Registrations for the following classes and programs begin September 8, 2014, and will be accepted exclusively at the Harold E. Hofmann Community Center at the second floor reception desk. Walk-in program registration hours and acceptable forms of payment are as follows: • Monday - Thursday, 7:30 a.m. to 5:00 p.m. - Cash, personal checks, money orders, cashier’s checks, credit and debit (Visa, MasterCard and Discover) cards. • Monday - Thursday, 5:00 p.m. to 7:30 p.m. - Credit and debit (Visa, MasterCard and Discover) cards only. • Fridays, 7:30 a.m. to 3:30 p.m. - Credit and debit (Visa, MasterCard and Discover) cards only. • Saturdays, 10:00 a.m. to 1:30 p.m. - Credit and debit (Visa, MasterCard and Discover) cards only. USDA Free Food Program The City of Lawndale Free Food Program is open to people of all ages who qualify that are in need of food. The food is supplied by the Food Bank of Southern California and the United States Department of Agriculture (USDA). The food bank obtains and distributes donations of nutritious food that the City of Lawndale picks up from the warehouse, packs, and distributes weekly. The food received each week varies and oftentimes consists of canned goods and some type of fresh produce.
Food Distribution Information: Food distribution is located at the Harold E. Hofmann Community Center, located at 14700 Burin Avenue, in the third floor Main Event Room. Food is distributed every Wednesday at 10:00 a.m. on a first, come, first served basis to those who qualify until all food is gone. Lines to obtain food form early. Those obtaining food must provide signature confirming that Emergency Food Assistance Program (EFAP) guidelines are met. Hofmann Community Center has four state-of-theart rooms with full amenities that is available for reservation for private functions such as: birthday parties, baby showers, wedding receptions, business meetings, family gatherings, formal dining events, etc. Whatever event you are having, the Harold E. Hofmann Community Center has a room that is made just for your event. Calling all Gardeners The Community Services Department will be accepting applications for new and returning gardeners for the Dan McKenzie Community Garden, a 44-plot garden located at 4324 W. 160th Street. Each garden plot is approximately four hundred (400) square feet and provides the opportunity for gardeners to grow their own food for personal use and get some exercise while doing so. A garden plot can be leased for a nominal cost for a term of one year beginning in January and ending in December. If you are a gardener, or want to become one and are interested in applying for a garden plot, the Community Services Department will begin accepting applications on November 3, 2014, at 7:00 a.m. and continuing through December 8, 2014, at 5:30 p.m. Beginning the week of December 15, 2014, plots will be assigned based on a system of priority until all plots have been assigned. Applications can be obtained by visiting the City’s website at www.lawndalecity.org, City Hall Online, Forms, Community Services. Attention All Lawndale Business Owners
As we close in on the end of another year, the City of Lawndale would like to remind all Lawndale business owners that business licenses expire on December 31, 2014. Business license renewal fees are due on or before January 1, 2015. Please be aware beginning February 1, 2015 for each subsequent month in which the license renewal fee is unpaid, an additional penalty of twenty-five percent (25%) of the value of the license, up to ten dollars, or whichever is greater, to a maximum of 200%, shall be added to the balance (LMC 5.07.030). Renewal statements will be mailed to all Lawndale business owners no later than November 1, 2014; payments can be mailed or hand delivered. If you choose to mail your payment, simply complete your renewal statement by making any corrections and sign and date the form. Please make personal checks, money orders or cashier’s checks payable to “City of Lawndale” and write the business license account number on the check. Payments can be mailed to City of Lawndale, Attn: Finance Department, 14717 Burin Avenue, Lawndale, CA 90260. If hand delivering your payment, cash, credit or debit cards, personal checks, cashier’s checks and money orders will be accepted. LESD Gets Funding to Reduce Childhood Obesity
Lawndale Elementary School District (LESD) has been awarded more than $700,000 from the Los Angeles County Department of Public Health to implement two community healthy lifestyle education programs. The first grant, Champions for Change, provides peer parent nutrition and gardening classes at all LESD schools. The second grant, Choose Health LA Kids, is an early childhood obesity prevention initiative that is funded by First 5 LA. It brings together partners in Lawndale, Hawthorne and Inglewood to promote physical activity and healthy eating for children ages 0-5 and their families. Pouring used motor oil on the ground can quickly pollute large amounts of water. One gallon of motor oil can contaminate one million gallons of freshwater; a one-year supply of water for 50 people! So how can you dispose of used motor oil properly? Here are some quick and easy tips.
