What is unusual or unique about Harmony, in comparison to your previous home? The kids

have a built-in network of friends that they see at school, then at the parks and pools. That holds true for the adults too. There is a built-in network of community members that actually want to do things together.

As a family, we also operate Second Hand Stockdogs. We pair “throw-away” herding dogs with veterans in need of a service dog. There are almost 30% of Vietnam veterans, 10% of Gulf War veterans, and between 11 and 20% of veterans of the War on Terror suffering from PTSD. Herding dogs find themselves lost in the shelter system due to their high energy and high drive. Together these two populations can greatly assist one another.

Do you do any charity or non-profit work?

Mike is working towards creating the Harmony Emergency Action and Response Team with another meeting coming in January. Jess is the Harmony Lady Longhorns Tennis Coach with their season starting in February. Mike is also a member of Team Rubicon, which is a nonprofit disaster relief group that also helps bridge the gap from veterans returning to civilian life.

Who is your role model and why? Mike’s role

models are his parents, Michael and Donna. His father took time out to ensure that he was always a head coach or assistant coach for every sport he and his two brothers ever played. His mother is the definition of empathy and selflessness. They are the embodiment of Christ-like service. Jess’ role model is her Grandmother Dolores Thiel. Grams has selflessly raised three children, and played a strong role in raising Jess and her brother. Grams is the matriarch of the family, and is the glue that binds everyone together.

What else should we know about you or your family? As a family, we love sports and animals

of all shapes and sizes. We are a family filled with veterans, and wear that badge proudly! Michael is a Navy veteran, as is his stepfather. Jess’ brother is an Air Force veteran. All told we have over a dozen veterans in just two generations! n

But with the amount of congestion on Facebook, sometimes events get buried in the feed and not everyone is on Facebook. In the not so distant past, our information center sent out Harmony Event emails which I know I enjoyed receiving. HOW DEVELOPMENT IN HARMONY WORKS By Steve Berube Chairman, Harmony Community Development District

A

s you might know, Harmony started with someone buying the land and opening the Development process; in our case, a Developer formed a governmental entity known as a Community Development District (CDD) which issued bonds to raise money thereby enabling the construction of many public facilities here such as the Swim Club, ponds, docks & boathouse, sidewalks, dog parks and any number of other facilities. For most of the early years, the CDD was controlled by appointees of the Developer who obviously dictated how all those dollars were spent. As time progressed, residents became a presence on the Board and finally assumed control, but, by then, the Bond money was gone and the Board then was charged only with repaying those bonds. Fast forward to now and while the CDD does indeed build some things such as the Lakeshore Park sidewalk as well as the walk path along Butterfly Drive, the CDD is now mainly a maintenance body despite the “Development” moniker. Those two requirements, debt repayment and maintenance of facilities, make up the two parts of your yearly CDD fees. Let’s look back to the early times: the Developer carved a piece of the 11,000 acres he originally purchased, calling those 998 acres Harmony Main and platted about 1300 lots for use as home sites. As time progressed, different entities have purchased the acreage; each has had different ideas of how to maximize their investment which has caused some of the changes in the “look and feel” that you might have noticed. Nonetheless, because the Developer invested his money here, AND ran the Development process through the County, the Developer has the rights to use (develop) his lands subject to the original plan(PUD/DRI as plans may be known) as well as the numerous changes to those that are routinely made. With rare exception, neither the CDD nor HROA has any input into how the Developer modifies open land to suit his needs, though in recent years, the Developers have brought their early concept plans to the CDD for discussion prior to their breaking ground. Part of this is courtesy but part is also because after a neighborhood is finished, the open/public areas are turned over to the CDD for perpetual maintenance; so, we like to request changes to minimize landscaping and other costs; we also frequently ask for more open area (parks) and playground equipment for the kids who will settle in there. To date, every Developer has accommodated our requests; it is important to note that Developers want Harmony to look nice and be successful. Fast forward to today: as you might have heard, the current Developer (Sunterra//Harmony FL Lands) recently came before us with a development plan for parcel BL1 which is the area that formerly housed the Community School and then the Enrichment Center. More specifically, it consists of about 5 acres along the north side Oak Glen Tr to the east of the Lakeshore Park//Buck Lake Entrance road and extending toward the retention pond just before The Estates entrance. Previous Developer Starwood had originally planned to cram 20 houses into this area; Sunterra knew this would never work and redesigned the plan to include 15 homes on a culde-sac street plan with 50 foot frontage lots allowing for premium homes here. In order to get those 50 foot lots, they needed some acreage and so asked for the CDD to swap about ¾ acre of land a bit further to the east for about 1.5 acres a bit further to the west. Additionally, because that western piece includes the path to Buck Lake and the parking area, Sunterra offered to move and rebuild the parking area and give us a perpetual lake

