Fraser Valley parents to benefit from new child care spaces

Families in the Fraser Valley will have access to almost 400 new licensed child care spaces as part of the Province’s ongoing commitment to increasing access to child care through the COVID-19 pandemic and beyond. “These new child-care spaces will be a wonderful resource for families as the Fraser Valley’s population continues to grow,” said Dan Coulter, MLA for Chilliwack. “We know that having accessible and available child care is a top priority for British Columbians, and that’s why it’s important that we’re seeing new spaces open up in communities across the province.” The Childcare BC New Spaces Fund is supporting six projects that will create a total of 380 new licensed child care spaces in Abbotsford, Chilliwack, Mission and Maple Ridge. These spaces are part of the fastest creation of child care spaces in B.C.’s history and were part of the September 2020 milestone that marked more than 20,000 new spaces funded throughout the province in just over two years. “These new child care spaces for families in the Fraser Valley are bringing us one step closer to delivering the quality, affordable and inclusive child care that all B.C. families deserve,” said Katrina Chen, Minister of State for Child Care. “Child care for families is key to B.C.’s economic recovery, and these new spaces will make it easier for parents, especially mothers who have been disproportionately impacted

by the pandemic, to return to work or school.” Families will be able to access new child care spaces in the following communities: Abbotsford – 143 spaces Chilliwack – 138 spaces Mission – 42 spaces Maple Ridge – 57 spaces “The district is very pleased to collaborate with the Province and Mission Association for Community Living in providing much needed preschool and after-school child care spaces in our community,” said Danny Plecas, acting mayor, District of Mission. “Time and time again, we hear the lack of spaces is a limiting factor in allowing parents to return to meaningful employment. This funding will be of great benefit to many families in Mission.” An additional 4,110 spaces, funded through the 2017 Budget Update and the Early Learning and Child Care agreement with the Government of Canada, takes the total number of new, licensed spaces funded in B.C. to more than 24,500 since July 2017.

International Mother Language Day

P

unjabi Language Education Association (PLEA) had a very successful virtual celebration of the 18 th International Mother Language Day on February 20. In view of the on-going COVID-19 Coronavirus pandemic it was a very different kind of celebration. It was great to have well- wishers of Punjabi language join us from various places including California, Toronto, Winnipeg, Calgary and Metro Vancouver etc. Well-known businessman and promoter of Punjabi language Barj Dhahan set the stage for the celebration by reciting a poem of prominent Punjabi writer/poet Dhani Ram Chatrak in Punjabi and English. PLEA’s own very versatile MC Kamaljit Kambo began the celebration by welcoming everyone .She then introduced Harman Pandher who gave a brief overview of the program Deepak Binning Foundation(DBF) has been a strong supporter of PLEA all along. It has provided a lot of funding for student scholarships not only to PLEA but also to UBC and Kwantlen Polytechnic University(KPU). DBF President and director of PLEA, Paul Binning welcomed the guests and gave a brief overview of DBF. Paul then introduced Steven Lewarne from KPU, a partner with DBF and PLEA to say a few words. As PLEA’s President it was an honour for me to give the attendees an update on PLEA’s activities during the past year and upcoming challenges. It is very encouraging to note that Punjabi classes are well under way in many elementary ,secondary and post-secondary institutions in Metro Vancouver. Also, a lot of work has been done in promoting Punjabi in the community. However, still, we have a lot more to do.The upcoming Census in May 2021 will provide all of us with an opportunity to promote selection of Punjabi as their mother tongue. Every resident of Canada on that date is entitled to that and must do so.

