STRATEGIC POSITION IN THE CITY
VDNH, so called National Complex “Expocenter of Ukraine” - is 286 ha territory located in the southern part of the Kyiv city. VDNH is a strategic and interesting destination to reinvent, invest, develop and visit, as it has very good accessibility by car and public transport, is located next to very high ecological and landscape value Holosiivskyi forest, historical architectural monuments create unique character of the place, and there is plenty of space for new development.
INNOVATION DISTRICT
We propose to develop VDNH into an innovation district – a place where knowledge economy is cherished, innovation ecosystem is created, global trends are represented and modern Ukraine character is built. VDNH could become a lively urban area, where leading-edge anchor business, innovation, educational institutions and companies cluster and connect with start-ups, business incubators and accelerators. Exhibitions and events in historical building provide a bounding program for the VDNH community and visitors.
WORK + LEISURE
To create vibrant mix use environment we propose do develop VDNH program in two directions: work and leisure. On one hand VDNH is a place to exhibit, work and study, and our goal is to provide spaces and program that stimulate entrepreneurial ecosystem, spaces were innovative ideas and progresive businesses are exhibited. Such program is: hubs, business incubators, start-up clusters, business district for larger companies, educational district with universities, convention and congress centres for networking events, knowledge exchange.

On the other hand, VDNH is a place for leisure. Therefore, cultural and entertainment program is proposed: museums, art, cafes and restaurants, commerce, indoor and outdoor events, sport facilities, public space and park infrastructure. New development zones in VDNH are planned in three limited areas with aim to protect high value landscape, architecture and public space. The central historic part is preserved, re-adapted to the new program and enriched with qualitative public spaces. Historic pavilions are reused. Innovation cluster is developed in the north. In the later phase business cluster with convention centre is developed behind the pavilion no.10, near the historical linden alley - pedestrian boulevard of VDNH. Expo cluster is developed at the southern entrance of the territory. Land in between business and expo clusters is preserved for future growth.
PLAN FOR 2030
Plan for VDNH 2030 presented in this booklet defines framework for new construction in VDNH: character of new development and protected areas; volumes, key program and design guidelines for new architecture; car traffic, pedestrian and cycling organization; new streets and their profiles; public space, forest and green structure program.
PLACEMAKING STRATEGY
Development of VDNH innovation district is planned in few phases. Goal of the initial phase is to put VDNH on the Kyiv residents mind map as a reinvented place, activate buildings and public space, encourage human interactions and create instant effect.
COMMUNITY
VDNH innovation district will be a global hub for innovation, and this hub needs its community, which can be brought already now by attracting variuos clubs/hubs/maker-labs and initiatives, bright minds and futurists to establish themselves here and create future of VDNH.

VDNH IN KYIV Project territory, the National Complex “Expocenter of Ukraine� now called VDNH - is located in the southern part of the Kyiv city. The territory has a very good accessibility by car and public transport. VDNH is next to the city ring road and an important street - Holosiivskyi prospekt. Furthermore, the territory is well connected by metro line, linking VDNH with the historical Kyiv centre and all the most important city objects. VDNH is located next to very high ecological and landscape value green structure of Kyiv - Holosiivskyi forest and national park. This creates a potential to develop VDNH as the biggest city park. High quality environment, good accessibility, unique character and space for development - all these qualities make VDNH a strategic and interesting destination to reinvent, invest, develop and visit.

HOLOSIIVS’KYI DISTRICT VDNH is located in the Holosiivs’kyi district and should become a civic centre of it. The project site is surrounded by mix of residential, cultural, educational and recreational functions, such as universities, institutes, lyceum, racetrack, several high rise housing neighbourhoods and future development sites. Students and residents from the neighbourhood can be attracted to VDNH and bring the daily vitality to the site. However, connectivity with the surroundings and diversity of functions has to be improved. There should be more and clearer entrances to VDNH, better links with metro stations, higher intensity and diversity of functions and program. Furthermore, VDNH is located next to Holosiivskyi forest, with many places of interest, such as observatory, museum of folk, Holy Virgin Monastery, botanic garden and hospital. VDNH can become the gate-the main entrance to the green heart-the forest, if routes linking places of interest and recreation are proposed.

