Using data to tackle systemic racism

By Aman Singh, MLA for Richmond-Queensborough Recently, our government introduced Anti-Racism Data Legislation. I am honoured to work alongside my colleague, Parliamentary Secretary for Anti-Racism Rachna Singh, whose tireless work made this legislation possible. This legislation is the first of its kind in Canada, and was developed with extensive engagement with racialized communities, with more than 13,000 British Columbians taking part. Systemic racism and colonial biases have shaped the development and delivery of programs and services for generations, and this continues to hurt Indigenous Peoples and racialized people throughout B.C. We’ve heard from Indigenous, Black and people of colour that it can be hard to focus people’s attention on a problem when you don’t have specific information about systemic barriers and the data

get fair access to programs when they need them.

This data will also bring awareness to where racialized people are being disproportionately targeted by things like tickets and penalties, so that we can ensure these charges are being applied fairly and impartially. With this data, we can identify barriers and improve programs and services. For example, BC Housing has started working with communities to collect disaggregated demographic data to more accurately capture the diversity of people who are experiencing to show it. homelessness across the province. Poultry farm in Abbotsford tests positive for avian influenza The Canadian Food Inspection Agency (CFIA) has confirmed that a commercial poultry farm in Abbotsford has tested positive for the highly pathogenic H5N1 avian influenza virus, which is the first case on a farm in the Fraser Valley. The infected premises has been placed under quarantine by the CFIA, and B.C.’s Ministry of Agriculture and Food has notified producers within a 10-kilometre radius about the positive test results. Avian influenza is a federally regulated disease and the CFIA leads the investigation and response with provincial support for testing, mapping, surveillance and disposal.

The Ministry of Agriculture and Food continues to work closely with the CFIA and B.C. poultry producers to ensure enhanced prevention and

preparedness measures are in place to protect poultry flocks. The first confirmation of H5N1 in B.C. poultry was at a commercial producer in the Regional District of North Okanagan in mid-April. A general order requiring commercial poultry producers with 100 or more birds to keep birds indoors has been extended until June 13, 2022, and a general order requiring bird owners to not take their birds to co-mingling events has been extended until June 19, 2022. Seven small or backyard flocks have contracted the virus in Kelowna, Richmond, Armstrong and the central Kootenays. Wild birds have also tested positive for H5 strains of avian influenza in or near 100 Mile House, Bowen Island, Chilliwack, Kelowna, Metro Vancouver, Vanderhoof and Williams Lake.

B.C. seniors will benefit from age- BC Cancer launches lung-screening friendly grants program Communities in British Columbia are encouraged to support seniors so they can live active and independent lives as $500,000 in a new round of age-friendly grants are available for application. “B.C.’s population is growing, meaning there are also more seniors and our government is working to make sure older adults have access to the services and supports they need,” said Adrian Dix, Minister of Health. “Age-friendly grants help seniors remain independent and I hope Indigenous and local communities apply to the program.”

BC Cancer has launched a provincewide lung cancer screening program, providing access to eligible high-risk people at 36 sites throughout the province.

Lung screening is available provincewide through 36 sites across all health authorities using the existing computed tomography (CT) scanning capacity.

“BC Cancer’s clinicians and researchers are leading Canada with the launch of this innovative program that will save and improve the quality of people’s lives,” said Adrian Dix, Minister of Health. “Almost everyone across the province has been touched by cancer in some way. By screening eligible people for lung cancer, it can be detected earlier so people can get treatment earlier.”

Lung screening is best suited for those who are at high risk for lung cancer and who are not experiencing symptoms. Eligible participants may include those who are:

Patients who meet the above criteria are encouraged to call the Lung Screening Program at 1 877 717-5864 to complete a consultation and risk assessment to determine eligibility. Key benefits of a provincewide screening program: equitable access for eligible British Columbians; early detection resulting in improved survival rates; and consistent, high-level screening and prevention delivered via a centralized program. BC Cancer clinicians and researchers led by Dr. Stephen Lam, medical director of the BC Cancer Lung Screening Program, are leading the program’s implementation. “Lung cancer is the leading cause of cancer death in Canada and worldwide,” Lam said. “In B.C., seven people die of lung cancer every day. With 70% of all cases diagnosed at an advanced stage, the Lung Screening Program aims to change this trend by detecting the majority of lung cancers at an early stage when treatment is more effective.” The centralized program will determine who is eligible, communicate results to patients, provide a pathway to cancer care if required and provide information on smoking-cessation programs.

