What is a good story about Harmony? So many. The best ones involve good friends, golf carts, and bad decisions. What is unusual or unique about Harmony, in comparison to your previous home? Nobody is from here. You are never the new family in an established area. Your neighbors all moved here new just like you, and many are willing to invite you in and become family. What is your favorite weekend activity? The girls love going to Disney or the beach. Other times, just hanging out with friends in town. Is there a neighbor experience you are most proud of? We have great neighbors. It is not uncommon to have unplanned, impromptu get togethers where all the kids ride bikes together, the parents hang out outside together—and before too long, dinner plans are scrapped, and everyone is pitching in for pizzas. Are there any recommendations for other neighbors? Always keep snacks and drinks on hand…you never know who might show up on the front porch.

We moved here in late November of 2018. What do you love most about Harmony? We love the small-town feel. We love that it’s tucked away from traffic, tourism and the city. What are your kids’ favorite things about Harmony? They love the parks, golf cart rides, meeting friends at the pool, and being able to walk to friends’ houses. 2 Harmony Life Magazine | January 2021

Where did you move from? Amherst, NH. What do you miss most? Family and friends. We both grew up in NH and our families are all still there. We also have some really great friends back home. What is your background? Professionally, I have been in wireless communications for the past 20 years. I solve the problem of poor signal in buildings and venues, for commercial cell phone carriers and first responder radio. I have also been a volunteer firefighter, and member of my town’s school board and zoning board. My wife has a background in dance and cosmetology. These days, she is the director of operations for our family.

What do you do for fun? We are passholders at Disney. We used to vacation here frequently before we moved, so being closer to the theme parks is a bonus that the girls all love. We enjoy golf cart rides around town and through the trails, especially during the holidays. What was the last movie that you have seen in the theatre? The kids and I went to see “Aladdin” at the theatre. What else should we know about you or your family? Our dogs are rescues. When we lived in NH, we were a foster home for rescue dogs. We had 20 dogs pass through our house in the last year that we lived there. n

Do you do any charity or non-profit work? Pre-Covid – yes. We were both very active in volunteerism before we moved to Forida. When we first arrived here, Jessica joined the PTO at the kids’ school and served as president. I am currently volunteering as a subject matter expert for NICET.

HELLO 2021! By Stephanie Milfeld

Some things that I plan to do as part of my self care/love routine are as follows—and feel free to hold me accountable when you see me: 1) Move my body 5x a week for at least 30 minutes — That could mean playing at the park with my kids, yoga, running, a strength workout, a dance party, a walk around the neighborhood, ANYTHING to move my body for 30 minutes. 2) Write in my gratitude journal each morning — I have found that by writing down five things I am grateful for each morning in detail starts my day off on the right foot. I don’t mean I am grateful for my family because, DUH, of course I am. I mean full on detail like, I am grateful for Quinn’s belly laughs when she jumped in the rain puddle. 3) Do a facemask twice a week — Because ya know I can’t afford getting facials on the regular, but my Mary Kay charcoal mask does wonders and makes me and my skin feel great. 4) 15 minutes of quiet time — Whether this is in the morning before my kids wake up, at night before bed without my phone, in the bath, reading a book, a meditation—literally, anything of just nice quiet time to myself. I realize I may not get to all of these things each day, but if I do just ONE of these things a day it may slow the world down for just a moment and make me feel good. Take care of yourself this year and every year. Make a plan and start today, right now — don’t wait until Monday — just start now. You won’t be disappointed. S

o when a new year arrives, resolutions tend to be made. Some health related (hitting the gym and cutting calories after all of the holiday and 2020 indulgences), some personal, or maybe work related. Some people declare a word for the year rather than making a resolution like, CONSISTENCY or WARRIOR or PLAY. Well, after a crazy 2020, one thing I want to focus on this year is self care. I don’t mean going out on a shopping spree for me (although that would be pretty nice)—I mean simply taking the time for ME each day. Self love and self care is NOT selfish. If you can not take a minimum of 10 minutes a day aside for yourself, how do you expect to show up in the best ways for the ones that you love?

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. Keep the wildlife wild, for their safety and yours. As our population increases there has also been an increase in unfortunate incidents between humans and wildlife here in Harmony. Many of these incidents seem to be connected by animals receiving food as a reward for their willingness to come close to people, whether by accident or intention. Over the years we have had dogs taken by alligators who are made less fearful of humans through feeding, cranes damaging cars and homes by pecking at them, raccoon and possum populations exploding as food waste is left at their disposal. Whether people are leaving food out for wildlife, or are not containing their trash adequately, or being careless with the food and beverage wrappings they bring on walks or to our parks, animals begin to associate with humans can result in their loss of fear of humans. This change in behavior may lead to property damage and human injury. For the animals involved it may mean negative health effects or overpopulation resulting from unnatural food sources, dependence on a seasonably unreliable food source, and greater susceptibility to predators and vehicle collisions.

