Overall, it is hard to fault the interior, the plastics, metal trim and other textiles are of the highest quality and fit and finish is uniformly good with excellent craftsmanship. From the available audiophile Burmester® sound system to the audio and touchpad navigation, the controls and function access is easy and intuitive to use. Nappa leather and the brushed stainless-steel trim abound to make drivers and occupants feel rather special.

Overall, the C-300 is a good compromise offering a more comfort orientated, opulent relaxed driving experience, rather than a rougher sport orientated dynamic. Not much to complain about, Its agile, but not a canyon carver and so look to the higher-powered AMG C43 and C63 models if you require more visceral thrills. But for those needing a high spec premium luxury sedan, look no further. Mercedes-Benz quality all the way.

Adrian Dix, Minister of Health, has issued the following statement on actions being taken by the federal government to protect Canadians from COVID-19:
“I welcome the action taken by the federal government to protect Canadians from COVID-19 by requiring passengers arriving on flights from China, Hong Kong and Macao to produce a recent negative COVID-19 test result.
“In addition, the Public Health Agency of Canada is implementing a pilot project with Vancouver International Airport on wastewater testing from aircraft to assess the COVID-19 prevalence from various regions around the world and monitor for novel variants of concern. This is an expansion of the project in place with Toronto Pearson International Airport.

More families in B.C. benefit from $10-a-day child care
More families in B.C. will save thousands of dollars per year as more than 1,375 child care spaces move into the $10 a Day ChildCareBC program in January.
These spaces will help reduce costs for families in British Columbia and further develop high-quality, affordable, accessible child care as a core service in B.C.
“Affordable child care can be lifechanging, and with these new $10-aday spaces, we continue our work to make life more affordable for families with more spaces converted in the next few weeks,” said Grace Lore, B.C.'s Minister of State for Child Care. “The recent child care savings and the $10 a Day ChildCareBC program are some of the ways we are making child care more affordable and allowing parents – especially mothers – to pursue opportunities and achieve financial independence and security, which benefits families, our communities and the economy as a whole.”
Spaces in the $10-a-day program reduce the average cost of child care from $1,000 a month for full-time, centrebased infant care to $200 a month for the same service, saving families an average of $800 a month per child.
“Our governments are making access to affordable, high-quality, flexible and inclusive child care a reality,” said Karina Gould, federal Minister of Families, Children and Social Development. “Through our transformative investments, we remain focused on making life more affordable for families and giving every child the best possible start in life.”
More spaces will be added during the coming weeks to meet the goal of 12,500 spaces by February 2023.
The $10-a-day program expansion represents further progress in partnership with the federal government under the Canada-British Columbia Canada-wide Early Learning and Child Care Agreement. To support the goal of ensuring access to high-quality, affordable and inclusive early learning and child care, the Government of Canada is contributing $3.2 billion for child care in B.C. through March 2026.
“I’m very excited for Discovery Daycare to start the $10-a-day program,” said Christy Colussi, parent at Discovery Childcare Centre in Prince Rupert. “As a parent, I have two children attending Discovery, so it saves us almost $1,000 per month. This will allow us to add to the children’s Registered Education Savings Plan (RESP) accounts, as well as help us travel to see our extended family in Ontario.”
The newly approved $10-a-day spaces are being offered at 35 child care centres throughout B.C., bringing the total $10 a Day spaces in B.C. to almost 12,000.
“I am so excited to have our day care accepted to be a $10-a-day centre,” said Lisa Pretulac, manager, Discovery Childcare Centre in Prince Rupert. “This has been a dream over much of my 30-year career that most of us thought would never happen. I’m proud to provide this for our families and see it as such a positive step toward a quality, sustainable system of child care for both families and child care professionals.”
In addition to these spaces, the Province, with federal funding support, is helping approximately 69,000 families with the cost of child care at centres that are not part of the $10-a-day program through child care fee reductions of as much as $900 per month per child. Fee reductions were introduced in 2018 through the Child Care Fee Reduction Initiative and were further enhanced on Dec. 1, 2022.
All types of licensed child care providers offering services to children five and younger were eligible to apply for the $10-a-day program, including non-profit, private, publicly run and Indigenous-led providers. Additional consideration is given to providers in communities that do not currently have a $10-a-day site and is based on population density.
Since 2018, the Province has invested $2.7 billion in the 10-year ChildCareBC plan to build a future where affordable, inclusive and quality child care is a core service that families can rely on.