How to Recycle Used Motor Oil and Filters Curbside Pickup: In Lawndale, you can dispose of up to three one-gallon containers of used motor oil weekly. Motor oil is picked up on the same day as your trash and recycling collection day. Used motor oil containers must be tightly sealed and filters must be completely drained and placed in a sealable, zippered plastic bag and not in your recycling cart. Set the motor oil and filter next to your cart. Please call Republic Services (formerly known as Consolidated Disposal Services) at (800) 299-4898 at least one (1) day before your collection day to arrange for motor oil and filter pickup. Back to School Safety Tips for Motorists Sharing the Road Safely with Child Pedestrians All drivers need to recognize the special safety needs of pedestrians, especially children. Generally, pedestrians have the right-of-way at all intersections; however, regardless of the rules of the road or right-ofway, you as a driver are obligated to exercise great care and extreme caution to avoid striking pedestrians. Please exercise safety when driving through the City’s neighborhoods and near schools: • Drivers should not block the crosswalk when stopped at a red light or waiting to make a turn. Do not stop with a portion of your vehicle over the crosswalk limit line. Blocking the crosswalk forces pedestrians to go around your vehicle and puts them in a dangerous situation. • In a school zone when a warning flasher or flashers are blinking, you must stop to yield the right-of-way to a pedestrian crossing the roadway within a marked crosswalk or at an intersection with no marked crosswalk. • Always stop when directed to do so by a school patrol sign, school patrol officer or designated crossing guard. • Children are the least predictable pedestrians and the most difficult to see. Take extra care to look out for children not only in school zones, but also in residential areas and those near playgrounds and parks. • Don’t honk your horn, rev your engine or do anything to rush or scare a pedestrian in front of your car, even if you have the legal right-ofway. • Red flashing lights and an extended stop sign arm signals to motorists that a bus is stopped and children are entering or exiting a school bus. Traffic in both directions should stop when students are entering or exiting a school bus.

Fall 2014 Capital Improvements Program Update The Public Works Department is pleased to provide you with this quarterly update of the City’s Capital Improvement Program (CIP). The program covers street, concrete, and traffic improvements (including sidewalk, curb and gutter) and parks and city facilities improvements. Many projects are currently under construction or are in the planning and design phase.
Current Projects William Green Playground Equipment Replacement: In May of this year, the City Council authorized staff to bid the Playground Equipment Replacement Project for William Green Park again since a low number of bids had previously been received. The project entails complete removal and disposal of all existing playground equipment and footings, removal of existing sand and rubber surfaces, installation of new concrete ramps, purchase and installation of new playground equipment, and replacement of existing rubberized floor surfaces and sand with 12” thick wood chip pads. Construction began in August and should be completed prior to the release of this newsletter. Rogers/Anderson Park Field Improvements: Plans and specifications were prepared to re-grade and improve Rogers Park playing field at the Rogers/Anderson Park. The field had an inadequate drainage system that made it difficult to play on. This project included the removal of existing turf, irrigation system, and drainage facilities to re-grade the field to drain towards the southeast with a one half (½) percent fall. An in-ground drywell and retention tank to the south of the main playfield were installed to capture the first three quarters (¾) of an inch of each rain event and recharge the ground; the drywell was installed to capture rain and regular irrigation run-off from the east side of the field drainage system. Additionally, a new irrigation system was established along with new turf that has significantly improved the playing surface. As part of this project, the existing softball field to the west of the main field was demolished and re-graded and is now part of the athletic field. Project construction began in February 2014 and the field is back in use now. The construction cost was $425,000.

