I

became Mrs. Braun on February 27, 2021— but that isn’t where our fairytale begins. Justin and I met in middle school when we were both about 12 years old. Besides sharing the same birthday, we ran in different circles and didn’t seem to pay much mind to one another. Prior to living in Florida, I was a California girl from L.A. and Justin was from Chicago, where hot dogs and deep dish pizza reign supreme. After going separate ways, we eventually found our way back to one another, and as fate would have it, this Cali Girl fell for her Midwestern Prince Charming. Our story just proves that opposites attract! When Justin and I first moved to Harmony, we rented a townhouse for about two years, and then about a year ago, found and purchased our forever home. We love the sense of community and the friendships we have made and look forward to living out our happily ever after here in Harmony. I couldn’t imagine calling anywhere else home! n

HARMONY’S LANDSCAPING: Keeping everything green!

B

oy, does it take a lot of work to maintain your yard! Mowing, raking, weeding, trimming trees and shrubs, adjusting and fixing sprinklers, and treating for fire ants, chinch bugs and any number of other lawn pests and diseases. It seems like it never ends. So many of us turn to the experts to take on the challenge of keeping our yards green and beautiful. But this costs money and the monthly fees quickly add up—we pay to keep the grass growing, then turn around and pay to keep it from growing too high. Depending on the size of your yard, the total cost can easily be over $150 a month. Just like you, Harmony has a yard to maintain, and it’s a really big yard. We have over 100 acres of landscaped common space to keep looking good. This takes a team of people, a lot of equipment, and a lot of money. In fiscal year 2020, the Harmony CDD spent over $722,000 to keep our common areas healthy and looking good. This included over $200,000

for reclaimed water and maintenance of our irrigation system and $522,370 for the services of our landscape contractor. So, as spring begins, with its warmer weather arriving earlier than ever, Harmony’s CDD is shifting into high gear with our landscape maintenance. Our landscape team is returning to weekly mowing; new mulch will be spread around our trees and shrubs; and the trees on our internal streets will soon be pruned. They are also starting up a new assault on the fire ants as well. Since our landscape maintenance costs make up over one third of our Operations and Maintenance budget, this is the first place to examine to find ways to save money and improve the quality of services. As your postings on Facebook show, there is room for improvement and the CDD Board has started by examining the way we maintain our irrigation system. In April, we began a six month trial period, turning over the management of our extensive irrigation system to our landscape contractor. We hope to see a reduction in the amount we spend on reclaimed water ($150,000 in FY2020) and improved watering patterns that are matched to the needs of our varied vegetation. This arrangement will prevent the finger pointing that has occurred in the past when vegetation has died—did it die due to poor quality stock, problems with planting, or lack of adequate irrigation? The CDD Board is also considering whether to renew our current landscape contractor’s for one more year or to rebid the contract. This will come before the Board at the April 29th meeting, so if you have comments or concerns, please contact us before that meeting. Another way you can help is to keep informing us if you see a malfunction in our irrigation system. Our system is so large that it is impossible for our staff to see everything, so if you see a geyser, sprinklers on too long, or a major irrigation line break on CDD property, please let us know by texting our Field Services Manager at 407-301-2235. Remember, the CDD Board is here to represent you, the residents of Harmony. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. It’s that time again when alligators are on the move. There have been incidents in our community that have raised questions on when is it appropriate to remove alligators from our CDD-owned ponds. Alligators are an important part of Florida’s landscape and play a valuable role in the ecology of our state’s wetlands. Alligators are predators and help keep other aquatic animal populations in balance. Most alligators, if left alone, will not become a threat and can be enjoyed from a safe distance in their natural setting – they are generally afraid of people. Resting on the bank of a pond or swimming in one is not nuisance alligator behavior. In many cases, if left alone, these alligators will eventually move on to areas away from people. A nuisance alligator is one that approaches people or pets or is not afraid of them, so is a danger, and the larger the alligator the most dangerous these behaviors are. What happens when someone calls FWC to report an alligator as a nuisance? A trapper comes and removes the alligator and, in most cases, the alligator is killed and processed for its hide and meat. The sale of the hide

and meat is the primary compensation for the nuisance alligator trapper. So if you call in an alligator as a nuisance gator, it is very likely to be killed. In a few cases, with smaller animals, a nuisance alligator is sold live to an alligator farm, animal exhibit or zoo. The trapper is usually reimbursed with an amount equivalent to the market value of the alligator. It is illegal to feed or harass alligators. When humans feed alligators, it causes the alligators to lose their natural fear of humans and to associate humans with food. It doesn’t matter if people feed them human food, like marshmallows, or throw them fish guts when cleaning fish; it’s all bad because it changes the alligator’s behavior. Even fishing in the ponds can attract alligators and make them less afraid of people. Children should not be allowed to fish at a pond’s edge, and kids and pets should never be allowed to hang out by a pond’s shoreline. There are far more alligator attacks on dogs than on humans, and more than one dog has been taken by alligators in Harmony. You should assume that all ponds can potentially have an alligator. Alligators are a fundamental part of Florida’s wetlands, swamps, rivers and lakes, and they are found in all 67 counties. Florida continues to experience human population growth. Many new residents seek waterfront homes, resulting in increased interactions between people and alligators. Please take some time to enjoy Harmony’s alligators from a distance, and remember to exercise care for yourself, your family and pets, and respect for our natural world. n

MARCH CDD MEETING HIGHLIGHTS By Steve Berube HROA President, CDD Board Member

T

he CDD held its regular monthly meeting on March 25, 2021; we were joined by two residents in person and perhaps a few more telephonically. One speaker suggested that meeting length be extended; this because we haven’t finished an agenda in the last 4 months. However, the time limit isn’t the problem; continually adding new items to agendas, when the previous months’ wasn’t completed IS the problem. I understand that the Chairwoman wants to revamp nearly everything the CDD does, but the fact is that Rome wasn’t built overnight and continually re-hashing the same items month after month provides no forward movement. Also, an aware moderator realizes that when meetings get to two hours, you lose people. Limit the agenda-get it done. Move on.