Be a coupon clipper
There’s no shame in using coupons. In fact, they’re a great way to lower your bill every time you shop or treat yourself to a takeout meal. Look for coupons in the mail and your local newspapers or check out flyers for deals to stock up on staple items. Sign up for your favourite grocery chains’ loyalty programs to get bonus discounts or even free groceries.

New protections in place for homebuyers in B.C.
Homebuyers in B.C. now have better protection in the real estate market as the homebuyer protection period takes effect on Tuesday, Jan. 3, 2023.
Creating a mandatory three-businessday period to give homebuyers more time to secure financing or arrange home inspections is the first key action the Province is taking following the B.C. Financial Services Authority’s (BCFSA) report on improving consumer protection in the real estate market. The extra time will help buyers fully consider whether a purchase is right for them under any market conditions, including in the face of rising interest rates and any highpressure sales.
“Housing remains a top concern for people in B.C. and a top priority for this government,” said Katrine Conroy, Minister of Finance. “Buying a home is one of the biggest decisions of people’s lives. This is an important milestone as we lead the way in protecting people and strengthening public confidence in the real estate market.”
The homebuyer protection period, also referred to in the industry as the homebuyer recission period, includes a rescission or cancellation fee of 0.25% of the purchase price, or $250 for every $100,000, for those who cancel their contract to help ensure that all parties are taking the transaction seriously. For example, if the buyer exercises the right of rescission
tilts too far toward sellers. He sees the new rules as a way to protect buyers in high-pressure sales or future overheated markets.
“Lack of time for buyers to complete due diligence can exacerbate risk or be used to hide property defects that otherwise may have been discovered,” Spalteholz said. “Though the market has cooled dramatically in recent months, it’s good to proactively put buyer protections in place. The rescission period strikes a sensible balance between protecting buyers while the fee should protect sellers from frivolous invocation of it.”
As the Province’s financial services regulator, BCFSA has been educating real estate agents and other real estate licensees about their accountabilities around the homebuyer protection period since the legislative changes were announced in July 2022.
“Consumer protection is core to what BCFSA does,” said Blair Morrison, CEO of BCFSA and superintendent of real estate. “We’ve worked extensively with real estate licensees to get them ready for the introduction of this new protection in B.C. in 2023. We urge consumers with questions about the [homebuyer protection period] to speak directly to their real estate licensee.”
The Province is continuing to analyze the advice and consider potential effects of other measures recommended in BCFSA’s report. People can expect to see more BCFSA advice reflected in any next steps toward improving consumer protection in the months ahead.

The Food Delivery Service Fee Act was passed on Nov. 3, 2022, in response to delivery companies charging fees to restaurants as high as 30% of an order’s value during the pandemic. It followed a temporary cap put in place in December 2020, and extended in September and December 2021.

Donations Needed to Support Intense Need at Archway Food Bank
The Archway Food Bank has seen a 72% increase in the number of people facing food insecurity this year which is straining their resources.
After finalizing the year-end numbers, staff found that 9,108 individuals accessed food in 2022 compared to 5,302 individuals in 2021.
“Each year, we’re seeing an increasing need for food security programs,” said George Carter, an Archway Food Bank Supervisor. “This Christmas we had more than 1,100 households apply for support through our Christmas Bureau.”
Some households are sponsored through a matching program, but the majority receive holiday hampers, toys and gift cards directly from the Archway Food Bank.
“Thankfully we were able to support everyone who needed help this Christmas, but we’re worried about our ability to continue meeting the increased demand in 2023,” said Carter.
Each month, more than 3,500 individuals access the Archway Food Bank. They receive a monthly food hamper and some basic supplies like diapers, formula and feminine hygiene products as available.
“Not only does the need keep going up, grocery prices have gone up which means the donations don’t go as far as they used to,” said Carter.
The Archway Food Bank is supported primarily through donations by
individuals, organizations or local fundraising activities, with the majority of donations usually coming in December.

