OIC PREPARES ‘NEW’ PUP Ily Acuzar Robles “HINDI ko alam kung hanggang kailan ako dito,” so said by Atty. Estelita Wi Dela Rosa, the appointed officer-in-charge (OIC) of PUP since September 16. Knowing her tenure in the position is temporary, she affirmed to continuously lay down the foundation for the smooth transition of leadership in the University, as told to Engineering Spectrum, December 5. Ms. Dela Rosa was appointed OIC after the end of term of then PUP Pres. Dante Guevarra and the subsequent leadership confusion arose then after. This includes the legal impediment posed by Guevarra against the PUP Board of Regents (BOR) on their appointment of Regent Edicio dela Torre, BOR private sector representative, as OIC.

Commission on Higher Education (CHEd) and BOR Chairman Patricia Licuanan resolved the University’s leadership appointing the concurrent BOR secretary as in-charge of PUP. Repainting of classrooms and augmentation of laboratory facilities are being proposed to the BOR. Once these plans were approved, it could be implemented even if her term has already terminated, she said. However, OIC Dela Rosa considered the construction of Intramuros walls at the perimeter of once-famous University lagoon as a huge “waste”. She disclosed that her office has no concrete plans for the structure although the matter was OIC prepares/p.3

Guevarra out and against BOR Edcel Artificio PUP’S transition of power has gone so far. Before the appointment of the Atty. Estelita Wi dela Rosa as officer-in-charge (OIC), arguments regarding the eligibility of transition was challenged by former Pres. Dante Guevarra. Guevarra’s term is supposed to end last July 5. In his evident aspiration to stay in power, an evaluation committee was formed by the Board of Regents (BOR), the highest policy-making body of the University. The committee is tasked to conduct objective assessment on the achievements of Guevarra’s administration and provide recommendation for possible term

extension. On July 4, it was reported that Guevarra’s rating was “not that good”, according to OIC Dela Rosa, reaffirming the end of his presidency the following day. Eventually, the Board designate private sector Regent Edicio dela Torre as OIC and converted the evaluation committee to a Search Committee for Presidency (SCP). With the BOR’s action, Guevarra claimed that it is a violation of the RA 8292, the Higher Education Modernization Act of 1997 and filed two temporary Guevarra out/p.3

Energy from Pasig wins research award Justinberg Bantigue and Edcel Artificio

THEY got it back-to-back. The University’s EE Research team took home the first place in the recently concluded Institute of Integrated Electrical Engineers of the Philippines Research Design Competition held at the Philippine International Convention Center, November 24. Last year, another EE Research team notched the top research prize. Gilbert Crobillo and Neko Taneo (EE V), Benedict Daisog, Enrico dela Cruz, Alvin Salazar and Jason Tisca (EE ’11) presented the Microbial Fuel Cell: Pasig River Sediments for Lighting. The research focuses on the development of a prototype in

harnessing the stored energy from bacteria and other impurities in Manila’s most famous river. “Technically, the concept of microbial fuel cell is in infancy here in the country. But the power of microbes as catalyst in energy production has been discovered many years ago,” Daisog (EE ’11) said. According to Prof. Faustino Rural (EE ‘93), EE laboratory head and head coach of the team, it is probably the first documented study on such research. Based on their research, it is feasible to put up perimeter lighting along the Pasig River using the river itself. The prototype is also recommended using water and

sediments from swamps, canals and other inland bodies of water. Next to PUP, Technological Institute of the Philippine (TIP) in Quezon City took the second place followed by TIP in Manila. 14 electrical engineering researches were submitted for the competition. Six schools competed during the presentation program in conjunction with IIEE Annual National Convention, November 23-26. It was the third championship title for the University in the six years of the competition. Also, PUP placed second in the 2008 competition.

Jorge Gonzales (CoE V) and Shelene Gomez (ECE V) were chosen by Smart Communications Inc. together with 11 other students from different universities nationwide as Sweep scholars. Sweep is an industry-academe linkage that p ursues to improve the level of engineering technology in the country. In addition, a scholarship grant was opened just this year. “Actually yung scholarship ay part talaga ng Sweep pero ngayon lang nagkaroon, before kasi it’s just a linkage between Smart and different universities,” Engr. Remedios Ado, chairperson of CoE department clarified. Ado also explained that the scholarship was announced to all 5th year students of CoE and ECE department however only few

Guevarra out/p.1 restraining orders (TRO) that gave him a hold-over capacity to office. Right after the effectivity of the TRO, the Manila Regional Trial Court Branch 26 issued a writ of preliminary injunction (WPI), a court order which prohibits the BOR to implement their decision, July 25. Moreover, believing that their decision is in compliance with the law, the BOR insisted the appointment of Dela Torre and the formation of SCP. BOR then countered to elevate the WPI issue to the Court of Appeals and led the prosecution of the two judges who firstly issued TROs to Guevarra before the Supreme Court. In an interview with Carmelita Sison, Commission on Higher Education (CHEd) legal office director, she said that the administrative case was filed to the two judges for their “abuse of discretion.” In addition the BOR pointed out that the injunction is illegal and contrary to the provision of RA 8292. Meanwhile, the BOR appointed dela Rosa as OIC on September 16,

Bagay together with other three presidents of ASHRAE from Mapua Institute of Technology, University of Santo Tomas and Dela Salle University won as first place with their presentation on “Advancing HVAC&R (Heating, Ventilating, and Air-Conditioning and Refrigeration) to Serve Humanity and Promote a sustainable World,” against other representative from other country. Also, Dr. Manuel C. Belino, Ashrae Philippine Chapter former President and current Chairperson for Student Activities, led the Philippine delegation of 81 students and nine faculty members.

