City Manager J.J. Murphy: The City Manager Every City Deserves J.J. Murphy, City Manager for Hobbs, New Mexico, has extensive experience in city administration and management as well as in the United States Military. As a city manager, Murphy is highly dedicated and motivated to provide the best possible service that he can to the communities that he serves. He has been involved in public service since 1993 after graduating from King’s College. He has saved cities from bankruptcy as well as served in the United States Air Force for over 17 years.

City Manager J.J. Murphy graduated from King’s College in 1993 with a Bachelor’s in Political Science. He would go on to achieve his Master’s in Public Administration from Marywood University in Scranton, Pennsylvania in 1998. In 1997, he became a recruiter for the United States Air Force at the University of Notre Dame.

His role in the military would continue to grow, seeing him become a Public Affairs Officer and a Vandenberg Air Force Base Spokesperson in 1998 and a Watch Supervisor at the Tyndall Air Force Rescue Coordination Center in Florida in 2000.

He has been granted Top Secret security clearance for 16 years in a row. He has volunteered for two post 9/11 deployments to coordinate critical search and rescue efforts—once in Djibouti, Africa to direct recovery operations across fourteen nations, two continents, and three combatant commands, and again immediately after the Haiti earthquake to set up the first Humanitarian Assistance and Disaster Recovery Joint Personnel Center in the United States Southern Command to help support military response to Operation Unified Response.

In 2002, J.J. Murphy took a position with the city of Wilkes-Barre, Pennsylvania, as a Deputy City Administrator, just four years after achieving his Master’s degree. He was promoted in 2004 to City Administrator and assisted the City to avoid bankruptcy, helping to develop and implement a five-year recovery plan. The recovery plan that Murphy implemented would bring the City an audited financial turnaround of $57 million from 2003 to 2009.

During his time as City Administrator for the city of Wilkes-Barre, Murphy was able to accomplish much. He helped develop new avenues of revenue generation for economic development by coordinating over $150 million in new economic development initiatives over seven years, fostering partnerships with two downtown colleges which invested over $100 million in campus improvements, and was instrumental in efforts leading Wilkes-Barre to become one of the most technologically advanced communities in the Pennsylvania (from being one of the least technologically advanced), with little cost to the municipality.