Improved processes will help renters, landlords
Renters and landlords in B.C. will soon benefit from more timely and efficient supports and services as government takes action to speed up and strengthen residential tenancy dispute resolution.
“Renters and landlords have been clear that the current residential tenancy dispute resolution process isn’t working fast enough to address their needs,” said Ravi Kahlon, Minister of Housing. “We hear you and we are taking action to speed up service and strengthen enforcement to address things like repeat or serious offences like illegal evictions, so renters and landlords can get the fair treatment and timely support they deserve.”
Government is increasing the Residential Tenancy Branch’s (RTB) operating budget and staffing by 40%, adding as many as 50 new full-time employees to cut waiting times and doubling the size of the Compliance and Enforcement Unit (CEU). The CEU was launched in 2019 to investigate complaints and take action
on repeat or serious residential tenancy offences, such as illegal evictions, and levy monetary penalties, if necessary.
As a result of the COVID-19 pandemic and overall demand from more people moving to B.C., the RTB has received a high volume of applications. Waiting times for dispute resolution remain long. This new investment of as much as $15.6 million over three years is a significant injection of new staff and resources to improve service delivery and speed up waiting times for hearings.
“As tenants grapple with the ongoing housing and eviction crises, it is essential that they can access and enforce their rights at the RTB,” said Robert Patterson, lawyer, Tenant Resource and Advisory Centre (TRAC). “This additional support for the RTB will mean that tenants whose landlords are ignoring the law can have their urgent concerns addressed sooner. TRAC hopes that adding
more staff will mean not only that tenants’ cases will be heard more quickly, but also that arbitrators will have the time and support they need to give well-reasoned decisions. We also applaud the government’s investment in the Compliance and Enforcement Unit, which has been an incredible resource for tenants, by preventing illegal evictions and taking meaningful action against bad-faith landlords.”
Doubling the size and increasing the capacity of the CEU will improve its ability to address serious issues and ensure people are getting fair treatment. It will also allow the CEU to intervene earlier and prevent the need for hearings in the first place, and also take on more cases, which will reduce matters that escalate into multiple requests to the RTB for arbitration.
“Not only will this new investment alleviate financial concerns for landlords by allowing them to solve rental disputes faster, but it will also ensure that their unit is available to provide housing to people in B.C. at a time when it’s needed most,” said David Hutniak, CEO, LandlordBC. “We are pleased to see this government take action to resolve a process they recognize isn’t working. We look forward to continuing to work alongside them to create better solutions for landlords and renters in our province.”
In addition to hiring more staff, the RTB will continue to revitalize its
dispute resolution processes to make those processes more user-focused and easier to navigate. This includes an increase in early intervention to resolve disputes without a hearing. The RTB is in the process of making enhancements to its online service portal, which has sped up the application process.
This funding builds on actions government has taken to better protect renters since 2017, including capping rent increases below inflation at 2% in 2023, banning illegal renovictions, launching Canada’s first provincewide rent bank, closing the fixed-term lease loophole, ending all strata rental-restriction bylaws and limiting age-restriction bylaws in strata housing with the exception of 55 and older.