Back to Basics

First PUP Inter collegiate writing workshop, entitled Gearing into Writing was held last July 1 and 2 at the Audio Visual Room, PUP Engineering and Architecture Building. With the theme “Back to Basics: Learn to Write and Know your Rights”, different speakers majoring in different field of writing gave details and discussed effective creative writing. In partnership with Limestone, the official publication of the college of education, the event was organized by Engineering Spectrum through the initiative of Dr. Manuel Muhi, dean of the College of Engineering. As the keynote speaker, Mr. Edgard Hilario, desk editor of Manila Bulletin, shared his knowledge in recognizing the ethics in journalism. Also, speakers like Dr. Roland Tolentino, dean of UP College of Mass Communications, Rogelio Ordonez, Editor in Chief of Pinoy Weekly and Jun Cruz Reyes discussed tips on feature writing, effective column and editorial writing and literary articles writing respectively. Participants from different colleges and high schools attended the seminar and got the chance to show their writing skills as a feature writing contest was held during the workshop.

Meanwhile, in line with the tenth year of providing blissful issue every summer, an exhibit named “Isang Dekadang CEryosong Pangaaliw” was presented on the 4th floor corridors of CEA building. It is for the 10th anniversary of Ispuptrum, Spectrum’s summer lampoon. Mr.Victorio introduced the exhibits and discussed the stories behind every lampoon. After the exhibit , Victorio addressed his closing remarks, “This is a head start. This debut is our coming out from our closet. 18 years na ang Spectrum. She worked as a legal officer for almost three years at Tanuatco-Tanuatco-Factoran Law Office before she became PUP board secretary from 1990 and was replaced by Prof. Noberto Caturay during the absence of legitimate PUP president from 2003-2006. She reassumed as University secretary when Guevarra took incharge, June 2005.

“You can’t have everything. My friend might have thought that I sound so cruel for saying that in her face. But the world is no Wonderland. And there’s no such thing as happily ever after. Opportunities are scarce. Competition is tough. And reality hits like a punch on the face. It’s a choice, to carry on stubbornly with the path everybody else is taking or to swallow your pride to survive another day.

And it holds true. Most of those who are academicians are not the best when it comes to leading people. They don’t have the interpersonal skills on working with others. Some of them end up being fired or being unsatisfied with their jobs. And those who are active on extracurricular activities that have neglected their academics will end up underemployed due to the fact that their knowledge about their degree is lacking. Lesson learned; carefully look at the grass on both sides of the farm because you’ll never know which side is much greener unless you have tasted the grass on both fields. *** To all my former spekapip,

I may not reach even half of what you expect from me, I assure you that I will give my best not to satisfy myself but to hold no regrets. *** We live or die by the choices we make. of the College of Engineering, confirmed. The requested fund was approved and forwarded to the Department of Public Works and Highways (DPWH) which facilitated the construction of the building. Gabriela Silang building intends to provide offices for both the College of Engineering and College of Architecture and Fine Arts. It will provide a spacious place which can be used for studying and also for special events. Every floor is set to provide different functions for students and faculty staffs. Office of the student council of both colleges and the medical clinic is located at the first floor of the building while faculty office is at the second floor. However, the first two floors provide a spacious study area while the third floor is set to be a function room for events. Dean Muhi wish to take good care of the new building.“Alagaan na lang sana natin ang mga facilities, mahirap maghanap ng magbibigay. Female grad tops Civil exams

PUP-College of Engineering proved once again its excellence as it produced new set of topnotchers including the first female top placer from the civil engineering department on a recently held licensure examination. Just this November, Engr. Kathleene Grace Dadero, first female topnotcher from civil engineering (CE) department, ranked as 6th place in the board examination with a rating of 96.30 percent. Furthermore, Engr. Nixon Albert Ramos (ECE ’11) ranked as 4th place with an average of 92.10 percent. The Electronics Engineering department however ranked as 7th top performing school in the country with a passing rate of 47.97 percent. Also, Engr. John Valenciano

Salapantan (ME ’11), 7th place in the board and Jaypee de Guzman ranked 8th in the Registered Master Electrician examination held last September 2011. They garnered an overall average of 91.75 percent and 81.5 percent respectively. On the other hand, a night of recognition was conducted for engineering topnotchers for April to May 2011 licensure examination held at PUP Tahanan ng Alumni, September 24. Present in the event was Engr. Ruben D. Llagas (CE ’10), first from PUP who ranked first place in the May 2011 CE licensure exam. Tokens and certificates of appreciation were given to them for the honor and pride they brought to the University.

