Merry Christmas By Danny Purvis Pastor, Harmony Community Church

A

s I grow older and my children (the youngest is now 20) continue to grow older, I find myself contemplating this time of year a lot more. Things change…and that in and of itself is not a bad thing. But all change seems to inevitably contain aspects that could be a bit melancholy. It simply comes with the territory. There are things I miss about Christmas past. I miss the excitement building in my kids as we prepared the house for the upcoming festivities. I miss the extended Christmas lists full of things that I couldn’t wait to play with as well (though to be truthful, they still provide the lists…it’s just the stuff gets a lot more expensive). I miss the wonder that comes with kids not being afraid of having a stranger enter your home in the middle of the night because, of course, it’s Santa.

Christmas will change as we grow and our family evolves. That is the nature of time. But there are things that never change.

Yeah…there are some things I miss. But there are some things I don’t miss. I don’t miss staying up until 3am putting together things that I am convinced were never put together by the people who designed them. I don’t miss the loss of my Christmas Spirit as I put those things together. Let’s just say that I’m glad there is no audio or video evidence of those instances. I don’t miss collapsing into bed at about 3:30am only to be awakened by the kids at 4:30am. But I wouldn’t trade the look on their face afterwards for anything in the world. Point is…relationally and culturally aspects of

So as I reflect on the changes related to this time of year as it concerns my family, I am truly thankful for the one thing that has not changed one bit in 2,000 years. And that is that God allowed Jesus to be born in a nondescript place, to a teenage mother, under very harsh conditions for one reason and one reason only: because He loves us. And that…will never change.

Two thousand years ago, the God of the universe condescended to join His own creation as one of us in order to save us. Jesus Himself said very plainly and very clearly that He came to “seek and save the lost” (Luke 19:10). That’s it. All of the other things He did was in direct support of that mission. That’s what the Birth was all about in the first place. Every religion on the planet demands that we become more like the god (or gods) of that religion. Christianity is the only faith tradition where God actually becomes one of us.

Money, Trees and Golf Carts MONEY

It has been a year now since the residents of Harmony elected two new supervisors to the Harmony CDD Board. So many things have happened during this year and so much more is in the works for Harmony’s future. Despite what some may be saying, Harmony is in strong financial condition, stronger than last year. In fact, the CDD General Fund balance grew from $1,163,887 as of October 31, 2020 to $1,328,084 as of October 31 2021. We will know even more about our financial status soon, as a comprehensive Reserve Study is being finalized this month. This Reserve Study inventories all the physical assets of the Harmony CDD, from our stormwater pipes and ponds, our pools and bathhouses, to our pool furniture and fences, and everything in between. The list is long and quite impressive. The Study then evaluates the condition of each of these items, assigns a remaining life to each, and a cost for current or future major maintenance or replacement. This information provides the CDD a financial roadmap to plan for the future and to ensure that we have enough money on hand to pay for the repairs or replacements when they are needed.

TREES

Harmony is known for its tree lined streets and natural areas; these features set Harmony apart from the other developments that are springing up around us and have created a special demand for the homes here. In most sections of Harmony, these street trees are owned by the Harmony CDD. In the past, the CDD was led to believe that it could not maintain any limbs that grew over private property without incurring major liability. For this reason, residents were told that the CDD would only prune limbs on the street side of the tree. It turns out that Harmony’s street trees can be properly maintained in 4 Harmony Life Magazine l December 2021

their entirety by the CDD. This is what Harmony residents have been asking for for years. The CDD is working with a certified arborist who will develop a master plan for properly caring for the CDD’s street trees. The current proposal is for Harmony to be divided into 4 or 5 tree maintenance zones with one zone being evaluated and the trees maintained each year on a 5-year rotation. The oldest trees will be addressed first. This phased approach will allow the CDD to spread out the cost. Maintenance will be done in a manner so that additional maintenance to keep the trees healthy and off the homes will not be needed for another 4-5 years. This plan and assumption of responsibility for the street trees by the CDD will provide protection for our trees and for the homes of our residents. If you feel you cannot wait until this plan is implemented and you must cut the street tree away from your home, please remember that, while cutting the portions of CDD trees that hang over your property is permitted by law, it is not healthy for the tree. So, if you can wait for this program to start, please do. Any trimming of the street trees closer to the tree than your property line (the edge of the sidewalk closest to your home) is not permitted by law and is considered vandalism to CDD property.

GOLF CARTS

Golf carts have become an integral part of Harmony life. There are golf cart parades for many holidays, they are used to visit throughout the neighborhood, to transport our children to school, and to just enjoy a leisurely drive through the community. But we each need to be responsible operators and comply with the law and the law is that golf carts must remain on the public roads. The County Ordinance does not permit the use of golf carts on CDD recreation/green areas, foot bridges, sidewalks, or around our ponds.

