MEET YOUR NEIGHBORS: THE DIGMANS What do you miss most? The weather was awesome never humid and almost no bugs! What is your background? We are both in Finance. I work as a Regional Vice President for AIG and Bill is a Financial Advisor for Merrill Lynch.

What is… Your name? Melody Digman Your spouse’s name? Bill Digman Your children’s names? Gwen and Grace Your pets’ names? Alice (Shih Tzu), Ashley (Shih Tzu), and Pip (Pomeranian). When did you move to Harmony? July 2015. What street do you live on? Cat Brier Trail. What are your kids’ favorite things about Harmony? They love that there are so many families who have kids their ages. Where did you move from? San Francisco Bay Area (Pleasanton)

What is a good story about Harmony? We hosted my niece’s wedding reception in our home, which of course was a huge undertaking. So many of our neighbors pitched in to help. We had neighbors who let us borrow speakers and microphones, some let us borrow decorations, others set up tables and pick up the catering. We even had a professional photographer take pictures all night. It was a huge group effort, all from Harmony residents and we truly could not have done it without their help. What is unusual or unique about Harmony, in comparison to your previous home? The design of the community is very different from our previous home. We love all of the open space and trails. We also enjoy looking at the golf course from our front porch, it seem very open and peaceful. What is your favorite weekend activity? S We have really set our home up for fun and actually enjoy being home, swimming, playing games and barbequing..

Is there a neighbor experience you are most proud of? We were without a car for a few days so I posted online if there were any neighbors that would be able to take Bill to work in Saint Cloud. We received so many responses we even had a neighbor offer to let us borrow their car! Are there any recommendations for other neighbors? My recommendation to new neighbors specifically is to just put yourselves out there. Everyone misses their previous home but Harmony is uniquely neighborly and will reciprocate kindness. So invite neighbors over for dinner even if you just met, throw a small gathering, offer to help when you can. I say give, give, give and eventually the return will be more than you could have hoped for. What do you do for fun? We really enjoy Disney and have annual passes that we use frequently. We love feeling like we are on vacation in our backyard. What is the last movie that you have seen in the theatre? Beauty and the Beast. It’s really fun to see all of these Disney movies be remade with a twist. Our favorite so far is Maleficent. What is your favorite TV Show? Bill and I have watched Survivor since dating (15 years). Now our whole family gets into the show, we like to bet on who is going to win a challenge or get voted off. It’s a lot of fun! n

his month we spotlight our friends and supporters Victor Russell Salon. Joe Silvestri and Victor Russell salon have supported our magazines for the past 3 years and really help me bring the publications to you!

Can you tell us a little history of the business? Myself and Rick (Victor Russell Villard) moved to Florida from NY in December of 2005. Rick trained in Europe, New York and Los Angeles. His many accomplishments included magazine work, Ford modeling agency and independent film. He successfully developed and managed his own makeup line called Victor Russell Cosmetics, Inc. since 1995. His success as a makeup artist and hairstylist is what brought Victor Russell Salon to the level of excellence it is known for. This past January we lost Rick to cancer but his talented staff carries his legacy on today. I know many people are extremely loyal to your salon. What do you attribute that degree of loyalty? They are treated more like family than clients and the level of talent from the staff in the salon is what keeps them happy and loyal. I know you support many local charities and organizations, are there any you care to mention or discuss? One charity I hold very close to my heart is Vanessa Echol’s from channel 9 news “Compasionate Hands and Hearts Breast Cancer Outreach.” Anything Else you would like me to mention or highlight? On a personal note, I would like to thank this amazing community that reached their hearts out to Rick and I during his battle with cancer. I want to thank everyone from the bottom of my heart.


TWO POINTS TO CONSIDER BEFORE YOU LIST YOUR HOME By Jeanine Corcoran

few months ago, I had written an article entitled, “Six Mistakes When Choosing a Real Estate Agent.” This month’s article will be an extension of that subject with two crucial considerations.

