’s DSEI. The unmanned vehicle is intended to assist or take the place of humans in life-threatening situations such as war, crisis situations and high risk working environments, as well as places that are difficult to access. Compared to other unmanned ground vehicles (UGV) platforms, the innovation behind Milrem’s UGV lies in the track system, which houses all necessary 

Weighing 750kg with a payload of 500kg, the UGV can be used as a remote weapon station, remote observation and sensor vehicle, or transport platform for the wounded among other possibilities. The UGV can pass through any terrain imaginable, be it snow, sand or swamp. The vehicle will be developed to be operated remotely or autonomously. Kuldar Väärsi, CEO of Milrem, said: “Most of the unmanned solutions created so far are intended to perform one specific task, i.e. small bomb robots. The UGV concept that Milrem has developed is universal and will effectively supplement defence capabilities on a battalion level. Unmanned ground vehicles will be a big part of the modernisation of military capabilities in the next five to 10 years.” The UGV has been developed in cooperation with the Estonian Ministry Of Defence and the Estonian Defence Forces. Milrem is also cooperating with different universities and companies in Estonia, Latvia and Lithuania, including Tallinn University of Technology, University of Tartu, Estonian National Defence College and Lithuanian Center for Physical Sciences and Technology. FREELY CONFIGURABLE DRIVE The drive configuration includes servo-loop parameters, motor and sensor parameters, communication parameters and I/O configuration parameters. The configuration parameters can be stored into the drive’s non-volatile memory. The XtrapulsPac drive can be controlled: via the fieldbus (CANopen or EtherCAT); via the analog input (analog speed drive); via the PULSE and DIR inputs (stepper emulation); or via the digital I/Os (stand-alone positioner) according to the selected operation mode. To allow Infranor an even more flexible approach to servo-controller, servo-amplifier solutions, the company also has the XtraPulsCD1 servo-drive. XtrapulsCD1-a alldigital servo-modules are PWM servo-drives that provide speed control for AC sinusoidal motors (brushless) equipped with a position sensor. The XtrapulsCD1-a system is available as a stand-alone single-axis block, including all supplies as well as the mains filters, and is 230 VAC or 400/480 VAC mains operated. The XtrapulsCD1-a’s drive can be configured for the feedback of various position sensor types. The appropriate position sensor configuration is selectable by software and saved in the drive. With a resolver sensor feedback, the motor’s absolute position value over one revolution is available and the

servomotor can immediately be enabled after the drive power up. With a ‘SinCos tracks’ sensor that provides two analog Sin and Cos signals electrically compliant with the SinCos encoder signals and of a period equal to the motor pole pitch, the servomotor can be immediately enabled after the powering of the drive. Having an absolute single-turn SinCos encoder feedback (Heidenhain ERN 1085 or compliant), the servomotor can also be immediately enabled after the drive power-up. With an incremental encoder only, a motor phasing procedure must be executed at each drive power-up before the motor enabling. As it has an incremental encoder + Hall Effect Sensors (HES) feedback, the motor-phasing procedure is no more necessary and the servomotor can immediately be enabled after the drive power-up. With an absolute single-turn, multi-turn or linear encoder using the EnDat® or HIPERFACE communication protocols and fitted with incremental SinCos outputs, the servomotor can also be immediately enabled after the powering of the drive. The motor speed or torque input command is an analog voltage (± 10 V). The rotor position monitor is available as two channels A and B in quadrature, and one marker pulse per revolution. The resolution is programmable. All the values between 64 pulses per revolution (ppr) and 16,384 pulses per revolution can be programmed according to the motor speed limitation. All command parameters are programmable by means of a serial RS-232 link (or RS-422 optional) and saved in an EEPROM. The auto-phasing and auto-tuning functions allow the easy and quick commissioning of the drive. CAN and Profibus options of the XtraPulsCD1 are also available in both 230 VAC and 400/480 VAC mains supplies. L

