Cost-of-living help on the way for B.C. families
Many B.C. families will see more money in their bank accounts starting Jan. 20, 2023, with the first of three enhanced BC Family Benefit payments.
The enhanced BC Family Benefit will provide families with moderate and low incomes, and children under 18, with more money in the first three months of 2023. The credit will provide as much as an additional $350 from January to March for a family with two children.
“With the rising cost of living due to global inflation and the day-today expenses that come with raising children, we know times are stressful,” said Katrine Conroy, Minister of Finance. “We’re here to help the parents who need it most with a little extra money to hopefully help take a bit of pressure off the family budget.”
Approximately 75% of B.C. families will receive the enhanced BC Family Benefit credit and approximately 84% of those families will receive
at least an additional $50 per month, per child. Eligibility is based on income and number of children. It is automatically determined when someone registers for the Canada Child Benefit, usually through their income tax return. Most families will receive the benefit as a direct deposit from the Canada Revenue Agency, alongside the federal Canada Child Benefit program.

Since fall 2022, the Province has provided approximately $2 billion in supports to help people with increased costs through the BC Affordability Credit, BC Family Benefit, support for back-to-school expenses, a one-time BC Hydro rebate and a cap to keep rent increases below the rate of inflation.

Interior wise the Signature model has a neat, well- detailed cabin that has a sporty theme. The slick looking black leather seats are offset by plenty of shiny chrome and metal trim. Cocoa Nappa leather-trimmed upholstery and Abachi wood-trimmed dash, front, and rear door panels. The controls are simple, the gauges clear and there is a seamless uncluttered look to the dash. The front seats are roomy with good ergonomics and range of adjustment. The new Mazda’s tech interface is nicely improved and quicker to use. The rear cabin is smallish, and seats two adults in comfort, but three will be a squeeze. The CX-5 has 30.9 cubic feet of space behind the rear seat with the second row of seats down and there’s a maximum of 59.6 cubic feet of space available with the second row folded.
On the road, the 2.5L engines twin sequential dual turbochargers ensure there is plenty of acceleration and a wide power band of usable torque, especially in the mid - range. There is a wonderfully linear, quick, and crisp acceleration with minimal turbo lag. Occupants are also well insulated from rough roads thanks to the improvements to the CX-5’s suspension reducing noise, vibration, and harshness. Then revised damping also increases comfort, but at the expense of agility. Mazda’s G-Vectoring Control system also adds refinement to the performance with sharpened handling adding some downforce on the front tires
during cornering, keeping understeer to a minimum. As mentioned earlier, all-wheel drive is now standard throughout and offers superb grip. By the way, traction control is standard along with Dynamics Stability Control. Not much to complain about, room in the CX-5 is about average in this segment, not quite as spacious as most of its competitors, and the six-speed automatic transmission errs more to performance than fuel economy.
Overall, the CX-5 is a competitive CUV and has a great interior luxury and offers excellent features. Well worth considering if you are in the market for a fun to drive, nice looking compact CUV that offers superb value for money. Highly recommended.

In 2020, the Province introduced changes to the Strata Property Act to help stratas better manage strata insurance costs, including enabling these regulatory changes.
Strata corporations in B.C. are required to have a contingency reserve fund (CRF) to pay for infrequent common expenses, such as maintenance work and emergencies. These new rules will increase the minimum amount that developers and strata corporations are required to contribute to a CRF, from 5% to at least 10% of the annual operating expenses every year. These changes will take effect on Nov. 1, 2023.
Developers are required to include a CRF contribution in a new building’s interim budget, which under these changes will need to be equal to at least 10% of the operating expenses. This will prevent developers from advertising unrealistically low strata fees to prospective buyers, and avoid unexpected increases in strata fees in the building’s first years. For the small number of strata corporations that need to contribute more funds to their CRF to meet the new minimums, this will reduce their risk of strata insurance claims and premium increases, and significant special levies on short notice.
The Province is also enacting changes to the Form B Information Certificate. A summary of the strata corporation’s insurance coverage must be included in the form, effective April 1, 2023. This will make it easier for prospective buyers and strata owners to know whether the property is adequately insured, and the amount of insurance individual owners need to purchase.