VDNH TERRITORY VDNH territory was built in 1958 as the national exhibition complex presenting economic, scientific, industrial and agricultural achievements of Ukraine. Total area of the territory is 286 hectares. Almost two thirds of it are occupied by forest. 48 hectares is built land, the rest of territory is open fields, gardens, parks and ponds. There are around 200 buildings and built structures in the territory. 20 of them are protected architectural and urban design monuments. The most noticeable protected monuments are impressive pavilions around the main VDNH entrance and square. The pavilions are build in re-interpreted traditional architectural styles. There is diversity of shapes, many columns, beautiful details and symmetry. All that creates very unique VDNH atmosphere. The spirit of the place is enriched by very high quality landscape design elements. There are many diverse plant species, different shape and form trees, various gardens, parks and alleys. Furthermore, the site has a lot of potential for new development and investment: there are many low value building, which could be reconstructed and reused and there are empty spaces suitable for new construction and temporary program.

Expocenter of Ukraine, formerly known as Exhibition of Achievements of the National Economy of Ukrainian SSR, was opened on July 6, 1958. Innovation and progress of economy, science, industry and agriculture were demonstrated at VDNH.

60 years ago, VDNH was built as a symbol of a strong Ukrainian economy, a place to represent achievements of science, engineering and agricultural industries, showcase most innovative products. Nowadays industries have shifted from production to services, and knowledge economy is the driving force of the 21st century cities. Kyiv being one of largest cities in Europe, an important education, science and culture center can offer a place to cherish knowledge economy, create innovation ecosystem, represent global trends and build modern Ukraine character. VDNH can become this place. Strategic position in the city, good connectivity, spirit of the place, high quality green environment and potential for development makes VDNH an attractive location do build an innovation district. The creation of innovation districts is a recent trend in urban planning that has emerged as a new model to stimulate economic growth in cities across the globe. VDNH 2030
Plan for VDNH 2030 defines areas with historic value to keep untouched and areas for new construction for new building volumes, new streets and connections, public space and green structure improvements, zones for future development. Central area with the historic pavilions is very valuable therefore has minimum interventions. Pavilion no.1 becomes science museum, and extension is proposed in the back of the building. Other valuable pavilions are renovated. Central square and other public spaces are upgraded and renovated. New program in the VDNH territory is concentrated in several areas: innovation cluster is in the northern part of the site with new buildings in between pavilions no.11, no.13, no.17, no.19, no.23. Business innovation cluster with convention centre in between linden alley and new street in the east of VDNH. New entrance to the territory is planned near the metro Ipodrom. New exhibition events cluster is planned in the south of the territory. New street network and parking areas ensure accessibility of the whole VDNH territory. New park is planned and area for future development is reserved in the area in between business and expo clusters. This zone in the future could become a business district, sports arena, urban park, or any other function. Now it will be used for temporary events, such as Atlas Weekend festival. Linden alley is renovated and upgraded with new benches, lighting, cycling paths and becomes the major boulevard of VDNH. Line of cultural / public buildings is planned along the alley. FRAMEWORK FOR NEW CONSTRUCTION Construction framework marks areas for buildings and areas for streets and passages. This framework ensures that new development is well incorporated with the existing VDNH structure: links are provided in between various areas, there are no dead-end streets, new streets follow existing paths, new buildings do not intervene with valuable historic layout and valuable plantation.

NEW BUILDINGS AND KEY PROGRAM New program will be added at VDNH in reused old and constructed new buildings. To avoid domination, new buildings around the historic pavilions will be lower, 4-5 floors height. Further from the main square, buildings get higher. Key program building have to become landmarks and create visual destination: central education building in the innovation cluster is up to 12 floors, convention centre and hotel - 15-20 floors. Innovation cluster has average of 6 floors height. Business cluster is dominated by 6-7 floors, with several landmarks of 9 floors.

PUBLIC SPACES AND MAIN PEDESTRIAN AREAS High quality and diversity of public spaces together with key program ensures vitality of the VDNH. Historical main square and Linden alley is renovated and upgraded; new plaza is created in the innovation district; existing and new pedestrian pathways link parks, forest, new development areas and old historic buildings. It is important to create network of public spaces, in order to attract VDNH visitors to stroll around, stay longer in public spaces, meet, rest and actively recreate.

GREEN STRUCTURE: NATURE AND PARKS Natural environment is the highest quality of VDNG. Park infrastructure is provided so that visitors can enjoy nature: pedestrian and cycling paths, sufficient amount of benches, lighting, route marking, signs of places of interest (historical places, art objects) and nature landmarks (special trees, habitats), facilities for sports, events and active leisure.

CAR TRAFFIC AND CAR PARKING New streets are provided to ensure clear and organized access to the new developments areas. In the central VDNH area and main public spaces car traffic and parking is limited. VDNH has a very good public transport accessibility therefore car usage is not encouraged. However, sufficient car parking is provided for the drivers: multi-storey garage in the northern innovation cluster, on ground parking at the main entrance and southern expo cluster and underground parking in the business district. We propose to develop transfer hub with bus station, car parking and commerce in the neighbouring plot in Akademika Hlushkova Avenue, next to metro Ipodrom.