Street and Park Improvements Project – Design Phase: Portions of this project are currently in design, while some elements have been completed, and include sixteen (16) street segments for improvement as identified in the City’s Capital Improvement Program for fiscal year 2014-15. Drainage issues at Rogers Park, roadway improvements, and intersection upgrades at Condon and 154th Street were part of this project. Citywide Traffic Signal Improvement Project: The City applied for and received a Measure R grant to improve several traffic signals in the community. The signal upgrades will facilitate traffic, bicycle, and pedestrian movements within the City’s transportation network. The grant amount is for $1,500,000 and the funding will improve several traffic signals in the community as some systems are outdated. Some of the improvements will include: • Full-traffic actuated operation • Bicycle and pedestrian use accommodations • Timing plans for signals; new controllers, cabinets, conduits, wiring, and detection loops In the course of this project, all the necessary construction documents, including plans, specifications, and estimates for the signal upgrades were prepared and will be advertised shortly. The improvements will be at the following locations: • Manhattan Beach Blvd. at Freeman Avenue • Rosecrans Avenue at Jefferson Avenue • Rosecrans Avenue at Ramona Avenue • Rosecrans Avenue at Firmona Avenue • Inglewood Avenue at W. 147th Street Note: Both intersections to be improved. • Inglewood Avenue at W. 152nd Street • Artesia Boulevard at Inglewood Avenue • Artesia Boulevard at Kingsdale Avenue • Artesia Boulevard at Grevillea Avenue • Prairie Avenue at W. 164th Street • Prairie Avenue at Manhattan Beach Blvd. • Prairie Avenue at W. 154th Street • Prairie Avenue at W. 147th Street • Prairie Avenue at Rosecrans Avenue • Marine Avenue at Firmona Avenue • Marine Avenue at Mansel Avenue • Marine Avenue at Freeman Avenue Stop Sign Replacement Project: The stop sign replacement project is currently underway. The initial phase of signs, poles, and mounting hardware were ordered and the Public Works Crew began replacing faded or damaged stop signs late last year. The new stop signs are reflective and have an anti-graffiti film and will aid drivers during the evening hours and reduce the time spent for graffiti removal.
COMPLETED PROJECTS: Playground Equipment Replacement Project: City Council approved the complete replacement of the aging playground equipment at the Jane Addams and Rogers/Anderson parks for exciting and new playground designs and themes. The new Rogers/Anderson Park playground equipment has a “western” theme and the new Jane Addams Park playground equipment has a “castle and tree house” theme. The new play areas and equipment fully comply with current Consumer Products Safety Commission Guidelines and American with Disabilities Act (ADA) requirements. This project was funded by Community Development Block Grant (CDBG) funds and had a final cost of approximately $480,000. Manhattan Beach Boulevard and Firmona Avenue Traffic Signal Modification Project: City staff successfully received a California Department of Transportation (CalTrans) grant to modify the said traffic signal at the subject intersection. This modification improved traffic safety for vehicles traveling westbound as they turn south onto Firmona Avenue by incorporating a protected left turn green arrow. The project construction was completed in January and was funded through a Federal Highway Safety Improvement Program (HSIP) grant and California State Proposition C funds. Street Resurfacing Improvements Project: The project included street improvements at the following locations: W. 156th Street from Hawthorne Boulevard to the end of the culde-sac; W. 159th Street from Freeman Avenue to Prairie Avenue; W. 153rd Street from Mansel Avenue to Hawthorne Boulevard; W. 145th Street from Avis Avenue to Prairie Avenue; Sombra Avenue from W. 156th Street to Manhattan Beach Boulevard. Construction was completed last December. The project was funded by Community Development Block Grant (CDBG) and Redevelopment Bond funds for a total cost of $500,000.

We are also making the old signs available for purchase by the public at $10.00 each. Limited quantities of signs are available for sale at the City Yard; about 150 signs have been purchased so far. Free Bulky Item Pick-up Single family residents are eligible for four (4) free bulky-item pickups per year, with a maximum of four (4) items per pick-up. Residents of multi-family properties can receive one (1) free pickup per year with up to four (4) items. Before you set your bulky items at the curb for pick-up, please call Republic Services for a FREE disposal appointment at (800) 299-4898. If you don’t make the call, it will not get picked up.