DO YOU BELIEVE THAT

CREATIVITY DECLINES AS WE GROW?

THESE things that hinder us to do more; learn more, and express ourselves in much creative way are what we call “mental locks.” Inspired by the book “A Whack on the Side of the Head” by Roger Von Oech, let’s see how Engineering students stumble upon mental locks and how they could overcome them.

Play is silly As we grow and deal with academics, our interest in playing declines. That is probably because of some factors such as assignments, projects, exams, terror professors and the likes. By that, we unconsciously deprive our personal needs and time to roll down and have fun. Upon entering college, most of the students tend to take it too seriously. We were taught of the rumor that playing is frivolous. As if doing something entertaining once in a while have no good nor sense and may yield such a waste of time. Humor is the most important form of play. It has three abilities that improve our creativity - it stretches our thinking, it forces us to combine ideas that are usually not associated with one another, and it allows us to take things less seriously. We gain extra energy when we laugh. Realize that the “Aha!” when we got an answer to something, is from our “Haha” when we’re having fun. Our fruity, funny and exciting ideas can be generated while playing, doing something or even after our second beer. Reminder, too much seriousness is poisonous! Sometimes, it’s okay to be foolish A d m i t i t . We ’ r e a f r a i d t o b e labeled as an idiot or a moron. All of us could be a victim of group pressure. When a certain thing is being done by everyone, you’ll do it too. You’re threatened to be tagged as “fool” because it is just you who’s different. So you come to the point wherein you use to pretend just for others to accept and like us. This is a wrong practice for all of us. We have different views in life. God gave us freedom to do what we want, so do not allow yourself to be a captive of everyone’s desire. To err is wrong Most people live their lives competing for honor, position, money, attention, love, etc. Since it is competition, there must be a winner and the rest will be the losers. It’s hard to accept defeat after all. The thinking “to err is wrong” started at home, grew in school, and locked up today. To enlighten you, think of the quote “Success and failure are actually both products of the same process.” You can learn from losing. Do not burden yourself by simple mistakes.

Though life’s trials are in different levels, look at them as simple and easy as they could be, and they will turn to be really simple and easy. Bear in mind that negative feedback means that the current approach is not working. It is really intimidating to hear murmurs and criticisms while working but then, let them be your strength and inspiration to finish the given task and make it satisfying in your eyes. Pleasing everyone is none of your business. Rather, obliged yourself to give your very best in everything. That’s not my area “I’m an Engineering student not English major.” We often hear this defensive line whenever somebody points out a grammatical error of an engineering student. It’s part of the human nature to lock ourselves within our comfort zones. Excuses such as “I’m not good at that,” and “That’s not my area” hold us back to greater opportunities beyond our horizon. Since we’re afraid to take the risks, the door for greater ideas would never be opened. Isn’t it nice to be a jack of all trades? Don’t set limits on your capabilities. There would always be a room for improvement. The world is everyone’s area so go out and be exposed! Avoid ambiguity Being ambiguous is looking and taking things in different approach. Notice that in school, we are always asked to give one - one solution, one answer, one style, one format, etc. We’re always under the rule. We’re not able to use our own skill to jump on the answer. Somehow, the chance of discovering and exploring is very limited too. These are all because we’re locked and hindered by many forces. As a student you need to learn that there are lots of ways to see a thing. Do not just settle on what most of your companions perceive. There are actually more than what you see. Think pensively and be ambiguous! The right answer As engineering students, we have to be precise in giving answers to any problem. In our field, it is noticeable that ‘exact’ is always asked when we deal with mathematical problems or problems within our specific courses. Engineering problems most of the times require one right answer. This system of solving problems is just right for it is a must in our field. Yet, we are too consumed in it that we didn’t notice that it affects our life especially in decision making and problem solving. This is bad because we close the doors to the possibility of finding better answers. In a problem there can be lots of answers which are much comfortable for us to find. Follow the rules Rules are made for the welfare of every citizen. These guide us every time we interact with in our society. Being a student, we have a lot of responsibilities on following it, though sometimes we don’t necessarily need to live with it and be saturated on every detail of it. For an instance, math problems has its definite rule for us to arrive with the answer we are looking for. However, we can manage to break some of it and still arrive with the same final answer. It is where we are comfortable that matters most. “Do not put limits to yourself, live life to the fullest.”