very inspiring poems and stories about the on-going farmers’ campaign on the outskirts of New Delhi against the Farm Laws. PLEA Vice President Sadhu Binning, who did an excellent job in organizing this get to-gether, also expressed strong support for the farmers’ cause . Speaking about the status of Punjabi in Canada, Sadhu mentioned that we need to continue our efforts in getting our mother tongue Punjabi its due place in Canada. He also assured the attendees that PLEA will continue its efforts in convincing Victoria to facilitate implementation of Punjabi language in BC schools. Special guest Navkiran Kaur Natt, student youth leader and editor of the Kisan Andolan’s newspaper Trolley News, gave a very inspirational account of the activities at the Singhu Border headquarters of the Farmers’ Protest. She emphasized that the farmers, labourers and their supporters are there for the long run. It is going to be a tough fight with the government but eventually the farmers will succeed in having these three Farm Laws repealed. Navkiran stressed that like so many other young people she is also very proud to be a part of this campaign since its beginning. She mentioned that though the protest on the outskirts of Delhi is only three months old, actually, in the Punjab it has been going on since August, 2020.

Navkiran stated that she is very impressed and pleased with the widespread support for the farmers’ protest not only from all over India but also from abroad. Property tax grant program streamlined for quicker service

Selina Robinson, Minister of Finance. says “With this change, we can provide all British Columbians a secure online application and access to services, such as phone-based support, while removing the need for them to go to their municipal office.”

Annual tax notices will continue to be sent by municipalities but will include a link to the Province’s online grant application. Homeowners should apply once they receive their property tax notice. If they have not yet applied for their 2020 grant, they can do so retroactively now at: https://gov.bc.ca/ homeownergrant

“For more than a year, local government and Ministry of Finance staff have been working together to ensure the smooth transition of this program to the provincial government,” said Brian Frenkel, president, Union of BC Municipalities. “This change will provide administrative improvements requested by local government and Prior to this change, local governments supports the implementation of the administered the program in munici- provincial housing plan.” palities and the Province administered the rural grant program. “In 2017, one of the government’s first initiatives was landmark legislation to put an end to big money in politics. We are continuing our work to make sure people are at the heart of decision-making,” said Josie Osborne, Minister of Municipal Affairs. “The changes we are proposing reflect the feedback we heard coming out of the 2018 local government elections, and they will make elections at the local government level more transparent and equitable for everyone.” When passed, this legislation will strengthen local election campaign financing rules and will more closely align the Local Elections Campaign Financing Act rules with those established for provincial elections in the Election Act, while continuing to account for the unique nature of local elections. These changes include:

The legislation responds to analysis and consultation following the 2018 local government general elections. Key stakeholders were also consulted, such as: Elections BC; the Union of British Columbia Municipalities (UBCM), which represents B.C.’s 189 local governments and the Islands Trust; First Nations that utilize the Local Elections Campaign Financing Act; and the B.C. School Trustees Association, which represents boards of education.

“These changes strengthen the rules governing local government election finance by increasing transparency,” said Brian Frenkel, president, UBCM. “Local governments endorsed a call for these changes in 2020, and we establishing a pre-campaign period appreciate the government’s response that increases the length of time elec- well in advance of the next local govtion advertising is regulated from 29 ernment general election.” days to 89 days; Changes will apply to all local eleclimiting sponsorship contributions to tions starting with the 2022 general $1,200 to match the provincial cam- local elections and any byelections paign contribution limit set in 2017; that follow, including elections for councillors, mayors, electoral area requiring elector organizations to directors and school trustees. Obesity, high blood pressure, diabetes; it could increase your risk for dementia (NC) Many of us live day to day with chronic health conditions such as diabetes and high blood pressure. We all know it’s important to manage these conditions as best we can to help prevent serious complications, such as heart disease or kidney failure. But what could come as a surprise is that people living with or those prone to these chronic health conditions are more at risk of developing dementia. A 2016 study across several developed countries found that individuals who are obese before the age of 65 years have a 41 per cent increased risk of developing dementia, and a 2017 study in the US showed that participants with midlife hypertension have a 57 per cent increased risk.