Realtime Geolocation and Training) live fire testing and training systems. The new capability, delivered to the US Army Yuma Proving Ground, automatically provides one meter accurate, three dimensional geodetic scoring to any firing platform, detonating munitions in a predefined test or training area. Any number of indirect or direct fire platforms and targets can now be geolocated in areas up to several square kilometres. Until now, a major problem faced by bomb disposal experts was that robots designed to deal with larger bombs didn’t have the dexterity to deal with smaller ordinances in tight spaces - seen in situations like a pipe-bomb under a car - while smaller robots did not have sufficient range, putting operators in danger as they were forced to move closer to dangerous scenes. Reamda’s ‘Reacher’ robot has been developed to tackle these issues, combining the ability to travel long distances with the capability to access small hard to reach spaces. Managing director Padraig Roche said: “To get under a car a robot has to be under four inches high; the problem that creates is that the robot can’t even get over a curb, and as the antenna is so close to the ground, the range is poor. “The Reacher is the first robot in the industry to have a cargo-bay to store a smaller robot designed to get under a car to destroy pipe bombs and the like. The Reacher delivers the smaller robot to the site and the communications can be relayed to the operator through the larger machine.” The Reacher was developed after Reamda won the tender to supply the Irish army with a new state-of-the-art bomb disposal robot. Security integration goes viral The ever increasing integration of human, physical and electronic security measures is gathering pace, argues Chris Plimley, sales manager at Zaun, on the crest of a technological tidal wave, an ever-evolving terror threat, government demands and the day-to-day expectations of consumers I watched my wife doing our weekly food shop on her phone from the comfort of a coffee shop the other day and perversely thought how far security integration had come – and how far it may yet go in the next year or two. Her and consumers in general’s expectation that we should all be able to run our lives from a single personal electronic interface is one of the drivers of progress, as is the advancement of technology and the everevolving terrorist threat and government and legislators’ expectations flowing from that. Many advances in the areas of sensors, encryption and intelligent video tied to access control have been made as a direct result of requirements published by the US Department of Homeland Security. Meanwhile the UK’s Centre for the Protection of National Infrastructure (CPNI) held its first manufacturers’ training day a few months ago on a new Cyber Assurance of Physical Security Systems standard CPNI’s advice covers physical, personnel and cyber security and information assurance and how best to integrate these physical, human and electronic elements to maximum effect. UNIFYING SYSTEMS Rapid technological development and the increased adoption of internet-based services throughout business and society as a whole have also led to an increased expectation of and ability in unifying systems. So the security market now demands more joined-up physical security technology, with integration of security fencing and lighting, access control, PIDs and intruder alarms, CCTV and video analytics and guard patrols and security control rooms now commonplace. In the search for greater security control, enhanced employee safety and operational cost savings, some businesses have taken it further by integrating fire-fighting systems, building services controls such as lighting, air conditioning and lifts, and even business information systems and HR records. In such cases, the various facets work directly together to improve overall management of a facility and make it considerably simpler and more efficient. This has been facilitated through the development of systems and software that are capable of administering and simplifying the operator’s task of running

multiple functions from a single portal and with the advent of more standardised and open protocols and standards. But, for all of the fantastic fancy stuff that is now possible, we need to get back to basics and do only what is necessary and cost-effective. Which involves asking the time-honoured basic security questions: what asset base are we trying to protect – physical, human, intellectual and even reputational; what risks do or might they face of damage, theft or sabotage; and who or what might pose these risks and how might they carry out their threats? Only when we match the particular threat on the particular asset with the particular risk can we design the most effective mitigation solution – and then integrate pre-existing security measures with new to make it all work in tandem. If an alarm is triggered, video can automatically be sent to mobile phones, PDAs, laptops or other devices so that security can decide how best to respond. Integrated video and alarms systems can help immediately target security breaches so that any 24-hour onsite patrol can react quickly and prevent property loss, or worse. And access control systems can be programmed to lock certain areas of the facility to

confine any search for the perpetrator. Often a fire alarm is the first system to activate. In a modern integrated system this can alert a control room and if necessary escalate the warning automatically to the emergency services, letting them know who is on site before they arrive and even any special medical needs. CCTV CCTV can also be used to see if people are trapped or areas are potentially dangerous before emergency services arrive and without putting their lives at risk. In short, the greater the integration, the better able everyone is to build more effective security plans and architectures, respond more quickly and appropriately to security threats and breaches and ultimately protect people and property better than ever. 

