WSO COMMENDS PM TRUDEAU FOR CALLING OUT INDIAN INTERFERENCE

The World Sikh Organization of Canada welcomes Prime Minister Justin Trudeau’s comments to Indian Prime Minister Narendra Modi with respect to foreign interference and respect for the rule of law during G20 meetings in New Delhi, India.

Prime Minister Trudeau said in a press conference that “Diaspora Canadians make up a huge proportion of our country, and they should be able to express themselves and make their choices without interference from any of the many countries that we know are involved in interference challenges.”

Prime Minister Trudeau confirmed that he spoke with Indian PM Modi on the issue of foreign importance and respect for the rule of law, the integrity and sovereignty and democratic institutions and the ability of citizens of a country to choose their future.

India has been identified by the current National Security and Intelligence Advisor to the Prime Minister as a top source of foreign interference in Canada. Sikhs in Canada have long reported alarming foreign interference over the past several decades.

In the Spring of 1987, several Indian diplomats were identified by CSIS as misusing their diplomatic cover to engage in Indian intelligence activities and asked to leave by Canadian authorities.

One of the diplomats identified was Maloy Krishna Dhar, a former Joint Director and a 29-year veteran of the Indian Intelligence Bureau. Dhar was in Ottawa on a diplomatic posting from 1983-87. He writes in his memoir “Open Secrets” that his mission was to “penetrate select Gurdwaras”, create assets in the Sikh community and also to generate “a few friends amongst the Canadian Members of Parliament” (page 293).

In recent years, India has continued to target Canada. The National Security and Intelligence Committee of Parliamentarians in its special report into Prime Minister Trudeau’s 2018 trip to India noted that:

“strategically released” media articles prior to the Prime Minister’s visit and Indian officials’ repeated raising of concerns around Sikh extremism and separatism, even after multiple efforts by Canadian officials, including the NSIA [National Security and Intelligence Advisor], to refute those claims, fit the pattern that the NSIA now saw emerging: an orchestrated attempt to ‘shine a spotlight’ on Mr. Atwal’s invitation in order to embarrass the Canadian Government.”

In April 2020, a report published by Global News revealed that since 2009, Indian intelligence agencies used an Indian news reporter based in Canada in an attempt to “use money and disinformation to ‘covertly influence Canadian politicians”.

WSO President Tejinder Singh Sidhu said today,

“ We thank and commend Prime Minister Trudeau for raising the issue of foreign interference with India and defending the rights of Canadians to engage in peaceful advocacy and exercise their right to freedom of speech.

India has engaged in espionage and interference activities targeting Sikhs in Canada for decades. Advocating for Khalistan and against human rights abuses in India is not illegal in Canada and despite India’s claims, is not extremism. India has repeatedly tried to link increased trade ties with Canada to its demands that Canada suppress Sikh activism and advocacy. We are heartened to see Prime Minister Trudeau take a strong and principled position in support of human rights and Canadian values. We are hopeful that the Government of Canada will investigate and expose Indian interference in this country and take steps to safeguard the rights of Canadian Sikhs.”

New Bladder Scanner Improves Care at Abbotsford Regional Hospital

The internal medicine unit at Abbotsford Regional Hospital (ARH) has introduced a new bladder scanner that will improve care for patient’s undergoing different medical and urological procedures, thanks to a generous $20,000 donation from local resident Dao Tran, Abby Bike Shop.

The new bladder scanner will help clinicians diagnose bladder dysfunction and monitor the amount of urine in a patient’s bladder reducing costs associated with catheterisation. Use of the, non-invasive, scanner will help with greater patient comfort, improve patient dignity, and privacy.

Cole Gollner, clinical nurse educator, said, “the new bladder scanner will allow for timely and accurate interventions for our patients for many different medical and urological needs. Not only does the new bladder scanner look very modern, which alone has a significant impact in patient and provider trust in the product, it has significant improvements in design and functionality from previous models which will allow nurses and physicians to make the most appropriate clinical decision which can avoid unnecessary interventions and their associated risks”

Over the coming months the bladder scanner will be introduced for all patients giving more access to the latest treatments.

People in Surrey are a significant step closer to better access to health care as the Province is breaking ground on a new second hospital in Surrey and new cancer centre.

“Surrey has been experiencing tremendous growth and people are struggling to get the health services they need while health-care workers are burning out,” said Premier David Eby. “We’re taking urgent action while carefully planning for the future. Fraser Health has executed a DesignBuild Agreement with Ellis-Don Design Build Inc., which will be responsible for completing the design and construction of the new facility, making Surrey the first community in decades to get a second hospital.

Adding a second hospital in Surrey will also bring a large medical-imaging de-

accelerators for radiation therapy to provide care and support for people diagnosed with cancer, two PET/CTs and a cyclotron. This new centre is expected to provide approximatley 105,000 ambulatory oncology care visits, 50,000 radiation therapy visits and 22,000 chemotherapy visits each year. The cancer centre in Surrey is a part of B.C.’s 10-year B.C. cancer action plan, which outlines immediate steps to prevent, detect and treat cancers and deliver improved care for people facing cancer.