That’s not logical Logical thinking is a kind of thinking where we look on both sides of every problem. Our area of learning is one of the fields in which it scrutinizes every detail of the problem. It can be seen every time students here in CE conduct a program, do surveying, check electronic parts, etc. Logical thinking is a pre-requisite in our chosen field. A chain is being created as we do things. Having this lock hinders us on looking stuffs or problems at a softer side. Looking to things seriously blocks us on generating better ideas. “Don’t make things complicated, life is simple.” I’m not creative Engineering is a field where science dominates. As engineering students we have this thinking that art or being creative is not a factor to become a great engineer. As an example, students, mostly in first year don’t like the idea of having an Engineering Drawing as part of their curriculum for it has nothing to do with their respective courses. They’d say they’re not good in sketching things which falls to the idea that they are not creative. A certain line goes like this−“Our thought becomes our actions, our action becomes our habits, our habit becomes our lifestyle, our lifestyle becomes our character and our character becomes our destiny.” Practicality reigns Entering the field of engineering is not that easy. The fact that it requires a lot of expensive tools and high cost projects is just another story in this area. The fact that our government allotted approximately PhP 13,000 a year to each student (according to People’s Tonight) makes each engineering student a scholar. nce you’ve entered college, you better gotta find a way to survive or else you’ll never graduate on time. Welcome to the jungle, baby! Just like any other creatures on earth, students also interact with their environment. They were confined in their own little jungles called classrooms. This interaction is commonly known in science as symbiosis. Here in the College of Engineering it is interesting to know how CEans adapt to their surroundings and intermingle with each other. Before you seek Charles Darwin an advice on how to become fit to survive, you need to know first your role in the university’s ecosystem. Here are some of the familiar situations you would encounter in CEanbiosis.

IN UNITY WE FIND PROSPERITY. College life is indeed such a roller coaster ride. There would be lots of ups and downs. You would meet lots of different people on your journey that would surely lend you a hand without being obliged in doing so. One of the best interactions between species is the protocooperation. It is the ecological interaction in which both participants benefit but which is not obligatory for their survival. Protocooperation is a harmonious (positive) interspecific ecological interaction. The best way to enjoy your college years is to maintain a good social interaction with each other. You may survive the trials on your own but it is best if you could allow people to help you on those matters. There’s no harm in letting people help you in times of troubles and lending a hand to the needy ones anyways. Once you’ve learned how to cooperate with your fellow students, you would surely love to look back and say “I had such a wonderful stay in college.”

WHO CARES? Oh, here goes the all-knowing guy again. He never ceases to top the quizzes while most of his classmates were consistently at the foot of the passing line. It is as if he is the only one who gets to learn in the class. His intention was just to show his undeniably great wit but it brought the class into the verge of destruction. This scenario could be compared to another type of interaction present in a CEan’s life. Ammensalism is the type of symbiotic relationship that exists where one species is inhibited or completely obliterated and one is unaffected. Just like how species get extinct due to human actions like habitat devastation by fires, ecological accidents, leisure hunting, etc. Because he was too intelligent for the class, the Professor can’t lower his standards, thus bringing most of the students in the class into obliteration. This would be very hard only for those who are in danger of failing the subject. They would electrify you with their puppy eyes stare, begging for a piece of paper and make your day perfectly horrible. Parasitism is a kind of hunter-prey relationship where parasites depend on the host for the food, protection and reproduction. In reality, there goes the slackers, the contingents, and the freeloaders as parasites. They always depend on others because it would provide all the things that they need. They don’t even take studying seriously. They come to school just to relax and unwind. Their vision is to pass all the subjects in the entire semester just on copying an item from their seatmates or sometimes all the answers to the quiz. They are certainly have a perfect score by cheating. Any parasite could ace an exam without any effort and take everything from you. So beware! Worst thing you would deal with them is during lunch break. If you just set your eyes off of your food for a split second, it would be gone. Leeches don’t buy their own food for they feed on yours. The hosts, on the other hand, is the most charitable and God-given answers to those lunatic ticks for it always comply with others’ demands. While they are busy working over a report, the parasites are also busy – slacking their asses off. For they think, the hosts can do it, all by themselves. So why bother to help?

I WANNA BE ON TOP. So who got the highest score? I bet it’s him again. Competitors are the ones who always wanna be on top. They could care less about everything except their ranks. They are mostly the achievers. They study hard enough just to gain their spots. These kinds of students are most likely to compete head-on with their fellow classmates. They find bliss being on the peak of the honors’ list. These CEans would take different strategies as long as they’ll be crowned as the toughest, fittest, and most competitive engineers in the making. They are also kinda hard to deal with for they consider everyone as their competitor. So if you think you’re not that tough enough for a clash better put your distance on them.

THE WISE AND THE OTHERS WHO DON’T CARE. It’s quite surprising to know that some students are witty enough to use other people to their advantage without being a nuisance. This kind of relationship is considered as commensalism in science where one benefits and the other is not significantly harmed nor helped. The benefactors in this kind of relationship are incredibly wise but lazy folks. They exist to feed on others’ laziness. When the deadline is on, they would convince their classmates to beg their teacher for an extension. Of course since most of the class are a bunch of lazy idiots, they would certainly agree. Convincing their classmates is their ultimate weapon. They would persuade you to give your spare time to help them in their school works. Since they do not much bother you, it is quite okay to deal with them in some time but these people would eventually turn out to be parasites if much tolerated.

