Immigration in 2022-Exploring Your Pathway to Permanent Residence.
I
n mid-February, the Immigration Levels Plan for 2022-2024 was released. The plan outlines a breakdown of targets for particular permanent residence programs in addition to the overall target of permanent residence year over year. As always, there is good news and bad news. Many are disappointed with what the plan outlines, however, it is important to keep in mind that immigration is a balancing act with numerous factors that come into play. It is equally as important to know that there are numerous pathways to obtain permanent residence in Canada and this is the year to explore and take advantage of those pathways. Canada welcomed 405,000 permanent residents in 2021. In October 2020, the overall target outlined for permanent residence in 2022 was 411,000. In the current Immigration Levels Plan released in February 2022, the target increased to 431,645, but the allocation of the numbers is what has significantly changed. PAGE 2
The Government made a strong push last year in accepting permanent residence applications from candidates in Canada under the Canadian Experience Class stream. In fact, the score needed for an invite under the Canadian Experience Class stream was uncharacteristically low compared to the previous years. In addition, in May 2021, the TR to PR pathway program was introduced wherein a little over 84,000 applications were accepted. In previous years the number of applications accepted was more or less within the target range for that year but this all changed last year creating substantive backlogs in processing files. A backlog big enough to fulfil the 2022 targets for the EconomicFederal High Skilled programs category without accepting any new applications in 2022.
ever, the Government of Canada has predicted a labour shortage and projected 5 million Canadians are set to retire by 2030. This is less than 10 years from now and it is very clear we need immigration in Canada for our economic future.
Although it is not clearly outlined, it seems there may be a push for rural and northern immigration pilots, Considering the new targets, things provincial nomination programs and/ are not looking good for new ap- or community-based immigration plicants that will fall solely in the versus purely human capital immigraFederal High Skilled category. How-
tion. Now more than ever, it is important to explore programs beyond the Federal High Skilled programs as that may be your best way forward for PR this coming year. S. Sonia Sidhu - Sonia is an immigration lawyer at Green and Spiegel LLP. If you would like to learn more about your pathway to permanent residence or assess your Canadian immigration options, please contact sonias@ gands.com to book a consultation.

Letter to the Editor By MP Parm Bains AS your Member of Parliament for StevestonRichmond East I am focused on the social and economic needs for the future of our community. Last week’s Budget 2022 gives us the tools we need to overcome the challenges facing our community, but also take advantage of opportunities to grow our economy. During the worst of the pandemic Canadians needed their government to step up for them when they needed their government most. As Canada emerges from the pandemic, Budget 2022: A Plan to Grow Our Economy and Make Life More Affordable is our plan to build a greener economy and ensure Canada remains an affordable place to live. As a lifelong resident of Richmond, I have seen family and friends move away from our community because they could not afford to buy a home. To stop young families and professionals from leaving Richmond, we are investing $4 billion over five years to launch a new Housing Accelerator Fund. The fund will be responsive to the needs and realities of cities and communities. It provides upfront funding for investments in municipal housing planning and delivery processes that will speed up housing development. We will also introduce a Multigenerational Home Renovation Tax Credit, which would provide up to $7,500 in support for constructing a secondary suite for a senior or an adult. We know that affordability issues are not limited to the housing market but include medical costs. In fact, in 2018 one in five Canadians avoided going to the dentist due to costs. This is why we are developing Canada’s first national dental care program with PAGE 14

B.C. businesses benefit from national intellectual property partnership Business owners and entrepreneurs in B.C. will have better access to intellectual property (IP) resources to protect and develop their ideas through a new partnership.
A new partnership between the Province, Innovation Asset Collective (IAC) and Innovate BC is part of a national IP strategy to help Canadian businesses maximize the potential of their ideas and products. These three organizations will work together to help companies leverage their IP strategy to scale up and compete, creating advantages that ben-
efit businesses in B.C. and throughout Canada. The Province, Innovate BC and IAC will provide business owners and entrepreneurs with IP education and resources, including hosting information sessions, education events and speaking opportunities. As the partnership is rolled out, Brenda Bailey, Parliamentary Secretary for Technology and Innovation, will be leading a new intellectual property strategy for B.C. This includes connecting with businesses and stakeholders to further develop knowledge and next steps. “As B.C.’s innovation economy continues to grow, so does the importance of supporting the development and retention of IP,” said Bailey. “It is the base on which growth is founded and is indispensable in an innovative and creative economy that supports the collective welfare of all British Columbians. IP policy matters and has important consequences. I very much look forward to consulting with our tech sector to inform our upcoming IP strategy.” The StrongerBC Economic Plan moves British Columbia forward by tackling the challenges of today while growing an economy that works for everyone. This long-term plan builds on B.C.’s strong economic recovery and works to address two longstanding challenges – inequality and climate change – by closing the skills gap, building resilient communities and helping businesses and people transition to clean-energy solutions. The plan sets two main goals of inclusive growth and clean growth, and puts forward six missions to keep B.C. on track.