A new stand-alone 49-space child care centre will be built to support on-site health-care professionals, making it one of the first health-care capital projects to include on-site child care services.

The new state-of-the-art smart hospital will be digitally equipped and technologically advanced. It will be a fully electric hospital, one of the first in Canada. Its central location will also provide opportunities to integrate services with nearby hospitals to better support patients.

Province caps annual rent increase well below inflation

For the second consecutive year, B.C.’s maximum allowable rent increase is being set below the inflation rate. The maximum increase for 2024 will be 3.5%.

“Across the country, costs have been increasing — especially for housing — at a rate that’s unsustainable for many people,” said Ravi Kahlon, Minister of Housing. “We know that’s the case for both landlords and renters, and that’s why we’ve found a balance to protect renters while helping to keep rental units on the market.”

The rent cap of 3.5% is well below the 12-month average inflation rate of 5.6% and applies to rent increases with an effective date on or after Jan. 1, 2024. If landlords choose to increase rent, they must provide a full three months’ notice to tenants using the correct Notice of Rent Increase form. B.C. landlords can increase rent only once every 12 months.

The Province has been taking steps to support renters throughout British Columbia. Before 2018, the annual allowable rent increase was based on the inflation rate plus 2%. Following a recommendation by the Rental Housing Task Force, the rent increase was reduced to just the inflation rate. A rent increase freeze was put in place in 2020 and 2021 to support renters during the COVID-19 pandemic. To protect renters from high inflation in 2023, the Province capped rent increases at 2%, well below the 5.4% inflation rate that would have otherwise applied.

“With renters facing a possible rent increase of almost 6%, the government listened to the voice of renters and acted, and I'm so glad they have,” said Spencer Chandra Herbert, Premier’s Special liaison for Renters, former chair of the Rental Housing Task Force and MLA for Vancouver-West End. “We also know people renting out homes are facing increased costs and want to make sure they continue to make places available for long-term renters.”

The 2024 maximum allowable rent increase is significantly less than what it would have been prior to changes made by the Province in 2018 that limited rent increases to inflation. As inflation returns to normal levels, the Province intends to return to an annual rent increase that is tied to B.C.'s Consumer Price Index in future years. Under the previous government, maximum rent increases could include an additional 2% on top of inflation. This change has saved families hundreds of dollars.

In addition, government provided the Residential Tenancy Branch (RTB) with $15.6 million in additional funding to improve services and reduce delays. The capacity of the RTB’s Compliance and Enforcement Unit was also increased to allow for earlier interventions and to eliminate the need for hearings in the first place.

Innovation You Can Eat: Abbotsford Tech District Addresses Affordability and Food Security

Floods, fires, and heat domes have forced British Columbia to grapple with immediate threats. But as we confront these emergencies, we also need to move swiftly and collaboratively to address the long-term implications for our communities, our economy, and our health.

The Okanagan Valley, where recent wildfires have left new scars, contributes a quarter of British Columbia's agricultural output, including 96% of its soft fruits. Drought conditions across two thirds of the province have left livestock feed in short supply and hay prices skyrocketing. Abbotsford, still rebounding from the massive 2021 floods, accounts for almost 40% of farm gate receipts in BC, with the Fraser Valley as a whole accounting for half our total food production.

An ambitious proposal, years in the making, would unlock billions in private sector investment toward confronting these challenges head on. Abbotsford Tech District is a 140acre mixed-use development that will serve as a major hub for education, inspiration, innovation, and commercialization, starting with agricultural technology - agritech. It will create jobs and opportunities in Abbotsford and beyond, while helping the most productive farming area in North America become one of its most innovative, too.

Picture its ambitious graduates, alongside other entrepreneurs from throughout BC, tapping into an onsite incubator that helps them develop and protect innovative business models that have passed the renowned BS detectors of actual farmers. Think about the implications of an integrated venture capital fund that draws local and global investment into BC's agritech potential, rather than companies leaving to thrive elsewhere. Tech District aims to be part of the solution, proposing a complete community that pairs high-quality education and well-paying jobs with affordable multifamily housing options for students, young professionals, and families to live, learn, work and play. By building up not out, the Tech District will reduce the footprint of new development and preserve cherished natural areas and trail networks on Sumas Mountain.

After more than three years of quiet planning and wide-ranging stakeholder engagement, the Abbotsford Tech District concept will be put to the test in the months ahead. After a period of public consultation, Abbotsford City Council will consider an Official Community Plan amendment that would redesignate 140 acres of land, currently zoned for greenfield residential development, as a mixed-used innovation centre with spaces for affordable housing, education and employment.

Their decision is about more than just colours on a map: it’s a fork in the road for Abbotsford and a signal of which way the winds are blowing on two of the greatest crises British Columbia faces: affordability and food security. We’re optimistic.