He was not contented to what the typical apple had offered so he created one that can offer more. During 1970’s, he, together with Steve Wozniak founded a company that made wonderful modernisms that still brings breathtaking innovations today, innovations that conquered all sides of the world, technology that affects us and has an impact to the everyday lives of many. The world when apple is just a fruit Long ago, the term Computer refers to no machine. It refers to people working and performing repetitive calculations, navigational positions, tide charts, planetary positions and other matters which requires computations. After some time, inventors discovered the use of abacus. This mechanism became the first computing aid for mathematical purposes. It consists of beans or stones moved in tables made of stones or wood. This was used by the Babylonians, 300 B.C. Napier’s bone and logarithms are invented during 1617. These devices are innovations of computing devices. Not long enough, slide rule was invented as improved machines for computing. Leonardo da Vinci built the first gear driven calculating device and named it calculating clock. It was 1642 when Blaise Pascal invented the Pascaline which is capable of adding numbers. Computers back then were not really what they are now. Many have tried to contribute for this technology improvement but only few are chosen to excel. Steve Jobs found an Apple Born in San Francisco on the 24th of February, year 1955, a baby was put for adoption by his biological parents named Abdulfattah John Jandali, which was a native Syrian and either a political science or a mathematics professor and Joanne Simpson which was an unwed graduate student. The condition of Joanne for his adoption was to send his son in college at the right age. Paul and Clara Jobs adopted the baby and named him Steven Paul Jobs. The couple sent him to college but Steve dropped his subjects. Since his interest in electronics and technology never faded and with the help of his geek friend Steve Wozniak, Job’s dropping out from his subjects became his break in doing innovations that would change the world. Apple Incorporated This company, mostly just like the others, didn’t had a good start. Steve sold his Volkswagen while Wozniak get rid of his HP 65 calculator just to start with their first board worth $1,000. They could not find an appropriate name for their company until one day, Jobs said that they will call it Apple if they could not put up anything better. And poof! Apple Computer was in. With the help of Ron Wayne, the colleagues of Jobs from Atari, the necessary papers to start a corporation was written and at the same time the first logo of the Apple Computer was created. Thus, 10% of the shares in the company were given to him while the remaining share was split between the two friends. Finally, the Apple Computer had their first computer set orders from a Homebrew member named Paul Terrel. He was starting a new computer store named Byte Shop from Mountain View. Terrel ordered 50 pieces and each set costs them $500, a big start for an amateur company. Jobs and Wozniak started to put up the parts in the Jobses’s Garage with the help of Patti Jobs, Steve Jobs’ sister, and his friend from Reed College, Dan Kottke. They paid $220 for the parts of the Apple and sold it at the price of $500. This was the start of Apple Computers. They tried to bring the units to Homebrew and other more stores to be sold and they had sold a couple hundred this way. Jobs and Wozniak decided to buy the other co-founder Ron Wayne for $800. They incorporated the company on April 1, 1976. Clinging to Power

PROGRESS certainly won’t be achieved with another term under the same ruler. It has been months since Dr. Dante G. Guevarra’s term has ended as the president of our sintang paaralan. But as of the moment, he still stays in power. It appeared that he is prepared for what is going to happen in case he was not given a term extension. And he is. Nobody has expected that he would be able to manage to cling to the presidency even after the Board of Regents has decided to pursue a search for the next PUP president. But Dr. Guevarra is not alone. He has on his back the activists who pretend to be his opponents yet they secretly conspired to have him stay on power. When the Board of Regents has appointed Edicio Dela Torre to temporarily be the Officer in Charge of the University, the activists shouted their objections. They opposed the selection even though they had once called for reform in the academe. When the start of the modification is coming, the activists are opposing it as if they never wished for it. After the search committee for the next PUP president is formed, is created. Activists are pups ran and fed by someone. They are willing to pursue what their ruler says. They are pretentious. It is as if they have swallowed their vomits when they have taken back all the things and words that they have said against Dr. Guevarra just to have the convenience of security when it comes to power and money. Another thing is that majority of PUPians are left wondering what is happening. They are not informed of what really is going on. They are blunt and prefer not to know what is going on around them. They do nothing. They just let themselves be stranded on their usual comfortable lives. They mingle with the currents and let themselves be coursed by the waters. PUP is now facing one of the issues that require involvement, which is the search for the next PUP president. Thus most groups are calling for the inclusion of a student representative on a five manned search committee. This can be true, that a student representative could help select a president which is really for the good of the studentry. But if ever the “to be selected” student representative is coming from the leftists who call themselves pro students, rather not call for your representation. It would be better to be satisfied on the current search committee’s composition rather than to include someone who knows nothing but to think of what is good for the political parties where he belongs. This is the start of the reform— a new beginning not only for the new president to come but also for us, the iskolar ng bayan for we are to be given a chance to be served as we deserve to be served. Anyone who cherishes quality education inevitably sympathizes with our aspirations of having a peaceful transition of power. Every PUPian regardless of course, gender, status in life and age yearn for reform which could only start if a new president will rise to reclaim PUP’s honor and glory. It would be frightening and comforting to believe that this is the only way out– that when the dust has settled, PUPians could find themselves involved on the process and be led by someone of unquestionable integrity. Progress that would allow the PUPians to have a better education than what the previous term has offered, with basic human rights, academic freedom and greater opportunities, can most likely only be achieved via a transition from Dr. Guevarra to the new president that is chosen on a proper manner, a president who can maintain order while creating gradual change. It certainly won’t be achieved under a term extension. An orderly transition would be better for PUP.