Make Sure That Your Recycling Counts – Do’s and Don’ts Do put shredded paper into a paper bag and place recyclable containers loosely in the recycling cart and don’t bundle them in bags. Do place numerous plastics bags into one bag to create a plastic “bag ball” making it easier for Republic employees to find and properly recycle the bags. Don’t put garden hoses in the blue cart as they are not recyclable. Do donate unwanted clothing items to the Goodwill or a similar organization, or turn unusable clothing into cleaning rags. Don’t place Styrofoam items in your recycling bin; they are not accepted for recycling in the City of Lawndale. Do throw Styrofoam items in the trash. Los Angeles County Sheriff’s Department News The Los Angeles County Sheriff’s Department Lawndale Service Center is located at 15331 Prairie Avenue and can be reached by calling (310) 219-2750.
4th of July Fireworks Enforcement The Los Angeles County Sheriff’s Department, Lawndale Service Center and the City of Lawndale made it very clear that illegal fireworks would not be tolerated in the City of Lawndale this year. To get the word out, the Sheriff’s Department working in conjunction with the City of Lawndale: 1) spoke about illegal firework enforcement at a number of city council meetings prior to the 4th of July; 2) created flyers warning residents of the fines and the possibility of being arrested; and 3) delivered numerous flyers to all of the legal firework stands and to residences that were known for discharging illegal fireworks last year. In addition, the local public access cable television channel aired firework safety information and warned residents about dangers involved in using illegal fireworks. On the 4th of July, the City of Lawndale and the Los Angeles County Sheriff’s Department deployed extra law enforcement personnel in all four (4) reporting districts in the city. Despite all of the efforts made to stop illegal fireworks, there were still some people in the city that chose to discharge them. The Los Angeles County Sheriff’s Department issued twenty-eight (28) citations and made two (2) arrests. In addition, there was approximately one hundred twenty (120) pounds of illegal fireworks confiscated. The City of Lawndale provided a driver and a truck to transport the illegal fireworks to the Los Angeles County Fire Department where they were properly disposed of. The people that received citations or were arrested either possessed or where seen discharging illegal fireworks and are now scheduled for a court date. They will have to pay a fine, court costs and attorney fees (if they choose to have an attorney). Ultimately, it will be very expensive for them. The reason the Los Angeles County Sheriff’s Department and the City of Lawndale take illegal fireworks so seriously, is because we want the residents of Lawndale to have a safe 4th of July. On July 5, 2014, it was easy to go online and see all of the news articles about people being injured by illegal fireworks the night before. A San Jose man had one hand amputated while his other was seriously injured when he lit an illegal firework in front of his family. In another incident, a Long Beach man lost his thumb while discharging an illegal firework. Lieutenant John Hocking from the Los Angeles County Sheriff’s Department indicated, “We do not want to see something like that occur in the City of Lawndale, so we educated the public before the 4th of July and then we had zero tolerance for illegal fireworks on and around the 4th of July.” We will not hear much about illegal fireworks until the 4 of July next year; however, the Los Angeles County Sheriff’s Department and the City of Lawndale will continue to enforce firework laws throughout the year and will have numerous deputies on the streets of Lawndale next year. Programa de Alimentos Gratuitos USDA El Programa de Alimentos Gratuitos de la Ciudad de Lawndale está abierto al público de todas las edades que califiquen, que se encuentren necesitados de alimentos. Consejos a los motoristas por el regreso a clases Compartiendo las calles con seguridad con los niños peatones Todos los conductores necesitan adoptar las medidas de seguridad de los peatones, especialmente los niños. En general, los peatones tienen derecho de paso en todas las intersecciones; sin embargo, sin importar cuáles sean las reglas del derecho de paso, usted como conductor está obligado a tener extrema precaución para evitar pegarle a un peatón. Por favor maneje con extrema seguridad al manejar por los vecindarios de la ciudad y cerca de las zonas escolares: • Los conductores no deben bloquear el paso de los peatones al pararse ante el semáforo en rojo o esperando para dar la vuelta. No se pare con una parte de su vehículo sobre la línea límite del cruce de peatones. Al bloquear la zona peatonal, obliga a los peatones a darle la vuelta a su vehículo y los pone en una situación peligrosa. • En una zona escolar cuando hay luces parpadeantes, usted debe pararse para darle el derecho de paso a los peatones que estén cruzando la calle, dentro de la zona peatonal marcada o en una intersección aún cuando no haya zona peatonal marcada. • Párese siempre cuando haya un guardia de cruce de calles cerca de una escuela, oficial escolar o cruce escolar designado. • Los niños son los menos predecibles y los más difíciles de ver. Ponga atención a los niños, no solo en las zonas escolares, sino también en zonas residenciales y cerca de áreas de juego y parques. • No toque el claxon, acelere el motor, ni haga nada que apresure o asuste a un peatón cerca de su carro, aún cuando usted tenga el derecho de paso legalmente. • Las luces rojas parpadeantes y una señal de alto que dure más tiempo de lo normal avisa a los motoristas que un autobús se ha parado y hay niños que están subiendo o bajando de un autobús escolar. El tráfico en ambas direcciones debe pararse cuando los alumnos estén subiendo o bajando de un autobús escolar.

