SUMMER RAMBLINGS… By Steve Berube Chairman HCDD and President HROA

T

his month I thought I’d share my views on a “laundry list” of items—many of which I hear from various sources which you might be interested in.

First up: RUMORS. It seems that there are many things happening (or might be happening) in Harmony. While change is inevitable, some of the topics being asked about are simply incredible. And it happens often. The bottom line is that you shouldn’t put much credence in things that aren’t published somewhere or don’t seem credible. If you have any concerns, feel free to ask any CDD or HROA Board member as most of us are fairly tuned in to things going on around town. Next: FOUNTAINS. This is a topic with a complex background as it involves ponds and their ownership. While the CDD is required to MAINTAIN the ponds, it doesn’t own all of them. In short, the ponds parallel to US192 belong to the Developer; those touching Golf Course property belong to the Golf Course, and the remainder belong to the CDD. Some years back, the then-Developer added fountains to some ponds as a sales feature. As the cost of operating and maintaining them became clear, some of them fell into disrepair. When it became obvious that they would not be maintained, the CDD asked the Developer to remove them from CDD-owned ponds which they did. One failed fountain remains in a Developer-owned pond which has drawn complaints from residents but the CDD has no authority to remove it. There is a small group of residents that want fountains put back in ponds. Obviously, there is a cost to doing this and a fountain ranges from about $8,000 to over $20,000 plus necessary improvements such as electrical installation. Operationally you can expect $2-500 per month for electricity plus repairs on an ongoing basis. Once you decide that a fountain might be desirable, the question becomes which pond(s) do you put it (them) in? Of course, there is the money thing. While the CDD can afford them, it is important to remember that assessments provide a finite bucket of money and it is very easy to overspend available funds which of course means assessment increases—and nobody wants that. So, that’s more than you ever wanted to know about fountains!! Moving on, let’s discuss the Developer which is SunTerra Communities. While they own much of the 7,000+ acres that comprise Harmony, they only own the over-55 area known as The Lakes in Harmony main. Mr. Steve Fusilier owns most of the remaining 180 or so lots, the Commercial Buildings at Town Square and the Champions Grille Building. In recent weeks, there has been plenty of angst expressed about the over-grown condition of many of these lots and some of them have been tended to. But, others have not been. To that end, the HROA is monitoring and will treat them just as they would any other owners’ land—meaning violations if warranted. Finally, allow me to discuss POOL SECURITY: As Harmony expands, demand for pools at peak times is increasing. Additionally, keeping

out those who don’t belong has been requested by residents steadily over the years. To that end, the CDD has instituted a “keycard” access system which is carefully monitored to ensure that those who are in the enclosures belong there. Additionally, the system is frequently tweaked because some folks tend to find loopholes in the rules. You might see CDD Field Services Staffers pass through the enclosures to check your keycards. While some folks are courteous and show their cards when asked, others are less so and some even become argumentative. These guys are just doing the job that you pay them to do and they cannot change policy. So, berating them or becoming argumentative just makes what is a difficult task for them even worse. Bottom line is that card checks are not going away and neither is pool security—so, please just treat staffers as you’d like to be treated. Staff thanks you in advance. See you next month!! —Steve

Like a good game of telephone, we hear all sorts of rumors about what’s happening in your community, some are true, some are not. We’re also having some of the same questions asked by owners, so we thought we’d put to rest some of the rumors and answer some of the most frequently asked questions. Don’t forget, if you have any questions about your community, please reach out to us via email or phone so you have the correct information. Do you have an office in Harmony?

No, we do not have an office within the community. Association Solutions is located in downtown Kissimmee and will be not opening a second location in Harmony. I received a notice and require more time, what should I do?

HARMONY RESIDENTIAL OWNERS ASSOCIATION I corrected a violation issue, do I need to tell you that it has been done?

You don’t have to tell us but you’re welcome to send us an email to say you’ve finished the work. During the next inspection, if everything looks taken care of, the violation will be closed. We do not send any notice that it is closed. Are there any spaces for rent in the vehicle storage lot?

There are only a few small spaces available and there is already a waiting list for larger spaces. The cost for a space (at time of printing) is $225.75 for 6 months including tax. Is the vehicle storage lot being made bigger?

No. There are no plans to expand the existing vehicle parking lot. When are my HROA fees due for payment?

Your HROA are due October 1st 2018.

How will I know how much my HROA fees be?

The fees have not yet been finalized for 2018-2019. You can expect to receive a statement from us in September.

How can I pay my HROA fees?

You can make payments through our website www.myhoasolution. com or you can pay by mailing a check or money order to our office. I’d like to add my email address to my account. Who do I contact?

Once that information has been added to the system, you will be able to receive communications automatically and quickly via email. If you have a property manager, you can add them too. I have a commercial vehicle / RV / boat / trailer, can I park this on my driveway or in front of my house?

No, you may not park any of these types of vehicles on your property or in the streets of Harmony. Can I attend the HROA Board meeting?

Yes! We encourage owners to attend the meetings so that they can see and understand how the Association works. It is also a great way to meet your neighbors.

D

ID YOU KNOW that Harmony was designed to promote the peaceful coexistence of human and animal residents within the community while striking a balance between the preservation, use and enjoyment of Harmony's natural areas? Underlying these objectives are the values of fostering a respect for the land, the protection of wildlife and the sensible use and enjoyment of Harmony's abundant natural and manmade amenities by its residents. It's summer and more of you may be out fishing and enjoying Harmony’s wonderful natural endowments. Please be careful with weights, bobbers, and especially fishing line. Animals, especially birds and turtles, entangled in fishing line can suffer: the restricted ability to move can lead to drowning or starvation, vulnerability to predators, infections and even limb amputation as the animal struggles against the line. Did you know that most fishing line is not biodegradable and can last up to 600 years, and that Harmony has not one, but two fishing line recycling receptacles? One is near the entrance to Buck Lake, the other is on the fishing platform off the Long Pond boardwalk. Please use these to recycle your fishing line or otherwise safely discard it. Here are some best practices in regard to fishing line: Never leave fishing line unattended. Be careful when casting line to avoid trees, shrubs, bridges, wildlife, and your own and other fishing lines. If your line does get snagged, or breaks, make every reasonable effort to safely collect it, and all other associated equipment (bobbers, weights, etc.). If you see wildlife entangled or endangered by fishing line, never enter ponds, lakes or other hazardous areas, instead call the Florida Fish and Wildlife Conservation Commission at 1-888-404-FWCC (3922). Never feed wildlife, since doing so acclimates that wildlife to people to the point they can become a nuisance, and will likely be “taken” (usually killed). Late last month we had a raccoon reported as a nuisance that the Harmony Nature and Animal Committee assisted in trapping and relocating before it got reported to FWC to prevent it from being taken. Use care if you decide to fish in an area not specifically designed for fishing. Alligators are attracted to movement at the edge of and in the water (such as a fish wriggling at the end of a line). Also, be aware that while the first few feet of pond edge are shallow, the bottom quickly drops off steeply, as the ponds were designed to retain a large volume of rain and run-off. Fishing anytime is fun, relaxing, and can create deep, quiet connection with the natural world. It’s exciting at times, too, especially when a you hook a live one. Do take some time to enjoy Harmony’s bountiful fishing amenities, and remember to exercise care for yourself, your family and friends, and respect for our natural world. n