access agreement—which we don’t have now. They also agreed to handle permitting for and contribute $5,000 to repairs at the Boathouse at Buck Lake which has been tied up in permitting for about 2 years now. Additionally, Sunterra ceded to our request to cut the lot count to 13 and provide a heavy landscape buffer to the new neighborhood; this has since changed to 12 lots and a 55 foot lot frontage which will allow a 4000 ft/sq house to be built on these lots; in other words, premium (custom) homes on premium lots. After a general agreement by the CDD to this plan, some concerns have arisen from residents with the strongest request seeming to be that the CDD should BUY the land to prevent development. On the surface, this might seem like an admirable idea, but, one has to consider that the Developer currently pays over $50,000 annually in CDD fees on this land; multiplied by at least 15 years left on the bonds, and we’ve lost over $750,000 in fee income. Plus, since we have an obligation to pay off the debt, we will have to make up that $750,000 in lost CDD fee income. Add to that the $460,000 cost of buying the land, and the taxpayers will have spent $1.96 MILLION to acquire it. Then, there will be a demand to do SOMETHING with the land: a pool and/or a Community Center are two ideas which have surfaced. Either is likely to cost at least $500,000 so now we’re approaching $2.5 million. While there are some funds in reserve, there is nowhere near that much; plus, sound fiscal management says you don’t drain all your reserves on an optional purchase. So, to fund a purchase such as this, one must consider a special assessment, which in this case, would amount to $2,500 per lot ( $2,500,000 divided by about 1,000 lots equals $2,500 per lot.) My guess is that the overwhelming majority of owners would scream a resounding “NO!” to such an assessment. Well then, what should we do with this area? While many folks have many ideas, most are simply not feasible for any number of reasons. After careful consideration, my opinion remains that getting the richest concessions we can from Sunterra remains our best option. It is important to remember that as Sunterra owns the land, and it appears to be zoned properly for their plan, that it is Sunterra’s right to DEVELOP their land as they see fit. One must also consider that we have all bought into a development that is still being developed. And, before you bought your house, someone was living here looking at the undeveloped space where your house now sits—and perhaps complaining about the very thing some are concerned with now: development. Interestingly, we all hear about the lack of people here needed to support the community’s businesses, yet here come more houses but some are resistant to this new growth. Keep in mind that there are still over 200 lots that have yet to sprout homes: will we push back against all of them? As I state these opinions, I certainly don’t expect some to change their minds. Rather, I just hope to offer some reality to those who might not have a thorough understanding of the facts surrounding this seemingly simple, though complex issue. ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony’s natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony’s abundant natural and manmade amenities by its residents. As we enter 2018, some of you may be aware that there have been lots of changes to Harmony in the last few months, as well as over the last three or so years, especially in terms of attention to some of these original design values. That attention has now almost entirely shifted from the developer to the residents, and now it is up to us keep them alive and thriving. Knowing the developer would not be here forever, we are now actively planning for the future of how

these design values play out in Harmony over the longer term. There are lots of ways to do that, whether by participating in or volunteering to help with Nature and Animal Committee events such as Conservation Café, or helping out with trail maintenance activities or water quality monitoring. At home, other ways to uphold these values include planting native Florida landscaping and using low toxicity herbicides and pesticides (and avoiding invasive plants), keeping your lighting Dark Sky compliant, letting wild animals stay wild by not feeding or interfering with them, and showing good dog walking or dog park etiquette. These are just a few ways you can do your part to help create a stronger, healthier, happier, and greener community. T

he Tax Cuts and Jobs Act was approved by the House and 6HQDWH RQ DQG VLJQHG LQWR ODZ E\ 3UHVLGHQW 7UXPS RQ 'HFHPEHU QG $ VXPPDU\ RI NH\ FKDQJHV UHODWLYH WR individual income tax returns is detailed below. Many of these changes will affect your 2018 tax returns going forward. Standard Deduction: In 2018, the standard deduction increased IURP WR IRU VLQJOH WD[SD\HUV IURP WR IRU PDUULHG ¿OLQJ MRLQWO\ DQG IURP WR IRU KHDG RI household. These increases in the standard deduction are expected to continue until 2025. Personal Exemption: The personal exemptions will disappear in 2018 and remain unavailable until 2025. Child Tax Credit: Previously taxpayers could claim a child tax credit RI XS WR SHU FKLOG XQGHU WKH DJH RI ,Q DGGLWLRQ WR WKH &KLOG 7D[ Credit, taxpayers were also afforded what was known as the Additional Child Tax Credit. The Additional Child Tax Credit allowed a taxpayer who was unable to utilize 100% of the Child Tax Credit to obtain a refund equal to the lesser of the unused portion of the Child Tax Credit or 15% of earned income above $3,000 up to the extent of receiving the entire Child Tax Credit of $1,000 per child. The new child tax credit for 2018, combines both the Child Tax Credit and Additional Child Tax Credit into one Child Tax credit equal to $2,000 per child with up to $1,400 being refundable assuming the taxpayer was unable to utilize the credit to offset taxes. Mortgage Deductions: Deductible interest expense paid on secured debt used to buy, build or improve your main home or second home will EH OLPLWHG RQ ORDQ DPRXQWV RI IRU GHEW LQFXUUHG RQ RU DIWHU ,I \RX SXUFKDVHG SULRU WR WKLV GDWH WKH SUHYLRXV OLPLWV ZLOO be in place relative to deductible mortgage interest.

Medical Expense Deduction: Taxpayers may deduct medical H[SHQVHV WKDW H[FHHG RI $*, LQ DQG DV DQ LWHPL]HG GHGXFWLRQ RQ 6FKHGXOH $ 7KLV QHZ GHGXFWLRQ OHYHO HQGV Limits on Itemized Deductions: Previously, itemized deductions were reduced for all taxpayers who had AGI above certain thresholds based RQ WKHLU ¿OLQJ VWDWXV )URP WKHVH RYHUDOO OLPLWV RQ LWHPL]HG deductions would be eliminated. Miscellaneous Deductions Subject to a 2% AGI Floor: These itemized deductions are eliminated from 2018-2025. Itemized deductions in this category include unreimbursed employee expenses, investment expenses, tax preparation fees and fees to maintain a safe deposit box. Taxpayers with assets managed by an investment advisor will no longer be able to deduct their investment management fees. Additionally, taxpayers who drive for their employer may no longer take a deduction for unreimbursed employee expenses such as mileage on the Schedule A. If you are self-employed, you are still allowed to deduct mileage on your Schedule C. Capital Gains Tax Rates: No changes made.