Consider the following: 1. Is this the right time of year to list your home? Our real estate market is most active during the spring and summer; however, because it is August, it doesn’t mean you shouldn’t list your home. There are still buyers who are relocating and buyers who still want to be in a house by the end of the year. If you are ready to list, be sure your home is in “show-ready” condition which means free of clutter, all repairs completed, and fresh neutral paint colors. Arrange your home to appear as close as possible to a model home. 2. Who should you hire to represent you? Choosing the right agent is paramount to receiving the best price for your home. One common occurrence in our industry is agents influencing sellers with words they want to hear to secure their listing. Then months pass with their home still

on the market. That’s when the seller hears from the agent that their home is priced too high. Don’t fall prey to this approach! It is human nature to be easily tempted by more money. The agent who knows and is active in your market will be straightforward and realistic about pricing. Sold comparable properties will be used to determine your listing price and there will be an effective marketing plan in place that will save you time, frustration, and most importantly – money! If you are considering listing your home, consider the time of year, having your home in “show-ready” condition and listing with an agent who knows your community and who will give you the straight facts along with an effective marketing plan. CDD MEETINGS—AND YOU… By Steve Berube, Chairman Hamony Community Development District

I

n the 8 or so years that I have sat on the CDD Board, the subject of meeting attendance by residents (or lack of attendance) is a regular topic of discussion. Over that time, we have adjusted many facets of meeting times such as changing the time as meetings were all held at 9AM on Thursday mornings.

with a certain amount of decorum in order to be successful. However, for several years now, we have placed “audience comments” at the very beginning of the agenda vs at the very end where it resided for years. So, attendees can speak their piece or ask a question within the first few minutes rather than have to hang out for perhaps two hours.

So, recognizing that many folks work, we changed to a 9AM one month and 6PM the next month schedule. No obvious change in attendance. Next, we went to the current all 6PM start time. Still no obvious change. Over time, I have asked (or been told) why residents do or do not come to meetings. A common, standard response is “they are not at a time/day convenient to me.” So, I have asked probably a dozen people what their desired time might be and not two even came close to a similar day or time. If one looks at any municipality’s meeting time(s), you will notice that there is little, if any commonality, in those times. So, the date/time thing is seemingly a difficult one to get right.

On the subject of decorum, we do ask that the audience not interrupt the meeting. But, a polite hand in the air nearly always gets an acknowledgement and a minute or two to speak. Of course, time constraints and appropriateness of the commentary dictate how far that goes.

Other folks have indicated that they can’t hear the proceedings well and/or can’t follow along. So, we bought a microphone and it feeds a large speaker in the meeting room which should alleviate the hearing problem. We also have equipped Supervisor David Farnsworth with a laptop which has shown him to be quite adept at keeping relevant parts of the proceedings displayed on a large projection screen. I am unsure what we can do to make things better in these two areas. Of more concern is that I have heard from several folks that some don’t feel welcome at meetings. In truth, it is easy to see why some might feel that way. But, the reality is that ALL meetings are primarily business meetings with an agenda that we need to work through. Add in a 2 hour time limit for the room, and meetings must be conducted

Why is meeting attendance important? Well, there are likely many reasons but perhaps the most important is that you SHOULD know how your five elected Supervisors are spending your nearly $5 million Annual Budget. And sometimes, we sit there hashing out a topic and wondering how residents might feel about said topic. When we look at the empty chairs, it becomes very difficult to ask for input. Another area has to do with rules and more importantly, the rule-making process. Recently, the question of how certain pool access cards are issued came up and we referred back to the rules which detailed that exact scenario. But some folks were not happy with that rule. The point is that nearly two years, over the course of a number of publicly-noticed meetings, we spent hour upon hour shaping rules that seemed to fit the needs of residents. With virtually no one attending those meetings to express their opinions. I could cite example after example but I am at my space limit. The bottom line is that you should care about this CDD as it does directly influence your life in many ways, including financially. And, you ARE welcome. Always. F

rom time-to-time I wish to review common issues I find in the community to help keep this the beautiful neighborhood it was designed to be. So here we go:

