Grants help youth in and from government care get in the game
The Province is creating a new grant program to help children and youth during and after government care participate in sport, physical and cultural activities.
Young people in and from care face barriers that limit their participation in sport and other activities. Financial barriers such as sport registration fees or practical challenges like getting to and from practices can become obstacles. The Province is investing $3.6 million to give equal opportunities with the new RISE Grant Program. RISE stands for Resilient, Inspire, Strength and Engage. “All children and youth have the right to play and should be able to participate and grow through the benefits that sport and cultural programs have to offer,” said Melanie Mark, Minister of Tourism, Arts, Culture and Sport. “Sport is the great equalizer. It has the power to foster a strong sense of belonging while also building confidence and resilience in young people. The new RISE grants were created to open doors for young people in and from government care to increase their participation in sport, cultural and recreational programs. Our government is committed to seeing youth in and from care thriving, dreaming big, and shining in all aspects of their lives.” RISE seeks to enable and promote participation and connect young people to their communities and culture, creating a positive impact in their young lives. The program will provide direct financial support to approximately 350 young people per year for the next five years, helping them to play sports and participate in cultural activities.

ISPARC is a provincial organization established with the purpose of improving the health outcomes of Indigenous people by supporting and encouraging physically active individuals, families and communities. “The power of sport, cultural and recreational activity contribute to transformational and social change. It is the common thread across our diverse cultures that interconnects the physical, intellectual, emotional, cultural and spiritual facets of life,” said Rick Brant, CEO, ISPARC. “We are proud to be working with the B.C. government in the delivery of this new grant program. Making sport, cultural activities and recreation more accessible will advance our shared goals for a healthier future for Indigenous and non-Indigenous children and youth in and from care.”
Grants for as much as $1,000 annually will help individuals cover costs for registration, equipment and travel for sport, physical and cultural activi“This is such a win for Indigenous ties. This and other initiatives, such as the Provincial Tuition Waiver Program, which waives tuition fees for B.C. students who are former youth in care and attending public post-secondary institutions, also highlight government’s commitment to the Declaration on the Rights of Indigenous Peoples Act Action Plan and the Truth and Reconciliation Commission of Canada Calls to Action.

B.C. receives exemption to decriminalize possession of some illegal drugs for personal use British Columbia is taking a critical step toward reducing the shame and fear associated with substance use as the federal Minister of Mental Health and Addictions and Associate Minister of Health announced the granting of a three-year exemption under the Controlled Drugs and Substances Act (CDSA) to remove criminal penalties for people who possess a small amount of certain illicit substances for personal use. This exemption will be in effect from Jan. 31, 2023, to Jan. 31, 2026, throughout British Columbia. The Province will work with a broad range of partners to implement this policy change, including the federal government, health authorities, law enforcement, people with lived and living experience, Indigenous partners and community organizations to establish the public health and public safety indicators in order to monitor and evaluate the outcomes of this exemption in real time. “The shocking number of lives lost to the overdose crisis requires bold actions and significant policy change. I have thoroughly reviewed and carefully considered both the public health and public safety impacts of this request,” said Carolyn Bennett, federal Minister of Mental Health and Addictions and Associate Minister of Health. “Eliminating criminal penalties for those carrying small amounts of illicit drugs for personal use will reduce stigma and harm and provide another tool for British Columbia to end the overdose crisis.” This exemption is not legalization. These substances remain illegal, but adults who have 2.5 grams or less of the certain illicit substances for personal use will no longer be arrested, charged or have their drugs seized. Instead, police will offer information on available health and social

supports and will help with referrals when requested. “Substance use is a public health issue, not a criminal one,” said Sheila Malcolmson, B.C.’s Minister of Mental Health and Addictions. “By decriminalizing people who use drugs, we will break down the stigma that stops people from accessing lifesaving support and services.” Over the past five years, British Co-
lumbia and the federal government have been building a continuum of care for mental health and substance use for people throughout the province and Canada. Increasing access to harm-reduction programs, such as safe consumption sites, safer supply and naloxone have been essential in saving lives. Implementing this exemption and reducing stigma around drug use is a vital part of the work toward decreasing barriers to this critical system of care. “This exemption is a vital step to keeping people alive and help connect them with the health and social support they need,” said Dr. Bonnie Henry, B.C.’s provincial health officer. “By removing the fear and shame of drug use, we will be able to remove barriers that prevent people from accessing harm reduction services and treatment programs.” Together, the federal and provincial governments will work closely to evaluate and monitor the implementation of this exemption, to address any unintended consequences and to ensure that this exemption continues to be the right decision for the people of B.C.

WSO Shocked by Plight of Alpha College International Students The World Sikh Organization of Canada is deeply concerned by the plight of international students at Alpha College in Scarborough, Ontario. Hundreds of international students, including a large number of Sikh students from Punjab, have had their enrolments suspended by the College, despite having paid upwards of $15,000 in tuition. The College claims that it has insufficient resources to enroll the students this semester. The unreasonable actions of the College have had a severe impact on the lives of these students, both in India and Canada, including financial hardship and mental and emotional stress. Many of the affected students have been protesting daily outside Alpha College offices in Scarborough since May 18th, trying to draw attention to their predicament and demanding justice from the College.
to subsequently tell them that there is insufficient space. It is unclear what, if any solution, Alpha College is offering to students currently in India who have already paid their tuition fees. World Sikh Organization of Canada President Tejinder Singh Sidhu said today, “The situation facing international students at Alpha College is shocking. The College’s poor planning and focus only on profit has resulted in hundreds of international students being charged very high tuition fees only to be told that there is no space for them at the College.