“Gang crime and violence have continued to negatively impact neighbourhoods across British Columbia. Blatant shootings in public areas have put communities at risk. Gangs in

British Columbia are profit-driven, opportunistic, and regionally mobile, making gang issue a regional problem. To break the steady flow of youth recruitment in gangs and prevent youth from going towards a negative path, Surrey Police Service (SPS) will place a higher emphasis on Prevention, Education, and Intervention strategies. SPS will continue to work closely with its external community stakeholders, other policing partners to raise gang awareness among youth and community members” said Sergeant Khosa.

New Report Finds Abbotsford Agriculture Industry is Responsible for $3.8 Billion in economic activity

T

he Abbotsford Chamber of Commerce, under academic guidance of the University of the Fraser Valley and the University of British Columbia, with financial support from the City of Abbotsford and TD sponsors, released its 2022 report, “Canada’s Agricultural Hub – An Economic Impact Analysis of Agriculture in Abbotsford.” The report found that Abbotsford is one of the most intensely farmed areas in North America and has the highest farm sales per hectare of any other City in Canada, directly contributing to the economy, creating jobs, and food security in the province and country. Today, Abbotsford agriculture is responsible for $3.83 billion in economic activity, up from $1.8 billion in 2008. As one of Paid Advertisement the primary employment drivers for the region, agriculture accounts for over

16,000 full-time jobs, equating to 23% of all jobs in the city. Agriculture has been the driving force behind growth and a stable, expanded local economy. Key Findings from the report include: Agriculture in Abbotsford supports $3.83 billion in economic activity vs $1.8 Billion in 2008 and over 16,000 Full Time Equivalent Jobs versus 11,000 in 2008. Today, Agriculture supports 23% of all jobs in Abbotsford compared to 20% in 2008. The ‘hub’ effect of Abbotsford has increased with 45% of its agribusiness activity driven by farms outside of the City versus 40% in 2008. Abbotsford relies more on Agriculture today to drive the economy and employ their citizens than it did 15 years ago.

The Reach Gallery Museum opens a new season of exhibitions this Friday, May 27th at 6:30 pm. The feature exhibition Game/Culture is an exciting exploration of sports, art, and society. In Game/Culture works by four prominent Canadian contemporary artists, examine the ways that sports and games have fundamentally shaped societal expectations of gender, sexuality, race, and ability.

And perhaps most critically, they both encourage certain kinds of behaviours in particular kinds of people.”

These ideas and more will be discussed at the opening reception in a short Q & A with exhibiting artists Lucas Morneau (NB), Nathalie Quagliotto (QC), Mallory Tolcher (ON), and Craig Willms (BC), moderated by Curator of Art & Visual Culture Adrienne Fast. Guests will have the opportunity to mingle and meet the artists and to engage with several of the participatory artworks in the exhibition! Works by the artists invite guests to shoot some hoops, throw a wiffleball, and go head-to-head in a mini-putt challenge.

The season of exhibitions also features the short documentary film The Queen of Basketball, from director Ben Proudfoot and executive producers Shaquille O’Neal and Steph Curry. This Academy Award winning film profiles the life of Lucia

“I remember hearing an old cliché growing up,” says Fast, “that artists go into the arts because they’re not good at sports, when in fact the worlds of sports and art have more in common than most people think. Both invite passionate, even obsessive, dedication. Both require rigorous practice to succeed in fields that can be tremendously competitive.

The exhibition is made possible, in part, by the generous support of Presenting Sponsor and leading Art, Sport and Entertainment Agency, Victory Creative Group as well as preeminent cultural basketball magazine, SLAM®. These sponsors consistently support progressive art and culture moments throughout Canada in the hopes of fostering creative conversation, celebrating diversity, and accelerating change. This summer The Reach will offer a wide range of events, programs and summer camps that connect with art and sports. Visit their website for more details.