B.C. launches anti-racism action plan for K-12 students
Empowering students and educators to identify and take action against racism and discrimination in British Columbia schools is the aim of a new provincial K-12 Anti-Racism Action Plan launched on Monday, Jan. 23, 2023.
“We know that Indigenous, Black and people of colour may face inequity within the education system,” said Rachna Singh, Minister of Education and Child Care. “This action plan is a critical step forward for students, educators, staff and families as we all work to create school communities that feel welcoming and supportive for people of all backgrounds.”
The action plan will create change in B.C. schools by raising awareness and creating resources to improve the school experience for racialized students, staff and families so that everyone feels a strong sense of belonging. To facilitate this work, the Ministry of Education and Child Care will provide new training opportunities for all school staff to help them better understand their role in fostering antiracist school environments. The action plan will also empower students and staff to identify biases and address acts of racism or discrimination with new incident-response guidelines.
“For generations, Indigenous, Black and people of colour have worked to fit into a system that wasn’t necessarily built for them,” said Mable Elmore, Parliamentary Secretary for AntiRacism Initiatives. “The K-12 AntiRacism Action Plan will help students and educators alike learn how to build more inclusive and equitable learning environments, so more students have equal opportunities to succeed. This action plan is an important part of our work to decolonize our institutions and build a better B.C. for everyone.”
The action plan will support school districts in their commitment to antiracism initiatives in their school communities. Partnerships and sharing resources are key elements for school districts to learn from and support each other. In Kamloops-Thompson School District (SD73), for example, more than 100 students of diverse backgrounds are working with district staff to share their experiences and ideas to help develop a district-wide anti-racism plan.
“As a board of education, we are immensely honoured and grateful to learn from the lived perspectives of students who experience racism,” said Heather Grieve, board chair, Kamloops-Thompson School District. “It is only through their words that we can develop truly authentic action plans for inclusive, safe communities in our district.”
Surrey School District (SD36) is another school district working on anti-racism initiatives. In spring 2021, SD36 held listening circles across the district for school communities to gather and share their experiences with racism. This helped to identify gaps between the district’s values to be inclusive and the lived school experiences of the community will help guide the district as it works to address racial inequality in its schools.
“As a school district, we are committed to learning, growth and continuous improvement,” said Laurie Larsen, chair, Surrey Board of Education. “Our district has clear policies on creating safe and caring environments for our staff and students. But we also recognize that there is more work needed. Over the coming months, we’ll be sharing a five-year plan that outlines how our district will begin to strategically address racial equity to ensure that every student in our district receives a high-quality, culturally sustaining and socially just education.”
This action plan was developed through discussions over three years with students, rightsholders and Indigenous partners, education partners, educators and staff, as well as community organizations. Future anti-racism work by the Ministry of Education and Child Care will continue to incorporate feedback from the education sector and those with lived experiences of racism.
All school districts and independent schools are required to have codes of conduct and policies to address racism and discrimination. In addition, students and families now have access to more anti-racism resources on the Erase website.
The K-12 Anti-Racism Action Plan is part of government’s commitment to dismantle systemic racism and build a better, more inclusive province for everyone.
Canadian ministers focus on protecting people’s online information
Establishing ways to further protect the online identity of Canadians to ensure people’s information is safer and more private was the central theme of a ministers’ symposium in Vancouver this week.
The Symposium on Digital Trust and Cybersecurity brought together ministers and deputy ministers from the federal, provincial and territorial governments. The symposium signalled a commitment from governments to take the lead in protecting personal information in the digital world. The meeting was a followup to the first ministerial gathering on digital trust and cybersecurity in June 2022 in Quebec City.
“People increasingly expect secure and safe access to digital services, so we’re working toward providing new digital tools to ensure Canadians are safe online,” said Lisa Beare, Minister of Citizens’ Services. “The ministers’ symposium was a clear indication that Canadian jurisdictions are united in the goal of empowering people and businesses to participate confidently and securely in the digital world.”
Ministers agreed to work toward making it possible for every province and territory to provide Canadians with digital credentials, which are issued to an individual and contain verified information about that person or their business. These credentials
are held in a digital wallet on a smartphone and can be used by the person or business to prove facts about themselves online. Digital credentials reduce fraud, increase people’s online confidence, and streamline and simplify service delivery.
Government has started its exploration of digital credentials with a pilot project underway with a small number of B.C. lawyers.
In co-operation with the Law Society of British Columbia and the B.C. government, participating lawyers have received a digital credential in a new BC Wallet, proving their status as a practising lawyer. To access court materials remotely from the Court Services Branch, lawyers present their credential digitally. This is the first time B.C. lawyers have been able to do this.
The BC Wallet is being developed by the Ministry of Citizens’ Services for eventual wider use by British Columbians for storing and managing digital identities and credentials, such as licences, permits, professional memberships, certificates and IDs.

Please assist in running an enjoyable and valuable tournament. We need your assistance in controlling vandalism, theft, and misconduct. Please remind your team of the Athlete’s Code of Conduct, the expectation of the behaviour in the venue, at the hotel and in the community while representing our sport and your school or club.
RULES
This event is sanctioned by BCWA and BCWOA
Modified free style rules are adopted from BC Wrestling. Late entries will not be accepted into the tournament. Pay particular attention to skin problems. If questionable, do not enter the athlete. All participants needed to be members in good standing with BC Wrestling.
WEIGHT DISCREPENCIES
Random weight check will be done mat side prior to the wrestling match. A wrestler may be withdrawn from the tournament for a weight in excess of 1.5 kg of the weight class.
IF COACHES SEND ACCURATE WEIGHTS AT THE REGISTRATION TIME, WE SHOULD HAVE NO ISSUES.
WE WILL BE FOLLOWING COVID GUIDELINES
GENERAL INFORMATION
Each weight class will be assigned mat to wrestle on. That mat will have a number card indicating the current match being wrestled. We will not hold up the tournament for late wrestlers.
WHEN THE BOUT IS COMPLETE leave the mat in the same direction you entered. Leave your singlet straps up until you are off the mats.
Elementary boys/girls will be placed in pools of 3 or 4 athletes for competition. Deadline for Grade 8-12 athletes entering, must be entered by Thursday, January 26th by 8 pm.