The 5 best investments you can make in your backyard (NC) Make your backyard a welcome extension of your living space by investing in outdoor essentials. Here are five financially-savvy backyard tips to minimize costs in the long term and transform it into your favourite place to relax. 1. Find the privacy you need Adding a fence to your property not only offers privacy and security, it also increases the value of your home. The right fence depends on your budget and preferences. If privacy
and durability are important, pressure treated lumber is a great option. If you want a cost-effective and lowmaintenance alternative, consider vinyl, which won’t splinter or crack. 2. Get creative with landscaping Add character to your backyard by investing in landscaping and have fun choosing materials to bring your vision to life. Incorporate rock elements such as flagstone, pea gravel or river rock to compliment your flower beds or to frame your patio area. Choose drought-tolerant plants and flowers like yarrow, coneflower and agastache as a way to save money, conserve water and attract pollinators.
3. Set up a year-round outdoor dining space By investing in a fire pit or outdoor heater, you can use your patio on chilly summer evenings and even into the fall and winter. Frame your space with string or deck lights to add ambiance, and don’t forget a gazebo or umbrella so the rain can’t put a damper on your plans. 4. Build a deck designed to last
A good shed should be able to store everything you need. To start, think about the size of shed you need and where you want to position it. Choose quality materials to ensure it lasts for years and remember that you can adapt how you use the space as your needs change. For a stress-free build, try an easy-to-follow DIY shed kit which you can find in a variety of shapes, sizes and materials.
Get top value out of your deck by choosing a material that’s long-lasting and durable, so you can enjoy it year after year. Deckorators Voyage Composite Decking is one great option, since it’s made from a mineralbased composite that holds up against moisture and sun to withstand every season. It also offers excellent traction, making it perfect to use around Find out more about your backyard a pool or as a dock. options at homehardware.ca. 5. Stay organized with a shed

New provincial funding supports food security People experiencing food insecurity in B.C. will benefit from $2.35 million in new government funding to support community-based programs and research into emerging and urgent food needs. “We are committed to supporting food-security initiatives in B.C.,” said Nicholas Simons, Minister of Social Development and Poverty Reduction. “Communities with access to safe, nutritious and culturally appropriate food sources are more inclusive and better able to support the well-being of the individuals and families who live there.” Food Banks BC is receiving $955,000, with $825,000 dedicated to providing rapid access to food for people affected by emergency events, such as wildfires and floods. During 2021 and since the start of 2022, Food Banks BC has been working with diverse partners to get food to Lytton, Spuzzum, Boothroyd, Boston Bar, Hope, Merritt, Kamloops, Kelowna and Princeton when regular access was disrupted. In several cases, food was flown into communities when road access was cut off. Funds will be used to purchase and transport food and other supplies to food banks and community agencies throughout the province, including rural and remote communities.

Venus, the planet of peace, balance and harmony moves into your sign where it will remain until 29th May. For the moment it will help you to be more patient when it comes to waiting or dealing with hold ups. The right information may come your way, providing you with a new perspective on the decisions you can or should make.
Mercury, the planet of thought and communication has moved into your sign where it will remain until the 23rd May for the first time. It will return mid June to early July. For this reason don’t believe that decisions made now will be final. There will be something that changes in between time. Leave matters open for adjustment.
Getting away from it all and having some quiet time to yourself to think and consider, will do wonders. Taking a new direction with finances in some way might be a consideration you need to make. This doesn’t mean all activity will cease – the need to be involved with a group of people or friends remains. Balance it out more.
You need to contemplate things that need to be scaled down when it comes to your commitments, so that it brings a greater degree of balance to what you have to handle. It might take more than one go. Your priorities could go through quite a change encouraging you to focus on new goals in the long term. There is support.
You could either have more authority in a situation than you imagine or you could gain some recognition you didn’t expect. It might make you realise that you have more choices when it comes to the future than you believed. You may have been focussing too much on what others expect rather than where you want to head.
Someone else might start to become secretive. There might be an expectation that you take on more obligations. You should focus on being more freed up in the future rather than burdened. It is not all about them. This is why you need to be prepared to challenge anything you are not happy about. This can be done without argument.
You can find yourself busy with other people to late May. This can include a step up with social activity. If it is connected with work or business, some sort of change that will increase things could be the case. Expect it to develop in two stages though. The opportunity to get something much better organised is possible too.
Someone else could become demanding – there could also be some sort of underlying rebellion attached to it. You mustn’t allow this to unsettle normal routines you need to deal with. If you have to be firm with your words, so be it. You can try a gentler approach to begin with but if it doesn’t work, change tack.
An enjoyable conversation could start up with somebody else. You need to look at this as stage one. There will be more to the situation later. This could involve somebody you don’t know well or a person that you want to either make an agreement with or know their ideas more. Set out to streamline regular routines.
If you have been too busy of late to see to normal routines, especially at home, you have got the opportunity to remedy that this month. A large part might be working out areas that have been distracting you. Your desire to be able to enjoy yourself more can have a strong effect over taking things on without thinking them through.

planned. It might generate alternative ideas you have not previously considered. Making things more streamlined or simple could be part of it. This could lead to other decisions later on.