New premier delivers action to expand housing supply
To help deliver more good homes for people, the Province is introducing new laws to build the homes people need, make it possible for homes that are vacant to be rented and remove discriminatory age and rental restrictions in stratas that hurt young families.
“B.C.’s housing crisis is stressing out and hurting people while it holds back our economy,” said Premier David Eby. “As a first step in my 100-day plan, we are making changes to deliver more homes for British Columbians, faster. We will work with municipalities to set housing targets and make sure the homes people need get built. For those searching for a home today, there’s good news. We’re making it possible for thousands of condos that are vacant to be rented out as soon as these new laws pass. For those worried about the future, we’re setting out a new way to co-ordinate the efforts of our cities and the Province to build the homes people need quickly.”
The first piece of legislation, the housing supply act, will help speed up housing development and increase supply by giving the Province the power to set housing targets in municipalities with the greatest need and highest projected growth. Targets will be based on information provided by and in consultation with municipalities. The new housing targets will encourage municipalities to address local barriers to construction so that housing can get built faster, including updating zoning bylaws and stream-
lining local development approval processes.
“I had a good job lined up and even I had a hard time finding a home,” said Omama Shoib, a health-care worker who moved from Alberta to Victoria. “We need more housing options across the board urgently. Some people aren’t as lucky as I was and have to turn down job opportunities or schooling because they can’t find suitable housing. I’m relieved the government is doing more to increase housing so people don’t have to give up on pursuing their goals just because they can’t find a place to live.”
The Province will monitor progress and work with municipalities to help address barriers to meeting housing targets and to support the increased community needs associated with targeted growth. The act enables compliance options as a last resort, should municipalities with the highest need struggle to create the conditions that are necessary to ensure housing gets built.
If passed, the housing supply act is scheduled to be brought into force in mid-2023. To support implementation, the Province will continue to help local governments speed up local approval processes through the continued implementation of the Development Approvals Process Review and work underway to accelerate provincial approvals.
In addition, the Province is making amendments to the Strata Property Act to end all strata rental-restriction
bylaws and to limit age-restriction bylaws so that the only permitted age restriction is to preserve and promote seniors’ housing through the “55 and over” rule in strata housing. Some buildings have “19+ only” age restrictions that mean couples starting a family have to plan to move out as soon as they become pregnant. Stratas will be able to appear at the Residential Tenancy Branch to evict problem tenants and recover costs of those appearances.
“There’s a lot of things on your mind when you are getting ready to start a family. It can be a very stressful time,” said Sarah Arnold, an expectant mother and condo owner in Victoria. “The last thing you need to think about when you’re preparing to welcome a newborn is finding a new place to live. These unjust age restrictions have hurt a lot of families, and I am pleased to see the Province is taking action to make sure no more couples have to uproot their lives and leave their homes if they decide to start a family.”
In areas where government has data through the Speculation and Vacancy Tax, there are approximately 2,900 empty condos that cannot be rented out because strata rules prevent them from renting out their condo, and gov-
ernment expects there are more empty units in strata buildings in other parts of the province. This amendment will enable owners to rent out these badly needed homes immediately. Government also expects that some owners in strata buildings would choose to rent out a room in their condo if they were given the opportunity to do so.
“Rules that prevent families with children from living in a home or prevent people from renting the unit they own are no longer acceptable in our current housing market,” said Murray Rankin, Attorney General and Minister Responsible for Housing. “These amendments will open up more rental and homeownership options for people at a time when they’re needed the most.”
If approved, the changes to the Strata Property Act would take effect immediately. Bylaws restricting shortterm rentals, such as AirBnBs, will continue to be allowed.
These actions are new steps to deliver homes in B.C., building on B.C.’s 10year, $7-billion Homes for B.C. plan.
Home Owner Grant to help people with property taxes in 2023
The Home Owner Grant will continue to cover 92% of residential properties in B.C. with the threshold set at $2.125 million for 2023.
The basic grant amounts remain the same as last year. The basic grant amount for homeowners in Metro Vancouver and the Fraser Valley and Capital Regional districts is as much as $570 and as much as $845 for homeowners 65 or older and veterans, as well as for people who have a disability or live with a relative who has a disability.
For homeowners in northern or rural areas (outside Metro Vancouver and the Fraser Valley and Capital Regional districts), the basic grant amount is as much as $770 or as much as $1,045 for homeowners 65 or older, veterans and for people who have a disability or live with a relative who has a disability. In 2022, the Home Owner Grant program provided additional relief to almost half a million seniors throughout the province and approximately 13,000 persons with a disability. More than one million applications to the program were approved.
The best time to apply for the Home Owner Grant is in May after people have received both their BC Assessment notice and their municipal or rural property tax notice. Assessment roll and jurisdiction numbers are needed to apply.
People are encouraged to check online for their application status, particularly as the deadline to pay property taxes nears, to ensure that they are not billed for any late-payment fees or penalties.
B.C. homeowners may also be eligible for B.C.’s Property Tax Deferment
program. It is a low-interest program for homeowners who meet criteria, including:
supporting a dependent child (Families with Children Program); 55 or older during the current year; a surviving spouse of any age; and a person with disabilities.