'Choli ke peeche', 'Ek do teen', 'Chane ke khet' put me to test : Madhuri

Actress Madhuri Dixit Nene says performances like Choli ke piche kya hai, Chane ke khet mein, Ke sera sera, Ek do teen and Tamma tamma put her to test."There are a lot of songs which were difficult for me. But the ones which really put me to test were performances like Choli ke piche kya hai, Chane ke khet mein, Ke sera sera, Ek do teen and Tamma tamma," Madhuri,

who is currently seen as judge in "Dance Deewane 3", said."While these were some of the most difficult songs that I danced on, they are also the most memorable ones," she added. Madhuri feels choreography in films has become more challenging. "Choreography in movies is definitely more challenging today. These days, dance involves a lot of leaps and there are several new techniques for lifts as well. The choreography these days has a lot of physical movements compared to before," she said. The actress pointed out that there were no stunts in dance before, but now if one wants to become an all-round dancer, one should be skilled in stunts, too. "It is definitely more challenging. The young kids who are six and seven also dance well at such a small age. I wonder what magic they will do later!" she said.

Audience not obligated to love you, you’ve to give them reasons: Janhvi Kapoor

Actor Janhvi Kapoor says she has made peace with scrutiny that comes with her job as her aim is to win the love of her audience.Kapoor, who made her debut with 2018 film “Dhadak”, became popular even before the release of the film for being the daugher of late Sridevi and producer Boney Kapoor but she also faced criticism for her privileged background. The actor said she will keep working hard to “win everyone”. “Scrutiny is part of the job, there’s little that can be done about it. I have signed up for it. You’re giving yourself to the people, asking for their love. But they’re not obligated to love you, you’ve to give them reasons to.“There’s no self pity or shame in that. I need to keep working to win everyone over. Sure, it’s seldom that

Working in action films is like doing an item song for me : John Abraham Actor John Abraham returns in a new action avatar in the gangster drama 'Mumbai Saga'. He says performing an action scene, to him, is like doing an item song, and adds that he likes working in mass-oriented films because the mass audience has shaped his career."For some actors, they love dancing. For me, action is my dance. It's like item song to me," said John. The trailer of Mumbai Saga has released, and going by the threeminute clip John will engage in heavy duty action in the Sanjay Gupta film, co-starring Emraan Hashmi, Suniel Shetty, Jackie Shroff, and Kajal Aggarwal. The film also features Prateik Babbar, Rohit Roy, Anjana Sukhani and Gulshan Grover. John portrays a gangster who aspires to rule Bombay while Emraan is cast as a cop who wants to kill John and win a prize money of Rs 10 crore. The film is set for a theatrical release on March 19. How does he manage to come up with a different kind of action in every film? "It's tough because I feel like my bones are breaking but I try to do different action in different films. This film has raw action. In this film, my character has a conflict with Emraan's

people win over everyone but I h a v e aspirations to reach that level. I am working hard and I hope I do get there,” she said.In the last three years, all her projects– from Dhadak, Zoya Akhtar’s short in Ghost Stories and last year’s Gunjan Saxena have seen Kapoor balancing between praise and specticism The 23-year-old actor is now up for another challenge, attempting comedy for the first time with Dinesh Vijan’s Roohi, scheduled to release in theatres on March 11.

If I miss a project, I believe there’s a greater plan : Nimrat Kaur

With Dasvi that also stars Abhishek Bachchan and Yami Gautam, Nimrat Kaur returns to a Hindi movie set after five years. It’s a shame we don’t see the actor — a delight on screen - in Hindi cinema more

often. “I didn’t realise it’s been five years. Time just flew by. After Airlift [2016], I did two international series and one here. It’s been a while since I faced a camera for a movie,” says Kaur. When we last spoke to her, she was filming Homeland in Casablanca. The actor shone in the final season of the Emmy Award-winning show as Pakistani agent Tasneem Qureshi. Have her standards been set high after the Claire Danes-led series, making her picky about roles? “My gaps

in work are unintentional. Sometimes, projects take far too long to come together. Shooting a long-format series like Homeland was a year-long assignment, from February to October 2019. The Test Case was also a long-term project. The stopgap arrangement is fast getting rectified by the sheer velocity of work. I am not picky, but experimental. The Test Case was an experiment; I did it when web shows weren’t booming [in India]. The desire is to be versatile.”