On the Passengers’ Side...

SOMETIMES when we know our destination, we actually lose our minds then realize we have taken the wrong way. However surprisingly, we learned much from the things we didn`t expect to learn from and change our views toward things around us. Thus, making us a better person. I was on my way to the train station in hurry for I was late on that day. It was a bit stressful for me; I feel that time gets all of my energy. I glance a little hope. Then I notice a child suddenly stares at me and give me her sweetest smile that she can ever give. I didn`t notice I smile back to her alter my mood as if I didn`t experience bad day. I don’t know where I get the reason to smile even for a minute. I remember my classmate told me,” smile is very contagious”. Now I know what he meant by that. Sa pagkakatanda ko, noon, may mga aktibistang lumapit sa amin para kami ay bahagian ng kanilang mga pananaw at paniniwala. Nagtuturo sila ng mga ganitong bagay, at kung minsan, inaalok nila kaming sumama sa kung saan saang mga lugar kung saan may political events gaya ng SONA ng pangulo, atbp. We face problems or trials which often times leads to hopelessness. Before we are formed in our mother’s womb, our life’s blueprint has already been made by God. Every detail has been done according to His good and perfect purpose. However, there are times when God’s plan is not happening in our life, not because he has forgotten us, but because we rely to our personal plans. We thought that God’s plan is happening when we are on the peak of our success or if something good happens, well it’s not. Either way, when hardship comes we contemplate as if we have been forgotten by Him then we tend to consider doing things that is against his will just to save ourselves from the struggles we are experiencing. Good or bad, these things are just part of God’s plan. The only thing is you just have to trust and hold onto His promise.

“OUR grade doesn’t always determine what kind of students we are. Sometimes, it shows what kind of professors we have.”- A quotation I posted in facebook. Many students liked it. I guess they were guilty of being unsatisfied having fair grades so they’re agree of putting the blame on the instructors. Everything revolves stunningly. Words are not just the powerful ones even numbers like grades now. I was a consistent honored student since grade school. I was forced to do everything to get high scores. Forced and pressured by the expectations of my parents, teachers and others. I felt so sorry everytime I see saddened expressions and hear words of disappointment from them when they see my class card and it happened that my grades declined compare with the previous period. Of course it was somehow disappointing. But how dare they were to give me those reactions well in fact they didn’t even worked for that grade. Sigh. First semester last year, I Speak your mind. Why not share your young, fresh and new ideas got 1.0 in my Trigonometry and about anything under the sun. Algebra all by myself. Then the following semester ended. I was expecting for a high grade in my Geometry, too. My advanced apology to those who won’t understand, but I was so frustrated when I saw a 1.5 grade in my card. I had an attitude of being a high-profiled person that made me unsatisfied of things. My expectations used to hurt me always. At my second year in college, I’ve decided to desist from being a gradeconscious student. Grades are nothing but digits. What I want is to be a character-conscious one. A person with character is better than the person who has brain. I’ve been tagged as the best brain and best heart in the crowd. Weighing the appreciation I felt, owning a perfectly good heart is better. I was able to evaluate the behavior of my parents too whenever I presented my card. They were not after my grades because they know at the very beginning that their girl is excellent enough. “Excellence is not of being the best, but doing our best.” It’s my fault of being demanding of hearing compliments and doing things just to impress people. I came to the point where I almost forget my real need—love. I was seeking for love of others and got unsatisfied because I don’t have love for myself. It took a long time for me to solve the scenario. But still, it’s okay. That time made the problem perfectly good now—it feels so nice to be free! FIFTY years have passed since the issue of the infamous Spratlys dispute erupted. Six claimants fought over the vast resources of marine and oil deposits. This results various conflicts especially to China and Philippines. April of this year, the Chinese troops forced their ‘claims’ to the adjacent waters of our territory. This act alarms the government implicating our security is in jeopardy. Despite of the threat, our government filed a protest against China with its claim over the disputed islands to the United Nations Commission on the Limits of the Continental Shelf (Clcs) through the international law, known as UN Convention on the Law of the Seas (Unclos). Unclos was first introduced after the World War II, requested by the international community to the UN International Law Commission to analyze the existing laws regarding to the oceans and later began preparing four drafts adopted on its first convention. The draft consists of the following: the Territorial Sea and Contiguous Zone, the High Seas, Fishing and Conservation of the Living Resources of the High Seas, and the Continental Shelf. However, the issue regarding the territorial claims was not included in this convention. The second convention took place on March 17 to April 26, 1960 but also failed to include the draft until the third Unclos brought up the pending agreement on territorial claims. Over 160 countries participated in the convention which lasted nine years, then ratified by 60 states agreed to the convention the year after. Our government filed a protest against China due to some incidents occurred. It consists of firing Filipino fishermen and harassing the Philippine exploration ship by Chinese naval troops within our adjacent waters. According to Part VI Article 76 of the Unclos, it says that “a coastal state comprises areas that extend its territory to a distance of 200 nautical miles from the outer edge of its continental margin and does not extend up to that distance”. Based on the statement our claims on Spratlys were covered within the distance covered, starting from our coastline. Two Billion Dream In Depth “PUP budget hindi sapat, 2 billion dapat!” this is the shout of PUPians as they fought for a higher budget during the issue of the budget cut in education in the 2011 national budget that can lead to tuition fee hikes for all the State Universities and Colleges (SUC’s) in the Philippines. This alarming information awakens not only PUPians but also the different sectors of PUP and other SUC’s. Thus, to show their opposition to this issue all the different sectors have agreed to launch coordinated strikes in campuses nationwide that was conducted on December 1, 2010 which led by PUP president himself Dr. Dante Guevarra. The said strike not only aims to show their opposition to the proposed budget cut but also to pursue for PhP1.3 billion budget increase. According to Student Regent Sheryl Alapad PhP2 B is the minimum amount required to maintain the present state of operations and facilities of the PUP system. That is approximately Php1.3 B short to

