icro credentials are a key part of a new initiative that will fast-track British Columbians to gain the education and skills they need for high-demand jobs.

A total investment of $4 million ($2 million from the Province and $2 million through the Canada-BC Workforce Development Agreement) has enabled 15 public postsecondary institutions to provide short-duration micro credentials for more than 2,000 British Columbians who need to reskill or upskill, so they can take advantage of opportunities in high-demand sectors. These will be especially helpful for those individuals whose employment has been impacted by COVID-19. “Today’s micro-credentials announcement is an important part of the Province’s economic recovery plan, where $47.5 million is being invested to help thousands of people upskill or reskill to find their place in the post COVID-19 economy,” said Janet Routledge, MLA for Burnaby North. “I’m so proud that Burnaby and communities across the province will benefit from these micro credentials, as people find opportunities to quickly put their new skills to work

for themselves, their families and their communities.” Micro credentials represent an opportunity for learners to access postsecondary education or to enhance their recognized education and skills. Many micro credentials will be credited or recognized as a launching pad toward completion of longer programs. Over time, micro credentials could become “stackable.” This means learners may have the opportunity to combine individual micro credentials to earn full credentials, such as certificates and diplomas. Because the training that leads to micro credentials is short in duration, learners who have family or work obligations can access training when it suits them, without the time and cost commitment of typical postsecondary education. The ministry sought proposals from B.C.’s public post-secondary institutions to develop and implement highdemand micro credentials. Twentyfour micro credentials were selected for development and initial offering prior to the end of March 2021. Micro credentials offered include courses related to essential workplace skills, CleanBC and climate action, technology and emerging economies, health and human services, and construction maintenance. This investment in micro credentials is part of StrongerBC: BC’s Economic Recovery Plan, helping thousands of people upskill or reskill and find their place in the post-COVID-19 economy. The plan outlines the steps government is taking to help people, businesses and communities recover and come out of COVID-19 stronger and better prepared to meet the challenges ahead. StrongerBC is part of B.C.’s $10-billion COVID-19 response, which protects people’s health and livelihoods, while supporting businesses and communities.

The BC Vaccine Card is the only acceptable proof of vaccination for British Columbians to enjoy certain businesses and recreational events safely. The transition period, which allowed people to present their paper record of immunization received at the time of their vaccination appointment, ended on Sept. 26. The BC Vaccine Card requirement is applied in certain discretionary settings, including most restaurants and indoor events, through provincial health officer orders. This requirement helps ensure that businesses can stay open and people can feel safe in these settings, while continuing to increase vaccinations throughout the province. People can get their BC Vaccine Card online at gov.bc.ca/vaccinecard and keep a digital copy on their mobile device by taking a screen shot or saving the digital copy to the device’s photo album or downloads folder, or they can

print a hard copy to present when entering designated businesses and events. Businesses can download the BC Vaccine Card Verifier App from the Google Play and Apple App stores and use the app to verify customers’ BC Vaccine Card, or visually verify the person’s proof of vaccination. Governmentissued photo is required for those 19 and older.

Two Abbotsford students deliver 72 care packages to help less fortunate and vulnerable youth Abbotsford Smile Foundation started by Jason Kailey and Amitoj Dhillon A new student-led non-profit organization in Abbotsford recently completed its first project, delivering 72 care packages to organizations helping the less fortunate and vulnerable youth in the community. The Abbotsford Smile Foundation was founded at the end of 2020 by Amitoj Dhillon and Jason Kailey, as there were not as many volunteering opportunities due to the pandemic. Their goal is to assist those in need and to be involved in the community at a local level.

“The pandemic has affected us all, and we wanted to help those in need this year. This gave us an idea for the project we recently completed. It benefits students going back to school, Born and raised in Abbotsford, Dhil- as well as people facing homelessness,” Kailey said. “Being a volunteer has many benefits, and we also wanted to set a positive example for the youth in our community,” Dhillon said.

BCFED launches multilingual digital campaign for 10 days of paid sick leave (Unceded Squamish, Tsleil-Waututh and Musqueam territories — Vancouver, BC) The BCFED kicked off a digital campaign today to urge the government to opt for 10 days of employer-paid sick leave when it unveils the details of the permanent program later this fall. “Ten days of paid sick leave is what we need to ensure that workers don’t have to choose between going to work sick and paying their bills,” said BCFED President Laird Cronk. “It’s the baseline in most of the OECD, and the overwhelming preference among British Columbians. Public opinion research shows eight of every 10 people in the province support at least 10 sick days per year. And that support is consistent across ages, genders, regions and even partisan support.”

