Joining desires to needs is the PURPOSE of the NGO Parceiros Voluntários. To be the connection among People, Companies, Schools and Universities that want to offer voluntarily their time, their knowledge and emotion to the Causes for which the Civil Society Organizations work. A report, we all know, must be technical, rational. However, when the work is for Social Causes, this is an impossible task, because we follow this equation: IDEALISM + PROFESSIONALISM = EMOTION WITH RESULTS Therefore, one of our big challenges is the qualification and professionalization of the Third Sector. This contributes to disseminate principles and processes of transparency and accountability in such a way that organizations have, with good management, the support to search for sustainability, becoming other than partners up to the two main distributors of financial resources: Governments and Companies, and that answers to the requisites of the Regulatory Mark of the Civil Society Organizations. Once having good management and accomplishing with focus, these organizations add up to the fulfillment of the Agenda 2030/ODS – Objectives of the Sustainable Development – Parallel to our view to the OSCs, we also focus to the Program of Education Values, with the Action Tribes in the Trails of Citizenship, the biggest movement

of young volunteering work in Brazil. Another big challenge, after all these 20 years, was to bring technologies that are available in the market to help in the mobilization and management of our Organization. The web Platform INTEGRI, built with many partners, will give us scalability, and keep on connecting people, connecting purposes. The big experience in stimulating networks and the many good results coming from PARCEIROS VOLUNTÁRIOS NETWORK, composed of several cities of Rio Grande do Sul, made us to implement The Unit of São Paulo, which will be the connection to reach de other states of our Country. Dear Readers, we gently ask you to read the content of this Report with kind eyes, for this engagement in a Cause goes beyond the accumulated knowledge in our brains. They are the truths deposited in our hearts and they guide us to paths we cannot seen rationally, after all, there are more than 7 million people attended by the Organized Volunteering Work. We share with you knowledge and experiences for we believe profoundly that the Human Capital and the Social Capital are the true heritage of a Nation and the foundation of the Values of Society.

The organization reaches its consolidated third decade as a reference in the country in the development of methodologies and management courses to bring sustainability, transparency and the concept of accountability to other Brazilian NGOs. In order to live out to its Purpose and Mission, Partners s o u g ht k n ow l e d ge a n d ex p e r i e n ce a s a m o b i l i ze r, a r t i c u l ato r, trainer of people, institutions and networks, and result m e a s u re r. It h a s a l s o co nt r i b u te d to d i s s e m i n ate q u a l i f i e d content on the Third Sector by launching eight books in this period. But these results do not put the organization in a comfort zone. On the contrary, the numbers impose even greater responsibility for the next 20 years, which is to overcome the challenges of the 21st Century in favor of the co n s o l i d at i o n of t h e Th i rd Se c to r.

W h a t c a n 2 0 ye a r s of vo l u n t e e r i n g work build?

I`ll start with a slogan of Parceiros Voluntários campaign in which I participated: ‘when you embrace a cause, this same cause will embrace you.’ This sentence seems perfect to me for all I have lived with my volunteering heart that Parceiros helped me discover in myself. I started 20 years ago with a group of small children around 10 years old. Today they are 30. Three of them and I naturally and slowly began to be closer and closer and built a family. We call our special family, our family of the heart. I call them daughters of the heart, son of the heart. They call me mommy of the heart. And now we have a new member: my grandson of the heart, Davi. Together we are a big heart.

In one of the editions of our Book Fair here in Porto Alegre, I worked for Parceiros Voluntários in their stand and on that day I received the visit of a Swiss group that was visiting our city and they showed a great interest in our volunteering work. I speak German and I tried to answer all of their questions, something like: ‘how is the contract, how long does it last?’. Answering them I realized that Parceiros Voluntários don’t work with contracts, they put a see in our hearts, and this ‘contract’ is for ever!

In 1995, the anthropologist Ruth Cardoso led the creation of the Solidary Community Program, as an instrument to promote citizen participation. It was an innovative strategy aimed at revealing alternative paths to the fight against poverty, a privileged space for the articulation between State and Civil Society. In the Promotion of Volunteering about 150 Volunteer Centers were established, in large and medium-sized cities, seeking to create adequate infrastructure for voluntary actions. It was in this collaborative and changing scenario that, in January 1997, the NGO Parceiros Voluntários was established.

1.500 P EO P L E M O B IL IZE D In Porto Alegre the Volunteer Challenge made the population think about: what touches you? What makes people move from a sense of solidarity to a voluntary action? With this motto it mobilized partnerships, mainly with the Movimento Tradicionalista Gaúcho, that coordinates the Acampamento Farroupilha, in order to carry on with a different activity: the Invernada Voluntária. Inspired by the long journeys of the gaucho farmers of the past, it called on the population, CSOs, volunteers and sympathizers to join the cause of the organized volunteering. That day, September 17, will be always in the memories and in the hearts of all those who participated and that, under the leadership of the volunteers Neto and Ernesto Fagundes, watched exciting presentations. Such as the members of the NGO Chimarrão da Amizade, with a number of traditional moving presentations, as the traditional Gaucho dance, the Chula, danced by disabled on wheelchair. As an integrative message white cloths were distributed, symbolizing the voluntary cooperation that transforms lives. The mobilization event became part of the Organization’s calendar.

sharing experiences Emotion with results! This sentence expresses what is organized voluntary work and gives meaning to another expression genuine and representative of what more than 470 thousand volunteers feel and do: Idealism with Professionalism. In order to share all the emotion and professionalism of the volunteers and of the CSOs that receive them, we hold the “Sharing Experiences” meeting, twice a year. The meeting was created to follow closely the volunteer’s work with the CSO, qualify the dialogue between these social agents, share successful experiences, identify new paths and be familiar with those who, like us, work for causes.