Ms. Florenita Imperial, Director of the budget services office, also affirmed that the current PhP677 million budget of the University for the entire year is really inadequate in providing the PUP’s needs. The Responsible Parenthood Bill, popularly known as the Reproductive Health Bill (RH Bill) is one of the most controversial bills in the Philippines as of today. The RH Bill aims to uplift the reproductive health standards of the Filipino community by giving them a wide range of information regarding both natural and artificial family planning method and gives an easier access towards artificial contraceptives. Surely, the bill spreads around gratifying words such as responsibility, health care, freedom, choice, progress, rights, impartiality, etc. But the Catholic Church has been very firm with their opposition regarding the bill because they believe that the conditioning of the minds of Filipinos towards the practice of artificial contraception will eventually lead to the legalization of abortion. It is an indication of disobedience to the teachings of the Roman Catholic Church. With the RH Bill in question, will the Filipino really be going to a wrong road? Will the sanction of this be the culprit of immorality and pre-marital intercourse? Or will it hoist the living of the Filipino people? Will it really help thwart morbidity of sexually transmitted diseases? Will it really be the solution to curtail the country’s booming of population? RH Bill, must pass or not? This is in compliance to the approved budgetary plan for an entire year that was submitted by the different SUCs. Minor Allotment The 86 percent budget allotted for personal services only covers the regular faculty and the salaries of part timers come from IGPs. In accordance with the employment status of the University last 2009, it shows that only 41 percent of the professors are consist of full timers and the greater percentage of 59 percent comprises the part-timers which means that the highest appropriation of employees is not funded by the government. Also according to the general appropriation from the DOB the research services which must be given importance for it supports PUPians great ideas has only Php 7 M allotted budget for the entire year. It has the second lowest allotment next to the auxiliary services from where in according to Imperial the budget primarily goes to the research personnel and most of the funds used to support students’ researches mainly come from IGPs. Meanwhile, it’s not only the personal services of the University has insufficiency but also the Mooe which is facing the same problem in terms of financial issues. Imperial confirmed that even the budget for it are insufficient for the approximate amount of PUP’s electric expenditures is PhP4.2 M monthly or PhP50.4 M annually and about PhP2.5 M or PhP30 M per annum for the water bill. Summing it up, it is assumed that only PhP15 M is left to the other operating and maintenance of the University. Also, only a portion of this PhP15 M budget is left to be utilized for the basic commodities of studentry like chairs, electric fans, white boards, etc.

Do we deserve PhP2 Billion? According to Imperial if the fight for PhP1.3 budget increase will be approved, this increase will be mainly allotted to the capital outlay or the ongoing construction of infrastructures and facilities for the University which is presently funded by different companies and IGPs because it was not included in the general appropriation. Moreover, she said that there would be major facility constructions that will take place in the University like building of additional classrooms and adding up laboratory equipment to uplift the quality of education and help PUPians in achieving its full potential through the use of the resources the school is offering. She also stated that if the budget increase will be approved then the IGPs concerning the studentry will be minimized or possibly eliminated. The current PhP677 M fund of the PUP is not sufficient in sustaining its current population. For years, the University has been fighting for a much higher budget to uphold its standard and antique facilities. Most of the PUPians have already rallied along the main campus, along Mendiola and yet the fight for a higher budget is still ongoing. Maybe, just maybe this time we should change our ways on how we show to them that we deserve the higher budget that we’ve been longing for. The best way of proving to them that we deserve this much higher budget we’ve been shouting for, is to show them that we are not just a university of activists but a university of intellectuals that deserves each and every penny that they’re spending to our University. That instead of rallying we should strive harder to achieve academic and non-academic excellence. Maybe through this, we can triumph in our fight for much higher budget and expect budget increase without going outside the University and cut classes.