Literacy award celebrates B.C. group empowering immigrant women, children The Pacific Immigrant Resources Society (PIRS) is the recipient of B.C.’s 2021 Council of the Federation Literacy Award for its leadership and focus on creating inclusive literacy programs for refugee and immigrant women and children. “Literacy empowers people. It is crucial in all of our daily lives, enabling us to do things that most of us take for granted, such as reading a story to a child or applying online for a job,” said Josie Osborne, Minister of Municipal Affairs. “My heartfelt congratulations go to PIRS for its exemplary work in helping women and their families develop literacy skills, while building strong community connections to support their well-being.” Located in Vancouver, PIRS provides immigrant women and children who live anywhere in the Lower Mainland opportunities to access education and community services to help them participate fully in their communities. PIRS focuses on flexible and inclusive community-based English literacy and learning programs that respond to people’s individual needs and reduce barriers for women by providing programs with built-in child care services. “PIRS is honoured to be selected as the recipient of B.C.’s 2021 Council of the Federation Literacy Award,” said Kathy Price, board chair, PIRS. “Literacy has been central to PIRS’s work since its inception in 1975 and has proven to be a critical skill to both immigrant women and their children, especially as they establish a sense of meaningfulness and belonging in their new communities. British Columbians invited to help shape anti-racism data legislation British Columbians are encouraged to help shape B.C.’s anti-racism data legislation, so government can better identify existing gaps and create a more inclusive, equitable province. The public consultation will help inform government about how to collect data in a way that is reflective of the needs and experiences of Indigenous, Black and people of colour (IBPOC) communities.

PIRS demonstrates leadership through innovative partnerships. This includes its digital literacy program and teaching other service providers to apply trauma-informed perspectives and practices to help newcomers improve their overall sense of well-being. Through ongoing community outreach, conversations with learners and formal assessment, PIRS ensures its literacy programs remain responsive and relevant to the needs of participants. “Congratulations to PIRS on winning the 2021 Council of the Federation Literacy Award,” said Margaret Sutherland, executive director, Decoda Literacy Solutions. “It is exciting to see this low-barrier, culturally relevant and trauma-informed approach to developing English literacy skills honoured, as we know that people with stronger literacy skills are more likely to enjoy better health, have better job opportunities and be more engaged in their community.” Council of the Federation Literacy medallions and honorariums are awarded yearly to educators, volunteers, learners, community organizations and businesses in each of Canada’s provinces and territories on Sept. 8, International Literacy Day. “Systemic racism exists everywhere, including in government policies and programs, and we know that too many communities are facing barriers in their lives because of it,” said Rachna Singh, Parliamentary Secretary for Anti-Racism Initiatives. “This engagement will help shed more light on the experiences of people using government services in B.C., so that we can break down these barriers they’re facing, identify gaps and deliver better supports. It will also ensure that our approach to collecting data meets the needs of IBPOC communities and does not exacerbate existing systemic issues.” British Columbians are encouraged to share their stories and experiences to help illuminate recurring themes and issues. SenseMaker, an online tool, will be used to let users share and reflect on their own stories anonymously and in real time with researchers and policy makers. The public engagement will run until Nov. 30, 2021, and will be available in multiple languages here: https:// engage.gov.bc.ca/antiracism/data Alongside this public engagement, Singh will meet with IBPOC community groups for more targeted feedback in fall 2021. There will also be a focused effort to meet with IBPOC individuals who may have also experienced discrimination for other

reasons, such as their gender, sexual orientation, faith or ability. Based on feedback from people and communities, the Province is also making grants available to support these conversations. The grants will be open to eligible community organizations and groups wishing to host their own engagement sessions with their community members. “Black, Indigenous and racialized communities have been advocating for collection of disaggregated data for a long time, so we need to give

them resources and follow their lead,” Singh said. “It’s important that we hear from communities to get this right, so the data collected helps us fight racism and isn’t used to further perpetuate stereotypes and misconceptions.” Introducing anti-racism data legislation is part of the parliamentary secretary’s mandate provided by Premier John Horgan to tackle racism and make B.C. a more equitable, inclusive and welcoming place for everyone. This legislation, which is expected to be introduced in spring 2022, is essential to fighting systemic discrimination in the province and modernizing government policies and services, such as policing, health care and education. This new legislation will enable the consistent collection, use and disclosure of demographic data to identify the impact of systemic racism on groups and pave the way for crucial next steps to address racial inequity throughout the province.