The Engineer’s report was largely a rehash of previous months as was District Counsels’ report. From here on, we skipped items being mindful of time.

We approved a tree-lift-and-thin contract with Servello; in general, this will trim all the trees along the “inner” streets. This work includes only parts of trees that can be reached without going or intruding on private property. The Chair had also requested and presented a proposal to have Servello take over irrigation inspection—work currently provided by Field-Services. The idea being to save money as a FieldServices guy costs about $40k/year vs Servello’s price of $26.2k. However, Servello will charge extra for EVERYTHING except the actual inspection whereas the FS cost is inclusive. There is no doubt that the Servello deal will quickly exceed the FS cost—not to mention that FS guys are here all the time; a Servello employee will be here far less time. Why does that matter? Well, when a main line breaks and a flood is forming, or a valve sticks and sprinklers run for days, how long will it take Servello to arrive?

Now we returned to Field Services as we discussed the Chairwoman’s requested proposal from Inframark to manage FS. This was very interesting as it included keeping staff on hand to maintain irrigation—yes the irrigation discussed above. In general, it provided three different costs for three different levels of service none of which were very clear. Proposals like this can get very complex and need to be “sorted” thoroughly to avoid wasting time trying to understand their scope. Adding this very important and complex item to the agenda reinforces my comments above about time required to get through an agenda.

I’ve said it before and I’ll say it again: the Chairwoman is intent on dissolving FSostensibly by contracting out the work “to save money.” While saving money is an admirable desire, it won’t happen largely because contractors have a profit motive. FS came into being to save money AND provide quality control of services rendered not to mention 7-day-a-week staff availability. For six years, it has performed admirably. Getting rid of it will not save money. But it will reduce timely and quality service. More on FS later. 8 Harmony Life Magazine | April 2021

There was a request from Supervisor Kassel to return to “verbatim” meeting minutes rather than the “summary” minutes we’ve been using for the last couple of years. Truth is, the summary minutes are closer to verbatim anyway. But, astute readers will remember that we’ve discussed (endlessly) broadcasting our meetings; to comply with various legal requirements, a transcript of such broadcasts might be required. I suggested that we just have the minutes be transcribed; should a transcript be requested for ADA requirements, it would be readily available. Two birds with one stone.

Moving FS to Inframark provides a wide range of benefits to staff as well as extensive training in many areas including safety. FS began six years ago performing mainly basic and rudimentary tasks; it had grown exponentially over time and is now thoroughly intertwined in most of the operations here. It is time to move forward. The cost will increase somewhat but the cost savings have been demonstrated over time. A major recent one is invasive weed remediation which a contractor quoted at $263k; FS took on the project and even including buying the needed equipment, spent less than $100k; that work was approved by South FL Water Management District and is in fact ongoing today—in everexpanding areas. This demonstrates clearly the cost savings realized by doing work with inhouse labor. ’all, it’s my BIRTHDAY MONTH! I don’t know about you, but I LOVE birthdays, and not just mine— literally, anyone’s birthday. When I used to be a teacher, I would go above and beyond to celebrate a student’s birthday because it is literally THEIR day. It’s YOUR day of birth to celebrate you! It’s so fun. So being that it is MY birthday coming up, I wanted to tell you a little more about my podcast! So first of all, what is a podcast? Technically, according to Webster, it is “a digital audio or video file or recording, usually part of a themed series, that can be downloaded from a website to a media player or computer.” More easily understood, if you have an iPhone, there is this little purple square that comes installed on your phone with what looks like a white chunky lower case i with two rings around it. You can click there and listen to thousands of different shows (FOR FREE). Kind of like a radio broadcast or a daytime talk show that you don’t have to watch—you can listen to ANYWHERE! While on a walk, in your car, while you’re cooking dinner or, for me personally, I like to listen to podcasts while I get ready in the morning and do my hair/ makeup, etc. You can find podcasts from the iPhone app, android app, Spotify, google, all sorts of places and they are always free! So now that we know WHAT a podcast is and where to find them, what the heck is MY podcast about? Well I am SO GLAD you asked! My podcast is called “Come Sit With Us—A Podcast by Stephanie Milfeld.” In a world where we constantly see social media perfectionism, it is easy to fall into a mindset of, “I’m not good enough, or look how great they are doing, or how does she do it all, or I wish I looked like them, or had X,Y,Z.” In my podcast, I sit down with some amazing people who simply share their stories that remind you, hey, we are all human. We all go through some crap; it’s not always easy or pretty or fun, but we get to the other side. My hope is that the stories told here will remind you of the realities that we all go through. We talk about PTSD, infertility, adoption, chiropractic care, blended families, starting a small business, doulas, miscarriage, loss, kids, partners, food, fun…life. Some of it you will relate to, some might make you laugh, others might be shocking or even make you tear up and it’s ALL OK. When we share our stories, it helps others to have the courage to tell theirs. Every story is important and deserves to be heard.