The CDD facilities were not designed to accommodate golf cart traffic and are being damaged by golf carts that are venturing into wet areas and leaving tire ruts or traveling across the sidewalks and foot bridges and clipping the railings. Also, the CDD is regularly receiving complaints that golf carts are driving around storm water ponds and venturing too close to and sometimes into back yards. So, please, be a responsible golf cart operator and stay on the public roads or specifically designated trails. Golf cart travel has so many benefits that we do not want to lose it, so let’s enjoy it on our public roadways.

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. As we approach 2022, some of you may be aware that there have been lots of changes to Harmony in the 4-5 years, especially in terms of attention to some of these original design values. For example, for well over a decade Harmony had a staff Conservation Director who oversaw water quality and invasive species monitoring, put together educational events for residents, hosted pond planting days and trail maintenance, and was an invaluable resource for all things green in Harmony. In 2017 the new development management team let him go as they didn’t see value in these activities. But it was inevitable that the developer, as they completed their development, would no longer support such a role. So that attention has now entirely shifted from the developer to the residents, and now it is up to us to keep them alive and thriving. Knowing the developer would not be here forever, we have now been actively planning for the future of how these design values play out in Harmony over the longer term. There are members of the committee on both the CDD board and the HROA board, so the support is there for these initiatives, and perhaps that’s a topic for another month’s article. There are lots of ways residents can support these core community values, whether by participating in the Nature and Animal Committee events such as Conservation Café or becoming a member of the committee to help with those events, trail maintenance, managing our feral cat population, and developing/delivering educational resources. At home, other ways to uphold these values include planting native Florida landscaping and using low toxicity herbicides and pesticides (and avoiding invasive plants), keeping your lighting Dark Sky compliant, letting wild animals stay wild by not feeding or interfering with them, and showing good dog walking or dog park etiquette. These are just a few ways you can do your part to help create a stronger, healthier, happier, and greener community. While a number of Harmony residents have lived here for over a decade, most residents are newer to town, and may not be familiar with all of the values and guidelines as well as our amenities and opportunities. Where Did All the Nice Stuff Go? By Steve Berube HROA President, CDD Board Member

I

n recent months, I’ve written about the history of Harmony, how the various agencies such as CDD, HROA, HOA and perhaps others are part of life here, private ownership of large swaths of property and of course, the Developer(s) who have shaped Harmony into what you see today—and then departed. Several readers have contacted me requesting clarification and/or further information about some of these things so this month I’ll tackle the Developer relationship to Harmony residents. It is important to know that even though “CDD” is short for Community Development District, the “Development” days of the CDD are over. Why? Read on… In the beginning, a Developer wants to build a community (like Harmony) using other people’s money. So, under FS 190, he applies to the various regulatory agencies to form a CDD; once approved, (s)he can then sell bonds on the market to investors to raise that money. This scheme is essentially the same as any municipality uses to raise needed funds—with one major exception. Nearly all municipalities have elected officials who sign off on the bond sale (the costs of a bond sale are staggering) and then control how the funds raised are spent— then retired through tax income. However, in the case of a CDD, the same Developer who formed the CDD also forms the Board that controls the spending of the funds raised. In plain English, the Developer puts trusted allies (friends) on the Board—and those friends nearly always vote with the Developer. Of course, years down the road, residents start assuming seats on the Board—AFTER the money has been spent. And that’s what happened here. So, there is no more “development” money; the only money available now is from your assessments—and about half of that is earmarked to pay back the bond debt. So, even though the bond money gets spent, the Developer makes money by Developing and selling property to builders who then sell us finished products. Those sales provide big chunks of money when lots get sold to builders; and then even more money via a 1.5% surcharge levied on the first sale of each lot—and that surcharge goes to the Developer. Obviously, the Developer wants to sell the bulk lots AND then he wants the builders to sell houses on those lots. 8 Harmony Life Magazine l December 2021

To encourage those on-going sales, Developers spend money on things like Dark Sky Festivals, Retail Centers, Winter Festivals with snow mountains, over-55 clubhouses, fancy street signs, on-site activity and nature coordinators and a myriad of other expensive activities which you might believe are aimed at you. They’re not—they are purely provided to attract new buyers to Harmony which appeases the—you guessed it—the home builders trying to sell the lots they bought from the Developer. And of course, each of those sales brings that 1.5% levy back to the Developer. OK—who are these Developers? In the beginning, Birchwood Acres (aka Jim and Martha Lentz) who developed the concept which took off like a rocket; so much success, so quickly, that they were rather overwhelmed; and, all that growth attracted the big money venture capitalists—in our case, Starwood Capital who bought Harmony in 2005. ($80 million is a common number thrown around as the price.) They moved in a manager who became a resident and that was a good thing because within a year or so the big recession hit and sales stopped. But that resident manager kept Starwood spending and paying their bills; they even built the retail center at Town Square—even if there were other hidden reasons for building it. Move forward 5 years and sales returned as did income for Starwood. Notably, all the big-spending activities continued through the recession. Enter Starwood Land Ventures in 2012 who for a short period, continued the largesse. However, as part of a venture capital fund, they had to get out by October 1, 2017. So, after a couple of years, the big spending went away; it’s noteworthy that when Land Ventures came in, the resident manager from Capital went out— to work for a homebuilder. Residents noticed the contraction and complained; the response was that LV would only spend funds on things directly benefitting land/ home sales. Resident festivals and other expensive amenities weren’t seen as doing that. In early 2017, the market knew that Starwood needed out and the bidding began. Very quickly, the high bidders evaporated and purchaser Sun Terra worked things downward winning Harmony at the last minute for $25.4 million. Why such a low price compared to $80M 12 years earlier? Quite simple—not many lots left to sell