LAWN CLIPPINGS When mowing your lawn please mow in such a manner that the grass clippings are blown onto your yard and not the street. The comments below come from PennState Extension: When lawn clippings, fertilizers, soil, leaves, or animal wastes, are picked up by storm water runoff, they are carried directly to our local streams and lakes. All of these materials including grass clippings contain phosphorus. According to the U.S. EPA, phosphorus is one of the most troublesome pollutants in storm water runoff and it is considered the primary cause of water quality problems in our lakes, ponds and streams. Grass clippings contribute nutrients such as nitrogen and phosphorous, which cause unwanted and uncontrolled growth of algae and aquatic weeds in the waterways. Increased algae growth is observed as green algae blooms or “scums” on lakes and ponds. Too much algae is harmful to a lake system. It blocks sunlight and prevents other plants from growing. When it dies and decays, it also takes much needed oxygen away from fish. Limiting phosphorus reduces algae blooms. According to the Northeast Wisconsin Stormwater Coalition, one bushel of fresh grass clippings can contain 0.1 pounds of phosphorus which if it ends up in lakes or ponds is enough to produce 30 to 50 pounds of algae. When mowing your yard, make certain that you do not blow grass clippings into the street. When mowing, make the first few passes with the lawnmower blowing the grass clippings into the lawn not the street. If there are grass clippings on the street or sidewalk, use a broom or leaf blower to blow them back into the lawn. Do not use a hose to wash them into the street or storm drains. Keeping your leaves and lawn clippings out of the streets and gutters will have significant benefits for your local lake or stream. You can reduce the amount of phosphorus entering a lake or stream. 8 Harmony Life Magazine | August 2017

DOGS, DOGS, DOGS Owners failing to pick up after their dogs is the most common pet related complaint I receive. A distant second is dogs not being on a leash. So please, when walking your dog, pick up the droppings. Your neighbors will love you for it. Also, dogs must be on a leash when outside your home, except within the confines of your fenced-in back yard. While you may have a well-behaved pet that would never hurt a soul, people encountering them don’t know that and it causes needless fright.

VIOLATIONS I spend several days each month touring the community on the lookout for violations. Below are some of the most common culprits: By far, the most common violation I encounter is related to landscaping. That could include dead sod, weed-infested turf and/or shrub beds. Another common violation is a home in need of exterior cleaning and/or painting. If you have green mold on the outside of your house, please clean it. If you wipe your fingers across the paint on your house and it leaves a chalky residue, it’s time to paint. Take a look at your mailbox. If it’s faded, rusty, broken, missing its door, etc., replace it. Remember, replace like-for-like. The new mailbox must be the same design and color as the one it’s replacing.

SIDEWALKS AND DRIVEWAYS Generally speaking, you are responsible for cleaning the sidewalks on your property. If they are black or green with mold/mildew, it’s time to clean them. As well as looking bad, they can also be very slippery when wet. Cleaning them keeps them pretty and safe. One caveat for non-professional cleanings: I often-time find what I refer to as the “tiger-stripe” appearance when cleaning is done by narrow, high-pressure cleaners. You will see alternating dark and light stripes from the use of such equipment. I’ve also seen the smooth surface of a sidewalk blasted away by too much pressure being used. Once the paved surface is damaged like this, it will get dirty faster.

CLOSING COMMENTS ON VIOLATIONS The letters I send are the means with which we try to maintain a high standard of appearance in the community. They are not meant to harass you, as they have occasionally been characterized. The first letter allows two weeks to cure the violation. If you find that you need a bit more time, contact me in writing with a request for additional time. I’m happy to accommodate reasonable requests. The Board’s desire is to keep the community looking nice, not to bludgeon you with continuing notices. Please note also that the photo included with the notice may not show all areas needing attention. It may have a picture of dead sod between the sidewalk and the street whereas there may be other areas in the yard that also have dead sod. Look beyond just the photo in the letter; read the verbiage that accompanies the photo. It’s fairly descriptive in what needs to be done.