Cumplimiento de las Reglas de los Fuegos Artificiales del 4 de Julio El Departamento del Sheriff del Condado de Los Ángeles, el Centro de Servicios de Lawndale y la Ciudad de Lawndale, establecieron muy claramente que los fuegos artificiales ilegales no se permitirían en la Ciudad de Lawndale este año. Para correr la voz, el Departamento del Sheriff trabajando conjuntamente con la Ciudad de Lawndale: 1) habló sobre el cumplimiento de las reglas de los fuegos artificiales ilegales, en una serie de juntas del consejo de la ciudad, antes del 4 de Julio; 2) se crearon volantes, advirtiendo a los residentes sobre las multas y la posibilidad de ser arrestado; y 3) se entregaron volantes en los puestos de fuegos artificiales legales y en residencias donde se sabía que se habían prendido fuegos artificiales ilegales el año pasado. Además los canales de televisión de cable con avisos locales públicos, transmitieron información de seguridad sobre los fuegos artificiales y se les avisó a los residentes sobre los peligros de prender fuegos artificiales ilegales. El 4 de Julio, la ciudad de Lawndale y el Departamento del Sheriff de Los Ángeles desplegó personal extra en todos los cuatro (4) distritos que se reportan en la ciudad. A pesar de todos los esfuerzos de parar los fuegos artificiales ilegales, todavía hubo quien decidió prenderlos. El Departamento del Sheriff de Los Ángeles expidió 28 citatorios y llevó a cabo dos (2) arrestos. Además se confiscaron aproximadamente ciento veinte (120) libras de fuegos artificiales ilegales. La Ciudad de Lawndale proporcionó un conductor y un camión para transportar los fuegos artificiales ilegales al Departamento de Bomberos del Condado de Los Ángeles, para deshacerse de ellos. Quienes recibieron el citatorio, o fueron arrestados, poseían, o se les vio prendiendo fuegos artificiales ilegales y ya tienen una fecha para presentarse en el juzgado. Van a tener que pagar una multa, costos del juzgado, honorarios de abogado (si es que contratan uno). En fin, les va a costar mucho dinero. La razón por la cual del Departamento del Sheriff del Condado de Los Ángeles y la Ciudad de Lawndale toma tan seriamente los fuegos artificiales ilegales, es porque queremos que los residentes de Lawndale tengan un 4 de julio seguro. El 5 de julio fue fácil entrar en línea y ver todos los nuevos artículos sobre gente herida por los fuegos artificiales ilegales de la noche anterior. A un hombre en San José se le amputó una mano mientras que la otra le quedó seriamente herida cuando prendió un fuego artificial ilegal enfrente de su familia. En otro incidente, un hombre en Long Beach perdió su dedo pulgar al prender un fuego artificial ilegal. El teniente John Hocking del Departamento del Sheriff del Condado de Los Ángeles indicó, “no queremos que algo similar ocurra en la Ciudad de Lawndale, así es que informamos al público antes del 4 de julio y tuvimos cero tolerancia con los fuegos artificiales ilegales en la festividad del 4 de julio.” No volveremos a oír mucho sobre los fuegos artificiales ilegales hasta el 4 de Julio del año entrante, sin embargo, el Departamento del Sheriff del Condado de Los Ángeles y la Ciudad de Lawndale continuará haciendo cumplir las leyes sobre los fuegos artificiales, por todo el año y tendremos muchos oficiales en las calles, el año que entra. ¡Esperemos que hayan disfrutado y hayan tenido un Día de la Independencia seguro!