CRAZY IN LOVE One of the most popular Asian movies and the top one movie that have captured the heart of many CEAns is the Thai movie “A Crazy Little Thing Called Love”. As the title says, you’re going to be crazy as you watch this. It is a story of a simple high school girl named P’Nam, who obviously fell in love with the ultimate campus heartthrob, P’Shone. With the help of her friends, she done captivating moves to get his attention – which led her to improve herself and suddenly became popular in their school. P’Nam eventually decided to voice-out her feelings for him and unfortunately, P’Shone already has a girlfriend. But even though, he has secretly fallen in love with her and only his scrap book knew his true feelings. Nine years after living in a separate ways, they met again and they tell the world how much they love each other.

ALL IS WELL “Aal iz well” or rather, “All is well” became a popular catchphrase because of the movie “3 Idiots”. This movie created a big impact to its viewers, especially engineering students, teaching them to love what you do and not to take pressure. This story is about three students with different status in life. Fahran is afraid of pursuing his passion as a wildlife photographer because his father wants him to be an engineer. Raju, who loves engineering, is having a hard time in excelling with his studies because of too much pressure on his side. His parents are hoping that he will be the remedy to end their poverty. Rancho, being the smartest among them, wants to help his friends by letting them realize that life doesn’t need to be complicated. His perfection lies in the fact that he makes everything look so easy and spontaneous. MY ‘BIG’ LOVE Another one is the Korean movie entitled “200 Pounds Beauty” was became popular in CEA. The plot was based on a Japanese manga called Kanna-San, Daiseikou Desu (meaning ‘Being Beautiful is Agonizing’) by Yumiko Suzuki. It is about Hanna, an overweight ghost singer, who seeks attention and appreciation from everybody. For that, she went an extreme plastic surgery from head to toe. Hannah now has become Jenny – pretty, slender, and a fast-rising pop sensation. Despite of her soaring popularity, the question is how long she can keep her secret especially her father, though having a mental illness, could still recognize her. Will she deny the only person who accepted her with whoever she is when the time that everyone else rejects her?

These cute, colorful and angry-looking birds have splashed CEA’s very foundation – not literally the entire building, but in every CEans’ wall of craze. The Angry Birds mania is everywhere; from smart phones, laptops, and even PCs. Undoubtedly, Angry Birds is the most played game not only by students, but also everybody worldwide. Angry Birds was developed by Rovio Mobile, a Finland-based game developer, in 2009. This physics-inspired game began from a simulated screenshot featuring various types of wingless and feetless birds with different abilities, as well as giving them the angry looks. The green pigs, however, are the main targets of these birds. In the storyline, these birds seek pay back on these green pigs who eventually stole their eggs. The mechanics is to eliminate the pigs with birds that have different destructive abilities bulleted in a slingshot. This game consists of episodes with 15 to 21 stages, and a bonus mini-game, “Golden Eggs”. Every stage comes with

Jamal Malik, an orphan from the slums of Mumbai, is a question away from winning the 200 Million rupees in “Who wants to be a Millionaire?” During the break, Jamal was arrested and accused for cheating in the game. How could a street kid know that much? Desperate to prove that he is innocent, he begin to tell the story of his life; his brother, the place where he grew up, their adventures on the road, their encounter with local gangs and the love of his life, Latika. Each chapter unveils the key which reveals the answer to each question. This movie says that life is a continuous learning process and experience is the greatest teacher, which something worth remembering. Unpredictable story, interesting plot and twisted characters made these movies really exciting. Plus its humorous approach made these movies so light and gives life’s greatest lesson. It is very inspiring that it reflects the reality of life. Good-looking actors and a relaxing soundtrack added some spice to these movies. Also, the technical quality of the movies such as cinematography, innovative story lines as well as special effects and animation are very remarkable. Moreover, these movies constitute striking figures among each role and each character has their own distinctive part in making these movies really entertaining. Movies can change everyone’s way of life. The story, portrayal of characters, each line and scenes, could easily inflict them in different ways. There are motivating thoughts and moral lessons which could imply in everyday living. These can make us fall in love, to be loved and give love to everyone. It can give us hope during our tough times. Sometimes, even the simple thought, there is a possibility that it can happen, can give us strength and can increase our faith. These movies enable its viewers to be immersed into an imaginary world for a short period of time. Entertaining, inspiring, teaching a lesson and make the real character of the story unto you. This has already released Halloween, Christmas and St. Patrick’s Day editions; the other one is Angry Birds Rio, a special collaboration edition inspired from 20th Century Fox animated film, Rio; and lastly, Angry Birds Magic, which developed exclusively for Nokia’s NFC-enabled Symbian devices. Angry Birds has become a phenomenal craze. In fact, it has an animated series on the process and will be working on its movie. This has been number one paid application for iPhone throughout the world, especially in the United States, United Kingdom, and also in the Philippines; and most of the CEans enjoyed this game. After a minute, the accounting student came up with an answer, “I will simply pretend that the table doesn’t exist.” Surprised with the accounting student’s answer, the physics student stated the principle of light and darkness, that when color black appears on the darkness it is the absence of all the colors meaning you cannot see anything like the table that you’re asking. But the engineering student simply but cleverly asked everyone, “Which table?”