The UK’s largest ever police operation passed off without major incident after parts of South Wales were locked down inside a ‘ring of steel’, reportedly the world’s biggest ever installation of temporary high security fencing Up to 9,000 police were deployed for the two-day NATO Conference at Newport’s Celtic Manor and key sites in Cardiff, surrounded by miles of steel fencing. Working for the police, integrated perimeter security specialist Zaun manufactured and installed the 13 kilometres of high security fencing around the hotel and conference centre, Cardiff Castle, Bute Park, Cardiff Bay and the Millennium Stadium to ensure the safety of delegates. More than 60 world leaders attended the summit, including Prime Minister David Cameron, German Chancellor Angela Merkel and Barack Obama, the first ever serving US President to visit Wales. It prompted the UK’s largest ever police operation involving 9,000 officers from 29 of the UK’s 43 police forces, with planning starting the moment the summit was first announced in October 2013. Two roads in Newport were closed for more than five days, while all footpaths crossing the Celtic Manor Resort were shut. “RING OF STEEL” A team of 30, including project managers, site managers and installers from UK security expert Zaun, with 35 articulated lorries of fencing, barriers and accessories put up the ‘ring of steel’, part of which ran alongside the M4 motorway at junction 24 and the A449. Zaun designed special sections of steel panels that were fixed to existing fencing horizontally then flipped upright and dropped into the Roath Basin at Cardiff Bay and next to the Millennium Bridge on the River Taff beneath the walls of Cardiff Castle. Minutes after world leaders left Cardiff Castle on Thursday night, Zaun’s team moved in and worked 24/7 to dismantle all the traffic management measures by 6.30am on Sunday morning for the 10k Cardiff road race and fun run. They then removed the remains of what had become a part of life in central Cardiff for weeks – and had been dubbed as Cardiff’s Berlin Wall and The Great Wall of Wales – to allow traffic and businesses to get back to normal on Monday morning. The summit generated its share of protests,

attack during the highest-profile and most sought-after events, such as Usain Bolt’s historic 100m gold medal triumph. They were protected by 7.5km of security fencing that extended into Lough Erne at the 2013 G8 summit in Enniskillen, which was previously the largest UK security operation with 8,300 officers and a cost of £60m. In 2013 the exhibition continued to extend its influence, with a notable increase in exhibitor and international visitor numbers. THE HISTORY OF MILIPOL From 1970 to 2013, international economies and security have been evolving very rapidly. The creation of Milipol replied to a growing demand for information and matchmaking in the field of internal security, before developing into the areas of civil defence and major risks. At the end of the 1970s, various French manufacturers

supplying police equipment were worried that they had limited commercial contacts at an international level. Contrary to the Aeronautics and Defence sectors, the Interior Security sector did not have a promotion and communications platform that matched its importance in France. As a result, the idea of organising a specific international exhibition took hold. EXPOL (Exposition Police), the first private initiative, showed the way. In 1984, the International Milipol Committee came into existence as an association whose goal was the promotion of security technology and equipment. That same year, the first international Milipol Show was organised in Paris as the principal information and publicrelations tool, open to professionals in the field of security, including manufacturers, end-users, buyers and exhibitors of all nationalities. The quasi-confidential field of police, civil and military security equipment, virtually unknown to the general public until that time, was thus brought to light. While the subsiding cold war still held centre stage, security services were already at work in the wings, fighting against such growing menaces as criminality, drugs, organised crime, terrorism, industrial and economic espionage. They expressed their latest requirements and needs for equipment, while investigating all the technologies available. The Milipol Show evolved within this climate of expectation and demand. It broadened out to include the field of security which encompasses 

Today’s naval navigation radars provide more capability than ever before… The modern naval navigation radar uses a fully coherent solid state transceiver with a multipurpose radar display and is able to provide the naval warship or patrol vessel with much more than just a navigation and collision avoidance capability. State-of-the-art Doppler navigation radars utilise the familiar rotating antenna technology, but the use of solid state transceivers in the system, like the Kelvin Hughes SharpEye, has improved the surface search capability of the navigation radar. By using Doppler processing, targets that would previously go undetected in sea and rain clutter, can now be picked out of the clutter due to the additional velocity information in the returns. This results in smaller targets, such as submarine periscopes, RHIBs and USVs being detected in conditions in which the older magnetron radars would have found detection impossible. This increased sensitivity to smaller returns also negates the need for helicopter secondary radars such as RRB. The ability of the coherent technology to pick out helicopters at ranges in excess of 20 nautical miles means that helicopter transponders are no longer required

when helicopters are controlled by vessels equipped with the more capable systems. Another advantage of pulse Doppler technology in the Naval environment is the reduced peak power of the transmissions. At 99 per cent less than the magnetron alternative, there is a much reduced probability of intercept (RPI). The enhanced performance is complemented by a significant improvement in reliability and maintainability. The reduced peak power requirements enables the design to be significantly more reliable with no routine maintenance and no ‘lifed’ items such as a magnetron. With a mean time between failure (MTBF) in excess