to builders. Plus, the retail center and over-55 setup put in place by Starwood were not held in high regard. As we have witnessed, both have not worked out very well indeed. SunTerra very quickly sold off the retail and many other holdings to various entities. Those profits were used to bring Harmony West on line---a very successful project which they recently sold to a different builder/developer. While SunTerra is still our Developer of record, they have shown almost zero interest here and I’m sure that they’re seriously looking for a buyer for their remaining holdings in the over-55 area on E Five Oaks. Once that is done, we will have no Developer unless something strange happens. A recent resident-requested item that comes to mind is a turn line on US192 at the west entrance. Such a lane is clearly a Developer responsibility and in fact the turn lanes at the east entrance were paid for by Birchwood Acres when Harmony was built. Was that paid for by CDD bond money back then? You can figure that out on your own keeping in mind that there was plenty of bond money ready to spend back then. At some point, the Developer at the time constructed the West entrance; obviously, the Developer didn’t offer to add a turn lane, and for whatever reason, FDOT didn’t require it. Now, traffic counts are up and FDOT says “ask the CDD.” Talk about passing the buck to cover their short-sightedness!! I expect that the total cost to build such a lane will get close to a million dollars. That much money is nowhere to be found so would require a special assessment---that would be $1000 per home. Sorry to say it but that’s how it works. It’s my guess that when asked, the vast majority of owners will say NO WAY. So, like everything else around here, a funding source must be found. Lastly, while some of the above might seem to be accusatory or negative-leaning or perhaps legally sketchy, that is not my intent. Simply put, you have a right to know how we get here and maybe where we’re headed—and now you know. In short, without Developer funding, YOU will pay for everything you want. 5 Ways to Get Affordable Life Insurance

hoosing a life insurance policy can be difficult and confusing, especially if you’re a first-time buyer. And we know you don’t just want to find a good life insurance policy…you also want affordable life insurance. Here are 5 ways to get affordable life insurance.

1. Stay Healthy

Life insurance rates are decided based on many variables, but one of the most important is your overall health and lifestyle. If you want affordable life insurance, then it’s vital that you put effort towards either maintaining or attaining good health. Even something as simple as staying at a healthy weight and not smoking can have a huge pay-off when it comes to your life insurance rates. If you want the lowest possible life insurance rates, try to be proactive with your health. Eat a nutritionally balanced diet, exercise regularly, limit alcohol use, manage stress, and take advantage of preventative care services. All of these things can go a long way towards lowering your premiums and making life insurance more affordable.

2. Get It Now

We know that life insurance often feels like one of those things that

you need to think about tomorrow, not today. But, along with health, one of the predominant factors in deciding your life insurance rates is your age. Essentially, the younger you are, the more affordable life insurance will be. That’s why buying a policy when you’re younger (even if you don’t think you need a life insurance policy yet) can help you lock in a lower rate.

3. Opt for a Term Life Insurance Policy

You basically have two options when you’re looking at life insurance policies: term life insurance and permanent life insurance. A permanent policy provides life-long coverage while a term life insurance policy will provide coverage only for a specified period of time (usually 10, 20, or 30 years). Between these two choices, term policies are always the more affordable life insurance. Especially if you’re purchasing life insurance for the first time, a term life insurance policy is almost always the way to go. These policies will provide you with the most coverage for the least amount of money. And the best thing about term life insurance policies is that many of them actually provide you with the option to convert to a permanent policy down the road.


4. Start Small

Much like opting for a term life insurance policy, it’s also a good idea to start out small if you’re looking for affordable life insurance. It’s always better to have something than to have nothing at all. So if your budget for life insurance is minimal right now, then start with a cheaper life insurance policy that offers less coverage. You can always up your coverage and add to your policy as you increase your income or savings over time. Again, your age and health are the biggest factors in determining your life insurance rates. So go ahead and get a policy now while you’re younger and healthier, even if you have to start small.

5. Get lots of quotes