This year two editions were held: the first one, in June, with the theme “Volunteering: building a better world”, was organized to reflect on the real meaning of being a volunteer.

In October, following the 20th anniversary celebrations, were made reports of volunteers who, after all those years, are still engaged on organized volunteering. The celebration, with artistic presentations of the volunteers, brought joy and happiness to all those who dedicate to this cause.

2.679 VOLUNTARY COMPANIES

Corporate Social Responsibility (CSR) gives the sense of leadership to a company, since it generates value not only to itself, but also to society and to the environment in which it operates. In this way, companies can capitalize or materialize the so-called “intangible values” (reputation, brand, credibility, etc.) that represent 75% of the company’s capital, compared to the 25% of physical assets (facilities, machinery, others). CSR means a change in corporate culture at all levels, meaning that CSR is an asset, an investment, not only a mere expense. Together with the companies, Parceiros Voluntários developed a methodology to give advice on the creation and implementation of their Volunteer Programs. Our objective is to make them responsive to see themselves as stimulating agents of their employees, for the exercise of Individual Social Responsibility and for the importance of their participation in social projects of the community. The Program seeks to break with the paradigm that the company’s social participation occurs exclusively through financial sponsorship. The new model of involvement

is based on the transfer of the greatest capital that companies possess: their human resources, their knowledge and the grant of their brand to a Social cause. The voluntary participation of the corporate segment has led to the strengthening of an important link in the process of mobilization, dissemination and community awareness on the development of an organized voluntary work culture. Companies win by optimizing their investments in the social area, giving opportunity to staff involvement in community projects, mobilizing clients and suppliers and strengthening their image in society. The Civil Society Organizations gain by professionalizing their activities, gaining access to updated management and administration techniques geared to their specific needs. In order to regulate these relations, the Law 13,019 / 2014 was published, establishing the Regulatory Framework of Civil Society Organizations - MROSC, aimed at improving these relations and establishing the legal regime for the celebration of partnerships between them. As a response to the demand for training, we quickly developed the course “Sustainable Management and the Regulatory Framework of Civil Society Organizations”, with the partnership of CSOs, TCE / RS, OAB / RS, CRC / RS and Abong (Brazilian Association of NGOs). The Course addresses, in addition to the Law, practical content on the process flow that involves the planning, selection, celebration, execution, monitoring, evaluation and accountability of the projects, as well as the tools for fomenting and collaborating in the use of public resources .

p r i n c i p l e of t r a n s p a re n c y i n t h e t h i rd s e c t o r Hedging-Griff Institute. The training counted on 80 hours of face-to-face classes and 20 hours of collective consultations. The project is going to be accomplished in 2018 with 8 hours of individual consultancies, in order to follow the implementation of the principles of transparency and accountability in NGOs. A great ally in human development is the Federal University of Rio Grande do Sul (UFRGS). In 2017, a cooperation agreement was signed with the educational institution to carry out the methodological review of “Educando” by the postgraduate professors of the Business Course, with the conclusion expected for the first half of 2018.

The project had a Collaborative Network of 18 institutions, among private companies, public agencies and CSOs, resulting in the EDUCATING FOR TRANSPARENCY Course. In the first course were qualified 148 leaders of 76 organizations, from 21 cities of RS. The results gave rise to the publication “NGO Transparency as a critical success factor”. After carrying out two editions of the Educating for Transparency course at Bahia and Rio Grande do Sul, the third one was held this year in Porto Alegre, with a renewed visual identity, the participation of 24 CSOs and investment from the Credit Suisse

Throughout the Forums, the students present the actions they have taken, providing collective learning and recognition among the participants. They are also excellent opportunities for young people, not only to share ideas and attitudes, but also to develop new skills and competences, by participating in workshops and lectures focused on themes important to the reinforcement of the protagonism of children and adolescents. With a business office, our unit is located at Coworking CÍVI-CO, on 445, Virgílio de Carvalho Pinto Street in Pinheiros, reinforcing the concept of the 21st Century: working in cooperation with others. The reasons that led the Board to expand the Network to other states date back to 1995. They came in the wake of the creation of the Community Solidarity Program as tools to promote citizen participation and new forms of dialogue between the State and Civil Society. It was an innovative strategy aimed at revealing alternative ways to fight poverty and to articulate the entities of the Society, leaving as a legacy: the design, implementation and expansion of innovative initiatives for social development; the widespread promotion of human capital and social capital; and the strengthening of civil society, mainly through the encouragement of the creation of Volunteer Centers. It was in this scenario of collaboration and change that the CVSP São Paulo Volunteer Center and the NGO Parceiros Voluntários were created in 1997. After 20 years, with a solid experience in advising other NGOs, in developing management and volunteering methodologies, and the Social Technology Tribes in the Trails of Citizenship, along with a desire from our public, an unprecedented partnership was born: the CVSP and Parceiros Voluntários, thanks to the synergy of their work, united their purposes. Thus, we incorporated the activities of the Volunteer Center, being responsible for its management and execution of the activities. This decision prevented the disappearance of the important social asset developed there. It is certain that Private Social Investment in social projects will present great results, with the implementation of methodologies and management tools in Civil Society Organizations. This will also be in the area of Education, providing educational institutions with social technologies aimed at the development of Youth Leadership and human development through voluntary practice.