PUBLIC TRANSPORT AND BICYCLES Sustainable transport is a very important part of innovation district’s development, therefore public transport, cycling and walking are highly encouraged at VDNH. The territory is a pedestrian priority area, there is dense network of pedestrian paths. Bicycle may become main mode of transportation within VDNH. Dedicated bike lanes are planned in the territory. The connect main entrances and metro stations with central area, new development zones, parks.

PUBLIC SPACE LIVELINESS Human scale, liveability and comfort in public space is created by active ground floor program, outdoor functions (cafe, terraces), balance between sunny and shady spaces, diversity of spaces (open plaza versus narrow street), safe pedestrian spaces (wide sidewalks, separate cycling lanes, slow speed car lanes). Furthermore public space itself has to be attractive: comfortable benches, lighting, greenery.

ARCHITECTURE GUIDELINES Scale of the building, facade, ground floor function, number of entrances, these and many other architectural decisions make huge impact on attractiveness of the surrounding neighbourhood. Therefore common architectural guidelines for new buildings in VDNH are proposed to ensure public interest, density and diversity in the new development areas.

Ground floor program
Many entrances on the ground floor increases safety and creates liveliness in public space. All main entrances to the buildings should be planned always from the main public spaces and streets. The distance between the entrances should not be greater then 30m.
Mix of functions is essential to ensure liveliness of public space, therefore there should be diverse program in the buildings on the ground floor. For this reason, it is recommended ground floors to have at least 5m height in order to create flexibility for the future change of function.

There should be at least 2 meters front space near the building in order to activate public space with small frontgardens, terraces, commercial functions, outdoor cafes, pergolas etc.
Architectural expression of all buildings should be diverse, but overall atmosphere of a cluster should be homogeneous. Major landmark building should be identifiable (library, central education building, convention centre, cultural pavilions along linden alley).

Roof - the fifth facade
There should be enough gaps, passages and streets in between the building to ensure accessibility, transparency, and visibility of the newly developed clusters. Length of new building should not be greater then 100meters, and if it is, then there should be opportunity to cross the building on the ground floor.
Roofs should not be left empty. They should be used for peoples needs (outdoor terrace, roof top courtyard), for environmental purposes (greenery, water storage) or for energy production (covered by solar panels).

Sustainability
VDNH is a pedestrian priority area and should not be dominated by cars, therefore, every building has to ensure its car parking needs within its own plot: in the underground garages or on the top floors, but never on the ground floor.
Environmental awareness is a necessity in an innovation district. Every new building in VDNH should contribute to that: retain and recycle rain water, provide itself with energy from renewable resources (solar panels, wind turbines), provide electric car charging stations, car pooling, bike pooling, use smart technologies to manage ventilation, heating, etc.

CENTRAL AREA OF VDNH
Symmetrical layout central square surrounded by socialist classicism architecture style pavilions is the most recognizable image of VDNH. Character of this valuable space is kept, although new innovative program is added. Public space is renovated by adding new urban furniture, lighting, plantation and a new attraction point - fountain terrace. Historic pavilions are renovated. Some interventions are done to host new functions: extension of pavilion no.1 for science museum; added new light volumes in the back of pavilions to join them and use for congress events (pavilion no.8 with no.6 and pavilion no.4 with no.2); new design of pavilion no.9 - a multifunctional hall; new start-ups cluster combined with pavilion no.11. Innovation cluster is developed to the north-west of the central part. New buildings in the innovation cluster are constructed in lines, in between existing, reconstructed pavilions no.13, no.19, no.17 and no.23. Major public space of the cluster is newly designed innovation plaza, which surrounds the new library. From now on this space is used for temporary events, art, experiments and all VDNH festivals. Central part of VDNH is extended to the important axis - the linden alley. On the western side of this pedestrian avenue, new cultural and public buildingspavilions are developed. On the eastern side, in later phase, new business district will be developed with connection to metro station Ipodrom. Sport cluster is developed new the forest, around reconstructed pavilions no.14, no.16, no.18, no.20 and no.32. INITIAL PHASE Goal of the initial development phase is to put VDNH on the Kyiv residents mind map, activate buildings and public space to create instant effect. Central square and the main entrance is upgraded with placemaking strategies. Existing pavilions are re-used for convention center, events and community clubs/ hubs/maker-labs, initiatives. PHASE 1: 2017 – 2021 During the 2017-2021 phase construction starts to host new functions. INITIAL PHASE - PLACEMAKING Goal of the initial VDNH development phase is to make the area an attractive destination for Kiev citizens. It is done by activating the spaces, attracting various communities, creating new VDNH traditions and festivals, providing opportunities for citizens to engage, interact, meet, recreate, relax. Centre of all planning, design and management of public spaces is people. Such approach is called - placemaking. Placemaking is described as: communitydriven, visionary, function before form, adaptable, inclusive, focused on creating destinations, context-specific, dynamic, trans-disciplinary, transformative, flexible, collaborative and sociable (source: Project for Public Spaces). Placemaking has already started in VDNH and we recommend to continue doing it with different goals in different VDNH areas. Aim of initial VDNH phase is to make ground for future developments, which means to attract target groups and target activities in specific areas. Innovation plaza, in the northern part of VDNH will be the main public space of the innovation district, therefore already now innovative experimental activities can start here. Linden alley will be main axis with cultural buildings connecting old VDNH with new business district, therefore the linden alley already now should become a major pedestrian boulevard. Active leisure program can be concentrated in the future sports cluster; main square as the central public space needs activators; forest needs routes and park should be more attractive. Various temporary activating strategies, suggested in the coming pages, can help to create new identity of public spaces and bring instant effect.

