Susan M. Taylor – Acquisition Management Expert Susan M. Taylor is an expert procurement professional that has spent 29 years working in the federal government. She began work in the federal government in 1985 with the Department of Transportation as a Contract Administrator. She served as a career Senior Executive Service employee and has held numerous leadership roles. Her most recent role in federal government was between 2010 and 2014 when she was the Deputy Chief Procurement Officer at the Department of Veterans Affairs. During her tenure as the Deputy Chief Procurement Officer Congressman Jim Moran praised her for her procurement work that saved the Department of Veterans Affairs millions of dollars. She also received a Certificate of Appreciation from the VA Chief of Staff for her efforts with the National Veteran Small Business Conference, which helped VA achieve its small business goals. In her role as Deputy Chief Procurement Officer, Susan M. Taylor was responsible for 2,800 acquisition management employees nationwide, as well as 800 contract administrators and supervisors. She led the procurement operations for Veterans Affairs via three subordinate Regional Acquisition Directors. Veterans Affairs awards over 22,000 different contracts per year that provide important and differing services in IT, telecommunications, professional services, non-recurring maintenance, construction, transportation, and much more. Susan M. Taylor was responsible for overseeing acquisition policy, procurement operations, the geographical dispersing of $14.4 billion for procurement operations that included policy implementation and development, and implementation of the Standard Operating Procedures. Prior to serving as the Deputy Chief Procurement Officer for Veterans Affairs, Susan M. Taylor spent time as the Director of Procurement and Senior Procurement Executive at the Pension Benefit Guaranty Corporation (PBGC). Her knowledge of the federal procurement process was valuable in this position, as was her knowledge of contract policy, procedure development, and the operational aspect of how contracts are awarded by administrations. She was responsible for directing and overseeing the procurement function as the Senior Procurement Executive and Head of the Contracting Activity. In her free time, Susan M. Taylor enjoys breeding and training dogs, specifically Bearded Collies. She has been doing this since 2001 and has taken part in numerous dog shows. In 2003 and 2004 her Bearded Collie was the No. 2 nationally ranked female Bearded Collie. She has taken part in the esteemed Westminster Kennel Club Dog Show as well as other dog show competitions in the Midwest and on the East Coast. Susan M. Taylor grew up in South Bend, Indiana and obtained her Bachelor of Arts Degree from St. Mary’s College, Notre Dame, Indiana. She has been living in Maryland since 1980. Her three children and six grandchildren all live near her in Maryland and Northern Virginia.