PUNJ-AAB CULTURAL CLUB MISSION RAISES $571,000 FOR MISSION HOSPITAL CT SCANNER
pMj-afb klcrl klwb imÈn ny imÈn hspqfl sItI skYnr leI $571,000 jutfey
The lack of a CT scanner paired with a growing population was becoming a large issue in the Mission district. During 2019 and 2020, a total of 7,422 CT scans were performed for Mission residents at a hospital outside of their district. Residents of Mission and surrounding areas needing outpatient CT scans relied on regional hospitals across the Fraser Valley and Lower Mainland, while those needing inpatient care were transferred to Abbotsford Regional Hospital. With growing wait times to receive CT scans, local clubs and activists including Punj-Aab Cultural Club Mission stepped up to the challenge of getting a CT scanner at the Mission Hospital. On April 8th, Punj-Aab Cultural Club Mission led by Palwinder Kaler, Gurdeep Pandher, Samarpal Brar, Lakhi Lassoi, and Satti Grewal held a Vaisakhi Fundraiser Mela at Clarke Theatre which raised a total of $571,000 to go towards the scanner. The club raised $21,000 from ticket sales, and another $550,000 was donated by Sukh Grewal, a local businessman and philanthropist. MATH (Mission All About Healthcare) is another non profit organization based out of Mission that had already raised $424,000. The combined grand total raised by both organizations is enough to pay for the machine. Punj-Aab Cultural Club Mission thanks its sponsors and donors who made their event a great success.

COVID-19 LED TO A RISE IN LONELINESS & DEPRESSION IN OLDER ADULTS: REPORT
Rates of depression and loneliness have increased among older adults during the COVID-19 pandemic, prompting a need for more coordinated efforts to address the issue going forward, according to a new report on social isolation among older Canadians.
and intergenerational tensions, given the reduced opportunities for older adults to safely interact with younger generations. Effective interventions to reduce social isolation among older adults are needed
Programs should also be tailored to meet linguistic and cultural needs and delivered via a range of formats, such as in-person, virtual or over the phone, including support for those at risk of elder abuse. Interventions to reduce social isolation require ongoing collaboration, since they involve partnerships between a range of stakeholders from government to non-profit organizations, academic institutions and the private sector.
Researchers Laura Kadowaki and Andrew Wister from Simon Fraser University’s Gerontology Research Centre (GRC) prepared the report for the Federal/Provincial/Territorial Ministers Responsible for Seniors Forum. Survey data was collected from participants in the Canadian Longitudinal Study on Aging (CLSA), a national, long-term study following approximately 50,000 individuals from across Canada between the ages of 45 and 85 “There is a need for digital technolfor at least 20 years. ogy education and training programs Older women were most impacted, for older adults to address the existing with those aged 65 to 74 experiencing digital divide,” says Wister, GRC dia 67 per cent increase in loneliness and rector. “Participation in virtual group a rise in depression from 19 per cent fitness classes can help reduce social pre-pandemic (2011-2015) to 23 per isolation and help keep older adults cent in 2020. healthy. Adequate staff support and training is required for screening visitors, setting up technology for virtual visits and providing social activities for residents. B.C. Land Matching Program reaches new milestone The B.C. Land Matching Program (BCLMP) delivered by Young Agrarians has achieved more than 200 matches, bringing farmers and landholders together to strengthen the province’s food supply. “Congratulations to all the farmers and landholders who are a part of this amazing milestone for the B.C. Land Matching Program, and thank you for providing fresh, nutritious food for our communities,” said Lana Popham, Minister of Agriculture and Food. “Through this program, we are building resilient local food systems by putting more land back into production while also reducing barriers for new and young farmers so we can ensure a bright future for farming in B.C.” Popham went to Pendleton Farm in the Comox Valley to celebrate the program’s achievements and its contribution to supporting local food security and B.C.’s growing food economy. Local farmer Sarah Wilson is the operator of Pendleton Farm, a rotational vegetable market garden on 0.6 hectares (1.5 acres) of farmland in Merville in the Comox Valley. She was supported by a BCLMP land matcher to help develop her lease agreement with the landholders. Pendleton Farm’s produce is available through a community-supported agriculture program where people can buy fresh produce from the farm, at the on-site farm stand or the Comox Valley Farmers’ Market, and is also featured at local restaurants.

With an aging farming population and the number of farms declining annually, it is important that we invest now to ensure the next generation of farmers have the best chance possible to grow resilient future food systems for our communities.”
“As a new farmer starting a business, I didn’t have access to capital for purchasing land and I was lucky to connect with the landholders I now lease the property Pendleton Farm is on,” Wilson said. “Young Agrarians and the B.C. Cancer patients will now be able to access dalteparin, enoxaparin, and tinzaparin without needing to first have a trial of the blood thinner warfarin. Health Canada confirms that patients and health-care providers can have confidence that biosimilars are effective and safe for each of their authorized indications. Exceptions may be granted for new patients whose doctors determine they are medically unable to take the biosimilars. Exceptional coverage requests are reviewed by PharmaCare’s Special Authority branch on a case-by-case basis.

The Province also had a leading role in the national Generics 2.0 agreement to lower costs of the most commonly prescribed drugs, and participates in the pan-Canadian Pharmaceutical Alliance to negotiate for lower drug costs for all Canadians.