HISTORICAL PAVILIONS Historic VDNH pavilions have very unique architecture, which has to be kept, but at the same time adapted to meet new function. The buildings were built more than 60years ago, therefore, firstly, they have to be renovated. Later-on, the pavilions can be expanded by adding new objects, extra floors or dividing walls to make more space for new functions. The challenge is to keep space quality, heritage specifications but adapt to the new program. Combination of classical buildings with modern touch will represent the innovative VDNH character.

MAIN VDNH SQUARE Major entrance and central square surrounded by impressive pavilions is part of the protected VDNH monuments complex. The square has to be renovated, but historical, classical layout is a unique quality, therefore should remain. Furthermore, the space need some basic improvements, like lighting to make it safe during the night, enough seating places, new attraction points, refurbishment of paving, more plantation and greenery. Modern character of the square can be created by new innovative, temporary added elements (see references on the left), such as impressive lighting, shaded pergola, interactive benches or urban furniture, painted asphalt to create new identity or mark entrances to the pavilions, new playful and functional object in public space. We suggest to use the central fountain as a major meeting place, by creating multifunctional wooden terrace around it. The terrace would make possibility to come closer to water, be refreshed and play with it. The wooden terrace could become a seating place, meeting point, table, lounge, playground - all in one. It could become a major attraction point in public space and mark the new era of VDNH.

SPACE FOR EVENTS AND EXPERIMENTS First phase - placemaking. Space in the northern part of VDNH - the innovation cluster is less formal and big enough to be used events and experiments. This space, future innovation square, from now on can be used for various temporary activities. It can be used for arts and culture, new temporary buildings - pavilions, festivities to become new tradition (food/ music/light festival, design/flea markets, performances), modular furniture, installations, community initiatives. The interventions should be of a high art, design or social value. They should bring the community and should be bottom-up born, can be designed by different artist/architect/community every year. Second phase - new public space design - competition and impementation. In the later phases when development in the innovation cluster starts, the square has to be redesigned to meet new innovation-education cluster needs. It is recommended to arrange a public space design competition to choose the best, most innovative, practical and comfortable public space and ladscape design proposal. The space of the new innovation square has to be reduced, there should be more soft surfaces (gravel, sand, grass), water features (existing fountain), smaller cosy areas to stay, meet, hang out, green atmosphere, shaded and sunny areas, many seating places, lighting and functional paths to reach all VDNH corners.

INNOVATION CLUSTER New buildings in the innovation cluster are constructed in lines in between existing pavilions and valuable trees. Architecture of the buildings is diverse, with divided facades and different heights to create humans scale in public space. Library and education central building should be iconic architecture - to create symbols of the innovation cluster. Major public spaces of the cluster are innovation plaza (innovation and experiments area) and little square in front of the pavilion no.17. Other public spaces are the streets. Ground floor program of the buildings should contribute to the liveability of the streets. There should be public functions on the ground floor at the street level, such as cafe, shop, entrance hall, reception, gallery, canteen etc. All the main entrances to the buildings should face major public spaces, and there should be many windows facing the streets on the ground floor as it creates safety and comfort for passersby. New streets in the innovation cluster should be pedestrian and cyclist friendly, with dedicated lanes for bicycles, bike parking places and wide sidewalks. Car parking in the street should be minimized as all the cars will be parked in two big garages. Start-up cluster combined with reconstructed pavilion no.11 can be one building, however it should be divided in few volumes and there should be left and opportunity to cross the building and enter the park. Pavilion no.9 is reconstructed into a multifunctional hall with entrance from pavilion no.7.