of 150,000 hours and simple modular design, the need for experienced radar technicians previously required with the older systems is removed. This can result in a significant saving in manpower and training costs. Kelvin Hughes provides the world’s navies and coastguards with surface search, navigation and helicopter control radars and pioneered the use of coherent pulse Doppler technologies for these roles. Over 25 navies now use SharpEye radars. In 1995, it acquired new dimensions of considerable importance. As it was now held under the patronage of the French Ministry of the Interior, the Milipol Paris Show became an official event, along the same lines as the international Eurosatory exhibitions for land armament, Euronaval for naval equipment and the Paris-Le Bourget Aeronautics-Aerospace Exhibition. The session closes with a case study on ‘Euro 2016 - Challenges and Responses’ by Patrick Aujogue of Keolis. Both of these will be addressed in French. CYBER SECURITY The Cyber Security conference will also be delivered in a mixture of French and English. Opening with a keynote by Guillaume Poupard of Anssi (National Security Agency Information Systems), the first panel debate will be on ‘Cyber Warfare, Cyber Defence and Corporate Interests’. The panelists include Jean-Yves Latournerie of the French Ministry of Interior, Alain Julliet, President of CDSE (Corporate Club Safety Managers) and Researcher at the French Institut of Geopolitics Kevin Limonier. This is immediately followed by an English panel debate chaired by Frederick Douzet, Chairwoman of the Castex Chair of Cyber Strategy, Professor at the French Institute of Geopolitics at Paris 8 University. After studying Political Sciences at the Institute of Political Sciences of Grenoble and at Oxford Brookes University, Frédérick Douzet graduated with a degree from UC Berkeley’s Graduate School of Journalism. Specialist of the United States, she has received many awards for her publications concerning the region in Société de Géographie, the Académie des Sciences Morales et Politiques and in the Urban Affairs Association. She also has the support of the Lurcy Foundation. She is also an honorary member of the Institut Universitaire de France and was the recipient of a Fulbright scholarship. In 2014 she won the France-Berkley award. The Cyber Security section will conclude with a conference, hosted by Nicolas Arpagian of INHESJ (National Institute of Advanced Studies for Security and Justice), entitled ‘GAFAM or State, Who Do You Trust Most to Determine Your Identity?’. delivered entirely in French, consists of three panel debates on ‘The evolution of materials and equipment used in policing and crowd control’, ‘Textile and Innovation’ and ‘Research and development: standards, testing, quality control’. The last conference, ‘Major Risks - Emergency Management’, is delivered in English. The panel debate will be moderated by Emily Hough, editor in chief of Crisis Response. Emily launched Crisis Response Journal ten years ago. She was a founding member of City Security and Resilience Networks (CSARN), is Editor in Chief to the specialist non-profit International Aviation Fire Protection Association’s publication, and has edited and published various books within the emergency response, management and analysis sectors. The conference will be delivered by Carole Dautun, Risk and Crisis Department Manager at INHESJ, and will examine the shift ’Towards a Shared Culture of Risk and Crisis Management’. Leading light-to-medium military protected vehicle manufacturer, NIMR Automotive recently completed a programme of advanced testing with Millbrook to assess the mobility, capability, reliability and overall performance of its 4x4 and 6x6 base vehicles.

The trials, which saw the vehicles rigorously tested against comparable reference products, were completed in order to help evaluate and understand how they respond when pushed to the most extreme limits. Tests were carried out to the stringent ‘Battlefield Mission’ benchmark and saw the vehicles tested on virtually all on and off-road facilities at Millbrook. The wide range of test tracks within Millbrook’s secure perimeter takes vehicles over challenging obstacles, severe gradients,

rocky and rugged terrains, and through water. Test procedures included brake, acceleration and angle assessments, and were designed to take the vehicles beyond the environments for which they were intended. In this case the vehicles were developed for the harshest, hottest desert conditions, so to see how they would perform in very different climates, Millbrook engineers also tested them in a simulation of the coldest and wettest conditions. Once testing was completed, Millbrook provided impartial engineering guidance to NIMR. These conclusions were discussed in great detail to ensure full understanding and the implications of any future developments of the vehicles were explored. The startup challenge will reward the most innovative entrepreneurs providing cyber solutions in the Fight against Crime. The competition launched on 8 July and closes on 15 September. Following the challenge closure, a selected jury will choose five finalists, who will be officially announced on 20 October. Then, on 19 November, the third day of the exhibition, the five finalists will be given the opportunity to pitch a session each in front of the jury and public on the Milipol exhibition floor, before the winner is announced. The winner will be awarded with an allocation of €5,000, a stand at Milipol Paris 2017 and an interview by the Milipol Paris official press agency following the ceremony. To comply with the rules of the contest, the companies (exhibitor and non-exhibitor) must have already established one or more cyber solutions or services in the fight against crime and have at least two years of experience. This criteria enables the jury to select mature startups and to be concentrating on innovations already present on the market, rather than on the marketing aspects of the project. Competing companies must answer questions regarding their goals and motivations. Incorrectly submitted applications, off the subject projects, low innovative projects and projects representing a low market opportunity can be rejected.