character. It's a gangster film and we are showing what has happened in reality."The action in Mumbai Saga is quite removed from his stunts in his other upcoming film, Attack, he noted. "In Attack, we are doing very different futuristic action. It's difficult but I enjoy this space," John informed. Talking to the media at the trailer launch of Mumbai Saga, John spoke of his slant at doing mass-oriented films. "I think you must do films that relate to the mass audience and not just a few people who are sitting in a fancy theatre. I saw what M a n y a Surve (his character in Shootout At Wadala) did for me and Sanjay (Gupta). So, this kind of films are relatable with a large section of the audience," he said.

Theatre was the reason I became an actor; it has its own charm : Sanya Malhotra

After having to stay away from theatres for a year, film aficionados heaved a sigh of relief after the government allowed cinema halls to open with 50 per cent occupancy. Egged by the outcome, several films announced their release dates and started working towards meeting it.But now, with the rise in Covid cases, the possibility of another lockdown looms large. Recently, ETimes got in touch with actress Sanya Malhotra to find out what she thought about visiting a theatre amidst the pandemic. Does she feel that people are still skeptical about going to the theatres? “I

recently went to a theatre to watch a film and I felt very safe. I am still hoping that people will go and take all the necessary precautions that they are supposed to (use masks, sanitise, wash hands regularly). Theatre ka mazza hi alag hai (the experience of watching a film in a theatre is unparalleled), I was so overwhelmed when I was sitting there after a year,” she gushes. The actress went on to add that OTT watching comes with comfort but also agreed that theatre has its own charm. “Theatre was the reason I became an actor; it has its own charm. I was so happy watching something on the big screen. Of course, OTT platforms provide you with a lot of comfort but a theatre experience has a different charm and experience altogether.” Ask her which film did she go to the theatres for and she reveals, “I watched ‘Ramprasad Ki Tehrvi’, Seema Pahwa ma’am’s film. It is an amazing film!”any differently.”

In September 2019, I made a tough decision to leave EPS so I could focus on research as well as expand on my community focused work. Prior to moving to BC, I also worked as a researcher with the University of Alberta. Overall, it has been a great experience of being born and raised in India, then moving to UK for education, and finally settling down in Canada. To put it simply, this whole journey has taught me a lot. The diverse skills that I have gained by living in three different worlds, each with its own challenges still help me in my everyday job and life. As much as I have learnt from education, I have learned even more from my personal experiences.

b. What challenges 3. How long have you been in BC did you face and over- and what are your first impressions? come? I moved to BC in March 2020. Although not an ideal situation to move PAGE 22

cities during the Covid-19 pandemic, I was fortunate to start my new position as a civilian Gang Prevention Coordinator with the Abbotsford Police Department (AbbyPD); a position that gave me an opportunity to begin work that I have always believed in. I found the community really welcoming here. I especially appreciate the collaborative culture I found here among all the stakeholders. 4. How do you plan to prevent gang violence in Abbotsford - especially in the south-Asian community? Well, we have to take a realistic approach to this complex issue. When someone joins a gang, it doesn’t happen overnight. It is very important not just for service providers but also for families to understand what actually leads a youth to join gangs. Through education we provide families knowledge and skill sets to recognize these risk factors as early as possible. Families are often the first ones to know what’s happening in their child’s life. But they might not know how to recognize these risk factors. So, its important for us to educate them on these. The risk factors that I am talking about here are life events or experiences that increase the likelihood of a young person getting involved in gang activities. A combination of individual, relationship, community, and societal factors contribute to the risk of gang violence.

In creating AbbyPD’s PATHWAYS program, I approached this from the lens of looking at all of these different risk factors. The PATHWAYS strategy prioritizes and addresses the unique factors and needs of the South Asian community and other emerging communities in Abbotsford. The program focuses on Community Engagement, Prevention, and early Intervention – so it has a multi-disciplinary approach where there is collaboration with families, community as well as stakeholders. One of the keys to PATHWAYS approach has been bringing cultural competency that isn’t just limited to language translation. At the center of this cultural competency is addressing the intersection of unique factors that our South-Asian community faces. When working with the South Asian youth, we are focusing signifiantly on working with the families in a culturally competent way. Among other things, this includes looking at the positive aspects of culture, family belief system, values and identity.