ATTRACTIVE VDNH PARK VDNH territory is as a big park, however it needs some improvements. The park has to be attractive, comfortable and safe. Firstly, visibility and transparency of the park has to be improved by removing worthless bushes and trees, branches, shrubs. It creates organized, safe and clean park atmosphere. Secondly, the park needs many sitting places. Benches should be located so as to give people a choice to sit in the sun or shade, with views to busy public space or in more intimate park areas. A well-designed bench in the right location can be a real hub of activity along a sidewalk. Thirdly, there is a lot of asphalt in VDNH and in some areas, it can be removed and replaced by more softer surfaces (gravel, grass, stones), or replaced to tiles. It would enhance human scale and green character of the area. Lastly, the park has to be lit. Lighting should appear at least in the major public spaces and on the major routes. Linden alley is a very important axis, a key public space of the VDNH park. The alley should be upgraded with benches, lighting, new paving and it will become a beautiful VDNH boulevard.

FUTURE DEVELOPMENT AREA In the future, innovative business cluster will be built to the south of central VDNH part. Until then the area is used for temporary events and festivals. The business cluster structure is a grid, aligned with existing paths, plots, and tree lines. New entrance to the VDNH is planned at the business cluster. Main streets lead from Ipodrom metro station to the Linden alley. The cluster is high density, mixed program. The architecture is varied, however it is important that it is diverse, human scale, ground floor program activates public spaces, ground floors have many entrances, windows. Streets are safe for pedestrians and cyclists, cars are parked in the underground garages. Convention centre with hotel is an iconic, new architecture building in between historic VDNH part and the new business cluster. The convention centre design should be chosen after architectural competition and it should become a new landmark of the modern VDNH. Line of cultural, entertainment or public buildings - pavilions are planned along the linden alley. The buildings are diverse, modern and exceptional architecture, with main entrances from public spaces - plazas along the linden alley. These cultural pavilions will enrich the main VDNH pedestrian boulevard with program and create attractions along the route.

SPORTS CLUSTER First phase - placemaking. Concentrate sport fields and outdoor equipment for active leisure in one area, close to the forest. Attract to sports related communities and clubs to existing buildings. To make space more attractive various low cost activating strategies can be used, such as adding interactive furniture, repaint building walls, add wooden interactive structures (big tribune, climbing walls, skate park). Various to active leisure related activities of VDNH can be relocated here (such as swings park). Second phase - reconstruction of the buildings. Indoor sport spaces can be created inside existing buildings by expanding them, adding extra volume, adapting to new function. Space in-between the buildings can be covered, flat roof tops used for outdoor sports.

FOREST Holosiivskyi forest occupies very big part of VDNH and is very important leisure destination. The forest has good infrastructure, wide paths’ network, however it lacks some attractions and signs. There could appear some bigger attraction in the forest (viewing towers, art sculptures) and some smaller ones, such as recreational stops with playgrounds and benches, info stops with information about fauna and flora, thematic stops explaining special plant species, history of the forest, scientists, fairy tales. Recreational stops need benches and lighting. The paths should be diversified: main routes with cycling paths, themed walks, small offroad/wooden paths to come closer and see/touch/smell plants and nature. Forest paths and attraction points should be connected by network of routes: active sports routes, fitness trail, nature lovers path, art route and various other. Signs and maps should show distances and directions to other routes, other VDNH objects and interesting locations in the Holosiivskyi national park.

VDNH BENCH - INTERACTIVE AND PLAYFUL
A well designed bench positioned in a right location attracts many people to sit, relax, chat, play, interact. VDNH is a very big territory with different character public spaces, therefore it is important to have benches that can be adapted to different needs and uses.
We propose a modular element bench, which can be combined to various forms and used for various situations: simple bench for a short stopover, comfortable park bench with a back for long sitting, combination of benches for playing, bench for groups of people and various other options.
Benches should be placed within view of the action, and they should be located so as to give people a choice to sit in the sun or shade, and where there is protection from strong winds. Benches are used more often if they are combined with other street or park amenities such as kiosks, shelters, playgrounds.

Sitting and back pieces of the VDNH bench can be arranged to various forms and shapes to crate interactive elements of public space or playgrounds in a park.