All athletes, coaches and officials are expected to follow BC Wrestling code of conduct. Any misconduct on or off the mat by athletes, coaches, officials and spectators will be dealt with.

Applications open for Homelessness Community Action Grants
Indigenous organizations and other groups that work with people facing homelessness throughout British Columbia are encouraged to apply for the Province’s Homelessness Community Action Grants.
“The Homelessness Community Action Grants program is about empowering local organizations to increase awareness and support for those experiencing homelessness, while changing the conversation around the stigma and complex challenges associated with breaking the cycle of poverty,” said Ravi Kahlon, Minister of Housing. “With the success of the first round of projects the need to fund another round of grants was clear. We were encouraged by the excellent Indigenous-led and focused projects and encourage more communities to come forward with ideas that can be supported and shared.”
Budget 2022 provides $6 million to the Homelessness Community Action Grant program. The program, administered by the Social Planning and Research Council of British Columbia (SPARC BC), awards grants for as
much as $50,000 to help communities and organizations better understand and respond to homelessness. SPARC is accepting applications.
In 2018, the Province committed $6 million to start the grant program, which has funded 182 grant projects in urban and rural communities. Approximately one-quarter of the projects are Indigenous-focused.
One such project is the Aboriginal Housing Society of Prince George’s Community Voicemail project, a free service that provides voicemail phone numbers to 500 low-income and homeless residents in Prince George. Participants can share the number with service providers.
This service supports self-sufficiency while reducing and preventing homelessness. It removes the challenges and barriers many people face in obtaining a phone contract and avoids additional phone fees for people who do have phones. It provides a crucial resource to help people get mentalhealth or substance-use care, find employment or access housing.
“It is nice to be a part of a program that offers a hand up,” said Hawa Ayorech, community programs coordinator, Aboriginal Housing Society of Prince George. “It is joyous to see the shocked look in one’s face when they learn the program is free. We at Aboriginal Housing Society are grateful to be involved in this initiative.”
The Homelessness Community Action Grants support community-based projects, partnerships, research and other collaborative efforts to respond to gaps in the system of services and supports for people who are homeless or at risk of becoming homeless. Chosen projects build on local resources and knowledge about homelessness and its causes, increase public awareness and support, and respond to gaps in services for people experiencing homelessness.

Grant projects are underway throughout the province in rural and urban communities, and are inclusive of people with diverse and distinct needs, including First Nations, Métis, Inuit and Indigenous Peoples, seniors, youth, 2SLGBTQ+ people, women, people living with disabilities, and racialized and immigrant populations.
New jobs fund will support employment, resilient economies
The StrongerBC Economic Plan is delivering support for people in rural British Columbia through a new fund that will diversify local economies, promote value-added innovation in the forestry sector and create thousands of good-paying jobs for British Columbians.
“We need to get more good-paying jobs from our forests and every resource in our province,” said Premier David Eby. “The investments we are making in rural B.C. will help do that by supporting companies to get into the business of creating value-added products, like mass timber. Our whole province benefits when local workers and their families can build good lives in the rural communities they call home.”
The Government of B.C. will invest as much as $90 million over three years through the new BC Manufacturing Jobs Fund. The fund will support high-value industrial and
manufacturing projects to drive clean and inclusive growth in rural, remote and Indigenous communities.
“In B.C., our economic advantage is our people,” said Brenda Bailey, Minister of Jobs, Economic Development and Innovation. “As our natural resource sector transitions, our government is investing in local economies to provide new opportunities that will create jobs and ensure long-lasting prosperity for people throughout our province.”
The fund will support established for-profit organizations to plan and launch shovel-ready projects that bring direct benefits and stable, family-supporting jobs to regional and Indigenous communities.
For example, the BC Manufacturing Jobs Fund may provide funding to a forestry company that needs to buy new equipment to support new product lines, such as mass timber
production or paper packaging, or smaller-diameter tree processing and manufacturing, or a company that wants to build or expand a plastics-alternative manufacturing facility in a rural community.
“Forestry is a foundation of B.C.’s economy,” said Bruce Ralston, Minister of Forests. “By driving innovation across the sector, we can ensure more value-added wood products are made in B.C. and create more jobs for every tree harvested. Now is the time to work together to build a stronger, more resilient forestry industry that better works for people and communities.”