Then, through no fault of its own, the animal is blamed when people complain of being bitten or “attacked.” Wild animals often cause property damage when they are fed human food. Animals will chew or bite into packs and coolers and even enter vehicles and buildings when they learn that these can be sources for food. Raccoons, squirrels, and and birds have entered garages and porches, sometimes causing damage, because they learn there is food stored there. Feeding wild animals changes their behavior, often with fatal results. Animals are often injured or killed when they spend more time around vehicles parked on the sides of roads, in driveways, and crossing streets to get from “home” to human food sources. They are also easier for predators to catch in these open areas. It is often against federal, state, or county regulations to feed wild animals, and it is certainly against longstanding Harmony policies. In some cases, violations might result fines. n

So please don’t feed or approach wildlife. This includes deer, birds, bobcats, squirrels, alligators, snakes, feral pigs, and all other wild animals. Feeding or approaching wildlife can cause problems for both humans and wildlife. Wild animals that learn to associate humans with food often become dependent on human-related food and trash. They lose their wildness, may become unhealthy and often threaten people and property. They may be cute, but feeding them is bad for you and the animals. Most animals have specialized diets and the “people food” can negatively affect their health. Human food sources can cause increased wildlife populations that are damaging to the environment and that these animals’ naturally available food supplies can’t support, so they become dependent on human-provided food sources. Unnatural foods can also make them sick. Feeding causes wild animals to lose their natural fear of humans, which can lead to their death in a number of ways. For example, wildlife can become an easy target for hunters, or the bold advances of an animal may be misinterpreted as an “attack” on a person, or living near humans exposes these animals to attacks by dogs, or collision with vehicles. You risk injury when you do not keep a respectful distance from wild animals. They can misinterpret your actions. They don’t know where the January 2021 | Harmony Life Magazine 7

SO, WHAT IS A CDD? By Steve Berube Chairman HCDD and President HROA

A

s we enter the New Year, the growth of Harmony, both Main & West, continues with great fervor—and that’s good for all of us as it means property values will continue their upward trend. Though many of you may have read some of this previously, perhaps many new arrivals in both communities will find this information interesting. The letters CDD stand for Community Development District—a unique-to-Florida financing scheme. All CDDs start out the same way and progress over time to become completely different governmental agencies. In short, Developers start them and Developers exit them when their usefulness wanes. In the beginning, a Developer planning a new development can finance it himself OR sell bonds to finance the construction. If he wants to sell said bonds (similar to a municipal bond) he must set up a CDD which then sells the bonds and receives the proceeds of that sale. Part of setting up the CDD are many requirements set by the state; perhaps the most important of which is the governing Board of Supervisors. Ah yes-the Board. Boards are generally comprised of 5 people-all appointed by the Developer. And yes, the Developer is frequently the Chairman of the Board and he’s surrounded by 4 of his appointees; it’s safe to assume that all will be like-minded and vote the way the Developer wants. It might be important to know that Supervisors receive a $200 per meeting fee. There are people in the Development community who are members of multiple Boards and make a living going from meeting to meeting making a tidy living by doing so. All quite legal. Fast forward a few years and we now have some residents living in the CDD; at some point, typically 250 landowners, the Developer is required to cede one of his appointed seats to a landowner—whom he gets to appoint to the Board. As time goes on, typically in 250 landowner increments, more owners get on the Board; at some point, appointments end

and landowners get elected via the statewide elections which take place every evennumbered year. These elections work just as any municipal elections work because in effect, your CDD is most local government. Generally, by the time the Developer loses control of the Board, all the tax-free proceeds of the Bond sale that began all this have been spent which leaves the Bond Debt (typically at a high interest rate because a new CDD has no credit history) as well as perpetual Operation & Maintenance (O&M) of the burgeoning new Community. At the point, the Board is really governing a Community Maintenance District because the Development monies have already been spent. Typically, those Bonds mature after 30 years—just like the mortgage on your house. Notably, that Bond Debt is assigned to your land---not to you. Astute readers have likely realized the importance of electing and keeping the right people on the Board; after all, those Board members have taxing powers which can (and will) affect you for as long as you live in a CDD. Why? Because though the Bonds will (likely) eventually be paid off, the Operation & Maintenance must continue forever and, as the community ages, those costs will only increase. While there is no “correct” skill set needed to be a good Supervisor, it is vitally important for one to possess both common sense AND the ability to “see” the many puzzle pieces involved along with the forward vision needed to keep all those puzzle pieces together. More on the debt and how it’s assessed: In general, 2 things are involved: how large your land is and when it came on the tax rolls. The how large piece is easy to figure: how many acres (or fraction of acre) you own is assigned a fractional cost of the total cost of debt and maintenance. In all neighborhoods, there are various lot widths such as 40,45,48,50,60 and 85 feet wide. The wider your lot, the more you pay. The when is a bit different; remember the sale of those Bonds? The Developer/ CDD Board got a check on DAY ONE—and immediately the Debt repayment schedule was put in place—so every owner started the