Minister of Finance. “These changes will help protect consumers and better co-ordinate oversight of B.C.’s financial services sector, including the real estate market. Moving to a single regulator is a significant step to help BCFSA continue to address fraudulent activities and build protections against money laundering.” In 2019, the Province announced that B.C. would be moving to a single regulator of financial services and real estate by bringing the responsibilities of the Real Estate Council of British Columbia and the Office of the Superintendent of Real Estate under BCFSA. The amendments will help create a single authority responsible for regulating real estate in B.C. to ensure a more co-ordinated

education and licensing for real estate professionals; establishing rules governing the conduct for real estate professionals; and investigation and discipline for licensed and unlicensed individuals. In addition, amendments to financial institutions legislation were introduced to empower the superintendent of financial institutions with most regulatory decision-making functions. This will enable BCFSA to operate more effectively as it acquires a new major set of responsibilities around real estate. These legislative changes will enable BCFSA to become the fully integrated financial services sector regulator later in 2021. PAGE 25

Something that has been forgotten related to money could come to light either on the receiving or owing side. You might also review an area in which you had planned to spend or invest money. It could be that your priorities are changing more than you anticipated and requires a rethink on where to spend money.

There is a need to review your level of commitment or responsibility, either in relation to what is manageable personally or because new opportunities arise. What can be favourable opportunities for growth can arise. To take full advantage, you need to ensure you are not or will not be too bogged down to manage effectively.

You could see so many avenues for the development of future goals that it becomes overwhelming. Initially, you need to take a serious look at anything you feel does not have much of a future or doesn’t really interest you to continue pursuing. Being able to enjoy what you do will be paramount and you should accept nothing less.

Someone else can be extremely secretive about their intentions. This could generate frustration in you, mainly because you will feel as though they want ultimate control. The more openly you state what you would like or expect, the more secretive and illusive they will become. You need to let time take its course.

A super busy time when it comes to other people. This could include exciting new people coming into your life. It might also represent changed attitudes for the better from someone else, though this might be something you need to make them aware that you expect. It is a good time to review commitments expected of you.

Tackle anything you suspect could cause some issues when it comes to putting future goals in place. This is an excellent time to establish new habits yourself both on the health and exercise side or with matters you need to deal with on a regular basis. You could surprise yourself with inventive ways to work around things.

Take every opportunity to create greater enjoyment in all that you do. There needs to be an element of practicality underneath it all but there will be ways to expand the lighter side. Part of this might be acknowledging the pressure somebody else places on you, which is more to their benefit than yours. Work at balancing this.

Whether you like it or not, some sort of completely new structure needs to be put in place in your life. This could involve home and family matters. You could feel others want to leave you with little choice and it might be this that you need to address, especially if it has been going on for a while. Set out to turn things around

You can be brimming with new ideas or perhaps find yourself in a situation where there is a lot of new information to take on board. If you are putting forward new ideas, you need to be mindful of then dealing with the details involved in turning them into a solid reality. Getting them accepted will be easy, doing the work, not so

This is a good time to come put new directions in place, involving finances. This can include working with other people either on a personal or business level. It could also mean tidying up past debt. You have to watch taking on too much of a risk. It is better to follow your natural tendencies towards being conservative.

The New Moon this week falls in your own sign along with a number of planet combinations generating the start of new cycles. You can have feelings you have not had in a long time that give you a sense of forward movement rather than having to wait or feeling stuck. Something from the past may need rethinking.

There is a huge amount going on behind the scenes and much of it can produce some good results in the future. At the moment, you are being encouraged to look at what you need to let go of in order to bring some newness to life. Part of this might be taking up an interest in something that involved you mentally in the past.