Premier’s statement on Komagata Maru anniversary

Premier John Horgan has issued the following statement on the 108th anniversary of the Komagata Maru’s arrival in British Columbia:

The 376 Sikh, Muslim and Hindu passengers aboard were seeking a better life in Canada. Their arrival was met by hostility, prejudice and injustice.

“Canadian immigration officials refused to allow the travellers to disembark, confining them to the cramped quarters aboard ship for two months. Supplies of food, and even water, were restricted. Minister Fraser celebrates Citizenship Week The Honourable Sean Fraser, Minister of Immigration, Refugees and Citizenship, today issued the following statement to mark the start of Citizenship Week, which runs from May 23 to 29, 2022: “This year, we marked the 75th anniversary of the first Canadian Citizenship Act. The passage of the Act, which was later replaced with the Citizenship Act in 1977, was a monumental moment in Canadian history that shaped the identity we share today. In the days that followed, Canada held its first-ever citizenship ceremony, establishing a formalized rite of passage that millions of new Canadians have taken part in since. “Canada is known around the world as a country that respects and celebrates our differences. As we have grown, we have amended our Citizenship Act so that it reflects our values and promotes an inclusive society. Most recently, these amendments include broadening the interpretation of “citizenship by descent” to be more inclusive for families. They also include establishing a new Oath of Citizenship that recognizes the inherent and treaty rights of First Nations, Inuit and Métis peoples, and the obligation that all citizens have to uphold the treaties between the Crown and Indigenous nations. For some, it represents the achievement of a dream and the promise of a new life. For others, it is an innate and unbreakable bond to the beautiful country we call home. “For all of us, citizenship remains a commitment not only to Canada, but to our fellow Canadians. Whether volunteering for a community project, helping out a neighbour in need or welcoming newcomers to our country, I encourage all Canadians to look for ways to take part in building a strong, inclusive and prosperous Canada—this week and every week.”

Mars, your ruling planet will join beneficial Jupiter in your sign this week where it will remain until 5th July. This marks the beginning of a new 2 year personal cycle and this combination could certainly provide very beneficial opportunities, though you might have to watch being overly optimistic and taking on too much at once.

You have got the opportunity to rethink personal matters that may have first required your attention mid to late April. What needs to be let go could become very obvious now, so go that way. This won’t necessarily completely establish new directions you can follow – that will begin to take shape in early July, so prepare.

Greater clarity about what is important personally can emerge but you should be cautious of acting too quickly. There are things you need to carefully consider to mid June. Right now you have the chance to bring an end obligations expected that you feel do not suit your purposes. Handled slowly will result in success for you.

A lot more can be expected of you up to early July, particularly from any person who has authority. This does not mean you should not question this. What you have to guard against in the next couple of weeks is being too generous in regard to what you take on. Watch out for someone wanting to make things easier for themself.

You can become more fired up from now to early July about any long-term goals you have recently considered. This could involve letting go of obligations that somebody else has expected. Streamlining what you need to manage on a daily basis could be necessary as well as a big help in enabling you to reach your goals.

Commitments you had to deal with so far in May can now make you aware of how somebody else will put themself first. There may not be a lot you can do about this up to early July but you should certainly not allow it to increase and work on ways to eliminate it altogether. Stay focussed on your own future directions to mid June.

Things will get very active and busy when it comes to other people, particularly up to early July. It might be wise to consider bringing an end to any situation that puts too many demands on you for the benefit of others. You may have considered this from mid to late April but now the time has come to do something. Free yourself up.

You can find yourself with a lot more work to handle one way or another. The need to get better organised is now here. A good routine needs to be put into place from now to early July. If you have overindulged of late, paying better attention to your health and perhaps getting some exercise can pay off as well. Not a time to be lazy.

The more effort you have put into getting a good foundation in place since mid April, the greater will be your opportunity to enjoy yourself up to early July. This would be an excellent period to have a break. If you have been spending too much, now is the time to put better routines in place to get it under control. Be persistent.

Matters connected to home and family may require greater attention to early July. You might need to get a better routine in place. You will more than likely enjoy it and not find it difficult at all. That might be a different matter for family that don’t want to change or take on any new routines you see as necessary. Don’t be put off.

be the case, even if more money happens to come your way. You could begin to see your priorities from a different perspective. This could be associated with more practical information coming your way now.