repayment schedule. But, not every area was developed—nor were those areas paying-yet. Each neighborhood is lettered (A,B,C,D…..) and in general, development followed/follows the letters. So, owners in A.B and C were the first to begin the repayment; when D came on line, owners there paid more for identical acreage than those in A.B.or C; this because D lands didn’t start to pay until the Developer platted D and made it available for sale which at that point put those lands on the tax rolls and subject to CDD fees and maintenance. Obviously, E followed D and E stands for Estates. The Developer back then thought there would be a market for larger & treed lots with plenty of open, treed spaces. So, with fewer owners available to split the costs of those acres, the cost-per-acre there is higher than anywhere else in Harmony. G followed E (reasons became clear later) and G, acre for acre cost more than D; F, H1 & H2 came on shortly thereafter and, as expected, they all cost more than the previous neighborhoods. Again, the debt on those areas was incurred on Day One; as the lands were sold and became taxable, their eventual owners had to play catch-up on the debt. And, that ever-higher cost structure will continue until all un-platted areas come on the rolls and equilibrium is reached. When trying to understand the byzantine fee structure, it’s important to return to my previous note: The debt follows the land—NOT the owner. For my neighbors in West: So far, it appears that you have two neighborhoods in existence; as West expands, I think you can expect a similar fee structure to develop. However, your Developer might use a different structure. Lastly, please remember that a CDD is completely separate and distinct from and HOA that might cover your property. While the different agencies usually interact in a cooperative manner, they are not connected. I hope this clarifies what can be a bewildering agency. HAPPY NEW YEAR and stay safe!! n

The Seen and Unseen of Harmony’s Stormwater System

D

id you know that Florida gets over 4 feet of rainfall each year? That’s a lot of water! If we could catch it before it hits the ground, we could put this rainwater directly into our natural lakes and wetlands, but we can’t. So this water lands on our roads, roofs, and yards. As it flows through the neighborhood, it picks up pollutants-oils, gasoline, fertilizers, pesticides, pet wastes, grass clippings, leaf litter, and other organic matter. These are all contaminants that damage our natural environment. We need to slow this water down so we can clean it before it gets to Buck Lake, Cat Lake, or one of the many wetlands that are tucked away in the Conservation Areas of our community This is where our many pipes and ponds come into play. The contaminated water flows from our streets and yards into the storm drains that are located in the alleys and along the curbs. These drains connect to pipes which are up to 4 feet in diameter and buried sometimes as deep as 11 feet under the ground surface. These pipes take the water to the stormwater ponds that are scattered throughout Harmony.

But, how do these ponds clean the water? The first line of treatment is the ring of vegetation that lines the water’s edge of the pond at what is called the littoral zone. This vegetation slows the water flow, allowing sediment to fall out and catching any leaf and grass litter. If this zone is planted with the proper aquatic plants, they will also remove the nutrients from the fertilizers and other organics carried by the stormwater by using them to grow stronger and healthier. Without these plants, the pond banks will erode, sediment will start to fill the ponds and the accumulation of nutrients will cause masses of algae to grow and cover the surface of the ponds. If this continues, the algae will consume the oxygen in the water; oxygen that the wildlife in the ponds need to survive. Harmony’s ponds protect our homes from flooding, protect our natural areas and lakes from pollutants, provide habitat for our wildlife, and provide beauty that each of us can enjoy while either relaxing on our porches or walking on our footpaths. To preserve these benefits we must all work together to maintain and protect our ponds. Some of the things that each of us, as residents, can do to protect our ponds are: • Avoid the over use of fertilizers or pesticides. Ask your lawn maintenance firm to only apply fertilizers when your grass is actively growing. • Never allow anything but rainwater to flow into the storm drains. Pouring chemicals or sweeping leaves or lawn clippings down the storm drain ensures that they flow directly into our ponds, damaging them. • Keep vehicles in good operating condition, checking for drips and repairing leaks immediately to keep oils off our streets and out of our ponds. • If you live on a pond, please do not mow down to the water’s edge. This vegetation is important to the pond’s health. • Check the alignment of your sprinklers regularly to ensure that your irrigation water is not heading directly to the storm drains. This reclaimed water contains nutrients that feed your yard but that damage our ponds. Remember, although Harmony is continuing to grow and new residents are moving in daily, much of Harmony’s infrastructure is over 15 years old. This means that we need to plan, not only for ongoing maintenance, but also for repair and replacement. If we all work together to protect and improve our stormwater system, we can prevent some costly repairs to and rehabilitation of our ponds.