FINAL NOTE I’ve included a copy of a Harmony Design Committee Application. Should you need to repaint your house (or make any other architectural changes), you must submit this form. I highlight painting as perhaps my comments above may spur someone to action. You may ask if you’re painting the house the same color, why is approval necessary. It has happened in the past that a house has been painted without approval and in an unapproved color. The Committee does not want to perpetuate the problem color so therefore requires proposed colors to be submitted and approved. Be sure to include photos of the houses on both sides of your house as approval will not be granted that would have two houses of the identical color side-by-side. Be sure to plan well in advance of when you wish to paint. I suggest you not lock in a date for your painting contractor to begin work until you receive formal approval from the committee. n Tim Quinlan, LCAM Community Association Manager

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? While retaining natural areas, Harmony is part of a humandominated landscape where our actions profoundly affect the welfare of wild animals. Living in Harmony means hearing and seeing frogs, almost year round. Did you know that only 16 of Florida’s 27 native species of frogs are found in Central Florida? Frog species are grouped by the habitat in which you are most likely to find them: terrestrial arboreal, and aquatic. Terrestrial frog species live on the ground, often under plants, logs, or other cover, and often have dry, somewhat bumpy skin. Many species burrow in loose soil. Arboreal frog species live in trees or bushes

or on buildings, and have somewhat enlarged, sticky toepads. Most species are excellent climbers. Aquatic frog species spend the majority of their time in the water, and usually have well-developed toe webbing.

hatched bird chicks, and are often heard in loud choruses after a big rain following a dry spell.

You can find each group of native species here in Harmony. An aquatic frog that is often heard or seen include the American Bullfrog, which can often be heard croaking it’s deep and loud call from our pond edges. The Southern Leopard Frog is also easy to find here. The native arboreal Green Tree Frog is also abundant in Harmony. Because they often appear or are heard during rain storms, folklore and legends regard these frogs to be “weather prophets.”

By far the most frequently heard frogs in Harmony, though, is the terrestrial Cuban Tree Frog. These frogs are 1.5” – 3”, and any treefrog in Florida larger than 2.5” is probably this species. Their tadpoles can out-compete native tadpoles for food or space; believed to be causing the decline of native treefrogs. This species sounds like a higher-pitched snoring rasp and individual notes that may vary through an octave. Be careful with this frog: its skin secretes a mucus that can irritate eyes and nose, cause allergy-like symptoms, and even trigger asthma attacks.

A favorite native is the Oak Toad, a tiny (¾” to 1.5”) brown, gray and black toad, common here but often overlooked due to their small size. They make a high pitched peeping, like newly

Responding to an IRS Notice By Jason Flowers CPA, CFA, CFP, EA, CTFA

R

eceipt of an IRS Notice in the mail can be intimidating and disconcerting. This article is intended to provide some guidance on how to respond to an IRS notice after your initial shock.

Understand Your Notice Before you attempt to respond to an IRS notice it is important you fully understand the reason behind your notice. The IRS has a tool on their website that allows you the ability to type in the notice number in order to obtain a general description of the issue. You can access the tool using the following address: https://www.irs.gov/individuals/irs-notice-or-letter-for-individual-filers. Your notice will often outline items as reported by you per the return you filed versus items recalculated or calculated by the IRS. Sometimes the reason for an additional assessment of tax, penalties and/or interest is not 100% obvious from your notice. One path to understanding how values were calculated by the IRS is to call the IRS per the 800 number on your notice and speak with an IRS agent. Calling the IRS may not always be the easiest option due to long wait times. Understand Your Return After you begin to understand the purpose of your notice you should review your tax return relative to the tax year in question per the notice. If you do not have easy access to your filed tax return relative to the notice you can access relevant tax return information from the IRS via the tax return transcript portion of the IRS website. IRS transcripts provide you with valuable information on what has (or has not) been filed with the IRS. You can access IRS transcripts at
